Background

a) In November of 1992, the Asia-Pacific Workshop on Multilateral Cooperation in Space Technology and Applications was held in Beijing, which marked the multilateral cooperation in space among Asia Pacific countries started.
b) China, Pakistan and Thailand proposed
the institutionalization of the mechanism which
was agreed by the participants from 16 Asia-
Pacific Countries.
c) On October 28th of 2005, the Signing
Ceremony of APSCO Convention was held in the
Great Hall of the People, Beijing. 8 countries in
Asia-Pacific Region signed the Convention,
which included Bangladesh, China,
Indonesia, Iran, Mongolia, Pakistan, Peru
and Thailand.

d) On June 1st of 2006, the representative of the Government of
Turkey signed the APSCO Convention in Beijing. Totally 9
Signatory Countries were presented.

The Establishment of APSCO-2008
• On December 16th of 2008, the Inauguration Ceremony of APSCO was held in Beijing, China, which represented the Second intergovernmental regional organization in Space cooperation all over the world was bourn .

• International Recognition APSCO is drawing more international attention since it was created. It has
been granted as a permanent observer by the United Nations Committee on the Peaceful Uses of Outer Space (UN-COPUOS) on the 52nd Session of Committee meeting in Vienna, on 12 June 2009.

• The Host Country Agreement was successfully signed by Dr. Zhang
Wei, Secretary-General of APSCO and Mr. Li Yizhong, Minister of
Ministry of Industry and Information Technology of China signed on
15 July 2009 in Beijing, China.
• It marked the legal status of APSCO in Hosting Country was
steadily confirmed.

In November of 2009, APSCO moved into its new headquarters office building, which is located in Beijing and donated by Chinese Government.
It represented that APSCO started to fully operate.

Objectives
Basic objective: build the network with existing facilities, with the aim of tracking
objects and space debris in LEO.
Optional objective: bring new facilities, and extend the ability to track objects and
space debris in MEO and GEO, for peaceful purposes.
Benefits
APOSOS has the potential to become a global space observation network, and it will
enhance participating countries' influence on international space issues.
APOSOS can provide collision early warning service, thereafter protecting
participating countries’ space assets and reducing economic loss.
The project will bring the state-of-the-art facilities and technologies, which would
build or strengthen the pariticipating countries' ability in space observation.
Through activities such as training and joint observations, participating countries will
gain experience in advanced observation methodology and technology.
APOSOS Project (1)

Background
2008: The project was initially proposed by China, Peru and Turkey.
2009: The Council approved to carry out the feasibility study. China and Turkey led together.
2010: Two Expert Group Meetings were held and the feasibility study was finalized during
the year. According to the feasibility study, the project aimed to establish the network
with existing infrastructures from Member States in phase 1, and enhance the network
capabilities with new infrastructures in phase 2.
2011: Phase 1 of the project was approved by the Council, stipulating to network compatible
observatories in Member States, while the data sharing platform is being established
at APSCO Headquarters.
2011: A training course on this project was held from 06 to 15 December 2011 in Beijing and
Weihai, China, totally 17 participants coming from 9 countries were trained.
2011: A joint pilot observation by the nodes/telescopes of APOSOS Member States is
planned in the month of April 2012.

Introduction
During the feasibility study, 13 sub-topics were proposed by the
Member States based on their need and interest in navigation
applications. After two Expert Group Meetings and two Administration
Heads’ Meetings, there are 2 sub-topics were short listed as
prioritized. As well, the detailed feasibility study on those 2 sub-topics
were carried out.
The Two prioritized sub-projects are:
a)Development and Demonstration Applications of
Compatible GNSS Terminals for Emergency Management
and Disaster Rescue (Led by China)
b) Software Compass/GPS Receiver (Led by Pakistan)

Objective and Significance
Through development and implementation of the applications of
compatible navigation terminal system, it will further investigate
the requirements of APSCO Member States, expand application
fields, and improve technical capacity of the industries. This
project will promote the GNSS navigation applications in Asia-
Pacific region, extend the application systems and explore the
potential market based on derived applications.

- APSCO supported by The Beihang University of China jointly hold the Master Program on Space Technology Application (MASTA Programme), which starts from September 2010 and is organized yearly.

Communication with International Organizations
- In October 2009, APSCO received a delegation from Japan Aerospace Exploration Agency (JAXA)
- In September, 2010, APSCO delegation visited the ESA Headquarter for an official meeting.
- In Obtober, 2010, APSCO Officials met with NASA representatives in IAC meeting.
Interactions with APSCO Member States
- In October 2010, APSCO delegation headed by the Secretary General Dr. Zhang Wei visited TUBITAK, Turkey.
- In March, 2011, APSCO delegation visited headed by the Secretary General Dr. Zhang Wei visited CONIDA, Peru.
Active Membership Expansion
- In July 2010, APSCO met with delegation from The Federal Space Agency of Russia.
- In October 2010, APSCO visited National Space Agency of Ukraine (NSAU). \
- In June, 2011, APSCO delegation visited National Space Agency of Kazakhstan (KAZCOSMOS)
- In October,2011, APSCO delegation visited Space Agency of South Africa (SANSA)
Actively Participating in International Activities
- In November 2010, APSCO officers attended the workshop on Space Law “Activities of States in Outer Space in Light of New Developments” in Thailand.
- In October, 2011, APSCO exhibited the in IAC meeting in South Africa.
- In Feb, 2012, APSCO official participate in Scientific and Technical Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS)
Other Public Awareness Activities
• On 12 January 2009, 13 relevant countries’ diplomats were invited for a visit of APSCO facilities and briefing.
