INTRODUCTION

In the past recent years, in Spain, we have seen an important improvement in the safety of the state-owned dams through the upkeep and maintenance con-tracts tendered by the Ministry of Agriculture, Feed and Environment (MAGRAMA). This process also has brought an improvement in the safety of many privately-owned dams through the implementation of their corresponding emergency plans. Finally many irrigation pond dams have been built linked in many cases, to the modernisation of irrigation lands also driven by the MAGRAMA.

One of the objectives of the new dams and ponds safety regulations (2008) is the continuous monitoring of the dam safety, during the exploitation. This activity will be carried out in the future by specialist in this matter. The Spanish National Committee on Large Dams (SPANCOLD) is fully aware of the importance of hav-ing technical specialists on safety and exploitation of dams and pond dams. To this end SPANCOLD organises the 5th International Master on Safety and Exploitation of Dams and Ponds, approved by the Polytechnic University of Madrid, in collaboration with the Association of Civil Engineers, the Caminos Foundation and the Agustín de Bethencourt Foundation.

OBJETIVES

The main objective of the Master is to provide, to the responsible technicians for the maintenance, conservation and operation of dams and ponds, all the required technical know-how to guarantee the proper performance of the dam according to the standards of the current safety regulations and to be certain that all opera-tions will be properly carried out.

The Master program is designed for university graduates and professionals who work or will work in the future on maintenance, conservation, operation and safety of dams and pond.

DURATION

The Mater consists of 600 teaching hours (60 ECTS). It is organized to provide an important practise base. This is why, teachers and guest lecturers, who work in sustainable management of dams and ponds, will explain their own experiences.

The duration of the Master is 9 months. It will start on September of 2014 and it will finish on June of 2015.

The theoretical and practical lessons will be held from September of 2014 to May of 2015. The dissertation will be prepared from May to June of 2015. During this period of time, the student must reconcile the dissertation with his own work.

The presentation and defence of the dissertation will be held in June of 2015.

All the lessons (practical and theoretical) will be developed on Spanish language.

ATTENDANCE MODE

STRUCTURE

The Master consists of theoretical and practical lessons and a final dissertation.

In order to reconcile the master with the student’s own work, theoretical and practical lessons will be given on Thursday and Friday (both in morning and afternoon sessions).

Theoretical lessons will be imparted in the classroom located at the Colegio de Ingenieros de Caminos, Canales y Puertos.

Practical lessons will be developed on: the classroom above mentioned, dam or pond dam sites, the office of the owner of the dam and research centres related with dams and pond dams.

Once the dissertation had been assigned by the corresponding teacher, and accepted by the student, it will be developed by him/her at his/her own place of residence. The student will be able to visit the dam or the pond dam as many times as he/she needs in order to complete correctly his/her dissertation.

COMPLETE OR MODULAR COURSE

The Master can be carried out as follows:

The student can complete the 8 modules in one year. The student will obtain the special certification of Master on Safety and Operation of Dams and Ponds.

The student can complete the 8 modules in several years. The student will obtain the special certification of Master on Safety and Operation of Dams and Ponds when he will pass all the modules. Besides he will also obtain a diploma of merit for every module he will pass.

The student can complete only one or several modules in order to obtain the desired speciality. In this case he will obtain a diploma of merit for each module that he will pass. This may be a very useful way for training unqualified workers, because it provides both the knowledge and the ade-quate supporting documents to access to the dam’s labour market.

ON LINE MODE

The on line course can only be carried out by university graduates and pro-fessionals who work or will work in the future on maintenance, conservation,

exploitation and safety of dams and ponds, non-resident in Spain. The

student must complete the 8 modules in one year.

STRUCTURE

The Master consists of theoretical and practical lessons, an intensive face-to face course in Spain and a final dissertation.

In order to reconcile the master with the student’s own work, theoretical and practi-cal lessons will be imparted on Thursday and Friday (both morning and after-noon sessions on Spanish timetable).

The student will have web access to the Master documentation and will be able to attend the lessons in virtual way via live coverage (on Spanish timetable) or via deferred coverage. To this end, the student will have access to a web page where all the necessary software will be automatically installed in order to complete the Master.

The system is compatible with the widest range of devices: PCs, Mac, iPhone, cell phones, end-points, MCUs, landline phone and 3G, softphones, VoIP.

ATTENDANCE INTENSIVE COURSE IN SPAIN

The course will be imparted from 1st to 12th of June (both inclusive) of 2015 on the SPANCOLD facilities.

The Master consists of theoretical and practical lessons. Practical lessons will be developed on: dam or pond sites, the office of the owner of the dam and re-search centres related with dams and ponds.

PRESENTATION AND DEFENSE OF THE DISSERTATION

Once the dissertation had been assigned by the corresponding teacher, and ac-cepted by the student, it will be developed at their own place of residence.

The student can choose the possibility of performing on line, the presentation and the defence of the dissertation.

PRICES OF THE MODULES

PRICES OF THE COMPLETE COURSE Registration fee: 5.400 €.

Teaching and evaluation fee: 5.580 €.

ECONOMIC AIDS SPANCOLD will offer 6 economic aids (only teaching and evaluation fee) which will be assigned to those students that, according to the opinion of the teaching commission have the most adequate personal and professional conditions.

A personal interview will be held with the applicant in order to assess its adequacy.

TEACHING COMMISSION

The teaching commission is composed by the Director of the Master, the Director of the Program, 8 Directors of modules and technicians from the organizing insti-tutions. The functions of the teaching commission are the following:

To prepare the best academic program according to the indications and rec-ommendations obtained from the student’s opinions of previous masters.

To assure the excellence and best academic quality of the Master.

To select and evaluate the teachers of the Master.

To select and evaluate possible students to assert that they have the estab-lished conditions.

To assign the economic aids.

Continuously control the academic progress of the students during each module and at the end of the Master.
