IPMA INTERNATIONAL PROJECT EXCELLENCE AWARDS INTRODUCTION FROM THE IPMA VICE PRESIDENT AWARDS NINO GRAU There is no doubt that project management is the wave of the future. Project oriented organisations have to deal with an increasing number of more and more complex projects, programs and portfolios. Customers expect better results in less time with fewer resources. It is not enough to perform very well to stay competitive. In many cases only excellent projects are good enough. But how can we know whether our projects are excellent? IPMA supports the global project management community with a unique benchmarking tool. The IPMA Project Excellence Model allows assessment even of very different projects. This model and the mature assessment process are the basis for the assessment of projects for the IPMA International Project Excellence Award. Experienced assessors have been using this method successfully for years. In a tough process of competition, excellent projects from all over the world have been chosen to be awarded during the IPMA World congress in Brisbane, Australia. Now we are happy to be able to present these projects to the global project manager community and encourage project managers to follow these exemplary achievements. We congratulate project teams who have not only shown an outstanding performance but are also willing to share their experience with the project manager family for the advancement of the field of project management and the benefit of all interested parties. The Award Jury members represent companies, authorities and other organisations practicing project management. They decide, on the basis of the final assessments, which project teams will be the Finalists. From the Finalists the Award Jury selects the Prize Winner(s) and one Award Winner per category.

Project: Development and implementation of NCTS and NCTS/TIR Security and Safety Aspects on NCTS customs offi ces level

organisation: SIVECO Romania SA

The objective of the project was to support the National Customs Authority in the implementation of “Customs-Electronic” strategy by implementing the NCTS-TIR and NCTS/Safety and Security Aspects systems that provide the increase in the safety and security upon goods entering the Community territory, collection of information from economic operators by facilitating the trade, evaluation of risks and distribution of information to the parties involved. NCTS is a Trans - European computerised system for monitoring and control of the transit operations, based on submission of transit declarations in electronic format and on exchange of the electronic messages between customs offi ces involved in transit operations, offi ces located on Member States territory and EFTA countries

Qatar Modular Replacement

GE Oil & Gas - Contractual Services

QatarGas (QG) Frame 5 Modular Replacement (MR) project covers implementation of new MR maintenance philosophy on General Electric (GE) Frame 5 heavy-duty mechanical drive gas turbines. Under a QG-GE Contractual Service Agreement, these turbines require ‘Major Inspection’ each 48,000 working hours. This usually takes 28 days to complete. MR was applied in a cascade process to all QatarGas 1’s Train 1, 2 and 3 turbines. The project consists of four phases: Planning and Engineering study, Procurement of new modules, Installation, and Module repair and storage. GE supported QG further in establishing and certifying Qatar Service Centre (QSC) to repair modules and store turbines between repair cycles. The fi rst three-year cycle saw repair of 15 turbines.

Big - Sized Projects PrIZe wInnerProject: UPS Worldort Expansion

organisation: Siemens Industry Inc./Siemens AG

The goal of the UPS Worldport Expansion Project is to increase the capacity of the most important parcel sorting system for UPS worldwide. It is an add on to the existing HUB 2000 which contains the irregular parcel sorting system built for UPS by Siemens in 2000. For this expansion project, Siemens is providing the mechanics including steel structure, low level controls with sensors and PLCs as well as the material flow computer (IT) level. The expansion of the existing system includes the exchange of the complete high level controls system of the existing installation and the functional integration of the expansion into the old system with full performance capabilities.

Big - Sized Projects PrIZe wInnerProject: Carbon Dioxide Recovery

organisation: Tecnimont ICB Private Ltd

This Technimont ICB project was to build a plant in Bahrain to recover carbon dioxide from the flue gas coming out of the reformer in the methanol plant. The TICB scope included detail engineering, equipment supply, construction, commissioning and guarantee test runs. The project was a lump sum turnkey contract of €33 million. TICB carried out detailed engineer and procurement activities and was also responsible for all technical coordination with the licensor MHI. Construction supervision, management, monitoring, planning was also executed by TICB. Pre-commissioning, commissioning and handing over of the plant was carried out by TICB engineers in February 2010 after successful guarantee tests took place.

Project: New Public Hospital in Legnano

organisation: Techint Engineering & Construction

In terms of architectural structure and functions, the aim was to design a hospital that would be patient-friendly and, equally, technological and up-to-date: the principle of patient centrality and effi cient delivery of medical services adopted by Techint as a hospital constructor and manager was enhanced here by cutting-edge technology and by a functional needs analysis, used as the basis for the structural organisation of the hospital. The innovative typological model provides for the different sectors to interface with one another through a two-way structural grid: this moves away from the concepts of the mat and the monoblock toward a single area where all functions can be hosted almost without distinction.

Project: Renewal of Closed Circuit Television Terminal 1 and Terminal 2 / Munich airport

organisation: Munich Airport - IT department

Closed Circuit Television (CCTV) is a new and modern digital video surveillance system, which makes a signifi cant contribution to security at the Munich Airport. CCTV equips specifi c user groups with prioritised access information and live video based on their needs. The system consists of approximately 1,800 active channels, a central management software with intelligent video analytics, only one central repository and database, a server farm with nine active servers in three data centers, 226 operating client stations, 1,000 input and output contacts, as well as interfaces to nine airport operation subsystems. The challenge was to plan a smooth migration during airport operation with average 90,000 passengers and 1,100 aircraft movements per day.

Project:Sole Integrated Information System for the National Health Insurance House in Romania

organisation: Hewlett Packard (Romania) SRL- prime contractor and SIVECO Romania SA- subcontractor.

SIUI is the largest information system in Romania, managing medical and pharma services for over 20 million people. SIUI was produced for National Health Insurance House (NHIH) by: Hewlett Packard Romania as prime contractor, system integrator and provider of the hw platform; SIVECO Romania, subcontractor of HP and developer of the specifi c SIUI custom applications; Special Telecommunications Service, provider of WAN communication infrastructure and corresponding data carrier services. SIUI puts in practice the many business functions of NHIH and its 42 county branches that include: management of the National Social Health Insurance Fund, control of NSHIF expenses to improve decisions on healthcare services; and communication with all organisations providing data for patients health insurance status.

Project: Corporate CRM System

organisation: Sberbank of Russia

Project CRM Corporate was initiated in 2009 and directed to implement the “Strategy of development of Sberbank Russia until 2014” in part addressing the identifi ed defi ciencies and implementing the priorities of the Corporate business unit. The general aim of the project is to increase the income of corporate banking business. A key objective of the project was to create a unifi ed information space of the bank’s corporate customers, including existing and potential customers, as well as ensuring a uniform level of service to clients in 20,000 retail outlets in Russia and the thee subsidiary banks in Eastern Europe.

Mega - Sized Projects PrIZe wInner

Project: Polypropylene Project 2X300KTY – Panipat (India)

organisation: Tecnimont S.p.A.

The scope of work comprised Polypropylene Unit (two streams with each 3,00,000 TPA -2X300KTY) plus Product Warehouse with Bagging Machines for all Polymers on LSTK basis. The plant has to produce Polypropylene from Propylene as main raw material through Spheripol process licensed by Basell, Italy. The Polypropylene has variety of applications including industrial products, automotive components, household articles, packaging, medical apparatus, etc. The complete project was implemented from Mumbai office. The project involved multicultural characteristic with IOCL and EIL being from India, Licensor (Basell) and Tecnimont SpA from Italy, Tecnimont India and Construction sub-contractors from India, and Vendors from across the globe.

Mega - Sized Projects PrIZe wInner

Project: National Capital Power Station Dadri, Stage- II (2X490 MW)

organisation: NTPC Ltd, India

This project is an expansion of 840 MW coal based and 829 MW gas based stations with the basic objective to supply power to Nation’s Capital New Delhi for the XIXth Commonwealth Games held in October 2010. The project has set a benchmark of successful leadership, teamwork, new technique of Project Management, resource optimisation. It demonstrates the success of NTPC Integrated Project Management Control and System (IPMCS). The project team has adopted the various tools of project execution and monitoring technique to achieve the objectives of project such as time, cost and quality ensuring the reliable quality power generation to meet the aspiration of the customers and stakeholders.

Project: Damavand Combined Cycle Power Plant (phase 1)

organisation: Mapna Combined Cycle Power Plants Construction & Development Co. (MD-2)

The Damavand Combined cycle power plant, was awarded in 2003 to Mapna by IPDC Ministry of energy, Iran, with a confi guration consist of existing 6 (2 x 161 MW V94.2 Ansaldo made Gas Turbines) + 6 (2 Natural circulation, Doosan made fi red HRSG + 1x160.73 MW Siemens made Steam Turbines). The plant is being provided with Dry cooling system (Heller) and the power generated would be evacuated from the 400kV switchyards.

Project: Fajr II Power Plant

organisation: Fajr Petrochemical Company

Fajr II power plant project is located in Mahshar Petrochemical Special Economic Zone in Iran. It is initiated by Fajr Petrochemical Company and is included of four Gas Turbines. The total capacity of these turbines is estimated around 648 MW. It also includes a High Pressure Steam generation section with the capacity of 740 ton/hr. The production of this project is the “utility”, consumed by neighbor Petrochemical plants. The project was accomplished within 30 months and with a budget of about €200 million. It was performed through an EPCC contract with MAPNA group.

Project: China Xi’an 2011 International Horticultural Exposition Preparation Project

organisation: Preparatory Offi ce for Xi’an International Horticultural Exposition

This is the preparation project for the international Horticultural Exposition and a long-term international horticultural exposition. Located in the Chan-Ba economic district in Xi’An, it is the largest and most infl uential international exposition project in the history of the north-west region of China. Commissioned by the Xi’An city government the complex portfolio and program included construction, publicising, and exhibition organising. The delivery of the project included 418 hectares ecologic district, more than 100 theme gardens and other infrastructures. There are approximately 300 subcontractors and more than 100 Expo participants from 32 countries. The project started on May 2008 and was completed on April 2011.
