Letter from the Dublin City Mayor
To the readers of the 2007 Dublin Community PlanTen years ago, Dubl�n C�ty Counc�l adopted the second major ed�t�on of the C�ty’s comprehens�ve plan. The Dubl�n Commun�ty Plan has prov�ded a framework for preserv�ng our her�tage as well as prepar�ng for our future s�nce 1988. As we all know, great change can occur �n a decade, and your elected representat�ves determ�ned that the Plan should be updated to appropr�ately reflect the goals and v�s�on of Dubl�n’s grow�ng commun�ty. More than three years have passed s�nce that dec�s�on was made, and �t has been t�me well-spent plann�ng for Dubl�n’s future.
A major part of th�s process �nvolved engag�ng the commun�ty for new �deas to shape the d�rect�on of the Plan. The C�ty hosted a ser�es of over twenty s�gn�ficant publ�c meet�ngs w�th res�dents and corporate c�t�zens. No less than e�ghteen Jo�nt Work Sess�ons were held w�th C�ty Counc�l and the Plann�ng and Zon�ng Comm�ss�on to d�scuss pol�cy d�rect�on and publ�c �nput throughout the process.
Res�dents, offic�als, consultants and staff have worked d�l�gently to craft a Plan that establ�shes Dubl�n’s major pol�cy object�ves and strateg�es. The 2007 Dubl�n Commun�ty Plan ant�c�pates future needs w�th respect to land use, parks and open space, transportat�on, �nfrastructure and commun�ty fac�l�t�es. Dubl�n has also worked w�th experts to use state-of-the-art model�ng software to support and ver�fy recommendat�ons made w�th�n the Plan. Ut�l�z�ng land use, transportat�on, fiscal and ut�l�ty model�ng w�ll ensure that future growth �s managed �n a way that ma�nta�ns Dubl�n’s excellent qual�ty of l�fe and super�or publ�c serv�ces.
The 2007 Dubl�n Commun�ty Plan represents the C�ty’s pr�mary plann�ng gu�de and w�ll be used to evaluate pr�vate development requests and make publ�c dec�s�ons regard�ng development, redevelopment, cap�tal �mprovements, econom�c �ncent�ves and other matters affect�ng the l�ves of our res�dents and corporate c�t�zens. On behalf of the Dubl�n C�ty Counc�l, I thank everyone who part�c�pated and played a role �n the creat�on of th�s �mportant document wh�ch represents the future goals and asp�rat�ons of all who call Dubl�n home.

The 2007 Dubl�n Commun�ty Plan was made poss�ble through the efforts and contr�but�ons of many d�fferent �nd�v�duals and organ�zat�ons over three years. Many publ�c meet�ngs were held as part of the plann�ng process and a s�gn�ficant contr�but�on of t�me and effort was made by area res�dents and pol�cy makers. The follow�ng part�c�pants are recogn�zed for the�r contr�but�ons to th�s comprehens�ve plann�ng process:
Dublin City CouncilThe C�ty of Dubl�n �s governed by the Counc�l/Manager form of government, comb�n�ng the strong pol�t�cal leadersh�p of elected offic�als w�th the strong manager�al exper�ence of an appo�nted manager. Under th�s system, C�ty Counc�l serves as the pol�cy mak�ng body �n the commun�ty, w�th �ts members elected to represent the commun�ty and to concentrate on pol�cy �ssues that are respons�ve to c�t�zens’ needs and w�shes. Counc�l members elect a Mayor and V�ce Mayor from the�r ranks to serve a two-year term. The C�ty Manager �s appo�nted by Counc�l to carry out long-range pol�c�es and to prov�de for the day-to-day operat�on of the C�ty.
