• There are 54 countries in Africa
• How many have DEDICATED aero-medical
cover?
• Aero-medical helicopter and fixed wing flights
are mostly undertaken by:
• Military
• Para-military
• Civilian charter companies
In the Resource sector we use:

• The aircraft we use in the Resources sector
are the same aircraft that are used in the
Aero-medical industry.
• They are maintained by the same Approved
Maintenance Organisations
• They are flown by pilots with the same
licences
• They fly to the same airfields and many of
the same, but not all of the same heli-pads

Six tourists and the pilot died inside the wreckage while another
tourist who attempted to jump from the plane while it was still in the
air died from his injuries in hospital later, according to a local report.
An official from Kenya's Civil Aviation Authority said that two Britons,
three French women and three Swedes - two women and a man -
were among the dead.
Diplomatic sources told the Daily Telegraph that the British tourist
was a man in his 60s who lived in Switzerland and had been
travelling with his wife, who was also killed.
There were four survivors from the crash. Two French people were
transferred to Milpark Hospital in Johannesburg, in neighbouring
South Africa.

“The fatal accident rate for EMS flights is some 201
times higher than that of commercial airliners.” Ira
Blumen
“Main cabin occupants have nearly 4.5 times the risk
of serious injury (especially back injuries and head
injuries) or death in survivable crashes when
compared to a comparable population of occupants
in the cabin of non-EMS air taxi helicopters.”

As we may be on the verge of establishing an Africa wide aero-
medical industry in that new Aircraft Operators will hopefully be
entering the industry in countries which have not had aero-
medical services before, and if we are to establish a SAFE aero-
medical industry that operates iaw „best practice‟ principles and:
• Provides the required fixed wing and helicopter services
• Safely
All of the Safety and other Management Systems have to be in
place from the start.

In ICAO document 9859 ICAO requires national Civil Aviation
Authorities to promulgate a requirement for Operators to
implement an aviation Safety Management System.
At its discretion the NCAA will then trickle this requirement down
to Aircraft Operators / AMOs / ATM Centres as the NCAA sees fit.
At this stage in its evolution, the requirement for SMS varies from
country to country.
In some countries SMS is not yet mandated
In some countries SMS is not yet mandated for either Aircraft
Operators / Approved Maintenance Organisations / Air Traffic
Management Centres.

IS SMS REQUIRED!
• But it is a client requirement
o Resources Sector – mining
o Oil & Gas industry
o NGOs
• A fully implemented SMS is required
• In the AERO-MEDICAL industry the
answer should be: IT IS REQUIRED!
IT’S NOT REQUIRED!

IHST MODEL OF SMS
WE NEED TO ENCOURAGE A CULTURE OF
‘FEET ON THE GROUND SAFETY’
For the larger Groups of Companies: SAFETY CANNOT BE
MANAGED ONLY FROM AN OFFICE. The has to be ‘daily
Safety oversight’.
Your SMS should be in accordance with the size and
complexity of your organisation.
SMS will only be a success if the LINE Crew and Staff get involved.
The Accountable Manager must commit the human & financial
resources sufficient to support the system of managing Safety.
Just Culture
