ATLAS3 Installation Checklist
STEP 1: Do you currently have access to the Internet?
If you do not currently have access to the Internet, we are unable to give you access to the ATLAS3 application. Attachment A discusses different (ISP) Internet Service Provider options you can consider or you can contact Agency Automation for information or assistance.
STEP 2: Does your PC meet the ATLAS3 minimum system requirements?
The performance of ATLAS3 like any Internet application will vary as a result of the equipment and type of Internet connection you have. Our recommended system requirements will provide optimum performance.
Minimum System Requirements
q Pentium IBM compatible PC with 166 MHZ or higher.
q 64 Megs of Memory
q Windows 98 / NT / 2000 / XP
q CD ROM recommended for installation
q 56kb or higher modem (minimum requirement)
q High speed internet connection (recommended)
q Microsoft Internet Explorer version 5.5 w/Service Pak2
q Adobe Acrobat Reader version 4.05 or higher
q Laser quality or ink jet printer for browser printing
STEP 3: Establishing the certificate process for your Agency
This is a requirement for running the ATLAS3 application. Please refer to the enclosed memo for assigned IDs, Passwords and Temporary Personal Identification Number (PIN). Attachment B directs you to our web site for establishing the certification process. Please contact Agency Automation for further information or assistance.

Options to consider when obtaining an ISP
Selection of an Internet Service Provider (ISP) is a business-specific decision. No one ISP will meet the needs of all agencies. Criteria should include:
• LAN. If the agency connects its PCs together via a Local Area Network (LAN), the agency will find cost savings in using a shared connection to the Internet. The agency can link all computers within the agency by making one connection to the Internet through the shared medium.
• Speed. How fast a link does the agency need? The link between the agency and the Internet can be a significant bottleneck in the performance of web applications. The more users that the agency will have online concurrently normally translates into the need for higher and higher speeds. Agencies should consider 128,000 (128kbps) or faster speeds where dedicated connections are possible. Cost effective technologies include Digital Subscriber Line (DSL), digital cable modems, or frame relay. Dial services will generally be less reliable and may cost more than a shared medium like DSL.
• Dial Speeds. If the agency uses a modem on a PC to connect to the Internet, the modem speed should be rated for 56kbps. While the modem may be rated for this high speed, in reality many of the copper wires serving an agency may restrict actual throughput to less than 28kbps. Some phone switches (PBXs) may even limit speeds to less than 19kpbs. Microsoft Windows can display the speed of a connection by clicking on the appropriate desktop icon. The agency should understand the speeds normally achieved before running ATLAS3. If dial speeds are less than 33kbps, then the agency should consider locating an ISP that would provide a higher speed dedicated connection.
Section 2 Getting Started
Revised: 12/2004 ATLAS3 Intro-Set Up Manual Page 4
Attachment A cont’d
• Security. The agency should protect their own information assets by using a technology that restricts hackers on the Internet from accessing their PCs. Technologies known as “firewalls” allow an agency to get information from public Internet sites while keeping intruders out. Even agencies that are connecting to the Internet via dial-up modems should obtain and install personal firewall software that protects their PC files. Some ISP’s offer firewall protection services either on their network or through their cable modem or DSL equipment. The agency will be best served by running firewalls.
• Performance. ISP’s make money by combining traffic from many users into a shared telecommunications link. If the ISP shares their medium with too many users, all the users on their network receive poor Internet performance. This is called “oversubscription”. Agencies should investigate if current users are satisfied with the performance of the potential ISP. Remember to consider performance during usual business hours.
• Support. A low cost, high performance ISP is useless if the agency can’t get their service to work. The quality of the technical support from both the ISP Help Desk and their advanced technical support should be understood before committing to an ISP.
• Availability / Disaster Recovery. Does the ISP have a disaster recovery plan? What happens when there is a significant network outage? How many hours of down time does the ISP have per month for both their network backbone and for individual users? What is their average time to get a problem fixed (mean time to repair)? Do they offer any backup options in case a construction project digging in the area severs the copper or fiber communications line to the agency? How many links to the Internet does the ISP have? How fast are they? Do they connect to several other Internet Service Providers?
• Cost. Remember that it is difficult for an ISP to make money while providing high performance, great security, and excellent support if they are charging a very low price. Business-grade services usually charge a higher price than a residential service.
