Main results
1) Rankings, as such, are not a good instrument. However, they help to make good questions and help the decision making.
2) More focus on knowledge sharing, tacit knowledge, attitude towards learning, mindset.
3) The processes for changing the culture towards learning and working together are important commitment to inventing the future

Sweden, Denmark and Finland are social democracies, wealthy and egalitarian in distribution of wealth and education levels (Mostafa 2009).
Low performers tend to be poorer, with many of them having higher levels of inequality, such as Greece and Romania. Most of the countries in the bottom half the index are former communist countries only recently undergone the transition to democracy and a market economy.
Slovenia, a former communist country and new EU member, performs well, scoring above the EU average and on par with Germany

Nordic countries + Belgium at the top, with the Flemish part of Belgium posting scores as high as Finland’s in terms of PISA results. However, unlike the Nordiccountries, the Flemish system does have school selection at the age of 12. Belgium also has high scores for early childhood education, in particular within the French‐speaking region

Spain performs better than expected for learning to live together, something that is largely due to the country’s high scores for sociability and friendship rather than civic participation.

Starting point: 1. Technological development and ELLI as an instrument
have created some prerequisites for huge improvements of learning.
2. Cities and regions use only a small portion of knowledge and knowhow available.
3. Regions need to take a much more active role: be ready for radical innovations.
Systemic approach to knowledge. learning and innovation:4. Create systemic cross‐sectoral service concepts and
solutions for implementation.5. Better win‐win‐win between users, public and private
sector through strategic coalitions on regional platforms of indicators, best practices, tools and concepts to implement.
6. Increasing user‐ and demand‐driven learner‐centric innovation activities.
Increase Pan European Collaboration:7. Benchmarking, better cooperation and knowledge
sharing.8. Create a European “ELLI innovation” by having a few
pioneers.9. Instead of several small projects it is time for a mega
projects with spin‐off and spin‐in projects from around Europe.
