LEAP is a free-of-charge support service offered to fuel poor and vulnerable households. It is holistic and led by Local Authorities

LEAP: Reaching fuel poor households that have not been helped before andproviding them with deep, holistic support – over 13,000 referrals to date. Now

available to a population of 14 million across all LEAP council areas

LEAP is completely funded by energy

suppliers under Warm Home Discount

Industry Initiatives. Six suppliers funded LEAP in 2017/18 with

£1.7m.3-year funding of

£2.6m now committed by 5 energy companies

for 2018-2021

LEAP is available to residents of any tenure provided the

householder meets our eligibility criteria

• Funding so far has enabled LEAP to handle ~13,000 referrals

• Over 70 Local Authority / housing association partners nationally

• We’re working with nearly 700 active referrers – the lifeblood of LEAP

• Great delivery progress– since Sept 2017:

• 6,980 home visits completed

• 90+ referrals a day

• Over 50,000 small measures installed

• 38% of clients referred for income maximisation

LEAP is thriving and has scaled successfully for 2017/18 – more than tripling in size from 2016/17

All Home Assessors / Partner Delivery companies:

• Are either qualified Domestic Energy Assessors or have City & Guilds Level 3 Award in Energy Awareness

• are suitably qualified and trained to undertake LEAP home visits and have completed the LEAP classroom and e-learning course

• have current DBS clearance when undertaking LEAP home visits.

• must carry LEAP ID cards to all visits.

• must maintain adequate corporate insurances, defined by contractor.

• must adhere to the Bierce’s Health & Safety Policy and will ensure that its own Health and Safety Policy meets all the equivalent policy standards.

Assessor also helped Ms D move from prepay energy meters to credit meters

Post visit income maximisation assistance identified £10,567 of unclaimed benefits which the resident is now receiving

LEAP is proving very popular with households and delivering them significant benefits

We are keen to expand the LEAP service into areas around England, Wales and Scotland where there is no existing similar scheme running

You are welcome to apply to become a LEAP scheme partner from August / September 2018 onwards

We need to agree an allocation from the funding, and set a target for referrals

There is a simple MoU and a data sharing agreement available immediately

Joining LEAP is very straightforward, and the new scheme year is starting shortly
