The Ministry of Environment and Forest introduced the draft rules for petshop, dog breeders and fish aquarium but draft rules proposal have beendropped by the Ministry with the consultation of the Ministry of Law.Let us be united to oppose the Ministry of Legal Affairs opinion, wesupport the legislation for pet shop, dog breeders, fish aquarium andreplacement of toothless the Prevention of Cruelty to Animals Act, 1960with the Animal Welfare Act, that must be introduced at once becauseanimals are being exploited, abused for personnel gain and profit in India.Appeal moved under RTI Act, 2005 by Abhishek Kadyan:Kindly refer to my application under the Right to Information Act, 2005and reply given by the Under Secretary cum CPIO vide F. No.21/38/2012/AWD dated July 13, 2012. As per this reply I came to know

that Animal Welfare Act, 2011 draft is under process and rest drafts fordog breeders, pet shop and fish aquarium is dropped but completeinformation was not provided as stated below:1.Stage of Animal Welfare Act, 2011 draft was not intimated, whether thisdraft approved by the Cabinet and when it will be placed before the IndianParliament, tabled on the floor of the House for consideration?2.Please supply me the copy of legal opinion given by the Ministry of LegalAffairs, on the basis of Dog breeder, pet shop and fish aquarium draftswere dropped ignoring public opinion and comments.3.Is there any chance or opportunity to reintroduce the dropped draft ondog breeders, pet shop and fish aquarium rules, legislation for elephantbeing an heritage animal of India as well?

4.Is the Animal Welfare Board of India AWBI intimated about the decisionand what was the reaction of AWBI on the decision taken by the Ministry ofEnvironment and Forest for dropping the draft rules on dog breeders, petshops and fish aquarium?, please supply me the copies.5.Please supply the copies of all comments recorded by the Ministry ofEnvironment and Forest:A.Justification of introduction of draft rules for dog breeders, pet shopsand fish aquarium.B.Summery of public comments received by the Ministry on the draft rulesfor dog breeders, pet shop and fish aquarium along with the opinion of theMinistry, status of ban on peacock feathers trade proposal.
