HistoryThe rich history as a deep-water port dates to 1908. In 1916, the channel was deepened to 25 feet and a turning basin scooped out in the bend of the river; local businessmen developed dock facilities along the waterfront. The port channel was deepened to 30 feet in 1922, increasing Beaumont’s importance as a shipping center. In the 1960s, the port reached its current depth of 40 feet. The 51st Texas Legislature created the Port of Beaumont Navigation District in 1949 as a govern-mental entity of the State of Texas. A six-member board of commissioners is elected by navigation district voters.

S E c U R I T YThe Port of Beaumont is compliant with all Department of Homeland Security Regula-tions. As a member of Homeland Security Area Maritime Security Committee (AMSC), the Port of Beaumont provides regular communication to port stakeholders, local, and federal agencies, and local industry, city, local, and state leaders regarding security issues. The U.S. Coast Guard is the federal agency which enforces the port’s responsibility under the Maritime Transportation Security Act (MTSA) at the Port of Beaumont. All security personnel are trained on security proce-dures and their role in the security plan under the Maritime Transportation Security Act.

All Port of Beaumont wharves are secured with a chain-link, barbed wire-topped, security fence. Vehicles access port property through one main gate guarded 24-hours-a-day. Daily physi-cal assessment of the facility and grounds, in-cluding monitoring vehicle and pedestrian traffic, ensure the physical security of the port. Effective use of state-of-the-art fiber optic connected cam-eras and 24-hour monitoring allow fast response to a potential incident. TWIC readers at the main gate are used to scan for biometrics to ensure all who enter the port meet the requirements for

entry. Customers and vendors, with business in the port on an irregular basis, are allowed entry with a certified escort.

The Port of Beaumont team is led by a full time Chief of Security/Facility Security Officer (FSO) and one Assistant FSO. The staff is made up of seven full-time licensed police officers. In addition, the Port of Beaumont contracts with Patriot Security for 25 full-time security guards. The basic training of these guards specifically includes: report writing field notes, maintaining proper logs, safety procedures, handling emer-gencies, appearance and attitude, power and authority of the security officer, qualification, first aid and CPR training. All officers have received specialized security training courses for the Port of Beaumont to meet Maritime Transportation Security Act (MTSA) requirements enforced by the United States Coast Guard.

Jefferson County Sheriff’s Department Marine Division and the USCG routinely patrol the Sabine-Neches Waterway and the Port of Beaumont. Both parties and the Port of Beaumont maintain patrol security boats.

Aerial security coverage is also provided by Jefferson County Sheriff’s Department on a regular basis.

The Port of Beaumont Board of Commissioners voted unanimously in February to approve the port’s 2014 Capital Improvement Program. The program includes approximately $27 million in projects. In addition, the Commissioners voted to approve a 10-year, approximately $500 million, Master Facilities Plan.

The United States Military recognizes the Port of Beaumont as a commercial port and as the busiest military port in the world. The Port of Beaumont is home to the U.S. Army 842nd Transportation Battalion.

The Port of Beaumont offers unloading and loading services for all types of freight. P.C. Pfeiffer, J.J. Flanagan, Ports America, and other partners offer professional service at competitive rates from ship to rail or truck.

Trans Global Solutions/Econo-Rail provides the Port of Beaumont with rail services in-cluding bulk material handling maintenance and switching.

Kinder Morgan Beaumont Bulk Terminal is located at the Port of Beaumont near the Carroll Street Wharf. This site handles all types of construction material, including limestone, potash, aggregate, and granite.

More than 70 businesses, agencies and organizations provide services for Port of Beaumont customers, including freight forwarding, labor, ship waste disposal, vessel services, and trucking lines.

Louis Dreyfus Commodities operates the port’s grain elevator. The elevator can accom-modate 3.5 million bushels and has a loading capacity of 80,000 bushels per hour.

The port is home for three ships in the U.S. Department of Defense Ready Reserve Force Fleet. In support of the rapid world-wide deployment program of U.S. forces and supplies, the ships are berthed in Beau-mont and managed by the U.S. Maritime Administration.

The Orange County side of the Port of Beaumont offers a 650-foot cargo wharf and the new state-of-the-art Jefferson Trans-load Railport facility. The petroleum terminal currently handles unit trains up to 120 cars. A barge dock, tanks and additional rail tracks are under construction. Jefferson Energy Companies is located on the site.

Rail Storage Expansion – The Port of Beaumont has completed over $16 million in rail improvements that expand the port’s capacity, efficiency, and security for switching and operations. Rail improvements within the port enhanced velocity of the interchange while improving air quality and reducing congestion.

Thanks to our three Class One Railroad partners (BNSF, KCS & Union Pacific), we offer access to state-of-the-art inland terminals, extended schedules, and a rapidly- expanding number of locations. Steamship lines representing nearly all the nations of the world serve the Port of Beaumont.

FA c I L I T I E S

Bulk and breakbulk cargo customers have access to more than 600,000 square feet of covered storage, bulk cargo terminals and 80 acres of open storage. Our marine terminal facilities handle same-day transfers between ship and rail in order to expedite transit times.

The port offers a 3.5 million bushel grain elevator capable of loading 80,000 bushels per hour. The port’s bulk cargo terminal currently handles pot-ash, aggregate, and other bulk commodities. In addition, the port handles forest products, steel, and project cargo.

A total of 6,800 linear feet of harbor front, with eight berths, afford wide concrete aprons and a constant minimum water depth of 36-40 feet at mean low tide at the face of all docks.

Harbor Island Marine Terminal is designed for conventional breakbulk ships, heavy-lift ships, side-loading RO-RO ships or container ships. This facility has 1,880 linear feet of berthing space, 120,000 sq feet transit shed, 30,000 sq feet transit shed, 97-foot wide aprons facing the transit shed, 100,000 sq feet open wharf and twin marginal rail tracks extend the full length of the wharf.

Carroll Street & Harbor Island Marine Terminal is flanked by transit sheds offering 550,000 square feet of modern fireproof warehouse space. Rail tracks extending into the spacious, well-lighted and well-ventilated transit sheds permit day or night all-weather cargo handling.

42 acres of open storage adjacent to the waterfront property is suitable for marshaling containers, vehicles, project cargo or other cargo not requiring protection from weather.

The Port of Beaumont recently invested $67 million plus in a capital expansion program to create infrastructure, including a new wharf and rail development on the Orange County side of the river. A new state-of-the-art petroleum terminal currently handles unit trains up to 120 cars at the Jefferson Transload Railport.
