Would describe here briefly what we’re looking to do and why as well as the project location before going into the details of purpose and need. This is also a good place to mention, at the beginning of the presentation, that we’re about to conduct an environmental study to consider these improvements and you will talk a little further about what that environmental study will include.

Need and Purpose

Need – Improve safety issues associated with:

• Existing SH 46/FM 78/I-10 intersection configuration • Two-way frontage roads

– Promote economic development of Seguin and Guadalupe County • Potential future development interested in Seguin needs access to I-10 and

will provide tax support and employment opportunities for area residents – Increasing traffic volumes over time

Purpose – Reconfigure SH 46/FM 78/I -10 intersection – Convert existing two-way frontage roads to one-way frontage roads – Add frontage roads from SH 46 to SH 123 (Bus)

Proposed I-10 Improvements Include:

Keeping current main lanes with: • four 12’ travels lanes (two in each direction) • two 4’ inside shoulders • two 10’ outside shoulders

Constructing new frontage roads Adding curbs and sidewalk along outside of frontage roads Adding 15’ outside frontage road lanes for shared-use (auto & bicycle)

Construct Eastbound & Westbound I-10 Frontage Roads from SH 46 to SH 123 (Bus) – New Frontage Roads will have wide outside lanes for Vehicle/Bicycle

shared use and 5’ sidewalks

Construct I-10/SH 46/FM 78 intersection improvements Construct Turnarounds at SH 46, UPRR/FM 78, and

SH 123 (Bus) Reverse I-10 Exit & Entrance Ramps between SH 46 and SH

123 (Bus)

Environmental Assessment

No displacements or ROW acquisition for proposed improvements Noise Analysis will be conducted to determine any potential

increase in noise level No impacts to wetlands, floodwater storage, or any federally

listed species No impacts to historical properties or archeological

resources/sites are anticipated Air quality analysis will be conducted, if required

Explain here that the EA is a type of environmental study that will examine a number of items, then go into these items. An EA isn’t readily understandable so we need to elaborate so people understand this is a study.

Construction Contract Award Date: Estimated 2015

Construction Duration: Approximately 20 Months

Do you want to assume at this point, prior to the EA, that we will go to construction and give a timeline for how long it will last. If so, that’s fine. This slide or explanation for this slide could also say talk about if the project receives environmental clearance then construction would be anticipated to start in 2015 and last for about 20 months. Also, is construction funded at this point?
