o Simple process to approve new work or revise existing work projects on a continuous basis

o Proposal submitted to a Study Group (SG)
o Member States and Sector Members present at the SG reach consensus on draft Question and work can begin
o Membership is notified and TSAG can examine the proposed Question
o Question is approved by consensus at next SG meeting
