INTRODUCTION
We have the pleasure to present the Preliminary Program of the 1991
International Symposium of the Mathematical Theory of Networks and Systems
(MTNS-91) , June 17-21, 1991 in Kobe, Japan. This is the ninth MTNS meet
ing, but the first to be held in the Far East. In line with the MTNS's tradition
of excellence the Program Committee of MTNS-91 has assembled a truly out
standing technical program of 185 regular contributed papers and 142 invited
papers representing the latest developments in systems and control theory,
circuit theory, and signal processing; it includes advances in robust control,
nonlinear control, stochastic control, adaptive control, HOO control/filtering,
linear systems, circuits and inverse scattering, neural networks, signal process
ing and related mathematics. In addition, five plenary lectures and ten special
topics lectures are planned to give an overview of recent major developments.
Also two mini courses will be offered to introduce the participants to the fron
tiers of important theories.
We would like to express our sincere thanks to the members of the Program
Committee and the organizers of invited sessions for their efforts in formulating
the program, and the authors of papers for their interest in the Symposium.
Also we are most grateful to more than 200 reviewers of contributed papers
for their help with the refereeing process.
The Symposium will be held at the International Conference Center on the
man-made Port Island in Kobe City. Kobe, the largest port-city in Japan, is
one of the most popular tourist spots in Japan, surrounded by centuries-old
historical cities like Kyoto and N ara and the latest technological achievements
like the man-made island. We look forward to welcoming you in Kobe.

Past International Symposia MTNS
The Symposium of the Mathematical Theory of Networks and Systems (MTNS)
has been organized biannually since 1973. Previous meeings were held in Col
lege Park, Maryland, USA (1973); Montreal, Canada (1975); Lubbock, Texas,
USA (1977); Delft, The Netherlands (1979); Santa Monica, California, USA
(1981); Beer Sheva, Israel (1983); Stockholm, Sweden (1985); Phoenix, Ari
zona, USA (1987); and Amsterdam, The Netherlands (1989). MTNS-91 is
the ninth symposium in the series, not counting the first informal one held at
the University of Maryland at College Park t.hanks to the initiative of Prof.
R. W. Newcomb.

Purpose of Symposium
The purpose of MTNS is to bring together research engineers and mathemat.i
cians to discuss mathematical problems of systems theoretical nature arising
in applications of current interest. It also provides them with an opportunity
to establish and maintain contacts with colleagues.

Mini Courses
The goal of a mini course is to educate the pa.rticipants on a particular re
sea.rch topics of MTNS. The presentation will be tutorial, with proper attention
given to motivation, definitions, results and examples. The following two mini
courses are scheduled in parallel on Thursday afternoon and Friday morning:

The symposium MTNS-91 will be held from Monday
17 through Friday 21 June 1991, at the International
Conference Center Kobe on Port Island in Kobe, Japan.
The official language of the symposium is English.
Conference registration fee for the MTNS-91 is: _ If received by the secretariat before April 17, 1991
Participant: ¥ 30,000 Student: ¥ 10,000.
_ If received by the secretariat after April 18, 1991
Participant: ¥ 35,000 Student: ¥ 12,000.
The registration fee entitles one to admission to all tech
nical sessions, abstracts, banquet (Tue), and welcome
reception (Sun).
A new category of registration is also available. Those
who want to attend the mini course only may register in
the category "mini course only." The fees are ¥ 10,000
or ¥ 12,000, according as the registration is made on
before April 17, 1991 or after April 17. Registrants in
this category cannot attend or make presentations in
the other conference programs. (Banquet fee is not in
cluded.)
The registration fee for accompanying person is ¥ 5,000
and includes banquet and welcome reception.
The enclosed forms should be used when registering for
the symposium, the social events and tours, and for
making hotel reservations during MTNS-91. Please note that registration for the various events will
be confirmed on a "first come-first served" basis. Reg
istration to "included" events must also be marked on
the form. Please follow carefully the instructions below
for payment of all fees involved. Hotel rooms can only
be confirmed upon receipt of hotel room deposit.
Please complete the registration forms and send them
as soon as possible together with your payment.

20:00 on Sunday June 16 at the conference site, the In
ternational Conference Center Kobe, on Port Island, fol-

lowed by a welcome reception at 17:00-19:00.
The registration desk is also open at the entrance hall
of the conference site during 8:30-17:00 from June 17
(Monday) to June (Thursday).
A confirmation of registration, the social events, post
symposium tours and hotel accommodation will be
mailed to the participants after receipt of the registra
tion form and payments.
A number of hotel rooms III different rate categories
have been booked for the symposium during June 16-
22, 1991. Participants wishing to make reservations
for hotel accommodations and tours must complete the
Hotel & Tour Reservation Form included and return it
to Kinki Nippon Tourist Co., Ltd. (KNT), the official
agent for MTNS-91, before April 17, 1991 together
with the hotel room deposit of Japanese Yen ¥ 20,000
per room and full amount of tour fare. Upon receipt of your application and acknowledgement
of your remittance, KNT will reply with a confirmation.
Please note KNT will send confirmation slip aft.er the
deadline date. Please keep in mind that if KNT cannot
grant your first choice, you will be automatically allot
ted an alternative room. The hotel room deposit will
be deducted from the hotel bill upon presentation of the
participant's personal hotel confirmation slip, which will
be sent in due time before the Symposium.
No reservat.ion will be confirmed in t.he absence of this
payment.
The daily room charge is Japanese Yen, including tax
and service charge, at specially discounted rates listed
in the following. Please kindly understand you are prob
ably requested full amount of deposit. when you check in
at the hotel.
N.B. 10% service charge as well as 3% consumption tax
is included in the above room rate. However, a 3% local
tax will be added to the amount when the t.otal ex

than 14 days or no notice received=30% of tour fare.
The Japanese currency is Yen (¥). The approximate
rate of exchange is US$ 1.00=¥ 137 (Jan. 7).
Participants are advised to change some currency into
Yen at an authorized bank of the airport on arrival in
Japan. Banks at the International Airports of Tokyo
(N arita) and Osaka are usually open for the convenience
of arriving guests. Banking hours in Japan are 9:00-
15:00 from Monday to Friday (closed on Saturday and
Sunday).
Most hotels, restaurants and shops in Kobe accept ma
jor credit cards. Facilities for cashing traveller's cheques
are available at banks (opening hours 9:00-15:00 from
Monday to Friday) and at your hotel.
Personal tipping is not customary in Japan. Instead of
tipping, a 10-15 % service charge is automatically added
to your bill at most major restaurants and accommoda
tions. Many inexpensive restaurants do not add service
charge. However, a 3% consumption tax is added to all
bills.
In principle visas are not required for tourists. For fur
ther information, participants are recommended to con
sult their local travel agencies, carrier or Japanese diplo
mats.
The average temperature in June in Kobe is 22°C. Usu
ally the rainy season set in at the middle of June in
Japan, so you are recommended to bring light rainwears.

The scientific program is classified below, according to the room allocation and in chronological order. A few remarks are in order:
Session Numbers A session number consists of one or two (three) letters and one or two digits. For special sessions, i. e., Plenary, Special Topics, Mini Courses, the sessions are specified by one leading alphabet, P or S or M, and the consecutive digit(s). For example, P3 is the Plenary session, number 3, which will be held on Wednesday. The time slot in which a particular session is held can be found in the Table of Sessions at the end of this program. General Sessions are specified by two (three) letters and two digits. An example is MA08. The first letter 'M' stands for Monday, and the second letter 'A" means that this is a morning session. The subsequent two digits '08' means that this is to be held in the '8'-th place in the room specification. If a session is in the afternoon, the second (or third) letter will be 'B' or 'C'. In the first letter, there are exceptions: Tuesday and Thursday will be distinguished by denoting them by 'Tu' and 'Th', respectively.

ACCESS TO THE CONFERENCE SITE
Osaka Arrival
PaTticipants are recommended to fly directly (or via Tokyo) to Osaka Interna
tional Airport by an international flight. Frequent airport limousine services
are available from Osaka Airport to the terminal of Kobe, Sannomiya, oper
ating every 20 min. during 7:00 to 21:15.
Tokyo (Narita) Arrival Airport limousine bus services are available from New Tokyo International
Airport (Narita) to Tokyo City Air Terminal (TCAT) operating every 15-20
min. during 6:50-23:30. It takes about 90 min. From there about 10 min.
taxi ride will take you to JR Tokyo Station. Then catch a bullet train (called
Shin- Kansen) bound for Shin-Kobe, which runs almost every 20 min., and it
takes about 3 hours and 20 min. After arriving at JR Shin-Kobe Station, take
a taxi to your hotel. Please note that at least 3.5 hours should be allowed to
catch bullet train after your arrival at N arita Airport.
Domestic as well as international air transportation (by limited airline com
panies) are available between Narita Airport and Osaka Airport. As the other
transportation routes, domestic flights are also available from Haneda Airport
in Tokyo to Osaka Airport. N arita Airport and Haneda Airport are connected
by limousine bus (80 min.). Domestic flight from Tokyo to Osaka are operated
several times in a day.
