Finance for ISA activities

• Sources of finance:

a) voluntary contributions;

b) earnings on corpus funding; and

c) other possible sources

• India has committed to host ISA Secretariat for 5 years duration from 2016-17 to 2020-21 and will

contribute US$ 27 million to the ISA for creating corpus, building infrastructure and recurring

expenditure over 5 years duration.

• 5 acres of land in NISE campus (additional 5 acre under process) for building infrastructure:

CPWD or NBCC.

• IREDA and SECI have made a contribution of US $ 1 million each

• NTPC, REC, PFC, CIL, PTC, NALCO, and PGCIL have committed U $ 1 million each

• To develop a corpus scheme to augmenting ISA corpus to a level of US $ 1000 million from 2000

fortune companies where 50% of interest will go to the ISA budget, 35% for distribution of solar

devices like solar lanterns, solar cookers etc. and 15% for solar awards

solar street lighting system (SSLS)

• Questionnaires circulated to all participating and ISA signatory countries

• Bangladesh, India, Uganda responded for SWPS; and India for SSLS

• From the inputs received a preliminary assessment on requirement of SWPS and SSLS

completed

Demand Requirements of SSAAU Members

Ethiopia, Nigeria, & Seychelles are also participating and expected to provide the demand at the earliest

Expected price reduction in the 5hp AC submersible pump & Development of

Mobile App for the Solar Water pumping price exploratory Tender

Expected reduction in the Price of 5 hp AC Submersible Solar Water pumping

system from 2012-13 value

• The cost of the Modules is expected to reduce by 73% (Rs. 80/Wp to Rs. 21/Wp)

• Pump & Controller and BoS including Installation cost is expected to reduced by at

least 13%(Rs. 115, 000 to Rs. 1,00,000)

• Mounting structure by about 16% (Rs. 30,000 to Rs. 25,000)

• Overall reduction in the pump cost will be (from Rs. 529,000 to 225,800) about 57%

of the 2012-13 value.

• The above cost does not include transportation, insurance, local taxes, etc.

Development of a Mobile Application

• ISA is in the process of developing a mobile Application to facilitate formers,

suppliers, policy makers, installers, and other users of the Tender.

• This App has (i) pre installation assessment (before purchase) and (ii) post

installation operation & maintenance, performance monitoring aspects to facilitate

reliable field operation.

ISA Solar Application (Mobile)

A Mobile based Application is under development

•Farmer/User enters his name, place &contact number

•Pre installation visit:

•Developer’s representative visits the site for assessment of site for location(gps),

water table, availability of area for modules, documents and personal details

•Pre visit will help the developer to assess the type & capacity (hp, borewell size,

suitable for the site

•Help ISA to prepare the project proposal for the country.

Post installation visit:

•To take installation details and link with GPS & data logger for monitoring

Affordable Finance at Scale Programme: Progress

• 17 participating countries: Argentina, Bangladesh, Burkina – Faso Chad , Ethiopia France, India,

Ivory Coast , Mali , Namibia , Niger , Nigeria, Seychelles, Sri Lanka Sénégal, Uganda, and Yemen

• ‘Credit Enhancement Mechanism’ and ‘First Loss Facility’ developed by IREDA for India launched

on 7th September 2016 ( 4 million Euros grant from KfW)

• 15-20% of the US$ 10 Billion line of credit operated by India in Africa earmarked for undertaking

solar projects of ISA’s request

• World Bank as Financial partner of ISA, has sanctioned US $ 500,000 for ISA related activities

• ADB has been agreed to explore financing of US $ 500 million for ISA programmes

• A study under the aegis of ISA has been commissioned to define and structure a Common Risk

Mitigation Mechanism (CRMM) for solar power generation projects in solar rich countries.

ISA has invited ADB, NDB, AIIB, AfDB, Inter-American Development Bank, EIB, GCF etc. to strive for:

a) Developing a global mechanism to reduce the cost of hedging;

b) Raising loans and green bonds in local currency for solar projects in ISA

member countries;

c) Earmarking at least 15 % of credit for solar sector and to give a five year credit

roadmap; and

d) Create a global risk mitigation fund for of US $ 300 Billion over ten years that

can be used to create innovative financial mechanism in ISA countries (credit

risk guarantee fund, first loss facility, security payment mechanism, etc.),

namely ISA Series 1 to 10.

Scaling Solar Minigrids Programme: Objectives

• To pool and harmonize resources for the installation of solar electricity generation

capacity

• To cater to the energy needs in identified areas with unreliable or no grid(s), and in island

member States having abundant potential to tap solar energy.

• To promote universal energy access and reduce electricity costs and tariffs through

introduction and promotion of mini, micro, and nano grids for harnessing solar power, in a

time bound manner.

• To address the hurdles in integrating solar energy into insular or unconnected electricity

grids.

• Activities under the programme shall include, to design and deploy small grids, adopt

common standards, aggregate demand, and persuade member countries with overseas

assistance budgets to earmark a portion of their soft loan for the Programme.

ISA Digital Info-pedia Platform

• To support ISA to establish and maintain Digital Infopedia Platform that will enable Ministers, Policy

Makers, and Corporate Leaders of 121 countries to mutually connect and communicate

• The interactive part of the ISA digital infopedia platform based on Skype for Business was launched by

Ms. Isabelle Kocher Chairperson, Terrawatt Initiative (TWI) on 18th May 2017 at the time of launch of

CRRM study at New Delhi.

Corpus Enhancement Scheme

• ISA has no mandatory membership fee. Though GoI has been committed to provide

$ 27 million of grants along with free land and support to the secretariat for initial five

years.

• However in order to make ISA self-sustaining financially, there is a need to augment

ISA corpus to a level of US $ 1000 million or more.

• The Interim Secretariat of ISA has proposed to engage Indian and international

industry, corporates, public and private sector companies, institutional donors,

individuals, public and private sector to create a corpus through voluntary

contribution.
