3. QUALIFICATION SYSTEM

3.1 A Qualification Standard

Competitors are eligible who are ranked within the top 500 in the respective event of the Olympic FIS Points List published at the end of the qualification period on 20.01.2014. The table under 3.5 defines eligibility in the different competitions:

NOCs that do not have one competitor who meets the above qualification criteria, may enter one male competitor and one female competitor (‘basic quota’) in only the Slalom and Giant Slalom events, respectively NOCs that have only one male or one female competitor who meets the above qualification criteria, may enter one competitor of the other gender, on the condition that the male and/or female competitor(s) concerned has maximum 140 FIS points in the respective event on the Olympic FIS Points List published on 20.01.2014. 3.3 Host Nation The host nation is expected to enter competitors into all events. If the host nation has no competitor who complies with the qualification conditions laid down in clause 3.1, it will in any case be allocated a B qualification standard quota spot for one male competitor and one female competitor (‘basic quota’) in the slalom and giant slalom events. Nevertheless the competitors must be eligible according to 3.2. For the speed events (downhill, super g and super combined), the host nation will be allocated a quota spot for one male competitor and one female competitor, whereby the competitors must have less than 80 FIS points on the Olympic FIS Points List in the event concerned (see table under 3.5). All competitors must have been entered as part of the allocated NOC quota.

3.4 Allocation of Quotas Within the maximum of 22 competitors per NOC and up to a maximum of 320 Alpine Skiing places, quotas will be allocated per nation as follows: 3.4.1 Basic Quota

The basic quota for one male and one female competitor will be assigned to all NOCs with competitors that qualify according to 3.2.

3.4.2 Competitors in top 500 of the Olympic FIS Points List Each NOC with at least one male and/or one female competitor ranked in

the top 500 of the Olympic FIS Points List in any event (Downhill, Super-G, Super Combined, Giant Slalom, Slalom) will be allocated one male and/or female quota place (in addition to the basic quota defined in 3.4.1).

3.4.3 Competitors in top 100 of the Olympic FIS Points List Each NOC with at least one male and/or one female competitor ranked in

the top 100 of the Olympic FIS Points List in any event (Downhill, Super-G, Super Combined, Giant Slalom, Slalom) will be allocated one quota place per male and/or female quota place each (in addition to the qualified competitors per 3.4.2 and the basic quota per 3.4.1).

3.4.4 Competitors in top 30 of the Olympic FIS Points List

Each NOC with competitor(s) ranked in the top 30 of the Olympic FIS Points List in any event (Downhill, Super-G, Super Combined, Giant Slalom, Slalom) will be allocated additional quota places up to a maximum of four: - one quota place per male competitor ranked in the top 30 in one

event, or - two quota places for one male competitor ranked in the top 30 in

more than one event or two or more male competitors ranked in the top 30, and

- one quota place per female competitor ranked in the top 30 in one event, or

- two quota places for one female competitor ranked in the top 30 in more than one event or two or more female competitors ranked in the top 30.

3.4.5 Allocation of remaining quotas places

The remaining quotas places up to a maximum total of 320 including the host nation quota will be allocated to NOCs based on the Olympic Quota Allocation List published on 20.01.2014. The allocation will be made by assigning one quota place per competitor, from the top of the standings downwards until the maximum quota of 320 is reached. During this process once a NOC has achieved the maximum

total number of 22 places its remaining competitors will no longer be counted and the next eligible NOC on the Olympic Quota Allocation List will be allocated a place. The Olympic Quota Allocation List referred to in article 3.4.4 is a global list of all competitors in the top 500 in their best three events including both male and female competitors. The table used to allocate points to the top 500 in their best three events from (Downhill, Super-G, Super Combined, Giant Slalom, Slalom) follows a similar graphical line as the system used for World Cup points and can be found at the end of this document.

3.4.6 For the allocation of quota places, a competitor will only be counted once either as 3.4.1 Basic Quota, 3.4.2 Top 500 or 3.4.3, Top 100 of the Olympic FIS Points List or 3.4.4 Top 30 of the Olympic FIS Points List using the most favourable option for the NOC to obtain the maximum possible number of quotas places.

4. PROCESS AND TIMELINE FOR NOC COMMUNICATION OF QUOTA PLACES

4.1 The quotas will be calculated after the FIS World Cup events taking place on

19.01.2014 and communicated to the National Ski Associations and NOCs through publication on the FIS Website, as well as to Sochi 2014 on 20.01.2014. The list of quotas will also be published on the FIS Website.

4.2 Following the NOC confirmation to FIS of the use of allocated quota places by

22.01.2014, quota places that are not taken up will be re-allocated by FIS, from 23.01.2014 until 24.01.2014, to the next eligible NOC figuring after the last allocated quota place on the Olympic Quota Allocation List.

4.3 The list of re-allocated quota places will be based on the same Olympic Quota

Allocation List used for the calculation of the quotas (i.e. status at 20.01.2014).

End of re-allocation process*: Friday 24 January 2014 Sochi 2014 deadline to receive entry forms Monday 27 January 2014 submitted by the NOCs: - *NOCs may not decline quota places after the entry deadline of 27 January

2014. After this date the reallocation of quota places may only occur in the specific cases listed below:

1. An athlete is declared ineligible by the IOC after the sport entries deadline.

2. A ruling from the Court of Arbitration for Sport, which takes place after the

sport entries deadline, results in the need for further reallocation of quota places.

3. An athlete whose quota place has been allocated to their NOC is injured or

unable to participate due to exceptional circumstances after the sport entries deadline.

In all three cases above, the quota place will be reallocated by FIS to the next eligible NOC in consultation with Sochi 2014 up until (date to be agreed upon by IOC/Sochi 2014). After this date, no reallocation will be allowed. Sochi 2014 reserves the right to adjust an NOC’s entitlements after the Delegation Registration Meeting (DRM) in the event that a quota reallocation results in a change to the size of the delegation.

6. SPECIAL CONSIDERATIONS

6.1 Replacement

A replacement of the entered competitors by a NOC in case of injury or force majeure is possible until the Technical Meeting before the start of the first event based on the admitted quota for the NOC concerned and in line with the IOC/Sochi 2014 Late replacement policy. In such a case, the replaced competitor will have to return his/her accreditation before the replacement competitor can be accredited.

3. QUALIFICATION SYSTEM

3.1 A Qualification Standard

Competitors are eligible to participate in the distance and/or sprint events who have a maximum of 100 distance FIS points. Competitors who have a maximum of 120 sprint FIS points shall be allowed to participate in the sprint events and 10 km (ladies)/15 km (men) distance event if she/he has less than 300 FIS distance points.

3.2 B Qualification Standard NOCs that do not have a (one) competitor who meets the above qualification criteria have the right to participate with one male competitor and one female competitor (‘basic quota’) in the sprint event or the 10 km (ladies)/15 km (men), subject to the competitor having a maximum of 300 points in the respective event (distance or sprint) on the Olympic FIS Points List published on 20.01.2014

NOCs that have only one male or one female competitor who meets the A Qualification Standard may enter one competitor of the other gender in the sprint event or the 10 km (ladies)/15 km (men), subject to the competitor having a maximum of 300 points in the respective event (distance or sprint) on the Olympic FIS Points List 3.3 Host Nation

The host nation is expected to enter competitors into all events. If there is no competitor who complies with the qualification conditions laid down in clause 3.1, the host nation may enter one competitor in the sprint and individual 10km (female) and 15km (male) Cross-Country Skiing events, which is eligible according to 3.2, provided that he/she has been entered as part of the NOC Quota. Furthermore the NOC may enter teams in the men’s and women’s team sprints and 4 x 5km (female) and 4 x 10km (male) relays under the condition that all team members have less than 300 FIS points on the Olympic FIS Points List in the event concerned (sprint or distance).

3.4 Allocation of Quotas

Within the maximum of 20 competitors per NOC and up to a maximum of 310 Cross-Country Skiing places, quotas will be allocated per NOC as follows: 3.4.1 Basic Quota

The basic quota for one male and one female competitor will be assigned to all NOCs with competitors that qualify according to 3.2.

3.4.2 Competitors in top 300 of the Olympic FIS Points List

Each NOC with at least one male and/or one female competitor ranked in the top 300 of the distance or sprint on the Olympic FIS Points List will be allocated one additional male and/or female quota place accordingly (in addition to the basic quota defined in 3.4.1).

3.4.3 Competitors in top 30 of the Olympic FIS Points List

Each NOC with competitors ranked in the top 30 of the Olympic FIS Points List will be allocated additional quota places up to a maximum of four: - one quota place per male competitor ranked in the top 30, or - two quota places for two or more male competitors in the top 30 - one quota place per female competitor ranked in the top 30, or - two quota places for two or more female competitors in the top 30.

3. QUALIFICATION SYSTEM

3.1 Qualification Standard

Competitors are eligible who have gained FIS World Cup, Grand Prix or Continental Cup points during the qualification period (July 2012 – 19 January 2014).

3.2 Host Nation

The host nation is expected to enter (a) competitor(s) or team into all events. If the host nation has not earned at least one quota place based on the allocation of quotas described under clause 3.3, one competitor per event will be permitted to enter in the individual Normal Hill (men and women) and Large Hill competitions and a team in the Team Event providing that the competitor(s) is (are) eligible according to 3.1. All competitors must have been entered as part of the NOC quota.

3.3 Allocation of Quotas The allocation of quotas per NOC is based on the Olympic Quota Allocation List which is calculated using the FIS World Cup standings, followed by the Continental Cup Standings from seasons 2012/13 and 2013/14 added together, when there are no further competitors ranked on the Olympic Quota Allocation List. The allocation will be made by assigning one quota place per competitor from the top of the standings downwards until the total of 60 male and 30 female competitors is reached (including 3.2 host nation). During this process once a

NOC has achieved the maximum number of five (5) male quota places, respectively four (4) female quota places its remaining competitors will no longer be counted and the next eligible NOC on the Olympic Quota Allocation List followed by the Continental Cup list will be allocated a place.

3.3.1 After the allocation of 60 male quota places has been made, in the event there are less than 12 NOCs with at least four competitors allocated quota places (and the NOC is entered for the Team Competition), the next NOC(s) with three allocated quota places will be allocated an additional quota place to enable the NOC to participate in the Team Competition. This allocation will continue until there are 12 NOCs with four competitors and the NOCs concerned enter the Team Competition. Thereafter, if there are any remaining places, they will be allocated until the total of 70 competitors is reached.

3. QUALIFICATION SYSTEM

3.1 Qualification Standard

Competitors are eligible who have gained World Cup and/or Continental Cup points and thereby appear on the Olympic Quota Allocation List or on the Continental Cup standings in Nordic Combined during the qualification period.

3.2 Host Nation

The host nation is expected to enter (a) competitor(s) or team into all events. If the host nation has not earned at least one quota place based on the system described under clause 3.3, one competitor per event will be permitted to enter in the individual competitions and a team in the Team Event providing that the competitor(s) is (are) eligible according to 3.1. All competitors must have been entered as part of the NOC quota.

3.3 Allocation of Quotas

The allocation of quotas is based on the Olympic Quota Allocation List which is calculated using the FIS World Cup standings, followed by the Continental Cup standings from both seasons 2012/13 and 2013/14 added together, when there are no further competitors ranked on the Olympic Quota Allocation List. The allocation will be made by assigning one quota place per competitor from the top

of the rankings downwards until the maximum total of 50 is reached (including 3.2 host nation). During this process once a NOC has achieved the maximum number of five (5) places its remaining competitors will no longer be counted and the next eligible NOC on the Olympic Quota Allocation List followed by the Continental Cup list will be allocated a place.

3.3.1 After the allocation of 50 quota places has been made, in the event that there are less than 10 NOCs with at least four competitors allocated quota places (and the NOC is entered for the Team Competition), the next NOC(s) with three allocated quota places will be allocated an additional quota place to enable the NOC to participate in the Team Competition. This allocation will continue until there are 10 NOCs with four competitors and the NOCs concerned enter for the Team Competition. Thereafter, if there are any remaining places these will be allocated until the total of 55 competitors is reached.

4. PROCESS AND TIMELINE FOR NOC COMMUNICATION OF QUOTA PLACES

4.1 The quotas will be calculated after the FIS World Cup event taking place on

19.01.2014 and communicated to the National Ski Associations and NOCs through the FIS Website, as well as to Sochi 2014 on 20.01.2014.

4.2 Following the NOC confirmation of the use of allocated quota place by

22.01.2014, quota places that are not taken up will be re-allocated by FIS, from 23.01.2014 until 24.01.2010, to the next eligible NOC on the Olympic Quota Allocation List followed by the Continental Cup Standings.

4.3 The list of re-allocated quota places will be based on the same Olympic Quota

Allocation List and Continental Cup Standings used for the calculation of the quotas (i.e. status at 20.01.2014).

3. An athlete whose quota place has been allocated to their NOC is injured or unable to participate due to exceptional circumstances after the sport entries deadline.

In all three cases above, the quota place will be reallocated by FIS to the next eligible NOC in consultation with Sochi 2014 up until (date to be agreed upon by IOC/Sochi 2014). After this date, no reallocation will be allowed. Sochi 2014 reserves the right to adjust an NOC’s entitlements after the Delegation Registration Meeting (DRM) in the event that a quota reallocation results in a change to the size of the delegation.

QUALIFICATION SYSTEM

3.1 Qualification Standard

Competitors are eligible who have placed in the top 30 in a FIS World Cup event or FIS Freestyle Skiing World Championships in the event concerned (Moguls, Aerials, Ski Cross, Ski Halfpipe, Ski Slopestyle) and have the following minimum FIS points in the event concerned on the Olympic FIS Points List: Moguls: 80 FIS points Aerials: 80 FIS points Ski Cross: 80 FIS points Ski Halfpipe: 80 FIS points Ski Slopestyle: 50 FIS points

3.2 Host Nation

The host nation is expected to enter (a) competitor(s) into all events. The allocation will be made by assigning one quota place per competitor from the top of the Olympic Quota Allocation List downwards until the maximum total per event in Moguls, Aerials, Ski Cross, Ski Halfpipe, Ski Slopestyle per gender (as defined under article 2.1) is reached. Once a NOC has achieved the maximum number of four (4) places its remaining competitors will no longer be counted and the next eligible NOC on the Olympic Quota Allocation List will be allocated a place. In the event a NOC is allocated more than the maximum of 26 competitors, it is up to the NOC to select a team of maximum 26 (14 per gender) competitors across the various events by 22.01.2014.
