Prospects of Viking container train within TRACECA

Attraction of goods for carriage by rail via Europe-Caucasus-Asia (TRACECA) transport corridor.

Freight transportation from Turkey to Middle Eastern and Northern European countries, and vice versa.

Accession of new countries to the agreement and creation of favourable freight transportation conditions will facilitate extension of the existing route across Georgia and Azerbaijan, and further to Central Asian Countries and vice versa.

Simplification of customs procedures at the Lithuanian-Belarusian

border:

The long-standing and close cooperation between the customs and Lithuanian Railways has resulted in

the following benefits and simplifications:

Simplification of customs procedures at the Lithuanian-Belarusian border:

Simplified transit customs procedure, whereby CIM/SMGS consignment note is deemed as a transit customs declaration. In addition, there is no need to present a proof of transit guarantee.

It is allowed not to lodge a proof of transit guarantee for transit via the New Computerised Transit System (NCTS) (i.e. for common transit) save for transit of high-risk goods.

It is allowed to use special seals of consignors and railways in transit transportation.

Clearance of container ships with free pratique granted

envisages vessel’s call and commencement of cargo handling

operations without participation of the commission on board the

vessel.

Controlling movement of goods using the Uniform Automated

Information System of the Customs Authorities of Ukraine (UAIS)


CIM/SMGS consignment note is used as a

document to control the movement of goods in

transit carriage. Electronic details are

automatically put for control over the movement

of goods in a respective software-based

information complex of the UAIS. Document to

control the movement of goods can be lodged at

the customs office of departure in the form of an

electronic document certified by a digital

signature.

On 8 October 2012 the Port of Odessa embarked on a test-mode implementation of the pilot project to

introduce an electronic note. This project represents the first phase of establishing the Common Port

Community Information System within the framework of the Single Window – Local Solution project run in

the area of operations of Yuzhnaya Customs and the ports of Bolshaya Odessa. The system includes

regulators (customs and border services, etc.) / port authority / stevedore companies / maritime agencies /

freight forwarders / Ukrainian Railways.


Project implementation •Agreements on the advance presentation of information to linear agents signed. Data

exchange with the agents launched in the test mode.

•Agreement on cooperation with stevedore companies signed on 23.04.2013.

•Testing of the exchange of data on actual unloading with stevedore companies is in its

closing stages.

•426 freight forwarders are connected to the system as at 21.11.2013.
