The International Course on Smart Cities (ICSC) is designed to provide answers to these questions.
It aims at providing practitioners the tools they need to create the cities of tomorrow.
We provide practitioners with a framework to make Smart Cities
work, and to address the challenges of this urban century.

Course Rationale
The Urban Century: Cities On The Brink Of Collapse
Around the globe, 200,000 people move to cities every day, adding up to over 70 million per year. By 2050, more than six billion people will be living in urban areas. Around one trillion US Dollars will need to be invested just into India’s urban infrastructure alone to accommodate the stream of incoming city dwellers until 2030.
Globally, urban areas already account for 75% of primary energy use and for more than 70% of global greenhouse gas emissions. By 2025, more than 5 million tons of municipal solid waste (MSW) will be produced on a daily basis. One billion people are estimated to live in slums today. Cities are on the brink of collapse as these problems are mounting.
The Opportunity: Creating Smart Cities To Improve Human Life
We have to rethink about our cities and turn them into resource efficient, socially inclusive, economically dynamic, environmentally sustainable, and intelligently managed spaces for human coexistence. We have to seize the opportunity to create smart cities.
A smart city offers enhanced living conditions for all its citizens. It does so by optimizing public services and resource use through analyzing “big data”: From the number of available parking spots in a certain neighborhood, to the current utilization of the electricity grid, to the frequency of someone reporting symptoms of the flu. Capturing that data allows for efficient decision-making and technology-based participation.
The Challenge: Turning Smart Cities Into Reality
The urgency to add “smartness” to ever-growing urban areas has been recognized by the public and private sectors alike. The Government of India invested 1.2 billion US Dollars into smart cities in FY 2014-15. The European Commission initiated an innovation partnership for smart cities and communities in 2014. Model cities and pilot projects are emerging all around the globe.
Yet, while the private sector provides the technology to capture and analyze data – the “operating system” of smart cities – the role of the public sector remains largely unclear. For the companies pushing for Smart Cities, the global market for smart-city technologies is expected to reach a staggering value of 7 trillion US Dollars by 2020. But what is the appropriate technology for a city like Delhi, Dublin, Dubai, or Durban?
Addressing The Challenge: From Ad-hoc Actions To A Structured Framework
Technology alone does not turn any city into a smart city. A well thought-out framework is needed to identify appropriate technologies and policies for a city to become “smart”.

Methodology

range of topics. These trainings were designed for the government as well as the private sector, both on the
domestic and international fronts, across nations like the Netherlands, United Kingdom, Thailand, Sri Lanka, Nepal
amongst others. TSCPL has a diverse set of expertise on E-Governance, MIS, GIS and other sectors.
Institute for Housing and Urban Development Studies at Erasmus University Rotterdam (IHS), one of Europe’s
leading academic institution for urban management and housing studies, has a proven track record of teaching
high-impact courses
Working in collaboration, TSCPL and IHS have designed the International Course on Smart Cities (ICSC) an
innovative course focusing on the emergence of Smart Cities. Employing a wide range of proven teaching
methodologies, the learning activities during the course will include classroom lectures, group discussions, guest
lectures given by practitioners and group assignments. Field visits to cutting-edge smart city initiatives in the
Netherlands will complement the learning experience.
The first week of the course will be conducted in New Delhi, INDIA, followed by another one week in Rotterdam,
NETHERLANDS.
Course Objectives
By the end of the course, the course participants will be able to:
Define the concept of Smart Cities and apply it to solve challenges emerging from rapid urbanization
Understand various components of Smart Cities
Identify and apply a systematic, strategic planning approach for developing implementation design of Smart
Cities
Understand the role and relevance of various stakeholders for the development of Smart Cities
Identify forms of available public private partnerships and build partnerships as mechanisms for mobilizing
private finance
Define Smart City.
Identify objectives and financing strategies.
Develop an Action Plan to turn your Smart City into reality.
Target Group The International Course on Smart Cities is intended for Government Officials, policy makers, administrators, practitioners in poverty alleviation projects/ programs, housing/ infrastructure/ finance executives and professionals, and consultants.

Smart Governance
The Smart Governance module of the course will introduce participants to latest technological developments for improving governance and decision-making processes. The participants will:
Distinguish the key elements of the smart governance concept;
Discuss how this concept applies to the Indian context, considering MoUD guidelines;
Understand the strengths and shortcomings of the concept;
Apply theory in planning exercises.
Smart Economy
The Smart Economy module will give participants an understanding of policies that enable smart growth and attract business in a competitive environment. Participants will:
Distinguish the key elements of the smart economy and smart growth concept;
Discuss how this concept applies to a competitive environment;
Understand the strengths and shortcomings of the concept;
Apply theory in planning exercises.
Applied planning and stakeholder mapping exercises will enable participants to prioritize the issues faced in their cities, work with a systematic method of defining problems and explain the link between problems, goals and objectives to develop strategies for tackling those problems.

Smart Environment and Smart Energy The Smart Environment and Smart Energy modules of the course will cover technologies and methodologies for green growth and increasing the efficiency of energy use. The participants will: Identify and discuss environmental and energy
related challenges of cities; Learn about solutions for resource-efficient
energy generation, Apply solutions to their context through
planning exercises. Smart Living This module will introduce participants to latest developments in situational analysis, smart security concepts and smart housing. Specifically, participants will learn to: Distinguish components of smart security and
become familiar with situational analysis; Learn about the concept of smart housing; Identify policies and technological solutions
for promoting smart housing and security. Smart Disaster Management Growing cities and a changing climate require smarter disaster management. Participants will:
Learn about latest technological improvements in disaster management;
Apply those to their context through planning exercises.
Smart Mobility and Transport This module aims at introducing participants to solutions for efficient mobility and transportation systems. Participants will: Distinguish elements of the smart mobility
and transportation concept; Understand related concepts such as “last
mile connectivity”; Apply theory in practice through planning
exercises. Smart Services This module will introduce participants to technologies for smart public service delivery, especially in the education and health sectors. Participants will: Distinguish concepts of smart service delivery; Learn about latest developments through
presentations by practitioners; Apply solutions to their context through
planning exercises.

ICSC Team and Faculty
Carley Pennink Ms. Pennink (BA, University of Pennsylvania, Philadelphia, PA; BFA, Parsons School of Design, NYC; MA Urban Management, Urban Management Centre, Rotterdam) joined IHS in 1994. At IHS, she leads the acquisition and management of the institute's project portfolio. Thematically, Ms. Pennink trains and consults on the privatization of municipal services and public - public private partnerships in infrastructure provision, as well as quality and performance in local government, institutional development and organizational
change. She has managed teams working on city-wide development strategies, and planning processes that incorporated community based and participatory approaches. She has extensive experience working with public private partnerships. She is also an expert in capacity building, training and human resource development, and has led many institutional development projects in Africa, Asia and Central and Eastern Europe.
Sanjay Saxena Sanjay is the managing director of Total Synergy Consulting Pvt. Ltd. He is a Qualified Management Accountant and holds advanced diplomas in urban management and planning as well as in IT. He has extensive experience in the urban sector over the last 20 years designing, implementing, and managing various smart-city initiatives in over 25 donor-funded projects in several countries. He combines this extensive work experience in the urban sector with outstanding expertise in the fields of e-governance and ICT application. He has
worked on over one hundred donor funded projects in over 20 countries in Asia, Africa, Europe and North America, applying ICT and GIS tools to urban management. Donors included all major institutions including the World Bank, Asian Development Bank Department for International Development and many other international development agencies. He has published over 135 books on Management Information Systems, Decision Support Systems, and ICT. Collectively, his books have sold over 3 million copies.
Maartje van Eerd Maartje van Eerd (PhD Leiden University, MA Human Geography University of Amsterdam) has extensive experience as a researcher, trainer and advisor on housing and social development issues, including PhD research on resettlement in Chennai. She has developed, coordinated and facilitated several accredited courses on housing rights, forced evictions and alternatives for NGOs, CBOs and local government globally (Africa, Asia, Latin America and Europe), training courses on gender and tenure security for local NGO and several trainings on
alternatives to forced evictions and resettlement in Africa. For UN-Habitat she conducted research on evictions, acquisition, expropriation and compensation, and was involved in

developing a training program slum upgrading. Recently she has managed and lectured in a training of trainers program on social housing in Nigeria and a training program on the rights based approach to resettlement in India. Currently she is conducting research on the impact of resettlement and opportunities for social upward mobility in India (Chennai).
Banashree Banerjee Banashree Banerjee is an urban planner, working as an independent consultant and also as an associate staff member of the IHS, Rotterdam and visiting faculty member at the School of Planning and Architecture, New Delhi and CEPT University, Ahmedabad. In a career spanning more than three decades, she has been responsible for designing, implementing and institutionalizing participatory planning and monitoring at neighbourhood and city levels and putting in place city-wide approaches
to improvement of informal settlements in a number of cities. In the last twenty years Banashree has worked extensively as a consultant for bilateral and international agencies. She also conducts short international courses on land management, strategic planning and action planning. She has undertaken prestigious assignments such as Panellist at the World Urban Forum 2010; Chairperson of the International Jury for the UN-HABITAT best Practices Awards in 2008; and working group member of the Global Commission for Legal Empowerment of the Poor in 2007.
Somesh Sharma Somesh Sharma is an urban planner and is working in the field of sustainable urban infrastructure. He has more than 12 years of experience in advisory, research, education and training. At IHS Somesh is working as an academic staff and is involved in developing and teaching in various courses related to sustainable cities and green growth. He is in-charge of 3-months post graduate diploma course ‘Urban Management and Development Theories (UMDT)’. He is also the coordinator of short course
‘Green Cities for Eco-efficiency’. His main areas of focus are environmental planning and policy, green and smart infrastructure, sustainable urban transport, and climate change adaptation and mitigation planning. He specializes in designing decision support systems for urban management. In the past Somesh has worked with the Bhaskaracharya Institute for Space Applications and Geo-informatics (BISAG), Indian Institute of Management Ahmedabad (IIM-A), and German International Services (GIZ-IS).
Harry Geerlings Professor Harry Geerlings is professor of Governance of Sustainable Mobility at the Department of Public Administration of the Erasmus University Rotterdam. Most of this research is related to the interaction between transport, environment and policy making/transition

management. He holds a PhD in economics from the Free University in Amsterdam. Geerlings started his career as assistant professor at the Erasmus University Rotterdam in January 1988 within the department of Environmental Sciences. In the early nineties his interests and activities moved towards research and consultancy activities in the field of transport & the environment. This was a new and emerging domain in those days. In this context he also became involved in several projects for the European Commission.
Alexander Jachnow Dr. Alexander Jachnow (Ph.D) has dedicated the last 15 years of his professional life to urban development, specializing in capacity building, urban governance and management. He was engaged in South Asia in DC programmes for urban development and governance for a total of six years in Urban Development Projects supported by GIZ, KfW, ADB and WB. He was the team leader of the Municipal Support Team for the Urban Governance
and Development Programme in Nepal which he joined in March 2012. Before, he led a team of 38 staff for the Urban Good Governance Project in Bangladesh, coordinated the focal area “Governance” for the German DC Ministry, chaired the Urban Sector for the Donor Harmonization Group, with UNDP, Worldbank, ADB, DfiD, SIDA and JICA as permanent members.
Carlos Morales-Schechinger Carlos H. Morales-Schechinger is a senior expert on urban land management. He runs the MSc program at Erasmus University of Rotterdam on Urban Land Development, the research workshop on Land Value Capture instruments and the diploma course on Land Management and Informal Settlements Regularisation. He also lectures on finance, housing and urban spatial theories. He has given advice, been a speaker, and/or a lectured on land issues in Africa, Europe, and North and South America. He held various
posts in Mexican government and in public and private banks. He has been a visiting faculty member of LILP (Lincoln Institute of Land Policy) for 15 years and was a lecturer on urban finance, land and housing at UNAM (National Autonomous University of Mexico) for 22 years. He holds a MPhil on urban studies from the University of Edinburgh.
