The ICT is one of the few academic institu-tions worldwide to offer an MA degree in bothcounterterrorism and homeland security. Its

Israeli counterterrorism and homeland security practitioners are in great demand

internationally because of their extensive operational experience and success in deterring

Palestinian terrorism. Many of these practitioners are former officials and operatives in the

Israel Defense Forces (IDF), security and intelligence services such as the Institute for

Intelligence and Special Operations (Mossad) and General Security Service (Shin Bet),

Israel Police and maritime and aviation security. Following their retirement, many of them

either join established security firms, set up their own firms, or join academic institutes, from

which they use their second careers to serve as consultants and trainers to governments

and corporations around the world where their expertise can be translated to helping counter

other terrorist operational environments. This article profiles six Israeli research institutes

and commercial firms (representing a sample of a much larger set of such firms), with each

one providing a unique area of specialiszation.

The International Institute for Counter-Terrorism (lCT), IDC Herzliya (www.ict.org.il), is Israel's leading academicinstitute for counter-terrorism. Estab-

lished in 1996, the ICT is an independent, not-for-profit think tank, and is an integral part ofthe Interdisciplinary Center (IDC), Israel's onlyprivate university. The ICT provides expertisein terrorism, counterterrorism, homeland secu-rity, threat, risk and vulnerability assessment,intelligence analysis and national security anddefense policy.

The ICT is led by Dr. Boaz Ganor, its founder andExecutive Director. Dr. Ganor, one of the world'sforemost counterterrorism experts, is the authorof the highly acclaimed "The CounterterrorismPuzzle" (for which I wrote one of the back coverblurbs). Dr. Eitan Azani, a former IDF Colonel,serves as Deputy Executive Director. Seniorresearchers include two noted authorities onIslamic terrorism, Dr. Ely Karmon and Colonel(Reserves) Jonathan Fighel, Ms. Yael Shahar, anauthority on counterterrorism threat assessmentmethodologies, Col. (Reserves) Lior Lotan, anexpert on counterterrorism, and Dr. Isaac Kfir,a Middle East studies expert who also teachesat the IDe.

The ICT produces research papers, situationreports and academic publications for worldwidedistribution, with many of its papers and articlespublished on its website, which attracts a wideinternational readership.

The lCT is best known for its annual conference,he d every September at its campus in Herzliya,which brings together some 1000 participants(including this article's author) from aroundthe world for three days of plenary panels andworkshops.

academic program also offers a three-week longExecutive Certificate Program in Counterterror-ism Studies, which is issued by the IDC's LauderSchool of Government, Diplomacy and Strategy.The Counterterrorism Studies Program combinesacademic study, simulation models, workshops,and onsite briefings on contemporary terrorism, in-cluding terrorist modus operandi, counterterrorism,terrorist organizations and operations. In addition,specialized courses are offered on "From Da 'wa toJihad," "Legal Perspectives in Counterterrorism,""Terrorism and Extortion," "Arab Culture & Envi-ronment," and "Terrorism and Medicine."

Also unique about the ICT is its focus on establish-ing international cooperation at the academic andgovernmental policy levels against terrorism. ThelCT and Syracuse University's Maxwell School ofGovernment's Institute for National Security andCounterterrorism (INSCT) have created a studentand faculty exchange program, which also includesa joint research initiative. It is also part of a jointventure with the University of Pennsylvania, inPhiladelphia, and Kings College, in London, aswell as a Jordanian institution, in establishing theInternational Center for the Study of Radicalizationand Political Violence (ICSR), whose first confer-ence was held in mid-January 2008, in London.Finally, the ICT's International Counter-TerrorismAcademic Community (lCTAC) initiative is anetwork of academic institutions around the worldwhose objective is to use its affiliated members toprovide guidance to politicians and decision-makersin countering terrorism.

The lCT's commercial arm, Counter TerrorismSolutions (CTS), provides tailored services, suchas threat assessment, risk analysis, and terrorismand counterterrorism courses to private sector cus-tomers. For information about its services, [email protected].

The Intelligence and Terrorism Information Center(ITIC) (www.terrorism-info.org.il), is a researchinstitute located near Gelilot, north of Tel Aviv. It is

part ofthe Israel Intelligence Heritage &Commemoration Center (IICC), an NGOdedicated to preserving the memory ofthe fallen ofthe Israeli Intelligence Com-munity. (Colonel Ret.) Dr. Reuven Erlichis ITIC's Executive Director.

ITIC's staff produces Information Bul-letins on topics such as Middle Easternterrorism (particularly Palestinian andHizballah), terrorism sponsoring states(especially Syria and Iran), global financ-ing of terrorism, and al Qaida and its af-filiated groups. The Center is renownedfor its website (www.terrorsm-info.org.il), which attracts several hundredthousand visitors monthly, as well asits e-mail service for the general public([email protected]). ITIC alsoboasts a computerized information centerand library of Palestinian documents andmaterials that include books, articles,documents, films that relate to intelli-gence and terrorism.

"Shurat HaDin - Israel Law Center(www.israellawcenter.org) is a Tel-Avivbased lawyers' organization that utilizes legalproceedings and lawsuits to fight the threat ofinternational terrorism. The group is indepen-dent and not affiliated with any political partyor movement. Its staff of attorneys and networkof activist lawyers, jurists and academicians inthe United States, Canada, Europe and otherparts of the world employ litigation to counterthe threat of terrorism through a combination ofpublic legal actions and public education. ShuratHaDin aims at eliminating the economic founda-tions of terrorist organizations, their leaders andtheir financial patrons, on behalf of the victimsof terrorist operations.

Shurat HaDin's founder and Director is Ms. Nit-sana Darshan-Leitner, an Israeli attorney, whohas spearheaded a wide-range of internationallegal actions against terrorist groups.

Ms. Darshan-Leitner is currently representinghundreds of terror victims in lawsuits and legalproceedings against HAMAS, Islamic Jihad, thePalestinian Authority, Iran, Syria, Hizballah andfinancial institutions that allegedly may providebanking services to terrorist groups such as UBS,LCB, the Arab Bank, National Westminster andCredit Lyonnais. These cases are being litigatedin Israeli, American, Canadian, European andAsian courts.

Shurat HaDin models itself on the groundbreak-ing work of the Southern Poverty Law Center(SPLC), the American civil rights organizationdedicated to bankrupting the Klu Klax Klan(KKK), neo-Nazis and other White Suprema-cist extremist groups in the United States. Like

Mr. Muky Cohen, Chameleon Associ-ates' Principal Partner, established thefirm in 1992, in Los Angeles where itis headquartered. He is a veteran of theIsraeli Defense Forces Special AirborneCombat Engineering Platoon and servedas a security agent for Israel's GeneralSecurity Services in various locationsin abroad. Over his 30-year career,Mr. Cohen has designed, implementedand supervised security operations andsystems for hundreds of clients, anddirected the company's expansion of itscounter-terrorism consulting and train-ing branch.

Based in Canoga Park, CA, Chameleon As-sociates LLC (formerly the Chameleon Group)(www.chameleonassociates.com) providecounterterrorism consulting and training, includ-ing threat mitigation and security engineeringsolutions to governments and corporationsworldwide. These consist of four types of ser-vices: research & development to assist tech-nology manufacturers, systems integrators andgovernments to develop solutions and tools forthreat mitigation, security management services,courses and seminars, and counterterrorism studymissions to Israel. Chameleon Associates alsohave subsidiaries in Singapore and Australia.

Mr. Amotz Brandes, the firm's ManagingPartner, is a veteran ofthe Israeli DefenseForces' Special Reconnaissance Unitand later began his career as a SecurityAgent for El Al Israeli Airlines. Afterjoining Chameleon, in 2002 he initiatedand produced the first Security Forum inLos Angeles in a joint venture with theGovernment of Israel. He is the authorof "The Terrorist Threat Mitigation

Reference Guide" and a popular presenteron counter-terrorism and security engineering.Mr. Brandes has developed integrated homelandsecurity solutions in partnership with companiessuch as Boeing, SAIC and Hewlett Packard. Hereceived his B.A in International DevelopmentStudies from UCLA.

Chameleon Associates' course on predictive pro-filing of terrorist behaviors provides what it calls"a systematic approach" from the point of view ofthe aggressor, "for detection of suspicion, deter-mination ofthreat and deployment of subsequentprocedures." Its course on red teaming assemblesa team to pinpoint a customer's vulnerabilitiesthrough the eyes of the terrorist adversary. Othercourses cover the principles of hum an intelligence(HUMINT), explosives, and other topics.

Its CD-ROM training course on "DemystifyingTerrorism" ($19.95) is a 30 minute Flash presenta-tion course. It presents an overview of contem-porary terrorism, covering topics such as howterrorists choose their targets, plan, and executea terrorist attack, and the knowledge and toolsnecessary to detect and respond to such suspiciousbehavior. The module concludes with a multiplechoice test to reinforce teaching objectives.

"The Terrorist Threat Mitigation ReferenceGuide" ($40.00), published in 2004, is a 60page overview of the processes, formulas andprotocols required to design a threat orientedand proactive anti-terrorism security framework.Of particular interest is its Predictive Profilingmethodology, which provides a situational pro-file for a terrorist scenario, from the planning ofan attack to its execution, focusing on what ter-

ITRR's co-directors are Aaron Richman,MBA, an American-born, Israeli military andlaw enforcement expert, whose last officialassignment was police patrol commander incenter city Jerusalem, and Michael Perelman,CPP, a retired police commander in Pennsyl-vania, whose consulting practice specializesin providing services to organizations at highrisk of domestic terrorism. ITTR's DirectorofInternational Programs is Eyal Manolovici,a former security official at Ben Gurion In-ternational Airport in Lod, Israel.

Several times a year, Chameleon Associates or-ganize week-long Executive Seminars to Israel,providing participants an overview of Israel'ssecurity threats and mitigation methods, empha-sizing Israeli practices in protecting the country'scritical infrastructure and key national and localassets, such as airports, mass transit hubs, gov-ernment facilities, border crossings, shoppingmalls and other key facilities. The seminars alsofocus on the key Israeli agencies involved incounter-terrorism, and emergency preparednessand response capabilities, including innovationsin security technology. Seminar participantsreceive a continuing and professional studiescertificate from Texas A&M University.

The Sdema Group's management team is led byMr. Dror Mor, its founding partner and CEO. Heretired from the ISA in 2005, following morethan 20 years service. At Shin Bet, his last po-sition was Deputy Head of the Operations Unitand Head of the Foreign Bureau of the DignityProtections Division.
