The idea of International Union of Young
Scientists on the basis of “Lomonosov” Forum
was first voiced at the XIX World Festival of
Youth and Students in 2017 in Sochi
On January 25, on the Day of Russian
Students, President Vladimir Putin

The Third Mission of the University
Education and science are the two university missions in the focus of
attention for researchers of higher education;
However, the study of the third mission of the university regarding
universities’ contribution to society, its public role, has recently seen an
explosive growth of interest around the world;
The third mission today is a generally accepted trend;
The third mission reflects:
- communication with the general public
- the contribution of the university to the development of national
economies
- the demand for graduates by employers
- the influence of graduates on society, incl. through decision making
- transfer of knowledge, the introduction of technology to the market
- continuing education
- other purposes serving the public benefit

The Third mission based on the public role of universities is
especially important for Russia as it facilitates:
The harmonious development of the regions due to the
interrelation of the university and local communities

The history of the “Three University Missions”
The world community is not satisfied with the set of existing rankings
based on cytometric and expert polls
The "Three University missions” ranking has set a new dimension: in
addition to education and research, it evaluates the impact on society
The first global ranking of universities has been widely discussed
internationally since the early stages of the project. In Russia, over 100
organizations – universities, councils of rectors, expert associations and
rating agencies – have participated in the discussion of the draft
methodology. The international expert council of the ranking includes 25
experts from 12 countries
The pilot version was released in 2017. In 2018, the ranking has
successfully passed an international audit, and the ranking methodology
was improved

The extension of the published part of the list from Top 200 to Top 333 along with the
improvement of the methodology has contributed to the entry into the ranking of a larger
number of strong universities
These changes have led to increased competition in the second hundred of university ranking,
despite the fact that the top 50 has not changed
Number of new participants in the 2018 ranking, compared to the pilot version
In 2018, the representation in the ranking of universities from Continental Europe has
increased most noticeably, primarily due to Germany (+15 universities), Sweden (+6),
France and Belgium (+5 each). The number of Japanese universities in the ranking
increased by 7 units, and Chinese by 6

Moscow State University, St. Petersburg State University and
Moscow Institute of Physics and Technology have improved
positions in the first hundred
This is the result of an objective assessment
The Moscow ranking is based solely on objective indicators
as opposed to subjective opinions of experts
All indicators are available remotely (regardless of the survey
of universities) and therefore verifiable
MosIUR uses the widest range of data sources compared to
its competitors

MosIUR correlation with national rankings
MosIUR is the first global ranking that considers the third
mission and, as part of it, the importance of universities for
their own countries, taking into account national specificities.
We found a high correlation of the sequence of universities by
MosIUR with the positions of these universities in national
rankings
As a rule, the top listed in MosIUR are the same universities
that occupy leading positions in national rankings. This
applies to the United States, Canada, Russia, Brazil, Ireland,
and other countries

Russia becomes the major global platform for the discussion of “The Third Mission” ranking
The best confirmation of the high relevance of the ranking is a genuine
interest in the International Conference "The Third University Mission"
(November 30 – December 1, 2018, Moscow).
Over 150 reputable researchers from more than 20 countries of the world
have confirmed participation in the event (including representatives of
the United States, China, Great Britain, Germany, Brazil, Italy, etc.)
