From a “Grey City” to a “Green City”
Kitakyushu Smart CommunityEnergy Visualization smart management by citizen. Smarter energy management for the entire town thanks mainly to Community Energy Management System.
Resulting International Environmental Cooperation Kitakyushu has developed many environmental policies and technologies while working to overcome its pollution problems. To apply these technologies to help other countries improve their environments, the city has, since the 1980s, dispatched experts to and accepted trainees from the below countries. Through close partnerships among citizens, government and businesses, Kitakyushu has promoted eco-friendly activities, which have gained interna-tional recognition as a model for environmental improvement.
Development of the Kitakyushu Eco-Town Project The City of Kitakyushu has been promoting the “Kitakyushu Eco-Town Project” in the Hibikinada area of Wakamatsu since July 1997 as a unique regional policy, integrating an “Environmental Conservation Policy” and an “Industry Promotion Policy”, with the aim to construct a resource-recycling-based society.

Selected as a model city in the OECD Green Cities Programme!Selected as a model city in the OECD Green Cities Programme! Together with the cities of Paris, Chicago, and Stock-holm, Kitakyushu was selected by OECD as the first model city for green growth in Asia in June 2011. A report on the environmental policies and measures of Kitakyushu were published in a report by OECD in May 2013. OECD is the world’s largest think tank with 34 member countries and regions, and experts from more than 100 countries around the globe, including Brazil, Russia, and African countries. This sharing of technical knowledge and experience has expanded OECD’s sphere of communication and influence on world affairs.

Rich and Stable Supply of Science and Technology Human Resources
8
Fukuoka Prefecture, in which the City of Kitakyushu is located, is proud of the number of graduates from the country’s best science and technology universities and industrial high schools. With this concentration of schools in the City of Kitakyushu and neighboring areas, it is possible to nd a stable supply of human resources.

Kitakyushu Science & Research Park(The University of Kitakyushu, Kyushu Institute of Technology, Waseda University, Fukuoka University)
In 2001, the City of Kitakyushu established the “Kitakyushu Science and Research Park” as an intellec-tual base for its evolution as an industrial city of the future. Three national, public, and private universities and one research institute form the campus of the Kitakyushu Science & Research Park. There are about 2,000 students (of which 500 are from foreign countries), and a concen-tration of over 10 research institutes and about 50 companies. The Kitakyushu Foundation for the Advancement of Industry Science and Technology (FAIS) acts as coordina-tor for industry-university cooperation by making use of this selection of universities, research institutes, and companies to support research and development between universities, research institutes, and companies in Japan and overseas.
Export of Green Cities (Case of Surabaya)
The export of the green city concept to the city of Surabaya in Indonesia is one of the Center’s most important projects. Activities have been developed in various sectors, such as waste, water and sewage systems, energy, and urban development, in order to create a model for the export of green cities. These activities are used to formulate a comprehensive urban development plan that incorporates both the creation of a social system and changes in public awareness, and which is based on a “green” and “low-carbon” perspective.
Water Purification System in Viet Nam
In December 2013, an advanced water purification system with new treatment method “U-BCF (Upward Biological Contact Filtration) patented by the City of Kitakyushu was installed in Hai Phong City, Viet Nam. A series of construction was implemented with Hai Phong’s own funds, which testifies that this technology is possible to be exported to developing countries in South Eastern Asia. Kitakyushu has begun its challenges to disseminate U-BCF all over Viet Nam.

Challenges for Water Businesses
Kitakyushu Asian Center for Low Carbon Society
City of Kitakyushu has established a public-private organization "Kitakyushu Overseas Water Business Association (KOWBA)" to meet a variety of demands for water and sewer projects.
