members in the (i) 2014-15, (ii) 2015-16 and (iii) 2016-17 financial years; if so, in each

case, (aa) what amount was paid out and (bb) to whom was it paid out? NW640E

585. Ms D Carter (Cope) to ask the Minister of Public Enterprises:

(1) With reference to SA Express’ frequent use in 2016 of chartered planes

provided by Solenta Aviation and SKA Aircraft Leasing amongst others to

cover its route between (a) Bloemfontein and Johannesburg, (b) George and

Johannesburg and (c) Kimberley and Johannesburg, what is the total amount of

chartering a flight to cover an ordinary route that is supposed to be operated by

SA Express;

(2) whether there is a service level agreement in place between SA Express and the

specified companies; if not, why not; if so, what are the relevant details? NW643E

586. Inkosi R N Cebekhulu (IFP) to ask the Minister of Agriculture, Forestry and

Fisheries:

(1) Whether, in light of the application by a certain company (name furnished) to

proceed with the general release of a genetically modified multi-event maize

product for the entire region of South Africa (details furnished), the approval of

the trials was based solely on safety and efficacy reports provided by the

company; if not, can he provide the list of all the independent non-industry

aligned studies taken into consideration in this process; if so, why were no

independent studies conducted or reviewed in this regard;

(2) if the trials of both the specified company and independent studies were

considered, what differentiates the outcome in South Africa from the findings

made in the 39 countries where the specified products and their related

herbicides are currently banned entirely;

(3) whether, in view of the fact that some of our agricultural produce is exported to

various countries, including the countries where the specified products and

related herbicides are currently banned, he has considered the ramifications if

(1) Whether her department has been requested to assist 29-year old South African

Emlyn Culverwell and his fiancée Iryna Nohai who were arrested in an Abu

Dhabi hospital; if so, (a) what is the extent of the assistance that her department

can provide in a situation like this and (b) can her department intervene in terms

of ensuring that the person’s family members or employers are able to make

contact with him;

(2) what is her department’s policy with regard to (a) requesting the return of a

South African citizen in circumstances where a particular country’s law that has

been transgressed is not law in South Africa and (b) the punishment meted out

for certain offences (details furnished) under the Sharia-based legal system;

(3) will her department assist the couple to appoint legal representation; if so, (a)

what has been done or will be done in this regard and (b) what are the further

(1) Whether the Minister has been informed of the fact that delays in the issuing of

approval of applications made in terms of Article 17 of the Hague Convention

on Protection of Children and Co-operation in Respect of Intercountry

Adoption, 1993, by the SA Central Authority is delaying adoption of adoptable

children into screened and approved intercountry adoptive families, leaving

children in institutionalised care for many months longer than necessary,

thereby depriving children of their constitutional right to family care and

compromising their well-being and development;

(2) whether she is aware that most intercountry placements are of children with

disabilities or special needs;

(3) whether she has been informed that in the specific case of one 6-year old child

with disabilities the refusal by her department to issue Article 17 approval has

meant that the child was kept unnecessarily in institutionalised care for over

three years since the court terminated the rights of the biological parents to

consent to the adoption; if so, what are the relevant details;

(4) whether her department’s refusal to accept orders made by a court regarding

adoptability and termination of the rights of biological parents, or consents

properly given in court by biological parents will be investigated and urgently

corrected and those responsible for delays held accountable? NW646E

what extend were TVET college principals consulted and (c) how will the

findings affect the total amount allocated for the medium term budget

framework at TVET colleges;

(2) whether students will in future be capped at TVET colleges in light of the lack

of growth in student numbers according to the medium term budget framework;

if so, what are the relevant details;

(3) what plans are in place to phase in the new funding framework once it is adopted

in order for colleges to budget in time for any differences in income that may
