Welcome Dear Applicant: Thank you for your interest in the UCLA Extension Intern Preliminary Credential Program.

The California Commission on Teacher Credentialing describes intern programs as:

“Commission approved intern programs are a path to the preliminary teaching credential that allows an individual the ability to complete their teacher preparation coursework concurrent with their first year or two in a paid teaching position, upon completion of the required minimum120 hour intern pre-service preparation. Approved intern programs are sponsored by colleges, universities, school districts or county offices of education. To qualify for intern program participation, an individual must possess a bachelor's degree from a regionally accredited college or university, satisfy the basic skills requirement, meet the subject matter competence and US Constitution requirement, and obtain character and identification clearance. The intern program provides teacher preparation coursework and an organized system of support from college and district faculty. Completion of an intern program results in the same preliminary teaching credential as is earned through a traditional teacher preparation program route.” The UCLA Extension Intern Preliminary Credential Program is designed for candidates who meet the above requirements. The program combines fully online courses with an on-ground intern teaching assignment at the candidate’s employing school. Intern programs place significant time demands on the teacher candidates who must: juggle the responsibilities of a full time teaching position for one academic year; do curriculum planning and grading outside of class hours; and complete university coursework with readings and assignments that are due weekly and are typically completed in the evening and on weekends. Before committing to an intern teaching program, it is important that applicants assess their ability to balance these time demands with any other professional or personal responsibilities. Intern Preliminary Credential Program

UCLA Extension offers the following intern preliminary credential program: Teaching Special Education for Students with Mild/Moderate Disabilities (Standard Track) Designed for individuals who will obtain their first CA teaching credential as an Education Specialist working with students with mild/moderate disabilities. We are currently only offering a program in a Multiple Subject setting; no Single Subjects settings will be accepted. Teaching Special Education for Students with Mild/Moderate Disabilities (Fast Track) Designed for individuals who already hold a valid CA multiple subject or single subject teaching credential and now plan to teach students with mild/moderate disabilities.

Intern teacher candidates must be available to start program courses in mid-late August 2017. Candidates who have not submitted the admissions documentation by the August 20 deadline (see above) may enroll with program approval, but they will not be eligible for any course fee refunds if they do not meet the final Sept. 3 deadline and/or are not officially admitted to the Intern Preliminary Credential Program.

Other Important Deadlines

Interns who do not have their intern credential by September 3 will need to have their employer contact CTC to have them work under a different type of credential until their intern credential has been granted by CTC. It may take CTC 3-4 weeks to approve the intern credential from the time that the intern paid for the intern credential. It is important that interns pay for their credential as soon as they have been recommended. Failure to pay for the intern credential within two weeks of having been recommended will result in not being able to register for fall courses and possible dismissal from the program. This will also affect your financial aid disbursement.

Program Costs

Application Fee: A non-refundable application fee of $100 is required upon submission of your application. You will be asked to pay at the end of the application. Program Tuition: Tuition is paid via à la carte course fees. The total tuition depends on which program the candidate has applied to. Financial aid is available for the program.

Education Specialist Mild/Moderate Standard Track: $16,000 approximately

Education Specialist Mild/Moderate Fast Track: tuition will vary and depends on course waivers accepted by UCLA.

NOTE: The above fees are based on regular course fees. Early enrollment discount fees may apply to limited courses. Early fees will be noted on course grids once the candidate has been admitted into the program. Tk20 Fee: The program uses Tk20, an integrated, assessment, planning and reporting system for colleges and universities. This system enables students to participate/manage their academic activities throughout the program. It allows students to create/submit key assignments online, facilitate course evaluations/student observations, create electronic portfolios documenting course work and keep record of field experiences. The system also allows the program to provide better communication with students regarding course and program requirements. Students enrolled in our credential programs must subscribe to Tk20 for a fee of $110.

Financial Aid Candidates officially admitted to the intern program are eligible for federal financial aid in the form of direct loans (subsidized and unsubsidized). Pre-admitted candidates are not eligible. Financial aid applications may only be submitted via mail or in person. Contact the Financial Aid Office at (310) 825-4246 or [email protected] for procedures related to filing for federal financial aid. Students who intend to pay program costs through federal financial aid must submit a completed financial aid application packet by the published deadlines to allow adequate time for processing (requires six weeks). An application for financial aid only covers one academic year at a time (e.g. Summer-Spring). If a candidate’s program spans two academic years (e.g. Winter-Fall), candidate will need to reapply a second time for financial aid to cover the second year course fees. Additionally, candidates officially admitted into the program must be enrolled in at least 6 units each quarter in order to obtain funds, unless told otherwise by the Financial Aid Office. Candidates must also successfully complete at least 18 units in each year of their program. The Financial Aid Office monitors satisfactory progress annually. Progress is measured according to the number of quarters you have attended and the numbers you have

successfully completed. If you have not met the requirements, you will be disqualified from receiving funds and your financial aid will be discontinued until the deficiencies are satisfied. Note: UCLA Extension does not defer fees and therefore you must pay for your classes out of pocket before you can receive financial aid disbursement. Students who have not paid out of pocket for at least 6 units will not receive a disbursement until they have enrolled.

Admission Requirements Information

Transcripts Official transcripts verifying Bachelor’s Degree from a regionally accredited college or university, or foreign equivalency are required. Unofficial transcripts will not be accepted; no exceptions will be made. Candidate with foreign transcripts must submit an official copy of the foreign transcript plus an official full-detailed transcript evaluation from an approved CTC transcript evaluation agency. It is highly recommended that applicants ordering transcripts from their universities have their transcripts sent to their home address and not UCLA Extension. Often transcripts are sent to the main UCLA campus and not UCLA Extension and in the process transcripts are lost. Order of transcripts may take several weeks so please plan accordingly. Completion of Pre-service preparation courses A minimum of 120 clock hours (or the semester or quarter unit equivalent) of foundational preparation in general pedagogy including classroom management and planning, reading/language arts, subject specific pedagogy, human development, and teaching English learners must be completed through enrollment in the Pre-service A & B courses. Fast track candidates do not need to take pre-service A or B. Pre-service courses are restricted to only those applicants who have met the CSET requirement and have been recommended to take these courses with departmental permission. U.S. Constitution A course or examination covering the provisions and principles of the United States Constitution is required for the intern preliminary teaching credential as stated by CTC rules and regulations. There are two ways in which a candidate can meet this requirement:

1. A candidate took a college level U.S. History course with an emphasis on the U.S. Constitution. The

program evaluates the official transcripts and determines whether the candidate has met the criteria. In

some cases a course description and syllabus might be required for further evaluation if the transcript is not

sufficient. Most CSU graduates have met the U.S. Constitution requirement through coursework taken

during the lower division course requirement.

2. Candidates who did not meet the requirements through a college level course may take a U.S. Constitution

proficiency examination. There are two ways in which you can take the examination:

CBEST California Basic Educational Skills Test The CBEST was developed to meet requirements of laws relating to credentialing and employment. This test requirement in no way replaces any of the other requirements of subject matter knowledge, professional preparation, and practice teaching or field experience used in the issuance of credentials. The CBEST is designed to test basic reading, mathematics, and writing skills found to be important for the job of an educator; the test is not designed to measure the ability to teach those skills. All intern applicants are required to pass the CBEST prior to application submission. Testing preparation information is available through the CBEST website. For further information regarding the exam, preparation materials, registration deadlines, and registering for the test online, please visit the website at http://www.ctcexams.nesinc.com/about_CBEST.asp The Commission on Teacher Credentialing (Commission) took action as of December 2014 to approve additional options for individuals seeking a California Teaching Credential to meet the state’s basic skills requirement. CSET California Subject Examinations for Teachers The CSET was developed by the California Commission on Teacher Credentialing to meet the subject matter competence requirement for specific credentials and is required before teaching in classrooms. Each test consists of subtests that cover specific domains of subject matter, and each includes multiple-choice and/or constructed-response test items. Which exam should you take? Standard Track (New Teacher) Candidates: will need to pass the multiple subject CSET and will need to be employed in a multiple subject (K – 6) classroom. The program will not be accepting any of the single subject CSETs. If a Standard Track candidate is looking to work in a middle school or high school level teaching a single subject core subject they will need to find a different program at another university.

Fast Track Candidates: will need to have the following CSET:

Teachers with a Multiple Subject credential do not need to take multiple subject or any single subject CSET.

However, the job placement must be in a multiple subject (K – 6) classroom. The program will not be

accepting any of the Single Subject CSET. If the candidate is looking to work in a middle school or high

school level teaching a single subject core subject they will need to find a different program at another

university.

Teachers with a Single Subject credential will need one of the following:

o Pass the multiple subject CSET and be employed in a multiple subject (K – 6) classroom.

or

o Will need to be placed in a classroom teaching in the same subject area as their single subject

credential. No other single subject CSET will be accepted. The classroom placement must match

their CA single subject credential.

You should consult with our program representative if you have questions on which CSET examination you need to

take to meet the requirement.

Certificate of Clearance The Certificate of Clearance requires both fingerprint clearance and completion of the Personal and Professional Fitness questions. The Certificate of Clearance is not the same as having gone through only a fingerprint clearance. Everyone who applies must meet this requirement, even those who already hold a CA teaching credential, no exceptions will be made. The letter must be on official school letterhead and it must contain the contact information of the Human Resource Specialist. An official employment contract must be submitted to the program as soon as candidate and the lead HR representative have signed off on the contract. Memorandum of Understanding (MOU) The employing school district or charter school system must sign a Memorandum of Understanding (MOU) with UCLA Extension, as required by CTC. Candidates who have been pre-admitted into the program will be provided with the memorandum of understating and it will be the sole responsibility of the candidate to have their employer sign the contract in a timely matter. Some districts take weeks in signing the contract; however, that may affect the candidate’s admission into the program. The memorandum of understanding must be submitted before the final admission requirement deadline. Site Information Sheet The employing school principal must fill out a site information sheet detailing the classroom assignment of the candidate. The classroom placement must be appropriate and must be in the area in which the candidate passed the CSET examination.

Mentor Teacher Application As part of the memorandum of the understanding contract the employing school district is responsible for providing an intern teacher with a mentor teacher. The mentor teacher must have the same type of credential as the candidate and must have at least 5 years of experience. The school principal and mentor teacher must fill out an application that will be reviewed by the program for approval.

Employment

This program is designed for individuals who have, or will have, a teaching position in a California public school. Candidates must submit an Employment Verification Letter or Intern to Hire Letter along with an employment contract before being admitted into the program. The program will evaluate and determine if the teaching is acceptable. Candidates are responsible for finding their own employment. Intern employment conditions are as follows:

1. Employment must be secured from a K-12 public school (including charter school systems). Private schools including parochial schools are not eligible as employers for the intern program. Preschool or Early Childhood Education positions are not eligible unless they require a Multiple Subject or Education Specialist Mild/Moderate credential

2. Employment must be secured as a Classroom Teacher or Resource Specialist. Be aware that a teacher aide, long-term staff, or short-term staff positions are not an eligible employment position for the Intern Credential

3. Employment must be in the appropriate credential subject area. An Education Specialist must teach in a

setting that requires the special education credential. The CSET must match the classroom placement. Refer to the CSET requirement section of the application for more information.

When information regarding job postings is given to UCLA Extension, it is distributed to intern-eligible candidates in the program who are seeking employment. However, intern candidates should regularly check with the following job position resources:

Program Completion Requirements

To be recommended for your preliminary credential you will need to meet the following requirements:

1. Completion of intern program coursework with a minimum 3.0 GPA or higher, and all coursework completed

with a “C” letter grade or better

2. Completion of minimum 10 intern observations conducted by assigned University Support Provider

3. Completion of 189 hours of support logs

4. Completion of the RICA exam (Candidates with a Multiple or Single Subject Credential do not need to take the

5. Valid CPR card for infant, child, and adult from a CTC accredited institution

6. Intern survey completion

After successful completion of the above requirements, the preliminary credential is issued for a maximum of five years. Teachers must clear their credential, before it expires, via a district BTSA program or University Induction Program. If requirements for the clear credential are not completed before the expiration of the preliminary credential, the holder will be unable to teach in California’s public schools with that credential until those requirements are met and the document is renewed.

Course Information

A detailed course schedule will be provided upon acceptance to the program. All courses are online and asynchronous (candidates have the ability to logon at any time). Interns who are officially admitted into the program must follow their course grid as prescribed. Some courses must be taken in sequential order and are not offered on a quarterly basis. If an intern is not able to complete a sequential course in the order prescribed, they may have to drop from the program and reapply for the next school year. No refunds will be given for those courses taken and completed by the intern. Those candidates who applied to the program and were not able to start in the school year in which they applied may take courses open to the public to get ahead. However, they will be subject to any course requirement changes that may occur. Courses may be taken in advance at the risk of the candidate. Candidates who wish to have courses waived must fill out a Transfer Credit Petition Form and submit the course description along with the course syllabus, no exceptions will be made. Submission of the required documents does not guarantee that the courses will be waived. Interns must register in all of their courses at least three days before the start date. All courses must be completed with a “C” letter grade or better and have an overall 3.0 GPA or higher upon completion of the program to be recommended for preliminary credential. Candidates applying for any of the intern credential program are committing to taking 3-4 courses on a quarterly basis plus working full-time. This program is rigorous and course cannot be moved around. This program is designed for those individuals who can juggle taking a full set of courses while working full time and are willing to commit to the program until its full completion.

Financial Responsibility It is the sole responsibility of the intern to pay for the courses before the enrollment deadline as stated on the course grids. Even if financial aid is not disbursed on time to pay for the courses, it is the responsibility of the intern to make sure that they are enrolled in their prescribed courses by the start date of the courses. If the intern is not able to pay for the courses and is not able to enroll by the start date, they may be dropped from the program.

Intern Preliminary Program Application Checklist

The UCLA Extension Education Department looks forward to assisting you through the application process. The application process for the Intern Program involves various elements. Please use this checklist to ensure you have submitted all the necessary application materials. We recommend you start as early as possible to avoid any delays in processing your application.
