A lot of things have been destroyed, very difficult to look at the future.TUS only tells part of the story - deep history - how do we fix it?

Doug Kelly - Tribal Council works on projects that the Bands ask us to. Seabird,Ctlawattlil and Kwantlen are doing it on their own but we work together. We alsowork with Sumas, Chehalis and In-Shuck. We were approached from Chiefs fom)other areas to meet and share concerns. We're looking at meeting later thismonth. One thing always troubles us is government. crown corps securingmandates before gathering information What fOom is there for you to go back toHydro & BCTC to revise the mandate to reflect current views, issues andconcerns - some historical. Before considering moving on there is somebaggage. We're also troubled by another issue - deadlines - BCTC is filil1kl theEAO application on October 1. ED - BC Hydro like to look forward but in communities they didn't get anythingoul of the original project. Chiefs from NNTC, NT A, ONA want historic issuesdealt with before dealing with the future project. Concerns range, in geneQIColdwater may hav,~ visual impacts where Spuzzum have a HWY. railroad andline near or going through their reserve. ED stated that he's had a number ofconversations, Hydro is willing to explore without prejudice what histOlicgrievances are - if it's operational. If they ncl.'CI to rectify something operational itsclearly in Hydro's mandate. If more general-just by the asset being on the landinfringes on R& T its more difficult - the province t1as said that the process istreaty or others with Summit or individually such as Taltan Reconciliation tablewhich deals with lan(j use with the province in ltH~North East-- Oil & Gasdevelopment. EO - Discussed the route alignment options and the additional ROW required,Suggested having a route alignment meeting with BCTC, BC Hydro Engineeringand Golder.

CA - Stated that Sto:lo have already had a route ali~Jnment meeting andrequested a letter summarizing the preferred alignment BCTC has chosen. CAsaid the letter was being sent out this week.

ED committed to take it back to BCTC. They look. at when the power is needed inthe Lower Mainland and back up from there, thars how that tirnelines are based.

Is it a possibHity to move hnes out of communities? Existing line research needsto be put at the forefront. Respecting our lurisdiction when the original line wentin, There are a lot of issues. Timelines to effectively make decisions its put toomuch pressure, meaningful research, AlA prior to TUS Sl10uld have TUS to havea meaningful AlA. Need for something ongoing, impending information thetimeline can be extended, Push from BC Hydro to have tirneline extended. Thereare agreements in place that need to be moved.

BJ - You referred to Hydro's technical people and timefines, A lot of historiC<l1infonnation needs to be uncovered. Need to seriol/sly look at this, we provided abudget and it was diminished. It's hard to get the TS interviews done. Noted thatarcheology people are corning out because we flagged .issues. There are timelineand talent challenges.

ED - Nobody wants a process where interviews aren't complete_

You've have 5 months from when the TUS agreement was signed in April andthere is a further 6 months once the application is filed with the EAO

If everyone still says there is not enough time then the EAO witl grant extensions,

1 year funding levels at a minimum to take place. If you get to a point where yourun out of money and this is really important, we'll sit down and re-negotiate asbest as anyone can predict now. If it turns out more informalion is needed we'renot trying to nickel and dime you.
