147th birth anniversary of VI Lenin observedIMPHAL: The 147th birth an-niversary of VI Lenin was observed at Irabot Bhavan with CPI state secretary Dr M Nara, CPI state sec-retariat member A Lala and state control commission B Sharma attending as pre-sidium members on April 22. During the function, B Sharma, Kh Surchandra, L Iboyaima and Dr M Nara spoke about the contribu-tions made by Lenin during the socialist revolution. IMPHAL: As part of the ongoing year-long observance of the 126th birth anniversary of BR Ambedkar that began on April 14, BR Ambedkar Na-tional Award and certificate of excellence were handed over to distinguished per-sons in the field of art and culture, literature, sports, entrepreneurship during a function at Manipur Press Club here on Saturday.

Speaking at the event organised by Dalit Sahitya Academy, Manipur, Sa-hitya Akademi Awardee Saratchand Thiyam stressed on the importance of at-tempting to bring an egal-itarian society by remov-ing inequalities among the public.

It is essential to find out as to how many untouchables known as Dalits are firmly rooted in the state, he said, adding felicitating writers, social workers, entrepre-neurs who have come for-ward to assist the downtrod-

den people is commendable. Issues related with Dalits

are occurring in the country, however, it is fortunate that Manipur is part of the move-ment for treating them as equals, he said, while recall-ing that after personally go-ing through the harsh treat-ment meted out to Dalits, Dr BR Ambedkar launched a movement against this social injustice and it continues till date to root out the ill treat-ment of lower castes.

Irabot stood up for the cause of downtrodden peo-ple in the state, he went on to say, adding the Dalit Sahitya

Akademi has made it known to the wide world that Irabot fought for the rights of un-derprivileged people.

He also called for minute-ly observing the root cause of people shying away from Dalit Awards.

In today’s event, National and International awardee TM Rajen Ayangba and Dalit Sahitya Academy’s national secretary Yumnam Mahen-drakumar Singh were also present.

A souvenir was released at the event while a poetry recitation competition was also organised.

Locals educated on hazards of using plastic bags

IMPHAL: Noney Battalion of Loktak Brigade under the aegis of Red Shield Division organised an awareness campaign on the theme “Say no to polythene bag” at Ijeirong village on April 22.

The aim of the campaign was to educate villagers including youths to refrain from use of polythene bags which is non bio-degrad-

able. According to a release

of PRO defence, Imphal, villagers were informed about other hazards of plastic bags which is dangerous for cattles, if consumed. Villagers were further encouraged to use cloth bags as a prophylac-tic measures.

Large number of vil-lagers including youths attended the event, the release added.

DESAM demands ‘white paper’ on erroneous question papers

IMPHAL: Contending that most of the question papers of the just concluded High School Leaving Certificate Exam-ination (HSLC) examination were full of errors and print-ing mistakes, Democratic Student’s Alliance of Mani-pur (DESAM) has demanded a ‘white paper’ from Board of Secondary Education Ma-nipur (BSEM).

According to DESAM sec-retary N Edison, this year’s HSLC examination was con-ducted successfully with-out any unwanted incident but there were numerous mistakes in question papers of some of the subjects like grammatical mistake, alter-ation in serial numbers and answerless questions and hence BSEM chairman should produce a ‘white paper’ and make known to people how the errors have occurred.

Addressing media persons in this regard on Saturday,

Edison said question papers of state level examinations like HSLC are set cautiously taking over months but it was unfortunate that some question papers in this year’s examination were full of mis-takes.

Elucidating his claim, the DESAM leader said mathe-matics paper had at least 30 mistakes including gram-matical and spelling errors while English paper had answerless questions apart from spelling errors and flow in patterns. Manipuri paper too had spelling errors and fluctuation in serial numbers of questions and science pa-per had both grammatical and spelling errors, he added.

Claiming that this could be the first time in the history of Manipur that question pa-pers of HSLC examination are filled with numerous mis-takes, Edison categorically said BSEM chairman should be held responsible for all these mistakes.

Obsolete customs prevent protection of state’s forestSTAFF REPORTER

IMPHAL: World Earth Day is being observed across the globe with the objective of preserving nature by pro-tecting forest. The state forest department is doing whatever it can for protect-ing forest, however there is a big hurdle in doing so as the Forest Right Act is not enforced in the state.

According to a report from state forest depart-ment, the Forest Right Act has been enforced in many states across India to serve as vital assistance in protecting forest areas.

Under the Act, forest right committee must be formed under Gram Sabhas or local-self governments to undertake measures for protecting forest.

But the Act cannot be im-plemented in Manipur as the tradition of customary community ownership of forest areas are followed. As a result, the state forest

department cannot properly secure the forest areas.

Despite the nationwide campaign for protection of forest areas, people in the hill districts who are right-ful owners of forest areas depend on these forests to earn their means of liveli-hood as they are deprived of other opportunities. So, apart from the campaign for protecting forests fail-ing to reach hill areas, the extensive felling of trees in catchment areas where most of the state’s rivers origi-

nated continue unabated. During an extensive

survey by this daily, tress are being extensively fell at adjoining areas near Indo-Myanmar border in Ukhrul and the border ar-eas between Nungba and Churachandpur districts. In these areas, village chiefs under customary commu-nity ownership laws are the rightful owners of the forest.

According to a state forest department official, jhum cultivation and illegal fell-ing of trees in state’s hill

areas have led to soil erosion triggering frequent land-slides and making river beds shallow.

Moreover, the most dam-aging effect is the unpre-dictable monsoons caused by felling of trees in catch-ment areas which has huge-ly contributed to climate change.

The department is trying to prepare a mechanism for protecting forest and pro-viding an alternative means of livelihood to those de-pending on them for their daily bread and butter, the official informed.

Forest Conservation Act, 1980 was formulated to prevent the use of forest areas for other purposes. The state government needs prior permission from the Union government to use forest areas under this Act.

During 2015-16, the Union and state governments gave clearance to 10 cases for utilising forest land, the official divulged.
