Coordinating: Every Day, Every Five Minutes

• Unit commitment coordinates the coming hours and day

• Dispatch coordinates in real time (often every five minutes)

Dispatch is not arbitrarily telling a generatorwhat to produce…

It is knowing what is available for the dispatch periodand optimizing the system as a whole

Most Wind in North America is Dispatched Today

Most ISO/RTO systems (market regions) now include wind in unit commitment and dispatch

• Wind dispatch with a 10-minute-ahead forecast or faster– Using the current telemetered value (“persistence” forecast)

– Using a rolling five-minute forecast (“persistence + model” forecast)

• Doesn’t need an ISO - this works anywhere– Forecast wind into the day-ahead plan

– Dispatch the entire system (including wind) every few minutes using a very short term wind forecast or the current output value

More than Energy - Reliability Services

In addition to operating under normal circumstances, system operators must deal with disturbances• Frequency support

– Deviations can result in damage to equipment or loss of load– Must restore frequency after a disturbance

• Voltage control– Local voltage control - normal operations and disturbances– Reactive power is needed to keep electricity flowing and

maintain normal voltage levels• Ride through frequency and voltage events

– Remain online and available to help the system

Initial disturbance (e.g., the loss large

Capabilities of Wind Plants

• Dynamic reactive power has been available for years– Standard feature of most wind turbines for over 8 years– Already provided by almost all utility-scale wind plants

• Frequency response is an available option– ERCOT (Texas) requires frequency response from wind

• “Synthetic inertia” is an available option– Hydro Quebec requires inertial response from wind– Uses wind turbine’s kinetic energy for very rapid power injection

• These options do have additional costs– Rules should reflect the economics and characteristics of fuel

types and technologies

• Dispatchable– Easy if done right, high errors if “fuel characteristics” are ignored

• Ride through disturbances– Wind ride-through requirements exceed conventional generators

• Provide frequency response and voltage control– Implemented for wind in Texas and other regions

• Impressive ramping and active power control– Very fast and accurate response over entire capability range
