Findings & Recommendations
Summary of Findings & Recommendations :
PwC was commissioned to undertake an independent mid-term evaluation of the INFOMAR programme in 2013.
Key Findings ( summarised):• strategy clear on broad programme, lacking annual d etail to support evaluation;• strong rationale exists for continued public fundin g of INFOMAR;• activities would not progress at pace /quality with out public funding;• implementation is in a cost-efficient manner • major quantified targets attained within a signific antly reduced budget• effective in attaining the major objectives of the programme:
– the acquisition, processing, development and dissemination of survey data and related products; the attraction of international project funding; the promotion of INFOMAR-related research activities; and the provision of technical advisory services to a variety of public and private sector organisations supporting them in regulatory compliance;
• effective development of a critical mass of Irish m arine surveying expertise (>100);• economic benefits more muted than anticipated in ’0 8 - economic circumstances.

Findings & Recommendations
Key Recommendations:• Future strategies designed to;
– support mid- and end-term evaluations– focus on clear statements of targeted annual activity– incorporate quantified indicators of inputs, outputs and impacts ;
• Develop performance management system to incorporate quantified targets of inputs, outputs and impacts (e.g. operational statistics);
• Appoint business development /stakeholder engagement resource (full / part-time)
• Fast-track the integration of data and its development into products ;20

INFOMAR have now a business support contract design ed to identify
• Additional potential business development
• Commercial opportunities and initiatives
Work in this contract began on August 27 th 2013 and DBIC will work with INFOMARfor 12 months on the project goals

•http://maps.ngdc.noaa.gov/viewers/bathymetry/
•More Web Based - Information Exchange
• INFOMAR/INSS DTM (0.25 arc–minute resolution) available to view• and download from the EMODnet Portal.
• All the data and products are based on the continuous average depth.
• Gaps in the EMODnet DTM layer have been filled with the GEBCO data.
•EMODnet-Hydrography
•DTM Model
•Objective: Integrate and harmonise data for Europea n Seas
EMODnet-Hydrography
(Ireland, France & Italy chosen for test)
•Coastal DTM will extend up to a least Highest Astronomical Tide (HAT) and out to 12nm offshore
•OLEX - Information Integration
•Data integrated into Olex navigational software
•ESRI - Information Integration
•Data integrated into ESRI Ocean Basemap data
Why we mapNo Map = No PLAN
“If you fail to prepare, prepare to fail!”Roy Keane, Saipan, 2002
•Navigation failures
•Environmental damage
Why?Marine Safety/Charting
•A steep outcrop of rock rising to a chart depth of •12.2 metres in surrounding water depths of •30 to 40 metres (charted as >30m)
Why? Environmental Protection
•Deepwater Atlas produced with UCC
•INSS Inventory of features including •mounds & reefs
•Bathymetry used in Modelling Ocean •currents/ Pollution response
•Used to designate Offshore SACs
Why? Marine Heritage- Shipwrecks
