What is Project NOAH?
Specifically, Project NOAH aims to provide:
• flood mitigation system, specifically targeting a 6 hour flood
early warning system for communities along 18 major river
systems;
• enhancement of geohazard maps and;
• enhancement of storm surge vulnerability maps
As per President Aquino’s directive
to put in place a responsive
program for disaster prevention &
mitigation, the Department of
Science & Technology launched
Project NOAH last July 2012 in
Marikina City.

How many children, senior citizens, PWDs and other at-risk
groups are needed to be evacuated in anticipation of
hydrometeorological hazards?
What are the gaps of local governments units in preparing
and responding for extreme weather events?

Objectives • To create municipal level risk assessment and incident
reporting and visualization tools
• To map exposure elements such as population, buildings and critical facilities
• To assess vulnerability to hydrometeorological hazards based on available datasets
• To evaluate the Disaster Risk Reduction and Management capacities of local government units
• To train and communicate with end-users in the use of the NOAH website and its allied tools
• To provide data and risk information required by NDRRMC during extreme weather events thru the PDRA system
