Integrated Resort Development Consultation
The Queensland Government has commissioned an independent consultation program to seek community views about how an Integrated Resort Development (IRD) on The Spit could best benefit the Gold Coast and the broader community.
The Queensland Government would like your views on development of the proposed IRD site, your preferred attributes of any Integrated Resort Development on that site and the community benefits you would want to see from any development.
The independent consultant will collate feedback and commentary from stakeholders and the community and prepare reports for the Government to inform its ongoing discussions with ASF over their proposal.
The Queensland Government has identified five hectares adjacent to Sea World on The Spit as the location for a possible Integrated Resort Development.

The Government’s proposalThe Queensland Government is considering an Integrated Resort Development (IRD) on an unused five hectare site between the Gold Coast Fishermen’s Co-operative and Sea World on The Spit. The IRD may also incorporate an area used by Sea World for overflow parking
The vacant Crown Land site represents less than 3% of the overall land area of The Spit. It overlooks the Southport Broadwater and is accessed via Seaworld Drive. The Government’s vision is for:
“A world class tourism precinct in the heart of the Gold Coast that integrates with the surrounding environment and provides civic spaces and landmark buildings that enhance the City of the Gold Coast’s role as an internationally acclaimed tourism destination.”
The Government is considering leasing the site to achieve broad community benefit. The government leases other Crown Land for private commercial operations on The Spit, on either side of the proposed IRD site, including to Village Roadshow (Sea World), Marina Mirage, Palazzo Versace and the Southport Yacht Club.

The ASF Proposal The ASF Consortium responded to an earlier Expressions of Interest process for an Integrated Resort Development and cruise ship terminal on Wavebreak Island. The Government elected not to proceed with development on Wavebreak Island and, as a result of that decision, has continued discussions with the ASF Consortium regarding The Spit site.
The current ASF proposal lists five and six star hotels, signature restaurants, a world-class casino, theatres, entertainment, luxury and boutique retail precincts, serviced residences and meeting and conference facilities. It does not include a cruise ship terminal.
ASF states that the IRD will create 13,000 jobs associated with construction and operation and benefits are expected to be felt across a range of sectors: construction, agricultural supply chains, education and training, entertainment and the arts.
The ASF Consortium proposal is in the planning stages, with the Government yet to receive a detailed proposal.
The results of the State’s community consultation program will inform the next steps in the Government’s discussions with the ASF Consortium.
The Government’s consultation is unrelated to ASF’s own consultation and communications about its Integrated Resort Development proposal.

Investment in tourismIn Queensland, tourism contributes $23 billion to the state’s economy and supports more than 230,000 jobs.
The Queensland Government has stated its commitment to supporting the growth of the tourism sector and advises that it wants to stimulate investment and economic development in the long term future of the Gold Coast.
The Government advises that it sees an opportunity for investment in tourism infrastructure on the Gold Coast and it expects an Integrated Resort Development would drive thousands of jobs in construction and operation, provide a significant boost to the number of tourists visiting the Gold Coast and impact positively on existing Gold Coast businesses.
The Government is seeking an Integrated Resort Development proposal that redefines public access and transport connections into The Spit site and promotes social interaction and a broad range of recreational activities.
