I. SUMMARY

The Reactor Containment Building Integrated Leakage Rate "Type A" Test is performedto demonstrate that leakage through the primary reactor containment systems andcomponents penetrating primary containment do not exceed the allowable leakage rates

specified in the Plant Technical Specifications.

The purpose of this report is to provide information pertinent to the activities related tothe preparation, test performance, and reporting of the Nine Mile Point Nuclear StationUnit 1 Integrated Leakage Rate Test (ILRT).

The section of this report entitled Test Synopsis "Section II" presents the highlights ofactivities and events which occurred prior to and during the

ILRT.'est

Data Summary "Section III" contains data and results necessary to demonstratecontainment atmosphere stabilization, acceptable leakage rate, and successful verificationtest, In addition, plots provided in Appendices B and C supply a visual history ofcontainment atmospheric conditions beginning with the 8-hour test period and ending withthe verification test.

Information in Section IV, Analysis and Interpretation, -supplies some of the technicaldetail associated with the ILRTcomputer program and its associated hardware as well as

the instrumentation used during the ILRT.

Section V lists the documents referenced for the conduct of the ILRT.

The successf'ul periodic Type A and verification tests were performed according to therequirements of the Nine Mile Point Nuclear Station Unit 1 Technical Specifications and10CFRSO, Appendix J. The test method utilized is the Absolute Method described inANSI/ANS 56.8-1987, "Containment System Leakage Testing Requirements". Leakagerate was calculated using formulas from BN-TOP-1, Revision 1, 1972,'Total TimeAnalysis technique) during the Type A and verification tests. Formulas from ANSI/ANS56.8-1987 (Mass Point Analysis) were run concurrently for informational purposes only.Type A and verification test duration were conducted according to the criteria of the NineMile Point Nuclear Station Unit 1, Technical Specifications.

The test results are reported in accordance with the requirements of 10CFR50, AppendixJ, Section V.B,3.

Prior to containment pressurization on April3, 1993, and subsequent to completingthe veri6cation test on April4, 1993, Nine MilePoint Nuclear Station Unit 1 site testand maintenance personnel were engaged in activities related to containmentleakage. Containment leakage was identi6ed through the Type B and C localleakage rate testing programs and reduced by repairs to those systems andcontainment components having excessive leakage. The results of the local leakagerate tests are given in Appendix E.

The following discussion highlights some of the activities mentioned above andpresents some items that were essential to the successful and timely completion ofthe Type A test. These items have been presented in a chronological order and areconsidered to be some of the most significant activities encountered during testpreparation and execution.

A. Pre-pressurization Activities

Pre-pressurization activities included: Completing all %ape B and Type Ctesting; Type A test procedure review; 6nal ILRTinstrumentation operabilitychecks; final ILRTcomputer program modi6cations; containment subvolumeweighing factor calculation checks and sensor failure analysis. Afew of theseitems are discussed below to present pertinent information that impacted onType A Test activities.

The Type A test procedure, N1-TSP-201-001, review was conducted to ensurethat all references to Plant Technical Specifications; 10CFR50, Appendix J;BN-TOP-1, Rev. 1, 1972; ANSI/ANS 56.8-1987; and the FSAR were accurateand current.

Final ILRTinstrumentation operability checks were performed to ensure thatall instrumentation was operating correctly. An in-situ check, as speci6ed inANSI/ANS 56.8-1987, Section 4.2.3.1, was conducted to verify that all ILRTinstrumentation was working correctly. Calibration records for all ILRTmeasurement system component calibrations, in-situ loop checks, and for all6eld standards used are retained at the plant.

Local leakage rate testing at Nine Mile Point Nuclear Station Unit 1, beganseveral weeks prior to the start of the ILRT. The results of this program aresummarized in Appendix E, "Local Leakage Test Summaries".

B. Containment Pressurization

Containment pressurization started at 1330, on April 3, 1993. At approximately5 psig, a walkdown of the containment boundaries to inspect system and test

boundaries for leakage was conducted. Inspection of the penetrations noted no

major leakage from lineup vents.

The Drywell Cooling Fans were not operated and the Reactor Building Closed

Loop Cooling water flow to the fans was secured. Pressurization continued untilthe test pressure of 23.33 psig was reached at approximately 2230 hours on April3, 1993.

C. Stabilization Phase

The Grst data point in the Stabilization Phase was received at 2232 hours on April3rd. Initial containment pressure was 37.929 psia( 23.319 psig). The temperature

stabilization criteria ofboth ANSI/ANS 56.8 and the Bechtel Topical Report were

easily met at four hours into the stabilization period, but additional time was

allowed for stabilization of the containment air mass. Stabilization was declared

at 0521 (Eastern Standard Time) on April 4, 1993, and the ILRT started.

D. Test Phase

The ILRTwas commenced at 0536 on April4th when the differential mass swingshad diminished to the point that it appeared the bulk of the, ingassing and

void-space pressure equalization within the containment had ceased. Atapproximately 0630, a leak was discovered on the vacuum pump for the torusdewcel (Dewcel 4). This vacuum pump is part of the ILRT measurement systemfor determining the containment dewpoint temperature/water vapor pressure. Thevacuum pump takes suction on the containment atmosphere (separate vacuum

pumps are provided for the drywell and the torus) to provide a Qow of air past the

dewcel elements located outside containment. This system is used only for the

ILRT and is not part of the containment post-accident boundary.

The repairs to the torus dewcel vacuum pump were completed at approximately0830 and the ILRT was restarted at 0900 on April 4, 1993. Temperaturestabilization had been maintained. Dewcel 4 was experiencing excessivefluctuations and at 1305, it was eliminated from the calculations by setting its

weighting factor to zero. The, weighting factor for Dewcel 4 was redistributed toDewcel 3 and all data sets recalculated.

The ILRT was successfully completed at 1700 (Eastern Standard Time). Testresults; including required B & C additions were acceptable:

D. Local Leakage Rate Test Results - Type B and C Tests

The total of all Type B and C Tests using maximum pathway analysis for the

LLRT program was 0.37 % wt. /day. In accordance with paragraphs III.B.3 and

III.C.3 of 10CFR50 Appendix J, the maximum allowable local leak rate is 0.6 L„which is equal to 0.9 %%uo wt./day. Therefore, the total Type B and C leakage was

less than 0.6 L,.

The Technical Specifications also state that the leakage from any one penetrationor isolation valve shall not exceed 5% Lto (13.1 SCFH @ 22 PSIG). Thissupplemental single penetration or valve leakage surveillance limitprovides addedassurance, beyond the requirements of 10CFR50 Appendix J, that the penetrationsand isolation valves receive the proper attention and maintenance before excessiveleakage occurs.

DESCRIPTION OF GENERAL PHYSICS ILRT COMPUTER PROGRAM

The following paragraphs describe the various features and attributes of the General

Physics ILRT Computer Program and the process used to certify it for each application.

REDUNDANCY

The General Physics ILRT team was equipped with two fullyoperational IBMcompatible

microcomputers during the ILRT and for on site data reduction and analysis. The

computer software and hardware interfaced directly with the ILRT Measurement System

Volumetrics Datalogger.

Two computers were brought on site for 100% redundancy, as each computer and its

software is capable of independently performing the ILRT. The General Physics ILRTComputer Software is also capable of accepting manual input of raw sensor data and

performing all required sensor data conversions if the data logger should cease to

function. Each computer was equipped with back-up disks in the unlikely event of a disk"crash."

SECURITY

The General Physics ILRT Computer Program is written in IBM's BASICA. BASICAis a high level programming language which combines programming ease with user

oriented command functions to create an easy to use and understand program. In orderto increase speed of operation the program was then compiled into an executable

command file. Compiling was accomplished using the IBMBasic Compiler. In additionto execution speed, this had the added benefit of.making the program more secure as

compiled programs cannot be edited or changed. The program requires a password to

change modes of operation, start times, or enter the data editing routine to safeguard the

integrity of the raw data files.

FEATURES

The program itself is designed to be a menu driven program consisting of five separate,

menu driven operating modes. These are the:

1. Pressurization Mode2. Stabilization Mode3. ~ Test Mode

4. Verification Mode5. Depressurization Mode

These modes also corre'spond to the phases of the ILRT. Menu driven means that the

user is presented with a list of options that the program can perform and from which the

user can choose. It allows for interactive information exchange between the user and the

computer and prevents invalid information or user mistakes f'rom crashing the program.Program organization consists of a master menu which controls access to the seven

operating modes chained to the individual menus which control these modes. The data

processing, information display capabilities and'function of each mode is as follows:

Pressurization Mode: Alldata reduction, graphic displays of average temperature,

dewpoint, and corrected pressure,

2. Stabilization Mode: All data reduction, automatic comparison of data against

ANSI 56.8 and BN-TOP-1 temperature stabilization criteria, notification whencriteria is met, graphic displays of average temperature, dewpoint, and corrected

pressure.

3. Test Mode: Alldata reduction, calculation of leakage rates using mass point, total

time and point-to-point analysis techniques, display of trend report informationrequired by BN-TOP-1, graphic display ofaverage temperature, dewpoint, pressure

and mass, as well as graphic display of mass point measured leakage, 95% UCL;total time measured and calculated leakage and the total time leakage rate at the

95% UCL (as calculated by BN-TOP-1), including a superimposed acceptance

criteria line).

4. Verification Test Mode: With input of imposed leakage in SCFM automaticallycalculates and displays on graph and trend report the acceptance criteria band, plusall graphics displays available in test mode.

5. De ressurization Mode: Alldata and graphics capabilities ofPressurization Mode.

ln programs for BWR units, this mode also includes a Drywell to SuppressionChamber Bypass Test routine.

Other reduction and analysis capabilities of the General Physics ILRTcomputer programinclude:

Containment total pressure conversion from counts to psia (if required), and

averaging.

2. Containment drybulb temperature weighted averaging and conversion to absolute

units.

3. Containment dewpoint temperature weighted averaging (conversion from Foxborodewcel element temperature to dewpoint temperature ifrequired) and conversionto partial pressure of water vapor (psia).

number of sensors remaining and actual test duration.

9. Computer System Error Functions automatically checks for error in incoming data,

printer or disk drive faults.

The computer program used by General Physics has been previously certified for six tests

at the San Onofre Nuclear Generating Station and over a dozen other ILRTs. The initialcertification required verification of the program through hand calculations and an

independent review by Bechtel Power Corporation. After certification was completed, a

calibration set of raw data was used to verify software of the program prior to usage,

data stream was available, the input function of each mode of the program was verified

by comparing the data acquisition system output to the computer printout data pointsummary.

LOCALLEAKAGERATE TEST S

Since the completion of the previous Type A ILRT in May of 1990, Type B and C

LLRT's were performed on primary containment penetrations and valves. This testing was

performed during both the 1991 Mid-Cycle Outage (February to March 1991) and the 1993

Refueling Outage. Required on-line and forced outage testing was also performed as necessary

and is summarized in Section 4.

As discussed in Section IIIof this report, Paragraphs III.B.3and III.C.3 of 10 CFR 50,

Appendix J state that the combined leakage rate for all penetrations and valves subject to Type

B and C tests shall be less than 0.60 La. The Technical Specifications also state that the leakage

from any one isolation valve shall not exceed 5%L„(13.1 SCFH 22 psig). This

supplemental, single valve leakage surveillance limit provides added assurance, beyond the

requirements of 10 CFR 50, Appendix J, that valves receive the proper attention and

maintenance before excessive leakage occurs.

Nine Mile Point Nuclear Station Unit ¹1 calculates the sum total Type B and C leakage

rate using the Maximum Pathway Leakage method with single valve failure assumed for all

applicable penetrations. The results of this calculation are presented in Section 3 of this

Appendix.

1. Types of Tests Preformed

Type B leak tests were performed on containment penetrations utilizing resilient

seals and gaskets, piping penetration fitted with expansion bellows and electrical

penetrations fitted with flexible metal seal assemblies.

A summary of the Type B tests that were performed during the 1991 Mid-Cycle and

'993,Refueling Outage is provided in Section 5 of this Appendix.

Type C leak tests were performed on all containment isolation valves.

A summary of the type C tests that were performed during the 1991 Mid-Cycle outage,

1993 Refueling Outage is provided in Section 6 of this Appendix.

Valvewas disassembled; cause was determined to be wear of the hingepin and bushings of the valve disc amplified by disc flutterinherent in the piping design. New hinge pins, bushings andsoft seats were installed. Disc and seat were realigned - valvetested satisfactorily.

Leakage through seat - unable to achieve test pressure; valvewas disassembled - cause was determined to be wear of thehinge pin and bushings of the valve disc amplified by discflutter inherent in the piping design. New hinge pins, bushingsand soft seats were installed. Disc and seat were realigned-valve tested satisfactorily.

Leakage through seat - unable to achieve test pressure. Valvewas disassembled; cause was improper fiit-up of the internalcomponents and incorrect seat tightenings. Stem, wedge anddisc assembly of the valve were replaced and proper fit-up anddisc tightening was performed. Following reassembly valveretested satisfactorily.

Leakage through seat - unable to achieve test pressure; valvewas disassembled; cause was the teflon seat material used forlow pressure sealing deforms out of the disc ring groove duringnormal operation and is damaged when check valve closesduring normal system starts and stops. Disc flutter due toturbulent and low flow conditions in the system is also acontributing cause. Valve was reassembled and testedsatisfactorily. Plant change request has been written to change

'alvedesign and willoccur by the end of thirteenth refueloutage, currently scheduled for 1995.

10 CFR 50, Appendix J require the sum total Type B (penetrations) and Type C (valves)leakage rate to be less than or equal to 0.6 La prior to startup from a Refueling Outage

(0.6 La equals 386.4 SCFH).Nine MilePoint Nuclear Station Unit ¹1 calculates the sum total Type B and C leakagerate using the Maximum Pathway Leakage method with single active failure assumed forall applicable penetrations. The results of the calculations for the as-left sum totals forthe 1991 Mid-cycle and 1993 Refueling Outages are presented below:
