• deciding on how water will be used in future– Models enable stakeholders to explore and
debate how water can be used

CODIFICATION
• Translates water allocation to codes of conduct for stakeholders in terms of water use and return flows
• Agreements on tariff, penalties, audit, etc
• Determines needs for physical monitoring at key locations (How much, When, Where)
DELEGATION
• AUTHORIZING various levels of management– From regional to national to local operators
• All stakeholders must be represented in water management decisions
ENGINEERING
• Hardware – structures• Involve combinations of basin hydrology
models and detailed hydraulic models of flood plains and structures
FEED BACK• Back to water
accounting to determine if planned allocation really happening!
