Subject: - Testing of imported food products at FSSAI notified laboratories-regarding

Sir/Madam,

It is to state that vide notification dated 09.10.2019, FSSAI has notified 150 Point of Entries (PoEs) in order to put in place a robust food import regulatory framework which shall be effective from 01.04.2020 (Annexure 1). These 150 PoEs shall only be food import entry points to facilitate smooth trade. FSSAI has also notified customs officials as Authorised Officers (AOs) at 128 PoEs while 22 PoEs are manned by FSSAI officials.

2. Further, FSSAI has notified 183 NABL accredited laboratories and 18 referral laboratories across the country for testing of food samples (Annexure 2). Details are also available at https://www.fssai.gov.inladvisories.php and the same is updated from time to time. The testing of samples of imported food is to be carried out in these FSSAI notified labs only. Customs officials notified as Authorised Officers at 128 PoEs shall ensure that only these FSSAI notified labs are being utilised for analysis of samples of imported food items. Moreover, as far as possible, use of same lab repeatedly for analysis of imported food samples may be avoided to maintain the confidentiality of testing.

Su bject: Notification of Authorised Officers under Section 25 read with Section 47(5) of FSS Act, 2()06 and Regulation 13(1) of FSS(lmport) Regulation, 2017 - Reg.

The Food Safety and Standards Act, 2006 requires the Food Safety and Standards Authority of India (FSSAI) to inter al ia, regulate the im port offood articles so as to ensure their safety.

2. In order to put in place a robust food regulatory framework at the point of entries to ensure the mandate of safe food imports in India, FSSAJ in continuation to public notice dated 18.06.2019 (copy attached) has decided to notify Authorised Officers at only 150 food import entry points. Accordingly, the FSSAI officials and Custom officials (anyone official of rank Superintendent/ Appraiser/Inspector/Examiner) at all A irports/Ports/lCD/SEZ/LCS mentioned 111

The Food Safety and Standards Authority of India has notified a total of 183 NABL accredited laboratories published in the official Gazette of India, Extraordinary S.O. 3648 (E) dated 6th Dec. 2016, S.O. 567 (E) dated zo- Feb. 2017, S.O. 1595 (E) dated 15th May, 2017, S.O. 1965(E) dated the zo» june, 2017, S.D. 2316 (E) dated 24th July, 2017, S.O. 3068 (E) dated 14th Sept, 2017, S.O. 3279 (EO dated 29th Sept, 2017, 5.0.4083 (E) dated 22ml Dec. 2017, S.D. 848 (E) dated 19th Feb. 2018, S.O. 1516(E) dated 28th March, 2018, S.D. 2426(E) dated 13th June, 2018, S.O. 6207(E) dated 12th December, 2018, 5.0. 1377(E) dated 8th March, 2019, 1722(E) dated 8th May, 2019, 2842(E) dated 6th August, 2019 and 3428(E) dated 18th September, 2019 for the purpose of carrying out the analysis of food sample taken under the Food Safety and Standards Act, 2006 and Rules & Regulations made there under.

2. The list of FSSAI notified laboratories along with the validity of their NABL accreditation, scope of testing, contact details etc. is given at Annexure-l.

3. The recognition and validity of above mentioned laboratories shall be governed by the guidelines or orders issued by the Food Safety and Standards Authority of India from time to time.
