Institutional relations Institutional Relations are relations with governmental or non-governmental organisations, public administrations, private institutions, universities or other higher education institutions.

NATIONAL – active only within one country or on behalf of a country

LOCAL BRANCHES OF INTERNATIONAL INSTITUTIONS – represent international institutions being active in one country

INTERNATIONAL – act in more than one country and represent the HEADQUARTERS of the highest respective office of a certain field of activity of an institution




Approaching NI and LBII INSIDE the country

upon discretion of the respective National Group

EI shall inform the person responsible for external relations in the NG

Within the country, NG will regulate the approaches




Approaching NI and LBII OUTSIDE the country

only after informing the respective NG

NG shall respond within 2 weeksIf NO RESPONSE, requesting NG can proceedIf NO ELSA GROUP, carried out DIRECTLY




Approaching INTERNATIONAL INSTITUTIONS

coordinated by ELSA InternationalELSA Group shall inform EI regarding nature and content EI shall respond within 2 weeksIf NO RESPONSE, requesting NG can proceedUpon request, EI shall assist with the contact




Reporting INSTITUTIONAL RELATIONS

Approaches shall be formulated in a REGISTRATION SHEET and shall be sent to EI within 4 weeks since the approach was realised

For the purpose of IV informing VP S&C of EI shall be sufficient

National IV outside the country – VP S&C of the respective country shall be informed

1. ELSA shall be continuously committed to Human Rights awareness, Human Rights education, and the respect of the Rule of Law. ELSA shall strive to be recognised for a strictly legal, academic and impartial approach to Human Rights.

2. Implementation shall include cooperation with the institutions contributing to Human Rights, especially attending their events and organising common projects.

ELSA Delegations

• ELSA Delegations represent ELSA in the meetings and sessions of international organisations

• ELSA Delegations consist of members of ELSA or an alumni organisation who have applied for the delegation and have been appointed by the International Board

• ELSA Delegations are regulated in the Decision Book under Institutional Relations and in the Guidelines for the selection of ELSA Delegations

Who can be appointed for an ELSA Delegation to a meeting of an international organisation:

• ELSA Member

• ELS (ELSA Lawyers Society) member

It is up to the discretion of ELSA International to appoint the members of the Delegation, using the principles of objectivity, neutrality and equality




Procedure

CALL• EI opens the call app. 2 months before

delegation takes place• E mail, WEB, Facebook• Group calls

PROMOTION• Takes approx. 2 weeks -1 month

APPOINTMENT • Director for Delegations sends recommendations• IB considers them and appoints 5 delegates and

HOD• ACs inform delegates and all applicants




• Informing the network about the appointed delegates and delegation;

• Creating a discussion group for the appointed delegation and moderating the discussion in order to ensure good level of preparation for the delegation;

• Contacting the institutions in order to provide the delegates with the needed materials and permissions;

• After the session providing the delegation with information about reporting;

• Making sure that the report is sent and helping out if needed;

• Publishing the report of the delegation;• Follow up in terms of contacts established by

the delegation during the meeting.

Task description of the Delegates

• Represent ELSA International in a professional manner;

• Be academically well-prepared;

• Observe the proceedings of the event, attend all meetings and prepare working materials if requested;

• Carry out legal research in the framework of the events on the legal topics;

• Distribute revised editions of relevant ELSA materials to other delegations and organizations;




•Inform ELSA International in advance of any official positions of statements the Delegation wishes to make;

• Attend briefings and meetings organized by the Head of Delegation and report all activities carried out;

• Forward all the contacts made during the event to ELSA International to ensure that the Network can benefit from them;

• Give feedback to ELSA by a. Submitting a survey to ELSA

International within a two weeks after the end of the event;

b. Being available to give a presentation to requesting Local Groups in the applicant's country.

• suggest new possible institutions to cooperate with also indicating the procedure to do so

• assist in updating the Delegations handbook and the different documents of support for Delegations.
