Amy Jiang, M.Eng. is a Transportation Planner with BA Consulting Group with 7 years of work experience in the transportation industry in the areas of intelligent transportation systems (ITS) and transportation planning, including a wide variety of project experience in Canada and internationally. Amy has organizational and leadership experience, including in her current roles as a coordinating member of BA Group’s CANstruction® team and a member of BA Group’s Social Committee. As the City of Toronto continues to grow, the demands on the City's road network also increases, resulting in congestion. Whether it is caused by increased population, road construction, special events or aging traffic signal systems, travel times are increasing which results in a loss of productivity, increased driver frustration and negative impacts on the environment. The City of Toronto's Transportation Services Division recently completed two congestion management studies that were both unanimously endorsed by City Council:

1- Downtown Transportation Operation Study focusses on implementing strategies to address congestion primarily on the downtown core as well as associated impacts related to F.G Gardiner Expressway.

2- Congestion Management Plan 2014 -2018 is an overarching study that provides for the expanded use of ITS strategies as well enhancement of Active Traffic Management.

The Institute of Transportation Engineers and City of Toronto invite you to attend an information session to learn more about the two studies and City of Toronto's plans to implement their congestion management program, including their new organizational structure and requirements for consultant services. Stephen Buckely and Myles Currie from City of Toronto will be available to deliver a presentation: the presentation will entail a discussion on the City’s Traffic Management Centre re-organization and staff expansion and also the upcoming consultant opportunities. Please see the attachment for more information.

Road Safety for Rural Road Networks – Workshop Date: Wednesday, March 5, 2014 Time: 8:00am – 4:00pm Location: TBD Cost: $300 for Members and $400 for Non-Members (breakfast and lunch included)

Transport Canada statistics indicate that the number of motor vehicle fatalities in Canada reached 2,237 in 2010, with 57% of fatal collisions taking place on rural roadways. The most recent state of practice in rural road safety in North America provides proven countermeasures to mitigate the causal factors for the dominant collision types experienced within the rural road networks. To enhance jurisdictions’ knowledge base of policies and practices to improve road safety and risk management related to road operations and maintenance in smaller communities and rural networks, ITE Toronto Section and CITE Technical Liaison Committee (TLC) are teaming up to provide a one-day workshop session on “Road Safety for Rural Road Networks”. Target Audience: Transportation engineers and practitioners, town or county engineers, public works managers / supervisors / directors, lean hands, forepersons, and roads superintendents, road maintenance and filed personnel, and others involved in the management, operations, and maintenance of roadways.

Upcoming Events (cont.) Learning Objectives: It is anticipated that after successfully completing the one-day workshop, participants should be able to: (1) understand the state-of-the-practice in road safety engineering; (2) recognize the concepts of nominal and substantive road user safety, their relationship to one another, and the need to consider both; (3) develop a basic network screening process to determine higher risk locations and dominant collision types within their rural road network; (4) identify common operational and maintenance safety concerns, and potential hazards on rural roads; (5) select proven and low-cost countermeasures and remedial actions to address deficiencies; (6) review current policies and practices to improve road safety in rural areas; and, (7) locate key resources related to road safety deficiency identification and remedial action. Registered participants will receive a hard copy workbook including reduced format presentation slides and reference materials from the session. The workshop will be conducted by Russell Brownlee, M.A.Sc., FITE, P.Eng., Principal of Giffin Koerth Forensic Engineering’s Road Safety Group. 6th Annual Toronto, Hamilton, and Southwest Ontario Sections Joint Student Presentation Competition and Job Fair at Mohawk College (Hamilton ON) Date: March 2014 (TBD) Time: 6:00 Job Fair | 7:00 – 9:00pm Presentations Location: Mohawk College

The Toronto, Hamilton, and Southwest Ontario Sections' Joint Technical Presentation Competition for Students is a unique event organized annually by CITE to help foster interest in the field of transportation. The Hamilton and Toronto sections have jointly held the event for 13 years and were joined by the Southwest Ontario section in 2009. The competition offers students an opportunity to present a topic of interest in transportation before their peers and practicing transportation professionals. While technical competence is an important element, the primary focus of the competition is on the ability to present effectively to one’s peers and the public. A call for abstracts will be forthcoming shortly. At that time, interested students are invited to submit a one-page abstract of not more than 400 words on any topic related to transportation. A shortlist of three (3) graduate and three (3) undergraduate students will be selected and invited to give a 10 – 15 minute presentation on the evening of the competition. A short question and answer period will be provided after each presentation. Details of the event are provided below.

A Job Fair, which is open to all students, will also be hosted prior to the student presentation competition (6:00 to 7:00 PM). The Job Fair will allow students the opportunity to speak with industry professionals, make contacts and learn about the different organizations or companies.

University of Toronto Traffic Bowl and Student Mixer (to be combined) Date: Wednesday, March 26, 2014 (tentative) Time: 5pm – 7pm Location: TBD

ITE Toronto Section, together with the University of Toronto ITE Student Chapter, is planning to host an evening social event around late March 2014 (to be determined). The goal of this social is to help students from the local student chapters meet and mingle with people from industry to discuss all things transportation. Details will be forthcoming.

ITE Toronto Section Spring Luncheon: Hurontario-Main LRT Project – City of Mississauga: Successes and Challenges Date: April/May 2014 Time: TBD Location: TBD

The 2014 Spring Luncheon will showcase the Hurontario-Main Street Light Rail Transit (HMLRT) Project. The HMLRT corridor connects the Cities of Mississauga and Brampton in the Greater Toronto and Hamilton Area (GTHA) of Ontario, Canada. The HMLRT, one of fifteen transit priorities within the GTHA, is being led by a joint initiative between the Cities of Mississauga and Brampton. City of Mississauga staff will be on hand to deliver a presentation on the HMLRT and provide its current status and future direction.

The 24 km corridor (which includes 27 stops) runs from the Port Credit GO Station and runs north to downtown Mississauga and on to downtown Brampton. The corridor crosses several 400-series highways and intersects with three regional GO rail lines. Places to Grow GTHA forecast indicates growth by 1.7 Million people and 700,000 jobs by 2031 with significant growth in the Hurontario-Main corridor with 100,000 new residents and 50,000 jobs. The starting point for the HMLRT was the development of a comprehensive corridor Master Plan. This provides the long term context for the corridor, using LRT as a catalyst to creating a: “beautiful street, with attractive “places” along the Corridor featuring expanded mobility, vibrant economic activity, and liveable, connected, mixed-use neighbourhoods, integrated with the transportation infrastructure.”

The HMLRT project is now completing preliminary design and fulfilling the requirements of the Transit Project Assessment Process (TPAP) scheduled for completion in spring 2014. The presentation will define an urban style LRT as it relates to the Hurontario-Main corridor and provide full details of the engineering and design challenges faced by the project team in advancing the Master Plan vision.

Past Events Christmas Luncheon and Annual General Meeting Date: Friday, December 6th, 2013 Location: Toronto Cricket Curling and Skating Club

The annual ITE Christmas luncheon and the section AGM was held on December 6th, 2013, at the Toronto Cricket Curling and Skating Club. This year’s edition marks the 25th Anniversary of this popular event at this venue and we hope to carry this tradition to the next milestone. As usual, the event was a great success and we had a great turnout. Once again, this year had online registration, and many attendees took advantage of this convenient registration option. We encourage you to use this option for all future ITE Toronto Section events to help reduce registration time at the event.

Our keynote speaker this year was Tim Laspa, Director of Transportation Planning for the City of Toronto. Tim gave us a presentation on the current Transportation Planning Update for the City of Toronto's Official Plan, being undertaken under the campaign moniker of "Feeling Congested?" He spoke about how Toronto was once an investment leader in transit and how the City managed to prosper based on that legacy, the dilemma created when that investment stalled, Toronto's current challenges, the way forward, and why this work matters to the City of Toronto and the Greater Toronto Area (GTA).

Another big thanks goes to MMM Group who donated two tickets to a Toronto Maple Leafs home game for raffle for CITE’s John Vardon Memorial Scholarship fund; this is the second consecutive donation by MMM Group who donated two Maple Leafs home opener tickets in 2012. The draw raised $535 for scholarships awarded by CITE. The funds raised were matched by ITE Toronto Section for a total contribution of $1,070!

The executive of the 2013 ITE Toronto Section was very pleased to be able to hand out the 3rd annual ITE Toronto Project of the Year Award at our annual Christmas Luncheon in December. The winner was the City of Toronto for the EGLINTONconnects Planning Study.

2013 Joint ITE Toronto Section / Ontario Traffic Council Workshop on Developing Sustainable Downtowns: Initiatives and Challenges Date: November 14, 2013 Location: Le Jardin Conference Centre

As in previous years, the ITE Toronto Section partnered again with the Ontario Traffic Council (OTC) in developing a one-day workshop on Developing Sustainable Downtowns: Initiatives and Challenges.

Attended by 40 participants, presenters at this workshop discussed how these centers or new downtowns will be unique and developed around the philosophy of New Urbanism and based on the principles of sustainable growth often referred to as “Smart Growth”.

Participants came away with a better understanding how when complete, these centers may act as a gateway to downtown, and will not only be a pedestrian and transit-friendly destination for cultural activities, shopping, and employment, but also a distinct community integrated with nature.

Participants also had opportunity to discuss challenges encountered and lessons learned during the course of different projects presented at this workshop.

Downtown Transportation Operations Study and

Congestion Management Plan 2014-2018

Synopsis

As the City of Toronto continues to grow, the demands on the City's road network also

increases; resulting in congestion. Whether it is caused by increased population, road

construction, special events or aging traffic signal systems; travel times are increasing which

results in a loss of productivity, increased driver frustration and negative impacts on the

environment.

The City of Toronto's Transportation Services Division recently completed two congestion

management studies that were both unanimously endorsed by City Council:

1) Downtown Transportation Operation Study focusses on implementing strategies to address

congestion primarily on the downtown core as well as associated impacts related to F.G

Gardiner Expressway.

2) Congestion Management Plan 2014 -2018 is an overarching study that provides for the

expanded use of ITS strategies as well enhancement of Active Traffic Management.

The Institute of Transportation Engineers and City of Toronto invite you to attend an

information session to learn more about the two studies and City of Toronto's plans to

implement their congestion management program, including their new organizational structure

and requirements for consultant services.

Presenters

Stephen Buckley

Stephen serves as the General Manager for Transportation Services for the City of Toronto. In

that capacity, Steve oversees roughly 1,080 staff, a $330 million dollar operating budget, a $255

million dollar capital budget, and roughly $10 billion in transportation infrastructure assets.

Prior to joining Toronto, Steve was the Director of Policy and Planning for the Deputy Mayor for

Transportation and Utilities in Philadelphia, while also serving as Deputy Commissioner for

Transportation in the Philadelphia Streets Department. His professional experience has

spanned numerous aspects of the field of surface transportation – from engineering and design

to transit operations, planning, policy and funding.

Steve received his Bachelor of Science in Civil Engineering from Syracuse University. He

obtained Masters degrees in Transportation and in City Planning from the University of

California – Berkeley. He is a licensed professional engineer (P.E.) in the U.S. and was a certified

planner with the American Institute of Certified Planners (AICP). Steve is an active member of

the Transportation Research Board (TRB) and the National Association of City Transportation

Officials (NACTO).

Myles Currie

Following his graduation from the University of Guelph, Myles accepted a position with the

former Municipality of Metropolitan Toronto. During his time with Metro, Myles held positions

in the Traffic Signals, Signs and Pavement Marking and Traffic Investigations sections. Following

amalgamation, Myles held the positions of Manager Signs and Pavement Markings, Manager of

Red Light Cameras and Manager of Road Operations. In 2007, was promoted to the Director of

North York District and in 2012 transferred into his current position of Director of the Traffic

Management Centre.

Myles also sits on the Ontario Public Works Association Board of Directors and is Vice-Chair of

the upcoming American Public Works Association International Congress to be held in Toronto

in August of this year.
