EXECUTIVE SUMMARY

ENVIROQUEST, INC. (EQI) was retained by Pacific Architects, Inc. to conduct a hazardous material inspection of the Juvenile Detention Facility located at 902 Alder Street, Honolulu, Hawaii. The inspection was conducted between May 23 and June 2, 2011.

The objective of our inspection was to determine the location of asbestos-containing materials (ACMs), lead-based paints (LBPs), arsenic containing materials (ASCMs), fluorescent light ballasts containing polychlorinated biphenyl (PCB) and chlordane contaminated soil at the Juvenile Detention Center.

The listed structures were included in our inspection:

*Trace amounts of asbestos was identified in the material and the National Emission Standard for Hazardous Air Pollutants (NESHAPs) states that if asbestos is identified in amounts less than 10%, the owner or operator of the building must elect to assume the amount to be greater than 1% and treat the material as asbestos-containing material or request verification of the amount by point counting.

The ACM was found to be in fair to good condition and no immediate abatement action is necessary. However, due to the likelihood of disturbance during the renovation and or demolition, the material must be removed prior to the renovation activity. All removal must be completed by a certified asbestos abatement contractor under controlled conditions in accordance with EPA and Hawaii Department of Health (HDOH) regulations. Work should also be monitored by an independent industrial hygiene professional.

Lead-based Paint

The listed building components were painted or coated with LBP at the Juvenile Detention Center.

United States Environmental Protection Agency (EPA) defines lead-based paint as paint or other coatings containing lead equal to, or in excess of, 0.5% by weight. Lead at various concentrations below the EPA guideline was also detected for various coatings. The contractor’s employees removing or disturbing the painted material also must be informed that it

contains lead and must have received training under Occupational Safety and Health Administration (OSHA) 29 CFR 1926.62 Lead and Hawaii Division of Occupational Safety and Health (HIOSH) 12-148.1 Lead. If any other untested paints are disturbed, they should be assumed to contain lead.

Poly-Chlorinated Biphenyls (PCB)

Before EPA banned the manufacture of polychlorinated biphenyls (PCBs) in 1978, PCBs were commonly incorporated in the manufacture of fluorescent light ballasts. The use of PCBs in ballasts manufactured prior to 1978 is not regulated by EPA. All light ballasts manufactured since 1978 which do not contain PCBs should be marked by the manufacturer with the statement, “No PCBs.” For those manufactured prior to that time, or for those ballasts which contain no statement regarding PCB content, you should assume that they do contain PCBs or test the ballasts for PCB content.

There are fluorescent light ballasts in all buildings of the Juvenile Detention Facility and these ballasts are suspected to contain PCBs. Procedures for the inspection, handling, packaging, and disposal of these materials will be in accordance with regulatory requirements. If any light ballasts are identified without the “NO PCB” or missing a label, the ballast should be assumed to contain PCBs, removed from the light fixtures, and disposed of at an EPA approved waste disposal facility.

The fluorescent light tubes are known to contain measurable amounts of mercury and should also be collected and properly disposed or recycled.

Arsenic Containing Material

Arsenic containing materials were not identified in the sampled materials.

Chlordane

Chlordane sample collected near the foundation of the girl’s dormitory building exceeded the Hawaii Department of Health (HDOH) environmental action level of 16 mg/kg.

1.0 INTRODUCTION ENVIROQUEST, INC. (EQI) was retained by Pacific Architects, Inc. to conduct a hazardous material inspection of the Juvenile Detention Center at 902 Alder Street Honolulu, Hawaii. The inspection was conducted between May 23 and June 6, 2011. The samples were collected by State of Hawaii Department of Health (HDOH) accredited Asbestos Inspectors, Mr. David Leigh (HIASB-0251), and Ms. Blake Uno (HIASB-3040) and Mr. Jim Cardenas (HIASB-0175).

The objective of the inspection was to determine the location of asbestos-containing materials (ACMs), lead-based paints (LBPs), arsenic containing materials (ASCMs) and fluorescent light ballasts containing polychlorinated biphenyl (PCB) at the Juvenile Detention Center. Juvenile Detention Center consists of five building additions that are constructed at different times. These buildings additions include:

- Two-story girl’s dormitory building, unknown construction date - Single story 1949 Addition - Single story 1952 Addition - Single story 1958 Addition - Single story 1989 Addition

2.0 ASBESTOS Three hundred thirty seven samples were collected from suspect asbestos-containing materials.

2.1 Methodology

Prior to sampling, EQI visually surveyed the interior and exterior of the buildings for suspect asbestos-containing materials and homogeneous areas (areas that have uniform color, texture, and appearance.) Suspect materials were divided into friable and non-friable materials and placed in one of the following EPA categories:

Surfacing Materials (sprayed or troweled-on materials) Thermal Systems Insulations (materials generally applied to various mechanical systems) Miscellaneous Materials (any materials which do not fit in the above categories)

Sampling methodology followed the general guidelines for bulk asbestos sampling as presented in Section 40, Part 763 (AHERA) of the Code of Federal Regulations (CFR) and Hawaii Administrative Rules (HAR) 11-501 and 11-502.

2.2 Results

Samples were submitted to Forensic Analytical in Rancho Dominguez, California. The samples were analyzed by polarized-light microscopy (PLM), using EPA Method 600/R-93-116, Visual Area Estimation.

Forensic Analytical is accredited for bulk asbestos analysis through successful participation in the US Department of Commerce, National Institute of Standards and Technologies (NIST), National Voluntary Laboratory Accreditation Program (NVLAP). The laboratory is currently registered to provide asbestos laboratory services in the State of Hawaii under Title 11 of the Hawaii Administrative Rules (HAR), Chapter 504.

Based on the laboratory analytical report, various materials were identified as ACM. The National Emission Standard for Hazardous Air Pollutants (NESHAP), 40 CFR 61 Part M, defines asbestos containing materials as those which contain greater than 1% asbestos. NESHAP also categorizes ACM as either being a friable material, a Category I non-friable material or a Category II non-friable material. Friable materials are defined as those that can be reduced to powder by hand pressure. Category I non-friable materials are the asphalt roofing materials, resilient floor covering, excluding linoleum, packings, and gaskets. Category II non-friable materials are the cementitious materials such as stucco and asbestos cement board. In accordance with NESHAP requirements, samples consisting of distinct layers of materials were analyzed and reported separately by the laboratory. NESHAP also states that if asbestos is identified in amounts less than 10%, the owner or operator of the building must elect to assume the amount to be greater than 1% and treat the material as asbestos-containing material or request verification of the amount by point counting. No samples were point counted for this report.

A summary of the homogeneous materials is presented in Table 1. The laboratory analytical report and chain of custody forms are included in Appendix 2.

3.0 LEAD Ninety-eight paint chip samples were collected from painted or coated materials that may be disturbed by the renovation work.

3.1 Methodology

Prior to sampling, EQI visually surveyed the interior and exterior of the building for painted building components. Our sampling methodology generally followed the “Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing” published by the Department of Housing and Urban Development (HUD) in 1995.

Sample analysis was conducted by Hygeia Laboratories, Inc. in Sierra Madre, California in accordance with EPA Method 7420, Atomic Absorption Spectroscopy. Hygeia is accredited for lead analysis through successful participation in the American Industrial Hygiene Association’s (AIHA) Environmental Lead Laboratory Accreditation Program (ELLAP).

3.2 Results

Three lead in paint measurement exceeded EPA guidelines for lead in paint. EPA defines lead-based paint as paint or other coatings containing lead in equal to, or in excess of, 0.5% lead by weight. A homogeneous paint summary is presented in Table 2. The laboratory analytical report and chain of custody forms are included in Appendix 3.

4.0 POLYCHLORINATED BIPHENYLS

4.1 Methodology

EQI inspected the interior areas of the Juvenile Detention Center for the presence of the fluorescent light fixtures that may contain PCB ballasts and mercury containing lamps.

4.2 Results

Light fixtures that may contain PCB ballasts and mercury containing lamps were identified in all building additions.

5.0 ARSENIC CONTAINING MATERIALS Two composite samples from suspect arsenic-containing wood treated walls and tackboards were collected.

4.1 Methodology

EQI collected the samples from the following materials:

Lower wood treated panels, 1949 Addition Wood treated tackboards, 1958 Addition, rear building

Composite sampling strategy was utilized to determine the arsenic concentrations in both suspect material. Each sample consisted of three random subsamples.

4.2 Results

Samples were submitted to Forensic Analytical, in Hayward, California for analysis using Atomic Absorption Spectroscopy, Flame in accordance with EPA Method ICP, 3050B/6010B.

Based on the laboratory analytical laboratory report, the materials were not identified as arsenic containing material. The laboratory analytical report and chain of custody forms are included in Appendix 3.

6.0 CHLORDANE 6.1 Methodology

Multi-increment soil sampling strategy was utilized to determine the average chlordane concentration in the soil at the Juvenile Detention Center.

Three multi-increment samples, consisting of thirty increments, were collected from the decision units. The decision units were identified as:

Decision Unit: 1 The perimeter area within 2 feet from the 1989 Addition (Family Court Shelter) foundation and from 0 - 6 inches below ground surface (bgs).

Decision Unit: 2 The perimeter area within 2 feet from the 1949 and 1958 Addition foundation

and from 0 - 6 inches below ground surface (bgs).

Decision Unit: 3 The perimeter area within 2 feet from the 1989 Addition (Family Court Shelter) foundation and from 0 - 6 inches below ground surface (bgs).

The 30 incremental soil samples collected from each decision unit were combined as one multi-increment sample. The incremental sampling points were selected by collecting an equal volume of soil evenly distributed across the decision unit.

Each incremental sample was collected using a stainless steel hand trowel and placed in a large sealable bag. Once all 30 samples were collected, the soil was homogenized and placed in a four-ounce sample jar. The jar was then placed in a chilled cooler for transport to the laboratory.

The samples were logged and recorded following standard chain-of-custody procedures and submitted to Advanced Analytical in Honolulu, Hawaii for analysis.

6.2 Results

The soil samples were analyzed for technical chlordane using EPA Method 8081A. The results of the sampling are summarized in Table 4. The laboratory analytical report and chain of custody forms are included in Appendix 5.

The ACM was found to be in fair to good condition and no immediate abatement action is necessary. However, due to the likelihood of disturbance during the renovation and or demolition, the material must be removed prior to the renovation activity. All removal must be completed by a certified asbestos abatement contractor under controlled conditions in accordance with EPA and Hawaii Department of Health (HDOH) regulations. Work should also be monitored by an independent industrial hygiene professional.

7.2 Lead

The listed building components were painted or coated with LBP at the Juvenile Detention Center.

United States Environmental Protection Agency (EPA) defines lead-based paint as paint or other coatings containing lead equal to, or in excess of, 0.5% by weight. Lead at various

concentrations below the EPA guideline was also detected for various coatings. The contractor’s employees removing or disturbing the painted material also must be informed that it contains lead and must have received training under Occupational Safety and Health Administration (OSHA) 29 CFR 1926.62 Lead and Hawaii Division of Occupational Safety and Health (HIOSH) 12-148.1 Lead. If any other untested paints are disturbed, they should be assumed to contain lead.

If the painted components containing the LCP are scheduled for demolition, composite samples of the expected building waste generated should be collected for toxicity characteristic leaching procedure (TCLP) analysis for waste disposal characterization. Hawaii Administrative Rules, Title 11, Department of Health, Chapter 261, Hazardous Waste Management allows a maximum concentration of lead contaminant by TCLP at 5.0 mg/L. TCLP results exceeding the 5.0 mg/L threshold requires the material to be disposed of as hazardous waste. Results below this threshold allows for the materials to be disposed of as construction debris.

7.3 PCB and Mercury Containing Lamps

In the future renovation, if the light ballasts are identified without the “NO PCB” or missing label, the ballasts should be assumed to contain PCBs, removed from the light fixtures, and disposed of at an EPA approved waste disposal facility.

The fluorescent light tubes are known to contain measurable amounts of mercury and should also be collected and recycled.

7.4 Arsenic Containing Material

Arsenic was not identified in the sampled materials.

7.5 Chlordane

Although soil sample collected from the 1949 and 1958 Additions exceeded the action level, the soil can be managed in place and does not require remediation per HDOH. However, any leftover soil from future excavation activities must be tested to determine disposal requirements. In addition, prior to any work, the Contractor disturbing the soil must notify his employees and subcontractors of the presence of chlordane and must also ensure that workers are not exposed to levels of chlordane exceeding the permissible exposure limit as listed in HIOSH 12-202-4.02 Air Contaminants.

8.0 LIMITATIONS The information set forth is based solely on the agreed upon scope of services, on personal observation, laboratory data, and information provided by Pacific Architects, Inc.

Although this inspection provides information on the relative presence or absence of asbestos-containing materials, lead-based paint, polychlorinated biphenyls, arsenic and chlordane, it should not be construed as a final statement that all hazardous materials have been identified.

Given the often obscure and elusive nature of hazardous materials, it is never possible to absolutely dismiss the possibility of additional hazardous materials.
