INTRODUCTION:-
Nayagarh District has been bifurcation from puri District and started functioning as
a new district w.e.f 01.04.1993 vide Govt. in Revenue Deptt. Notification No-14218/R-Dt-
27.03.1993.
The geographical area of new Nayagarh district is 3890 Sq.kms with a population of
9,63,124 having 5,02,819 male and 4,60,305 female as per 2011 census. The district consist
of one Sub-Division namely Nayagarh, eight Tahasils, eight Blocks, five NAC, twelve police
stations, fifty RI Circles, 196 GPs & 1702 Revenue villages. This district having 1,36,390 S.C,
58,691 S.T & 7,68,043 others.
ACCOMMODATION
After bifurcation from puri District Vide Govt in Revenue Dept. Notification No-
14218/R.Dt-27.03.1993, the district of Nayagarh was started functioning w.e.f 01.04.1993.
The Office of the Collector, Nayagarh was functioning in the Sub-Collector building up to
04.01.2011. Now it is functioning in his own building from 05.01.2011.
Due to in-sufficient space in the existing building some offices like D.I.P.R.O, special
Land Acquisition & Excise are functioning in the rented houses.
Charge
Sri Arindam Dakua, IAS is now working as Collector & District Magistrate, Nayagarh
w.e.f. 20.05.2016 prior to him Sri Hemanta Kumar Padhi, OAS (SAG) was the Collector &
District Magistrate from 25.06.2014 to 20.05.2016.
Sri Prasanta Kumar Rath, OAS (S) is now working as ADM, Nayagarh w.e.f
07.06.2017 prior to him Sri Nrusingha Charan Swain, OAS (S) was the ADM from
09.05.2016 to 07.06.2017.
Sri Jitendra Kumar Sahu, OAS-I (SB) is working as Sub-Collector, Nayagarh w.e.f
07.06.2017.

It appears that, the Sub-Collector is not making adequate no. of night halts. The Sub-
Collector should be instructed to ensure timely submission of tour diaries and ensure
disposal of pending Revenue cases during his tours.
INSPECTION
As per Govt. in Revenue Dept. Circular No-28594/Rdt-19.06.97, Govt. have fixed
periodically of inspection of offices by different rank of officers.
Sri Bikash Chandra Mohapatra, IAs., RDC(CD), Cuttack has inspected the Nayagarh,
Collectorate on 26.12.2014. The inspection note reveled vide L.No-3999/Dt-20.03.15 and
the compliance of the inspection report submitted to RDC (CD) Cuttack vide L.No-2257/Dt-
01.08.2015.

REVIEW OF MISC. CASE NO. 05/2016
This case is instituted by virtue of the petition filed by Santosh Kumar Behera &
other inhabitants of Lembodi in connection with creation of hamlet Lembodi as a new
village being separated from main village Godiapada under Ranpur Tahasil.
The villagers have also filed W. P.(C) No. 7387/16 before the Hon’ble High Court for
the same purpose. Hon’ble High Court has passed order on dtd. 4.5.16 directing O.P. No. 4
(Collector, Nayagarh) to dispose of the representation filed by the petitioner under
annexure-5 dt. 3.6.15 within a period of six months from the date of production of a
certified copy of the order by passing a reasoned order in accordance with Law. Basing on
the order, the petitioner has filed this Misc. Case.
On 8.7.16 Collector & D. M., Nayagarh has also initiated one BCP case and instructed
Tahasildar, Ranpur to expedite the matter within the time limit of six months. Two
adjournments are taken on 21.10.16 & 10.3.17 due to non receipt of report from the
Tahasildar.
On 26.9.17 the Tahasildar, Ranpur has furnished report stating that Hamlet Lembodi
deserves for declaration of a new village but due to shortage of staff & as the process
involves technicalities the matter will take some time. The Collector has not accepted the
plea taken by the Tahasildar as the matter is badly delayed due to inaction of the
Tahasildar. She is instructed to submit the proposal within 3 days.
On 3.10.17 the petitioner present and filed orders of Hon’ble High Court passed in
Contempt case No. 597/17 where in Hon’ble High Court directed Collector to comply the
order passed in W. P.(C) No.7387/16 within one month from the date of production of
certified copy.
Collector instructed the Tahasildar, Ranpur to submit the B.C.P. case on the same
day.
On 4.10.17 the original BCP case record bearing No. 1/16 is submitted by the
Tahasildar, Ranpur vide her letter No. 3255 dt. 4.10.17. order was passed to send case
record to Revenue Section for follow up action before submitting the same to Board of
Revenue, Odisha, Cuttack.
Accordingly the case was disposed of.
REVIEW OF MISC. CASE NO. 20/2017
This case is instituted on 20.07.17 after getting the orders passed by Hon’ble High
Court in W. P.(C) No. 16147/17. The Hon’ble High Court disposed of the case with a
direction to the O. P. No. (4) i.e. Collector, Nayagarh to dispose of the representation of the
petitioner within a period of 3 months from the date of production of certified copy of the
order. In the event the O. P. No. 4 comes to a conclusion that the petitioner belongs to BPL
category & is entitled to have a house under IAY. The necessary fund be sanctioned for
construction of house.
In this Misc. Case the B.D.O., Nayagarh has been noticed as O.P.
On 28.7.2017 both the parties are present, the B.D.O., Ranpur has submitted a report
vide letter No. 2460 dt. 27.7.2017. The Case was posted to 22.9.2017 for hearing.
Then on 22.9.2017 due to other engagement of the Collector, the court adjourned to
10.11.17 for hearing.
The petition filed by the petitioner before Hon’ble High Court and letter No. 2460 dt.
27.7.17 of B.D.O., Ranpur were examined. It is found that the contents of the petition has
not been properly enquired into. Collector is instructed to give importance on the contents
of the petition as well as to the orders of the Hon’ble High Court. This case should be
disposed of within the time limit of 3 months as envisaged in the order of the Hon’ble High
Court.

CASE STUDY OF ADM COURT
B.B Appeal No. 02/2017
Perused the case record. The petitioner Sri Santosh Sahoo S/o Udayanath Sahoo of
Vill- Mahitama P.O.- Korada Dist- Nayagarh has filed appeal against the order dtd.
28.10.2002 passed by the Tahasildar, Nayagarh in Bebandabasta Case No. 1432/1999 he
has also filed a petition U/s 5 of the limitation for condonation of delay. Appeal is admitted
in view of Govt. of Odisha in Rev. & DM Deptt. Notification No. 3776 dtd. 02.02.2017
The brief history of the case is that the appellant is in possession of plot No.
367/3957 with an area of 0.16 dec. under Khata No. 673 of the village Korada under
Nuagaon Police station. He has purchased the said from one Sri Alekh Sahoo S/o- Mohana
Sahoo of village Korada vide RSD No. 950 dtd. 16.03.2005. The Tahasildar Nayagarh
without verifying properly the possession and papers had order for recording the same
along with other plots in Govt. Khata. The sub Collector, Nayagarh has also confirmed the
same and the land now stands recorded in AJA Khata of the village and the appellant
prayed for set aside the order dtd. 28.02.2002 of the Tahasildar, Nayagarh with a direction
to record the same in his favour.
The ADM, Nayagarh after perused the aforesaid order and the field enquiry
memorandum dtd. 28.10.2002 from the Tahasildar & the R.I report dtd. 24.08.1999 found
that the authorities have not conducted field enquiry properly, and also not given any
opportunity of hearing the persons in possession to keep their side. Hence violate the
principle of natural justice. The order of the lower court dtd. 28.10.2002 is not sustainable
and set aside the case.
The Tahasildar, Nuagaon (Prior to it was under Mother Tahasil, Nayagarh) directed to look into the matter afresh of enquiry reasonable opportunity to all persons in possession
and dispose the case within two months. COURT OF THE ADM, NAYAGARH
U.V REVIEWS CASE NO. 07/2013
This is a remand case received from the court of the A.D.J, Nayagarh to the A.D.M,
Nayagarh with a direction to dispose of the matter with in three months from the date of
the receipt of the order giving reasonable opportunity to the appellant as the matter relates
to the year 2001.
The brief history of the case is that one, Rasmita Mishra, W/o- Radha Krishna
Bajpayee of PS/Dist- Nayagarh had purchased a piece of land measuring an area of
AC.0.14decs. Pertaining to Plot no- 515, Khata No-114 under village Nayagarh for a
consideration amount of Rs. 1, 40,000.00 vide RSD No. 966 dtd 14.02.2001. But the D.S.R,
Nayagarh estimated the market value of the plot as Rs.5,04,000.00 and demanded to
deposit the deficit stamp duty of Rs.53,508.00 and Rs.7280.00 towards registration fees
and subsequently referred the matter to the A.D.M -cum-Stamp Collector under Rule 23
of S.R 1952.
On receipt of U.V.Case record No. 217/02 the ADM-cum- Stamp Collector , Nayagarh
started suo motto U.V.Case No. 07/2003 and issued notice twice on dtd.24.04.2003 &
30.10.03 but notices returned under signed. The notice on 30.10.03 was served by affixture
On 09.01.04 the A.D.M passed order of DSR, Nayagarh directing the respondent to deposit
the deficit amount. Being aggrieved against the order of A.D.M, the respondent filed F.A.O
No. 03/70 of 2014/2004 and the A.D.J, Nayagarh in his final order/ judgment dtd.16.05.17
remanded the case the A.D.M, Nayagarh for re- enquiry & determination of market value of
the property in question, hence this case
The case has been posted to 01.11.17.

It reveals that arrear revenue collection against demand is only 27.30% and current
revenue collection is 94.74 % during the year 2015-16. Similarly, during the year 2016-17,
the arrear revenue collection is 43.52% and the current revenue collection is 95.51 %.
During the year 2017-18 (up to 31.08.2017), the arrear revenue collection against demand
is only 12.35% and current revenue collection is 39.71%. Though, the collection position in
respect of current revenue during the last two years is good but the collection position in
respect of arrear revenue during last two years is not satisfactory. Similarly, during present
financial year up to 3108.17, the arrear revenue collection is only 12.35 % which is not at
all desirable. The above position reveals that, the field functionaries are not being bothered
towards collection of arrear revenue on rent, sairat, Misc. revenue & F.W.R. and also on
collection of current revenue towards sairat & F.W.R. during the year 2017-18 (up to
31.08.17).
The Collector should gear up the field functionaries meticulously for
enhancement of collection of Govt. revenue especially on collection of arrear revenue.

It is reveals that during the year 2015-16, out of 341 Sairat Sources, 43 sources have
been settled and 298 sources could not be settled in different Tahasils. Similarly during the
year 2016-17, out of 318 sources only 66 sources have been settled and 252 sources could
not be settled in different Tahasils. During the year 2017-18 (up to 31.08.2017) out of 280
sources, only 60 sources have been settled and 220 sources could not be settled. The field
officers are finally responsible for loss of Govt. revenue on the ground of non-settlement of
sources. This should be ensured by the Collector.
However the field functionaries should be instructed to be more vigilant for timely
settlement of the Sairat sources. In case of non-settlement of sairat sources for the reason
of negligence and ill motive of field functionaries, responsible as well as suitable action
should be taken and the supervising officers like Collector and Sub-Collector should be
more vigilant and undertake periodically check of sairat registers of Tahasil level in case of
non-settlement of sairat sources in time to mobilize for collection of Govt. revenue.

It is seen from the above statement that, during the year 2015-16, 17763 cases were
instituted making a total of 20866 cases for correction of R.O.R and 17011 numbers of
cases were corrected leaving a balance of 3855 cases for correction of R.O.R.
Similarly during the year 2016-17, 18015 cases were instituted making a total
21870 cases for correction of R.O.R and 19249 numbers of cases were corrected leaving a
balance of 2621 cases for correction of R.O.R.
During the year 2017-18 (up to 31.08.2017), 10522 number of cases were received
for correction of R.O.R out of total 13143 cases, 10322 cases of R.O.R were corrected
leaving a balance of 2821 cases for correction.
The Tahasildar should be instituted to dispose of the pending cases early for
correction of R.O.R. The Collector may during his normal tour to Tahasil/R.I offices verify
some cases to ascertain the actual position of correction of R.O.R and correction in the
corresponding map.

During the year 2015-16, 3455 cases involving am amounting to Rs.7,04,84,998.08
were pending for disposal in different courts leaving a balance of 2505 cases covering Rs
6,82,34,779.52. It appears that the cases with heavy amount are pending in the court of
Asst. Collector, Addl. Sub-Collector & G.M, D.I.C-cum-Certificate officer.
Similarly during the year 2016-17, 2998 cases involving an amounting to Rs 7, 07,
14,515.15 were pending for disposal in different courts leaving balance of 1903 cases
covering Rs 6, 78, 44,240.95. It appears that the cases with heavy amount are pending in
the court of Asst. Collectors & G.M, D.I.C-cum-Certificate Officer.
During the year 2017-18, (up to 31.08.2017) 2502 cases are involving an amounting
to Rs 7, 88, 39,533.95 were pending for disposal in different courts leaving balance of 2331
cases covering Rs 7, 72, 10,000.1. It appears that the cases with heavy amount are pending
in the court of Asst. Collectors & G.M, D.I.C-cum-Certificate Officer.
The Certificate officer should take adequate steps for disposal of pending certificate
cases covering heavy amounts. The Collector is directed to impress upon the certificate
courts to dispose of certificate cases in priority basis.

the year 2015-16, 2016-17 & 2017-18 (up to 31.08.2017) are given below:-

During the year 2015-16 the performance for disposal of encroachment cases in
respect of rural of the District the Tahasil of Ranpur, Gania & Bhapur are poor. The
concerned Tahasildar should be instructed to take steps for early finalization of
encroachment cases. Similarly the perforamne of the Tahasildar in respect of Urban is very
poor. The concerned Tahasildar sholud be instructed to dispose of the pending cases early.
The Collector should keep watch & ensure for early disposal of pending cases.
During the year 2016-17, the performance for disposal of encroachment case in
respect of rural of the District, is very well as revealed from the above statement.On the
oher hand in repset of Uraban by the Tahasildar Kahndapara and Daspalla are very
poor.The Collcetor may keep watch & ensure for early disposal of pending cases.
During the year 2017-18 (upto 31.08.2017) it is revealed that, the performance of
Rural encroachment cases of the District the Tahasil of Nuagaon, Bhapur & Ranpur are very
poor. The concerned Tahasildar should be instructed to take steps for early finalization of
pending cases. As regards the disposal of urban encroachment cases of the Tahasil of
Khandapara & Daspalla, the Collector should ensure for finalisation of Encroachment cases
as priority basis.

During the year 2015-16 as against the target of 300 beneficiaries, lands measuring
AC7.43 have been distributed for house site among 204 beneficiaries. During the year
2016-17, land measuring AC 3.56 have been distributed among 101 beneficiaries and
during the year 2017-18 (up to 31.08.2017), land measuring AC 0.35 have been distributed
among 12 beneficiaries without fixed of target.
The position of distribution of Govt. waste land for agriculture purpose in the district
during the year 2015-16, 2016-17 & 2017-18 (up to 31.08.2017) are treated as nil as the
target for the above period have not been received by the district office. No achievement
for the above period has been made in respect of all Tahasils of the district.

During the year 2016-17, 123 cases have been disposed of in Urban area with
collection of premium of Rs12.94 lakhs in different Tahasils of the District. Similarly 1609
cases with an amount of Rs.141.19 lakh have been disposed of in rural area.
During the year 2017-18 (Up to 31.08.2017), 129 cases have been disposed of in
Urban area with collection of premium of Rs.10.39 lakh in different Tahasils of the District.
Similarly 732 cases with an amount of Rs. 63.67 lakhs have been disposed of in rural areas.
Steps should be taken for realization of premium in disposal of more nos. of cases
both in Urban and Rural areas.
ANNUAL LAND REVENUE ADMINISTRATION REPORT
Annual Land Revenue Administration report for nthe year 2013-14 has already
been sent to RDC(CD), Cuttack vide this office letter No.405/Rev. dtd08.03.2016 under

District Record Room, Collectorate, Nayagarh has not yet been constructed.
The existing Record Room is functioning in the Sub Divisional Office building which is in
dilapidated condition. The District Copies of Sabik khatians have not yet been received
from the Mother District Puri. Only the Sabik Khatians of Undivided Nayagarh Tahasil are
kept in this Record Room since long due to insufficient space in Nayagarh Tahasil. Now for
better public interest and quick delivery of public services steps are being taken for
transfer of sabik khatians to the concerned Tahasils i.e. Nayagarh, Nuagaon & Odagaon. The
District Copies of khatians will be obtained from Puri District Gradually. Due to insufficient
space in the Record Room consignment of Files and Records have not yet been done since
constitution of the District. As such huge number of files and registers are lying with the

Sri Dhiren kumar Behera, Head clerk is now working as librarian. At present 571
numbers of books are available in the Collectorate Library. The following three register
are rquired to be maintained in the library.
(a) Stock register -One bound register is being maintained as per the ORM. The officer
in charge has verified the stock register.
(b) Catalouge:- One catalouge register has been maintained as per ORM.
(c) Issue Register :- The issue register indicates the position of receipt and issue of the
library books to the employee of the collectorate.
Verified the register and it is revealed that, 37 nos of books issued to the
staff/officers of the collectorate. Out of which 18 nos of above books have been returned to
the library and balance 552 nos of books are with the staff /officer.

1. SNP feeding Programme ICDS was launched on 2nd October, 1975 and today ICDS Scheme represents one of
the world’s largest and most unique programmes for yearly childhood development. There are 6 packages of services of ICDS namely Supplementary Nutrition Programme (SNP, Preschool Education, Immunization, Health Cheque up, referral Service & Nutrition and Health Education).
SNP has 2 broad components (a) Morning Snacks & Hot cooked meal are provided to those who can come to the AWCs i.e. Children between 3-6yrs. (b) Take Home Ration (THR) Chhatua is provided to the children between 6ms-3yrs, Pregnant Women and Lactating Mothers & Severely Malnourished Children. Out of Rs.80,06,900/- allotted in respect of Nayagarh District a sum of

2. Supply of Uniform to Preschool Children
Preschool Education is a Crucial component of the packages of services Envisaged under the ICDS Scheme. It aims at universalization and qualitative improvement of Primary education by providing the child with the necessary preparation for primary school, especially in remote and socio economically backward areas. It brings young children together at the AWC where different activities related to physical, cognitive, Social emotional creative development of children are facilitated by the AWW. Uniform has a positively effect on children’s self esteem, attendance and discipline.
It has therefore been decided by Govt. to provide Uniforms to all the preschool
children enrolled in the AWCs to encourage their enrolment and retention. Each preschool child is being provided 2 pairs school uniforms @Rs.100/- per pair during each year. The AWW is purchasing the school uniform from the local market after due approval in the Janch Committee Meeting and distributing to the children in a public meeting.

3. Revitalization of WSHGs under Mission Shakti Mission Shakti groups are being brought into the fold of Odisha Livelihood Mission
(OLM) and support service like Micro Credit Linkage Hand Holding Support is being provided by OLM in 107 intensive Blocks. Considering this aspect Revitalization of WSHGs under Mission Shakti is taken up in the rest 207 non intensive Blocks of Odisha. Accordingly 1595 WSHGs have been provided financial assistance @ Rs.10000/- per WSHG towards Revitalization in Bhapur, Khandapada, Nayagarh & Gania non intensive Blocks under Nayagarh Districts during the year 2016-17.

4. Mamata Scheme MAMATA: -
MAMATA scheme has been lunched on 7th Sept.2011 by Hon’ble Chief
Minister of Odisha with the noble intension of reducing maternal and infant mortality and
to improve the health and nutrition status of pregnant and lactating mothers and their
infants.
The main objective of the Scheme :-
- To provide partial wage compensation for pregnant and nursing mothers so that
they are able to rest adequately during their pregnancy and after delivery.
- To increase utilization of maternal and child health services, especially ante-natal
care, postnatal care and immunization.
- To improve mother and child care practices, especially exclusive breastfeeding and
complementary feeding of infants.
ELIGIBILITY OF BENEFICIARY:- In order to get the benefit under the scheme,
(i)One must be 19 years of age
(ii)Only for first two live births.
(iii)Must not be an employee of Government /Public Sector undertaking *(central and
state) and their Wives.
DISBRUSEMENT ANALYSIS OF NAYAGARH DISTRICTFROM APRIL2016 TO MARCH
2017:-
The scheme started in September 2011 and disbursements were first done in
October 2011 by the State Govt. Odisha basing on the report of the CDPOs. From December
2011 onwards transfer of fund to beneficiary done in the project level by the CDPOs
through e-transfer. An amount of Rs 5000/- paid to eligible beneficiaries in 4 (four)
instalments. Now Vide L. No 337/ dt 06.01.2017 ,all eligible beneficiaries will receive in 2
instalments the total incentives. of Rs5000/-.The analysis report of MAMATA fund
disbursement in Nayagarh District during 2016-2017 shows as follows.
