President’s Message Hi all, I hope you are enjoying your summer.
For those of you who joined us again this year at Bass Pro
Shops for Field Day I have two questions for you, did you
have a good time and did you see all the visitors we had who
really wanted to learn about our hobby? I had a blast and the
best part was watching new Hams make their first contacts,
our GOTA station was extremely busy which was absolutely
awesome. My sincere gratitude to everyone who helped make
FD a success. Special thanks to Merle Joiner (KB9VQH) and
Bob Bush (W9WTF) for putting together the three complete 2
meter stations that were the prizes for the new Ham special
drawings, any Ham who had gotten their license within the last
year and made at least one contact during FD were eligible to
win, the winners were Jeff Smith (KD9ZSR), Kevin Lawson
(AC9IU) and Nolan Smith (KD9BOP), congratulations guys,
enjoy your rigs!! And I can't say enough thanks to Fritz Bock
(WD9FMB) for everything he did to make this the best Field
Day yet, I am so very grateful for his assistance. I also want to
express our gratitude to Bass Pro Shops for their hospitality
again this year, they even posted our information on their
facebook page, I hope they were as pleased with the results as
I am.
Have you been working the W1AW Centennial stations?
The last week of June was the W1AW/9 week, Craig
Thompson (K9CT) coordinated the event and it was also a
huge success, I even got to be a guest operator during one of
the sessions Mark had signed up for, it was a lot of fun.
Don't forget Superfest will be here before we know it,
September 20th & 21st, please make sure it is on your
calendars and plan on attending. Your help will be needed and
appreciated.

Tazewell County ARES
Tazewell ARES will meet at 6:30 PM on July 30th at the
Tazewell EoC. It will be a combined class so it is also the
Central Illinois ARES meeting. We will be going over ICS
forms so members are familiar with them.

Repeaters
The PAARC operates three 2 meter repeaters, which are open for all
amateurs with 2 meter privileges. The 146.250 (input)/146.850
(output) repeater is located in East Peoria on Washington Rd. The
repeater uses a 103.5 Hz output tone for CTCSS squelch control.
The 147.675 (input)/147.075 (output) repeater is located on the Rock-
106 tower in East Peoria. This repeater is used for the Sunday night
net. This repeater uses a 103.5 Hz input tone for CTCSS squelch
control.
The W9PIA D-Star 144.505 (input)/145.105 (output) repeater is
located on the Rock-106 tower.

Membership Information
Membership in the Peoria Area Amateur Radio Club is available to
any licensed amateur and is administered as follows:
Full Membership: $25 per calendar year. Ages 18 and under, or 65
and older are $20 per calendar year.
Family Membership: Full membership for first member and $10 for
each additional member in same household.
Associate Membership: $15 per calendar year for out of area
amateurs who are interested only in occasional participation.
Honorary Life Memberships: are free and are awarded by a vote of
the general membership after recommendations from the Board of
Directors.
Dues are payable by February 1ST of each year.

Changes to Amateur Service Part 97 Rules
Go Into Effect on July 21
The FCC's recently announced revisions to the Part 97
Amateur Radio rules governing exam credit to former
licensees, test administration, and emission types will go into
effect on Monday, July 21. The new rules were published in
The Federal Register on June 20. Earlier this month, the
Commission announced that it would grant examination credit
for written elements 3 (General) and 4 (Amateur Extra) to
holders of "expired licenses that required passage of those
elements." The FCC will require former licensees falling
outside the 2-year grace period to pass Element 2 (Technician)
in order to be relicensed. The Commission declined to give
exam credit to holders of expired Certificates of Successful
Completion of Examination (CSCEs) or to extend lifetime
validity to CSCEs.
The FCC also embraced the use of remote testing methods,
allowing volunteer examiners and volunteer examiner
coordinators "the option of administering examinations at
locations remote from the VEs." The National Conference of
Volunteer Examiner Coordinators (NCVEC) in 2002 endorsed
experimental use of videoconferencing technology to conduct
Amateur Radio testing in remote areas of Alaska. The
Commission dropped its earlier proposal to permit two VEs to
administer exams; the requirement remains at three VEs. The
Commission did not spell out the "mechanics" of remote
testing, however, which, it said, would "vary from location to
location and session to session." VEs administering
examinations remotely must grade such examinations "at the
earliest practical opportunity," rather than "immediately," as
the current rule for conventional exam sessions requires.
In addition, the FCC adopted an ARRL proposal to authorize
certain Time Division Multiple Access (TDMA) emissions in
the Amateur Service. The Wireless Telecommunications
Bureau in 2013 granted an ARRL request for a temporary
blanket waiver to permit radio amateurs to transmit emissions
with designators FXD, FXE, and F7E, pending resolution of
the rulemaking petition. That waiver becomes permanent on
July 21.
The Commission also made "certain minor, non-substantive
amendments" and corrections to the Amateur Service rules.

FOX HUNT
Find your tape measure antenna or your portable 2 meter beam
for the W9UVI Fox Hunt to be held on Sunday, July 13 at
3:00PM in the East Peoria Fondulac Park at the top of

SKYWARN Pioneer Alan R. Moller,
N5ZCB, SK
National Weather Service forecaster, storm chaser, and SKYWARN pioneer Alan "Al" Moller, N5ZCB, of Benbrook, Texas, died June 19. He was 64. Moller and Chuck Doswell were the primary contributors to the development of the
national SKYWARN program.

Moller was a Senior Forecaster (retired) at the National Weather Service Fort Worth, Texas, Office, where, the NWS said, he "tirelessly worked to better understand thunderstorms and tornadoes, while at the same time teaching others to responsibly observe and report storm information from the field. He was a voice and a bridge between operational and research meteorology, and thus, was respected by both of these meteorological disciplines." Cont’d next page

PAARC Board Meeting Minutes June 6, 2014
Meeting called to order at 7pm by Deb KA4DEB.
Motion to accept the minutes as published in Bandbits by Bob

Old Business:
Telephone and Cable bills: Fritz worked with AT&T to lower
the phone bill. The Comcast cable bill was also checked and it
was found that we have been off contract for the last 3 years.
Fritz will change the Comcast internet package from Business
class to residential.
Field Day: Fritz showed the proclamation from Gov. Quinn
acknowledging Amateur Radio and Field Day.
Fritz is still looking for a H.F. station to be used as a GOTA
station. Everything else that is needed for field day is listed on
the web site.
New Business: Bob W9WTF announced that club has
received the new Fusion repeater donated by Yaesu for Beta
testing. The repeater has been installed on the .075 machine.
The club was also given an FT1DR HT to use and help test
the new machine. The HT can be checked out by members to
try.

SKYWARN Alan R. Moller, N5ZCB, SK Continued
He also was a writer and cinematographer, known for StormWatch (1995), Tornadoes: A Spotter's Guide (1977), and Chasing the Wind (1991). In addition, Moller enjoyed nature and landscape photography.
Moller held bachelor's and master's degrees in meteorology from The University of Oklahoma. Doswell, a friend and colleague Moller met at the University of Oklahoma, described Moller as passionate about public service as well as about forecasting and severe storms.
According to his Dallas Morning News obituary, Doswell and Moller started a storm-chaser program in 1972, theorizing that weather observations from the field could help forecasters. This established the groundwork for SKYWARN, a volunteer program with nearly 290,000 trained severe-weather spotters, many of them Amateur Radio licensees, who work with NWS forecasters by providing real-time observations.

Superfest: We are waiting to get conformation from other
indoor vendors. We are trying to get a speaker from Yaseu to
do a forum about the new system fusion repeater. We are also
trying to get a speaker from Icom to do a forum on DStar.
New Business: Bob W9WTF talked about the Yaesu system
fusion repeater that was just installed on the .075. He
explained how the repeater can automatically switch from
digital to FM analog by the signal that it detects. A FT1DR is
owned by the club and is available for members to check out
to give the new repeater a try especially in the digital mode.

SILENT KEY Martha (Elaine) Tieber, WD9HGC age 67 passed away,
Sunday, June 22, 2014 at her home in Peoria. Elaine worked for
Illinois Bell Telephone where she met her husband, Francis
Charles (Chuck) WA9FCN. After her children left home, she
worked at the Cozy Corner Quilt Shop, Jo-Ann Fabrics,
Galesburg Sewing Center and CWTC in Peoria as a job coach.
Elaine had many hobbies. She was an amateur radio operator,
talking to and making friends around the country and world.
She was a quilter, embroiderer and sewer. Elaine enjoyed wood
turning, geocaching, traveling and camping with Chuck and
friends, Ron and Carole Bieber; for over 30 years. She also
volunteered for the Family Readiness Group with the U.S. Army
National Guard.
We extend our sincere condolences to her husband and their

former Woodcraft store in Peoria, where I worked part time. They were good customers and always great to chat with.

Young Ham of the Year in 2014 Amateur Radio Newsline has announced that it will not name a 2014 Young Ham of the Year (YHOTY). Newsline Editor Bill Pasternak, WA6ITF, told ARRL that not enough nominations were received by the May 30 deadline. “We initiated the award in 1986, so this would have been the 28th year it would have been presented”, Pasternak said.

FCC Amateur Radio Exams are held at the Morton Public Library, 315 West
Pershing at 12:00 noon the third Saturday of even numbered months or as noted:
Feb. 15, Apr. 19, Jun. 21, Aug. 16, Superfest and Oct. 18, and Dec. 20, 2014.. If no
one is there at that time the examiners will leave as they are all volunteers. Walk-ins
are welcome. Please bring your original Radio License (if any) and a copy, and the
original and a copy of any of any Certificate of Completion (CSCE) not already acted
upon by the FCC. Copies are needed to send with your license application. Fee for
2012 is $15.00. You will also need identification such as a Driver’s License, and a

Bloomington: Note Location Change
The schedule for W5YI-VEC Amateur Radio exams for the year 2014 at the
Community Room of the Bloomington Public Library located at the intersection of E.
Olive St. and S. East St. Entrance is off of S. East St. July 19 and Nov. 08 Exam
location at Library not confirmed. Testing begins at 1:00pm. Bring two forms of
identification. You will need a copy of your current license plus and CSCE you want
