1 New year brings new superintendent to Katy ISD

About eight months aft er for-mer Superintendent Lance Hindt announced he would resign, Katy ISD has a new leader.

Armed with 26 years of public edu-cation experience, former KISD Dep-uty Superintendent Ken Gregorski is the CEO of the fast-growing, top-per-forming district with about 80,000 students, 9,000 employees and a $896 million budget. His contract was

approved and signed Jan. 14, with a starting annual salary of $300,000.

All board members praised his lead-ership during meetings and expressed confi dence he will continue the dis-trict’s Strategic Design Plan, which he and Hindt helped execute aft er com-munity input and planning.

Gregorski said at the Jan. 14 meeting his focus will be to take care of all stu-dents and support teachers.

However, the search process that led

to Gregorski as the lone candidate—which did not involve a search fi rm or community input and only allowed KISD employees to apply—appears to have increased discord among an already divided community healing from a grassroots eff ort to oust Hindt.

At December and November meet-ings, board members claimed others were carrying out their own agenda or not fully disclosing the search plan.

In this issue, we took a look at seven newsworthy items we will be following throughout 2019. At the top of this list is the new superintendent of Katy ISD.

The KISD board of trustees has known it would need to hire a new superintendent since May, when Lance Hindt announced he would resign at the end of 2018. The public knew little of how the board would conduct the search until November, when the board discussed two options at an open meeting: Use a national search firm, or hire from within the district. Ultimately, the board voted to hire an internal candidate, acting Superintendent Ken Gregorski, but not without debate.

Gregorski began his new role Jan. 15, and how he will lead the district—a community still divided over Hindt’s departure and Gregorski’s own nomination process—is a story we will continue to follow in 2019.

As this news unfolds this year, we hope you will turn to Community Impact Newspaper first as we talk to local sources and community members to provide straightforward and unbiased news, as always.

Future roads

Texas Heritage Parkway to break ground in mid-2019BY JEN PARA

A transportation project in the Katy area that has been in the works for about 15 years will soon start construc-tion, a project spokesperson and two public officials said.

Texas Heritage Parkway will break ground in May, said attorney Rich Muller, who is representing nine landowners involved in the project. Fort Bend County Commissioner Andy Meyers and Fulshear Mayor Aaron Groff also confirmed the project would begin construction mid-2019.

The motivation for this new corridor stems from West Houston’s growing population and the need for another north-south thoroughfare to connect the Westpark Tollway to I-10, Muller and Meyers said. A public-private partnership was pursued to accelerate the construction timeline of the road, they said.

When complete in July 2020, the 6.4-mile, 200-foot-wide thoroughfare will have two lanes in either direction and a median from I-10 at Pederson Road to McKinnon Road just south of FM 1093 near downtown Fulshear, he said.

Development is expected to follow, Meyers and Groff said. A 2015 mar-ket study found the new road would increase property tax and sales tax revenues to the county, Katy and Fulshear by $815 million over a 25-year period, Muller said.

Half the project will be funded by the landowners, while the other half will be funded by Fort Bend County,

FM 1093 widening

Construction to widen FM 1093 from a two- to a four-lane road with a median continues. The portion of the road from FM 1463 to the main entrance to Cross Creek Ranch is expected to be complete in March, Fort Bend County engineer Richard Stolleis said. Construction from Cross Creek Ranch to James Lane began in December and will take about two years to finish.

First Street improvements

The city of Katy will finish its mobility project on First Street by November. Bartlett Road to Carolina Street will be expanded to a two-way, three-lane concrete road with a turn lane. Bartlett Road to Cane Island Parkway will also receive 5-foot-wide sidewalks. There will be four phases of road closures during the project.

the city of Fulshear and the city of Katy. The landowners are also paying for a $3.3 million roadside trail.

Meyers said without the pri-vate-public partnership it would have taken a decade to complete the road.

The partnership also allowed flexibility in design, Muller said. Traditional road projects similar to the Texas Heritage Parkway would have had traffic lights installed along intersections. But thanks to public and private input the upcoming parkway will have roundabouts, which will cut the travel time from about 25 minutes to about 8 minutes because the traffic is continuous, he said.

“This is new and different, both in terms of the design and the way we structured the deal,” Muller said. “This is a great example of public-private partner-ship really working. If we can make this work ... I think this will be a model of how roads like this get built in the future.”

Texas Heritage Parkway will offer another route from FM 1093 and the Westpark Tollway to I-10 in Katy and Fulshear.

1 A new Agricultural Sciences Center is expected to open at 5825 Katy Hockley Cut Off Road, Katy, in time to host the 2019 Katy ISD FFA Livestock Show and Rodeo on

its athletics facilities and career and tech-nical education area. Both projects involve redesigned interiors and exteriors as well as new construction, according to KISD documents. Construction on both proj-ects began in November and are expected to be completed by the end of June, a KISD spokesperson said.

3 Fielder Elementary School, at 2100 Greenway Village Drive, Katy, is under-going a $20.9 million renovation project, according to KISD documents. The project will upgrade classrooms, the library, staff areas and exteriors as well as replace interior finishes, such as the flooring and ceiling, according to the documents. Construction began in the fall and is ex-pected to be completed by Aug. 5, a KISD spokesperson said.

4 No longer associated with Talent Unbound Katy, Acton Academy Katy relocated from a 1,200-square-foot space at 25140 Pecan Lane, Katy, to a roughly 6,000-square-foot space inside Katy Sports and Fitness at 26440 FM 1093, Ste. The field is expected to be complete in the summer. Additionally the school plans to begin con-struction in 2019 on a competition gym at the Morton Road campus.

6 The International Leadership of Tex-as issued a $55 million bond in September, which allowed the charter school to purchase its elementary and middle school campus at 24406 Franz Road, Katy, according to a press release. IL Texas purchased the 14-acre property for $31.3 million in September, according to public documents.

MD Anderson Cancer Center will soon have a new building in the Katy area to better serve the growing popu-lation in West Houston.

This summer MD Anderson will open a 260,000-square-foot outpa-tient center at 13900 I-10, Houston, between Eldridge Road and Park & Ride Drive, Associate Director of Pub-lic Relations Julie Penne said in an email. MD Anderson expects the new facility will have about 150 full-time employees.

7 Newquest Properties began construc-tion late 2018 on Phase 2 of Katy Grand, a representative said. Another building will break ground in the first quarter of 2019. Tenants will include Kura Revolving Sushi Bar and Kinokuniya Books.

WHAT WE REPORTED Katy City Council awarded a $2.1 million contract to Nash Industries in December to complete the Katy Downtown Plaza between avenues B and C in downtown Katy. Funding for the project comes from a 2000 bond package, insurance money from fl ood damage to the old City Hall and hotel occupancy taxes, said Kayce Reina, Katy’s director of tour-ism and marketing. Key features will include new civic and visitors centers,

sewer pipes on Patna and Fortuna drives were approved Jan. 14. Katy does not anticipate an increase in prop-erty taxes to pay for the bonds, Mayor Chuck Brawner said. An expected property tax increase for the Harris County bond will not occur until 2021, county offi cials said. Harris County has begun projects to desilt tributaries into Addicks Reservoir and is considering improvements to Buff alo Bayou down-stream from Barker Reservoir. Fort Bend County’s fl ood bond is pending results of the watershed studies, and new County Judge KP George declined to comment on a fl ood bond until the study is published at the end of 2019. Additionally, Fort Bend County offi cials said they are awaiting a court decision in the Corps lawsuit.

THE LATEST Weather delayed work on the project, but it is now moving forward, Mayor Chuck Brawner said. Demolition at the site is nearly com-plete with the basic structure left stand-ing at the old City Hall building. So far, the project is on budget and should be completed in time for the Katy Rice Fes-tival in October, Brawner said.

Boards usually choose superinten-dents based on their strong qualities, oft en in fi nance, curriculum or both, Felkner said.

“But they all want a superintendent to be someone that can meet and be with the public and get out of the offi ce some and be out at events,” Felkner said.

Gerogia Strickland, who is the presi-dent of the Katy ISD Council of PTAs but spoke as a KISD parent, said in an inter-view she likes Gregoski and believes he has the best interests for the district. But Sean Dolan, the founder of grassroots organization A Better Legacy, is not as optimistic.

WHAT WE REPORTED In 2018 the city of Katy and Harris County voters approved bond packages of $19.5 mil-lion and $2.5 billion, respectively, for fl ood mitigation. Fort Bend County was considering proposing its own fl ood bond in 2019 based on watershed stud-ies , former-County Judge Robert Her-bert said in June. The county also fi led a lawsuit over the summer against the Army Corps of Engineers regarding the Corps’ operation of the Barker Reser-voir during Hurricane Harvey in August 2017.

At open forums, many community members have urged the board to lead

WHAT WE REPORTED Katy City Council awarded a $2.1 million contract to Nash Industries in December to complete the Katy Downtown Plaza between avenues B and C in downtown Katy. Funding for the project comes from a 2000 bond package, insurance money from fl ood damage to the old City Hall and hotel occupancy taxes, said Kayce Reina, Katy’s director of tour-ism and marketing. Key features will include new civic and visitors centers,

sewer pipes on Patna and Fortuna drives were approved Jan. 14. Katy does not anticipate an increase in prop-erty taxes to pay for the bonds, Mayor Chuck Brawner said. An expected property tax increase for the Harris County bond will not occur until 2021, county offi cials said. Harris County has begun projects to desilt tributaries into Addicks Reservoir and is considering improvements to Buff alo Bayou down-stream from Barker Reservoir. Fort Bend County’s fl ood bond is pending results of the watershed studies, and new County Judge KP George declined to comment on a fl ood bond until the study is published at the end of 2019. Additionally, Fort Bend County offi cials said they are awaiting a court decision in the Corps lawsuit.

community, our family, our schools to do what’s best for this district,” he said. “And I’m confi dent in working together in partnership.”

Boards usually choose superinten-dents based on their strong qualities, oft en in fi nance, curriculum or both, Felkner said.

“But they all want a superintendent to be someone that can meet and be with the public and get out of the offi ce some and be out at events,” Felkner said.

Gerogia Strickland, who is the presi-dent of the Katy ISD Council of PTAs but spoke as a KISD parent, said in an inter-view she likes Gregoski and believes he has the best interests for the district. But Sean Dolan, the founder of grassroots organization A Better Legacy, is not as optimistic.

THE LATEST At the Jan. 14 meeting, Katy City Council approved an amend-ment to the development agreement that named Hyatt Regency as the full-service hotel at the development. Operated by franchisee HBH Ventures LLC, the hotel will have a minimum of 300 rooms as well as a restaurant, bar, pool and fi tness center. City offi cials said at a Jan. 16 Katy Area Chamber of Commerce event that the hotel and con-ference center will break ground in the fall and will be completed by fall 2020. Additionally, construction on the fi rst loft apartment complex is expected to begin in early 2019, city offi cials said. “[The Katy Boardwalk District is] going to be a billion-dollar project at some point,” Brawner said at the Jan. 14 meeting. “I mean, when it’s fi nished out, it’s going to be a billion dollars [in property value].”

WHAT WE REPORTED Katy ISD will open two schools for the 2019-20 school year. Elementary School No. 42 is located at 2602 Winchester Ranch Trail, Katy, and Junior High School No. 16 is located at 4141 Cross Creek Bend Lane, Fulshear, accord-ing to KISD documents. Funding for the schools came from the $609.2 million 2017 bond.

THE LATEST The KISD board approved new boundaries in November and December to accommodate the new schools aft er reviewing community input and the district’s demographer recommendation. The board also

approved Stephanie Vaughan as the principal for the elementary school and Elisabeth Brodt as the principal for the junior high school. The pro-posed name for the junior high is Joe Adams Junior High, while a committee will be formed to propose a name for the elementary school, according to the Jan. 14 board meeting.

In the summer, the district will begin reviewing options for adjusting school boundaries for another two schools that will open for the 2020-21 school year, board members said at meetings. Also funded by the 2017 bond, High School No. 9 will be located at 27500 Fulshear Bend Drive, Fulshear, and Elementary School No. 43 is near the intersection of Katy Hockley Road and Clay Road.

5 UH System to open Katy campus in fall

WHAT WE REPORTED In May, the Uni-versity of Houston System broke ground on an 80,000-square-foot, three-story building for its new Katy campus at 22502 Grand Circle Blvd., Katy. Expected to open fall 2019, the campus will house the University of Houston’s engineering and nursing programs and University of Victoria at Katy. The UH-Katy campus will only off er junior-, senior- and grad-uate-level classes.

THE LATEST Construction is ongoing, and the campus will open on time in the fall, said Jay Neal, associate vice president and chief operating offi cer for University of Houston-Sugar Land and UH-Katy. The university expects to construct addi-tional buildings on the 46-acre campus as needed. Additionally, Houston Com-munity College purchased land immedi-ately north of the UH-Katy campus at 228 Colonial Parkway, Katy, to relocate and expand its own Katy campus. HCC will off er freshman- and sophomore-level courses and associate’s degrees that will directly transfer to UH Katy.
