MISSION STATEMENT
The University of Maiduguri shall be an institution dedicated to scholarship and learning in the arts, sciences,
humanities and technology, and the development of moral and civic character of all persons who pass
through her portals. The University shall facilitate and advance scholarship and learning, especially in the
light of her location in the Sahelian environment in the North-Eastern Nigeria, and at the cross-roads of Afri-
ca and Middle-Eastern culture.
VISION STATEMENT
The University of Maiduguri apart from achieving competence in the basic arts and sciences, aims at excel-
lence in agriculture, pastoralism, engineering, human and veterinary medicine and information technology as
well as in arid zone, trans-Saharan and inter-African peace and strategic studies. The University also aims to
promote the development of private and public morality, discipline, accountability and probity, and also
international cooperation through participation, research and dissemination of information.

Terrorism and extremism are global forces that are larger than their changing names, groups, territories and targets. The fault lines are shifting from the boundaries of nations into the web of our societies, streets of our cities and indeed our campuses. Together with international agencies’ resolve we can meet the chal-lenges of this global scourge and work to bring about reduction to extremism. It is with this view in mind that the Centre for Countering Violent Extremism, University of Maiduguri, is collaborating with the North
East Regional Initiative (NERI) to bring about reduction in violent extremism in the region.
The science of today is the technology of tomorrow; we bring to you the thoughts of the Executive Governor of Borno State, Professor Babagana Umara Zulum, revealed in unequivocal narratives. This issue of the Bul-letin will avail you with the opportunity to read on the capacity building activities that were carried out in the University of Maiduguri during the period in focus. As you come along, you will read about an in-house boot camp training where academic staff were updated and motivated on mobile health as an attractive solution that leverages the ubiquity of mobile devices to address one of the most pressing global challeng-es. Honest communication is built on truth and integrity and upon respect of one for the other. These are the core values imparted on students of Mass Communication, University of Maiduguri, in a workshop organized
by Premium Times in collaboration with the Faculty of Social and Management Sciences.

In line with this vision, an assessment of the Univer-sity of Maiduguri facilities were carried out by the World Bank having qualified to compete for the pro-
posed Sustainable Procurement, Environment and Social Standards Centre of Excellence (SPESSCE).

P resident of Creative Associates Interna-
tional, also known as North East Region-
al Initiative (NERI), Mr. Leland Kurvant,
recently paid a courtesy visit to the Vice Chancel-
lor University of Maiduguri, Professor Aliyu
Shugaba.
The team was led by the former Vice Chancellor
of the University, Professor Mohammed Mala
Daura.
Speaking during the visit, the Vice Chancellor said
he was happy to receive them stressing that he
has a special respect for NERI as a result of their
enormous contributions to the University. He also
reminded the President that NERI had earlier
came up with the idea of establishing the Centre
for Countering Violent Extremism and assured the
team that the University will continue to work with
them for services to humanity.
He then commended the former Vice Chancellor,
Professor Mohammed Mala Daura, who is also the
Director of Centre for Disaster and Risk Manage-
ment, for nurturing the Centre of Countering Vio-
lent Extremism of the University.
Also speaking, the President of Creative Associ-
ates International, Mr. Leland Kurvant, stated that
his organization will continue to collaborate with
University of Maiduguri in order to improve the
lives of the people.
While thanking the Vice Chancellor for the warm
reception, he then condoled with him over the de-
mise of his beloved wife.
The President was accompanied by Chief of Party,
Mr. Oliver Girad, Executive Director Officer, Mr.
Tim Kanam, NERI Regional Programme Manager,
Mr. Albert Pam, and other Senior Managers of
NERI.

T he Borno State University, expected to
take off in September 2019, will fully
collaborate with the University of Mai-
duguri in the areas of capacity building in order
to facilitate its smooth take-off.
This was disclosed by the Executive Governor of
the state, Professor Babagana Umara Zulum,
when members of the University management
paid him the traditional Sallah homage at the
Government House Maiduguri on 12th August
2019.
Governor Zulum stated that the University of
Maiduguri has for long been assisting the Borno
State Government and the catchment states of
the North East with the requisite manpower in
both administrative and academic sectors, stress-
ing that he is happy to be one of the products of
the institution and therefore urged the manage-
ment not to relent in supporting the government
towards creating an enabling environment for
teaching and learning for the young institution.
Governor Zulum then informed the University
management that his administration intends to
establish a Ministry of Science, Technology and In-
novation with a view to fast track research for sus-
tainable social and economic development of the
state.
He noted that the Ministry, when operational, will
support and provide grants to researchers who
were unable carry out studies due to lack of funds
adding that it will also bridge that gap between the
industrial and educational sector by providing rele-
vant and enabling educational technological envi-
ronment including good laboratories and workshops
to train students.
Earlier in his remarks, the Acting Vice Chancellor,
Professor Mohammed Munkaila, commended the
Governor for the support he has been rendering to
the University. He added that the University is
grateful for the current step the State Government
has taken towards alleviating accommodation prob-
lems for staff by undertaking the construction of
twenty housing units, addressing water scarcity and
rehabilitating roads within the University.
In another related development, the Shehu of Borno,
Alh. (Dr) Abubakar Ibn Umar Garbai Al-Amin El-
Kanemi, has commended the management of the
University for continuously sustaining and maintain-
ing the tradition of paying homage to traditional
rulers and elders in the state.
The Shehu made the commendation when members
of the University management team paid him the
traditional Sallah homage in his palace.
The royal father noted that such visits indicate the
regard and relevance the traditional institution has
in the society stressing that the University as a re-
pository of knowledge acknowledges that and
therefore urged the management to continue with
such tradition.

This, he further noted, will cement the good rela-
tionship existing between the Emirate and the Uni-
versity and he commended the management for
finding time to visit him in his palace.
Earlier in his remarks, the acting Vice Chancellor
University of Maiduguri, Professor Mohammed
Munkaila, informed the Shehu that the team was in
his palace to wish him well and further seek for his
guidance as no responsible society will do away
with the traditional institution. Professor Munkaila
said the University of Maiduguri management is
appreciative of the support its community enjoys
from the palace in the promotion of academic
tranquility on campus.
The University, he said, will always be apprecia-
tive of the role the Shehu has been playing in the
affairs of the State and the University and urged
him not to relent in that regard.

T he Vice-Chancellor University of Mai-
duguri, Professor Aliyu Shugaba, has
charged faculties in the University to
engage in more research works. He gave the
charge recently at the opening ceremony of a
two day Workshop on Research Proposal organ-
ised by Faculty of Social Sciences on the 7th and
8th August 2019.
Represented by Director Servicom, Professor Mu-
hammed Mukaila, the Vice-Chancellor thanked the
organisers of the workshop for the topics adding
that the workshop will be of great benefit to both
postgraduate students and lecturers.
He then urged the participants to use the
knowledge obtained at the workshop.

Also speaking, the Dean Faculty of Social Science
and Director Radio and Public Relations, Universi-
ty of Maiduguri, Professor Danjuma Gambo,
thanked the Vice-Chancellor and participants to
the workshop for honouring their invitation.
The Dean restated their plans towards reviewing
the academic culture of the social sciences and
repositioning the faculty.
Earlier in his remarks, the Chairman Faculty Con-
ferences Committee, Professor Abba Gana Shet-
tima, said the workshop was organised to identify
areas of needs in research for both academic
staff and postgraduate students of the faculty.
The workshop is also geared to inspire and moti-
vate the participants and to identify areas that
has potentials to serve as a bridge for future re-
search. Professor Abba Gana said this is just one
of the series of workshops that will be conducted
and many more would follow.
Highlights of the event were paper presentations,
recommendations and suggestions for the way
forward proffered by some of the participants
from the faculty. The workshop was culminated
with a group photograph to commemorate the
event.

T he Vice Chancellor University of Maidu-
guri, Professor Aliyu Shugaba, has com-
mended Alh. (Dr.) Muhammad Indimi
for creating linkages between the University and
some international universities.
He made the commendation when he led the man-
agement of the University on a courtesy visit to the
business mogul at his residence.
The Vice Chancellor acknowledged his generosity
and valuable support to the university and urged
him to sustain the spirit for the continued growth of
the institution.
Professor Shugaba informed Alhaji Indimi that the
university has commenced the process of engaging
Harvard University, which is one of the universities
he linked the university of Maiduguri with. He en-
visaged that when the linkage is fully established,
it will promote mutually beneficial educational
and intercultural activities between the two univer-
sities.
The VC congratulated the businessman on the occa-
sion of his seventy second birthday and prayed
Allah to continue to bless him with good health, long
life and prosperity in the years to come.
Responding, Alh. (Dr) Muhammad Indimi said he is
committed to creating more partnerships between
the University of Maiduguri and other reputable uni-
versities in the world.
While thanking the university management for iden-
tifying with him, Alhaji Indimi promised to continue to
add value in the attainment of the vision and goals
of the University of Maiduguri. Alhaji Indimi said he
will continue to collaborate with the University of
Maiduguri management in ways that will bring
about the attainment of academic excellence in the
system. He went further to reiterate his commitment
to promoting scholarship, particularly in the north-
east subregion which is facing challenges of violent
extremism and terrorism.

T he Vice Chancellor University of Mai-
duguri, Professor Aliyu Shugaba, said
that as a teacher, researcher and ad-
ministrator, he considers Powerpoint as a com-
panion. The Vice Chancellor, represented by Pro-
fessor Mohammed Munkaila, made this assertion
in the opening session of a two-day boot camp
workshop organized by the Instructional Technol-
ogy Centre in collaboration with the College of
Medical Sciences, University of Maiduguri on the
22nd of August, 2019.
In declaring the workshop open, Professor
Shugaba reiterated the importance of Power
point as a teaching tool and said it allows him to
create electronic presentations of his slides in the
class, conferences and meetings. The Vice Chan-
cellor emphasized the power of Powerpoint as a
handy tool to manipulate text, photos, illustra-
tions, drawings, tables, graphs and video clips to
effectively walk one’s audience through a
presentation.
In his opening remarks, Professor Shugaba said
“although most of you may have been familiar
with the Powerpoint software, it still requires a
certain set of skills to effectively and proficiently
adopt it as a teaching tool”.
He went further to say telemedicine, which is a
component of the workshop, has been around in
its rudimentary form for over 40 years. Technolo-
gy, he said, now plays a big role in the medical
domain and that as doctors regularly look for
better ways to treat people, technology has
brought numerous great advances to the medical
field. In his own words, the Vice Chancellor said
“Thanks to technological advancements such as tele-
medicine, you can now access medical services or
information that might normally be unavailable.
Online peer discussion groups not only provide
helpful information but also, more importantly, sup-
port collaborative research and exchange of
ideas”. He then observed that “as lecturers, we
have to brush up our skills from time to time in order
to keep pace with the changing

technological world”. The purpose of this work-
shop, he said, is thus to provide participants with
the necessary updates, skills and proficiency to
manipulate these applications with ease. The
Vice Chancellor thanked the organizers of the
workshop for the sacrifices they made to put it
together. The initiative of organizing the work-
shop by the Director Instructional Technology
Centre, Professor Musa I. Ahmed in collaboration
with the Provost College of Medical Sciences,
Professor Mohammed Bukar, he said, is indeed
commendable. He urged other deans and di-
rectors in the University to emulate such feat and
promised that the University management will
continue to do its best to support staff capacity
building. The Vice Chancellor wished the partici-
pants a beneficial deliberation and hoped that
many of them will acquire additional skills in the
manipulation of these software as teaching tools.
Earlier in his remarks, the Director Instructional
Technology Centre, Professor Musa I. Ahmed, ex-
pressed his delight for participating as a resource
person for the workshop. Professor Ahmed further
said “with the rapidly rising cost of healthcare, and
the fact that it is nonexistent in some places, the need
for telemedicine continues to grow and provide the
unique advantage of being able to treat patients
from their home, give valuable medical support and
information and provide health services to remote
areas. He went further to thank the University Man-
agement for its genuine interest in nurturing the In-
structional Technology Centre to its present statue.
Professor Ahmed pleaded with the representative of
the Vice Chancellor, Professor Munkaila, to kindly
find time out of his busy schedule to witness the issu-
ance of certificates at the closing ceremony of the
workshop. He also craved his indulgence in the
presentation of awards of “Academic Leadership Par
Excellence” to deserving individuals at the closing
ceremony.
In his closing remarks, the Provost College of Medical
Sciences, Professor Mohammed Bukar, thanked the
University management for supporting the workshop
and urged the participants to leverage on the skills
they have acquired during the training. He went fur-
ther to say that similar trainings will subsequently be
organized for the college in order to keep pace with
the changing demands in education. Professor Bukar
thanked the Instructional Technology Centre for their
sacrifices in organizing the workshop and look for-
ward to future collaborations.

T he Vice-Chancellor, University of
Maiduguri, Professor Aliyu Shugaba,
has stressed the need for investiga-
tive journalism among members of the pen pro-
fession in order to address fake news syn-
drome.
He made the call when a special team from
Premium Times Centre for Investigative Journal-
ism paid him a courtesy visit at the Muhammadu
Buhari Senate Building of the University.
Represented by the Chairman Servicom, Profes-
sor Muhammad Munkaila, the Vice Chancellor
said that the spread of fake news in the country
is alarming and thus the need for investigative jour-
nalism to bring an end to the ugly trend. Professor
Munkaila, who described the training of Mass Com-
munication Students on various aspects of investiga-
tive journalism by the centre as apt, assured them of
the University’s readiness to partner with the Centre
in the area of capacity building of members of the
academia and the students. He then solicited the
support of the Centre as the University is at the
verge of reviewing its Mass Communication curricu-
lum, in line with the current trend across the globe.
The Programme Manager, Premium Times Centre
for Investigative Journalism, Mrs. Adenike Aloba,
earlier in her remarks stated that the Centre trained
forty students of Mass Communication Department
of the University on Conflict Reporting and Investi-
gative Journalism for four days, and they were
found to be exceptionally disciplined and attentive
throughout the programme.
Mrs. Adenike, informed the Vice-Chancellor that the
training was part of the Centre’s efforts aimed at
raising a new set of young journalists who can
uphold the ethics of journalism profession in
conjunction with the academia.

providing quality education. The Vice-Chancellor
stated this when he received a delegation from
the World Bank at the Muhammadu Buhari Senate
Building Complex on the 19th of August, 2019.
Represented by Professor Muhammad Munkaila,
Director Servicom of the University, the Vice-
Chancellor thanked the World Bank for selecting
the University of Maiduguri as one of the institu-
tions that will compete to benefit from the pro-
posed “Sustainable Procurement, Environment and
Social Standard Centre of Excellence (SPESSCE)
to be funded by the World Bank. He further stat-
ed that the University will do everything possible
within its reach to ensure that it qualifies for the
grant so as to further raise the standard of the
University at the global level. On his part, the
head of the delegation, Mr. Francis Egbohare,
said the visit was meant to see what the University
has on ground and its preparedness towards get-
ting the Centre of Excellence grant. Mr. Francis
then appreciated the successes recorded by the
University and urged the management to sustain
the successes recorded by maintaining the tempo.

adding that the Centre focuses on media innova-
tion and development in order for the media to
stay ahead of the global technological changes in
information and communication. Mrs. Adenike then
called for collaboration with the academia in the
University so as to come up with new prototype
ideas and knowledge driven concepts for the ad-
vancement of journalism in the country and be-
yond. The occasion was culminated with a group pho-

The University, he said, has wide areas of speciali-
zation which can be tapped and staff of the Uni-
versity are willing to provide their expertise in any
relevant field that may be required in making the
work successful, being it in agriculture, arts, scienc-
es, geography, forestry, ecology, geology, and
education among others.
The Vice-Chancellor then stated that the University
has as its core value the promotion of research,
training, cultural landscape and gender equality
which are similar to UNESCO’s global priorities.
He therefore stressed that it is hoped that ad-
dressing the fundamental problems of restoring
the Lake to its full capacity or at least close to its
capacity coupled with environmental restoration
through participatory protective mechanism will go
a long way in addressing the ongoing conflicts
within the Lake Chad Basin.
He then stated that it is a welcome development
that the meeting is taking place at a critical time
such as this in the North-East

T he University of Maiduguri is not only
willing to facilitate the processes of de-
veloping the management plan of the
proposed Biosphere Reserves and Trans-boundary
World Heritage Site, but also to partner with
UNESCO and other development partners in en-
suring the success of the programme.
This was made known by the Vice Chancellor Uni-
versity of Maiduguri, Professor Aliyu Shugaba,
during his goodwill message at the Sensitization,
Planning and Consultation meeting towards the
Nomination of Biosphere Reserve within the Nige-
rian Sector the Lake Chad Basin held at El-kanemi
Hall of the University.
The Vice-Chancellor noted that the University of
Maiduguri is willing and ready to participate and
contribute in whatever way that will propel the
Lake-Chad region to a global stage of peaceful
co-existence and prosperity for the present and
future generations.

In his welcome address, the Regional Science Ad-
visor of UNESCO Abuja Regional Office, Mr.
Simone Grego, noted that the Lake Chad Basin is
a very important ecosystem, but the effect of cli-
mate change has brought devastating outcomes
like water shortages, loss of natural resources and

conflicts, among others. It is therefore in response
to this situation that UNESCO and Lake Chad Ba-
sin Commission signed a partnership agreement
to implement the project, applying the model of
Trans-boundary Biosphere Reserves and World
Heritage Sites in order to promote peace in the
Lake Chad Basin by the sustainable management
of its natural resources. The project, which is also
called BIOPALT, is a sub component of the pro-
gramme to rehabilitate and strengthen the resili-
ence of socio-ecological systems in the Lake Chad

The Regional Advisor, who was represented by
Enang Moma, BIOPALT Project Officer, stressed
that BIOPALT project is one mechanism UNESCO
is using to fulfill its overarching objectives of
building peace and contributing to equitable and
sustainable development with focus on the Lake
Chad Basin. He further reiterated that the core
mandate of the BIOPALT project is to strengthen
the capacity of the member states of the Lake
Chad Basin Commission to safeguard and sustain-
ably manage the hydrological, biological and
cultural resources of the Lake Chad basin. The
project aimed at poverty reduction and peace
promotion in the Lake Chad region.
Mr. Grego then thanked the Vice-Chancellor and
the management team of University of Maiduguri
for being a resourceful collaborator in the BI-
OPALT Project.
