TELSTRA MANHOLE RELOCATION

In response to the widening of Ferntree Gully Road, and the new kerb location being too close to an existing Telstra non-trafficable manhole, Telstra engaged Multipipe to replace the asset with a trafficable manhole on the alignment.

Multipipe excavated and removed the existing asset and elected to ring saw trench walls and remove waste material for the new manhole, which was located on a newly constructed concrete binding slab.

The new load bearing manhole was transported into place which required the organisation of oversize permits, escort vehicles and a electrical asset spotters for overhead power cables, and installed in a fast construction program which reduced traffic impact on the busy intersection.

Multipipe Pty Ltd regularly works with clients during the project design and development phase to assess con-structability of the civil projects and provide suggestions or alternative methods – all of which deliver construction, time or cost benefits.

Multipipe Pty Ltd recently completed a tender submission for a Victorian electricity distributor with a scope including underboring and installation of approximately 1100 m of 150 mm conduit along busy Pascoe Vale Road at a proposed offset.

Our experience in civil works in the area indicated that conventional underboring would not be possible and that rock boring would not be cost effective.

In order to provide another option during the tender phase, Multipipe employed our traffic management arm, completed asset locations and drilled a series of test holes along the chosen route to quantify rock depth which confirmed our assumptions that rock boring would not be feasible.

We subsequently supplied a conforming tender based on the clients’ initial requirements (excluding rock boring) and an alternate proposal where conduits were installed along a different offset in the nature strip and trenching construction used elsewhere.

Our alternate proposal, which was subsequently awarded, reduced the client’s cost and removed the risk of project cost variations.

We have completed similar value engineering programs for a range of clients which typically identify an alternate design with construction time, cost and constructability assessments made.

CITIPOWER DLF – TAVISTOCK PLACE LINK PROJECT [YARRA CABLES ]

As part of a major government infrastructure program to dredge the shipping channel in Port Philip Bay and

Zone Substation at Tavistock Place.

With project timing critical, Multipipe relocated the cable through a new route from a Zone Substation at Docklands to Banana Alley using a 4.5 km open cut trenching and underground boring construction method.

The design contained 2x3x150 mm conduits for a 66kV cable arrangement; 2x63 mm fibre optic conduits and as-sociated works at switchboards.

The project traversed some of Melbourne’s busiest streets and some of its most contaminated substrate. The project was complicated by the high-density residential housing, high volume vehicle and pedestrian traffic and other con-struction projects in the area, as well as busy operating businesses along the new route.

The route traversed Queensbridge St, crossing the busy

M1 Freeway (and M1 Freeway upgrade works) and past the Crown Casino and was completed without restricting public access.

PROJECT MANAGEMENTMultipipe appointed a dedicated project manager to manage the various complications of the project and implemented detailed management and communication procedures.

Weekly project updates were provided to all emergency services, transport operators, VicRoads, Cities of Mel-bourne and Port Philip, Crown Casino, the Westgate Freeway Alliance and apartment building management.

Multipipe managed construction deliveries and activities by the hour so as to coordinate with stakeholder priority business activities.

CONTAMINATED SOILMultipipe developed and deployed process control docu-mentation to manage the high-risk extraction, transport and disposal of contaminated soil from the construction site.

The program identified all spoil and included ground sam-pling and testing and disposal at EPA certified landfill sites.

The outcome of the project was the delivery of a new cable circuit within the critical construction time frame and without any environmental or safety incidents.

ROYAL CHILDREN’S HOSPITAL COMBINED ASSET TRENCH

Engaged by lead contractor, Bovis Lend Lease, to work on one of Melbourne’s largest construction projects, the $1.1 billion Royal Children’s Hospital, Multipipe delivered a combined assets trench - power, gas, and communica-tions for suppliers Citipower, Telstra, Optus and DHS along busy Flemington Road.

In order to ensure uninterrupted project delivery, Multipipe engaged a design firm to coordinate all asset owner’s requirements on the $1.7 million project.

The 340 lineal metre, 1.3m deep and 2.7 metre wide trench, designed to manage 25 different conduits ranging in size from 100 mm PVC to 150 mm steel, was con-structed using innovative techniques in order to speed construction time and reduce the impact of access to the existing Hospital. The project also included service lead-ins to the new hospital site.

Rather than traditional saw cutting the road surface, Multipipe chose to use a road profiler to remove the asphalt and concrete road base to 380mm and then excavate the trench to grade.

The project saw extraction on more than 1900 m3 of spoil and almost 2900 tonnes of crushed rock imported as backfill and bedding material for the combined 8.2 km of conduit and gas pipe installed.

Throughout the construction phase, Multipipe maintained 24-hour access to the existing Royal Children’s Hospital and the new building site so as to not interrupt public access or construction works.

The contract was performed utilising in-house, fully accredited personnel with appropriate certification and experience to install the various assets – one of the few contractors able to execute such an undertaking.

Traffic management was provided on a 24/7 basis by Multipipe’s Traffic Management division which supplied all relevant authorities’ consent and ensured a seamless approach to the construction program and minimised in-terruption to Flemington Road traffic and Hospital access.

LETTER OF RECOMMENDATION“During construction of the new Royal Children’s Hospital, Multipipe Traffic Management was employed by Bovis Lend Lease to complete very sensitive works along Flemington Road.

The works were sensitive in nature as they occurred directly in front of the existing Royal Children’s Hospital.

As subcontractors under BLL, it was mandatory that Multipipe adhered to BLL’s strict Global Minimum Requirements regarding Safety Policies and Procedures. As a result Multipipe was required to submit and follow a detailed traffic management plan specific to the works being undertaken. In addition to BLL’s requirements, and due to the location and nature of the works, Multipipe was also required to liaise with and conform to requirements of all parties involved – VicRoads, Melbourne City Council, the Hospital, BLL’s traffic consultant and other independent parties.

Although working along Flemington Road was not the easiest project we found working with Multipipe to be timely, efficient and stress free and their traffic management plan clear and concise from the start.

We have since used Multipipe’s TMP as a template and standard for all other subcontractors required to undertake one.”

PRE QUALIFICATIONIn order to deliver the highest level service Multipipe Traf-fic Management has achieved prequalification status for VicRoads and developed strong working relationships with many of the key road network regulators and operators in-cluding the Department of Infrastructure, CityLink, Eastlink, various local government councils and other stakeholders.

JEMENAPOWERCOR / CITIPOWER DLF – TP LINKProviding traffic managmenet duties from busy Queensbridge Street to City Road including 24 hour management on weekends, Multipipe liaised with many sensitive commercial businesses along the route including Crown Casino to ensure minimal business interruption during the Melbourne Spring Racing Carnival. The task also involved security management on the construction project in the nightclub district to ensure public safety.
