JINDEELOCATION
Jindee is located on Lot 10 Marmion Avenue, within the suburb of Jindalee, approximately 37km north of the Perth Central Business District in the North West Corridor and 14km north-west of Joondalup City Centre.
The site is within close proximity to the proposed Brighton District Centre, the proposed northern rail extension (expected to be constructed between 2015-2020), the proposed Brighton rail station, and the Mitchell Freeway extension.
The Alkimos Eglinton landholdings to the north are identi!ed for future urban development and are expected to accommodate more than 50,000 residents over the next 25 years.
JINDEEJINDEEENQUIRY BY DESIGN PLAN
This preferred plan also contemplated the encroachment of urban development into the existing MRS Parks and Recreation reservation, creating a closer relationship between the coast and urban areas, resulting in the development of a traditional coastal village.
The Jindalee Enquiry by Design workshop, undertaken in August 1996 by the then Ministry for Planning, examined the opportunity for an alternate approach to district structure planning.
The workshop was a precursor to the Liveable Neighbourhoods Community Design Code (2000).
The Proposed Jindalee Town and Neighbourhood Detailed Structure Plan established strong network movement connections through to the future Brighton Town Centre, the railway and the freeway.
The environmental analysis that informed the design also resulted in the identi!cation of areas of native vegetation to be retained.

JINDEEEXISTING METROPOLITAN REGION SCHEME
The site is predominantly zoned ‘Urban’ under the MRS and ‘Urban Development’ under the City of Wanneroo District Planning Scheme No 2.
Trigg Point and the Foreshore Reserve to the west of the site are reserved for Parks and Recreation.
Marmion Avenue is reserved for Other Regional Roads.
JINDEEPROPOSED AMENDMENT TO THE MRS
The amendment comprises the following two components:
Rezoning a portion of the Parks & Recreation reserve to Urban; and
Reserving a portion of Lot 10, currently zoned Urban, as Parks and Recreation.
JINDEEPROPOSED REGIONAL PARKING
A fundamental aspect of the development of the Jindee coastal village is the location of the proposed car parking to service the regional beach.
Approximately 2.0 hectares of carparking on land currently owned by Westminster Estates will be ceded to the Crown in perpetuity and vested to the Council to accommodate the regional beach parking requirements.
This is in stark contrast to the conventional practice of desecrating the foreshore with large areas of bitumenised car parks. Instead, there will be a signi!cant amount of on street car parking and large car parks will be sleeved behind development, within the existing MRS Urban zoned land.

The southern portion of the frontage is comprised of limestone cli"s with the northern portion of the frontage being a sandy beach which has been designated as a regional swimming beach.

JINDEEJINDEESURROUNDING DEVELOPMENT
The urban development front within the North West Corridor has progressed in a northerly direction beyond the subject site, through to Yanchep and Two Rocks. Existing development within the corridor has been of a conventional nature and involved widespread earthworking of the natural topography and clearing of remnant vegetation. The resulting settlement pattern is homogenous comprising predominantly low density, single residential development.

In order to implement this vision, Jindee must be visually and physically linked to the beach and the sea.
The current Parks and Recreation Reservation imposes a 200m bu"er between any proposed development and the beach. This physical separation is too great to enable the development of an active and vibrant coastal village.

The proposed Foreshore Reserve, which has provided the basis for the MRS Amendment, has been developed following detailed geotechnical investigations undertaken by MP Rogers and Associates and Co"ey Geoscience (Co"ey).
The proposed Coastal Foreshore Reserve has been de!ned in accordance with the requirement of the SPP No 2.6 for establishing appropriate setbacks for physical process.
JINDEEJINDEEOUTCOME OF PROPOSED AMENDMENT - IMPROVED ENVIRONMENTAL OUTCOME
The environmental outcomes of the proposed Jindee Structure Plan facilitated by the MRS Amendment will be signi!cant, and include:
• Increased conservation of vegetation assemblages in Parks and Recreation reserves than currently achieved under the MRS;
• A regional open space system which balances the reservation of coastal and more inland environments;
• Conservation of a larger area of bushland surrounding Trig Point as well as improved reserve viability for Trig Point than currently achieved under the MRS; and
• Retention of two dominant east-west ridges within the site to substantially increase the landscape variety of the future urban fabric and preservation of an important natural and regional landscape feature than otherwise could be achieved with standard suburban development.
