Our conference program is based around the main things that drive our partnership as co-located councils, and help us to

As Chief Executive Officers of our respective Local Governments, we would like to welcome you all to Perth and in particular our Council districts.

The Town of Victoria Park and the City of South Perth have a combined land area of approximately 37km. We are home to over 80,000 residents, contain significant commercial and ‘main street’ activity, have WA’s largest university in Curtin University and accommodate the innovation precinct of Technology Park.

HON. DAVID TEMPLEMAN MLAMinister for Local Government; Heritage; Culture and the Arts

David Templeman was born in Northam,

Western Australia and proudly calls himself a country boy at heart. After being educated

there he trained to be a drama teacher

and began his teaching career in Three Springs before moving to Mandurah in 1988. He has always had a deep interest in the local communities he has lived in, and in 1994 was elected to the City of Mandurah Council. He served the Council for seven years, the last four as Deputy Mayor, before his election to the State Parliament in February 2001.

He was re-elected as Member for Mandurah through to 2017. He was Minister for Child Protection, Seniors and Volunteering, Youth and the Peel Region from 2006 to 2007, then as Environment Minister, Minister for Climate Change and the Peel Region from 2007 to 2008. In March 2017, David was sworn in as Minister for Local Government, Heritage, Culture and the Arts.

His passions include the arts, the environment, education, youth and community development.

David lives in Mandurah with his wife Donna and their four children.

RICHARD SELLERSDirector General Department of Transport, Main Roads WA, Public Transport Authority

Richard Sellers was appointed Director

General of the Department of Transport in WA in September 2016. He came to the

position from the Department of Mines

and Petroleum where he also held the position of Director General. Richard holds a Bachelor of Applied Science Biology, a Graduate Diploma in Education and Master of Public Policy and Management.

As Director General of the Department of Transport, Richard has been integral in the creation and implementation of the METRONET project, overseeing the State Government’s most significant integrated public transport plan, which will connect suburbs, reduce road congestion across the metropolitan area and give Perth the rail system it needs for the future.

He has also overseen the creation of the Westport Project Office which will develop a strategy to plan, develop and grow the Port of Fremantle at the Inner and Outer Harbour, consider the required rail and road networks, and the opportunities for the Port of Bunbury to handle trade expansion and support growth of the WA economy.

GEOFF GLASSCEOCity of South Perth

Geoff is an experienced and accomplished

leader in the not-for-profit and local government sectors. He is committed to making a difference,

and believes that local government is the

best place to achieve that.

Before joining South Perth, Geoff spent a decade at the WA Football Commission as a senior member of the executive team with responsibility for venues, governance and media. Local government experience includes working for the SA Local Government Association and for large and small local authorities in metropolitan and regional locations in a number of States and Territories.

Geoff has initiated projects that have been nationally recognised including winning the National Local Government Innovation Award.

Geoff is a Fellow of the Australian Institute of Management, Graduate of the Australian Institute of Company Directors and has tertiary qualifications in town planning and business.

ANTHONY VULETACEOTown of Victoria Park

Anthony Vuleta was born and raised in

Perth and began his career in a private civil design consultancy before moving into local

government in 1988. He has worked at the

Cities of Swan, Belmont and Subiaco prior to starting with the Town as Manager of Technical Services in 2002. In 2008 he became Director of ‘Renew Life’ where he oversaw the Town’s infrastructure program. He then acted as the Chief Executive Officer for 15 months through the local government reform process, before permanent appointment in May 2015.

He is a past president for the Institute of Public Works Engineering Australasia (IPWEA) WA, a past Executive Director of IPWEA and a trustee of the Public Works Foundation. Anthony is a member of the Local Government Advisory Board, the Burswood Park Board and a fellow of the Australian Institute of Management.

Anthony is focused on developing strategies to help improve and reshape the business of local government to meet the current and future needs of community.

PATRICK WALKERExecutive General Manager, Advocacy and Members Royal Automobile Club of Western Australia

Patrick Walker started his current position as Executive General Manager, Advocacy and Members at the

RAC in July 2011. Immediately prior to

this, he was the Director General at the Department of Indigenous Affairs from 2008.

Over 10 years, Patrick was the Commissioner at the Australian Competition and Consumer Commission (ACCC), and Commissioner for Consumer Protection and Prices Commissioner in Western Australia. During this period he was also a member of the Legal Aid Commission of Western Australia, the Medical Board of Western Australia, a Trustee of the national Travel Compensation Fund and Chairman of Workpower Incorporated, which provides employment opportunities for people with disabilities.

Patrick has also had extensive management experience in local government, including as CEO at the City of Subiaco (1993 to 1998). During this time he was elected as State President and as a National Director of the then Local Government Managers’ Association.

CHRISTINA MATTHEWSCEOWestern Australian Cricket Association

Christina Matthews is Chief Executive Officer of the

Western Australian Cricket Association (WACA) and a former Australian cricketer. She is

one of only three women in the world to

hold the position of CEO of a first-class cricket association and is a well-respected voice within the Australian cricket community. She has proven herself to be an effective and courageous leader since taking on the role of CEO in 2012, and has redefined the way the WACA approaches its business.

Christina brings with her 27 years’ experience in various management roles within cricket organisations, including seven years as General Manager Commercial Operations at Cricket NSW and roles in coaching and development. A significant contributor to the development of cricket, she has spent many years supporting community cricket associations and sits on a number of boards and committees.

CARRIE PARSONS Manager Stakeholder RelationsTown of Victoria Park

Carrie Parsons is a passionate

communications and engagement specialist with nearly 20 years’ experience. She

holds a Bachelor of Arts and Graduate

Diploma of Journalism from Murdoch University.

Carrie has enjoyed a media career in WA and the NT, starting out as a journalist with News Limited Newspapers. In various roles across corporate communications, media, marketing, event management, customer service and business development, she has worked in a range of industries including tertiary education, mining, property, legal services, not-for-profit, state and local government.

Carrie now brings her knowledge and experience of working with businesses that need to proactively engage, collaborate and build relationships with their communities to help achieve the Town of Vic Park’s vision.

Carrie is a member of the WA Local Government Community Engagement and Customer Service Networks and holds an IAP2 Certificate in Engagement. She is passionate about education, health, social enterprise and human connection.

DANIELLE CATTALINIManager Stakeholder and Customer Relations, City of South Perth

Danielle is a socially responsible advisor,

practitioner and advocate for stakeholder and community engagement at the

City of South Perth. Danielle’s passion is

in building sustainable and meaningful stakeholder engagement practises and relationships, to create genuine and lasting outcomes for organisations and the community.

Danielle began her employment in Local Government in 2011 and holds a Bachelor of Business Degree, Diploma in Project Management, and Advanced Certificate in IAP2 Public Participation. With a professional background in management, marketing, customer service and stakeholder engagement. Danielle has worked for more than 25 years in hotel and shopping centre management and local government. Recently, Danielle has been involved in a number of community boards and committees including as Chair of the Fremantle Business Improvement District (BID) and President and Committee Member of Santa Maria Old Girls Association. She is a founding member of the WA Local Government Community Engagement Network, and a member of the IAP2 WA Chapter Committee.

DAVID BEARDExercise Physiologist

David has over three decades of experience in the health and fitness industries, helping individuals improve their

health and lives through smart lifestyle choices.

David has an undergraduate degree in Human Movement from The University of Western Australia and a Graduate Diploma of Business from Edith Cowan University. In 1983 he was awarded a Fulbright Scholarship to complete his Master’s Degree at The

University of Arizona.

David has vast experience working in the health industry. He started his career with HBF, WA’s largest health insurer, and was the first Exercise

Physiologist to work in the aged care industry in WA and possibly Australia. As well as providing group health coaching programs for organisations in WA, he is working with a WA technology company, Metabolic Health Solutions, to develop innovative programs for people struggling with their weight, diabetes and metabolic health.

David is a true West Australian; born in Fremantle, growing up in Bunbury and has lived in Subiaco for over 25 years.

David gets satisfaction from helping people improve their health and lives by making smart lifestyle choices.
