1. Invitation for Expression of Interest
Hong Kong Science Parks and Technology Parks Corporation (“HKSTP”) is inviting
professional accommodation/facilities management companies (“Operator”) to express their
interests in undertaking the operation services (“Services”) of Innocell, Hong Kong Science
Park.
2. Description of InnoCell, Hong Kong Science Park
2.1 Hong Kong Science Park (“HKSP”) is located at Tolo-harbor waterfront in Pak Shek Kok,
New Territories. A 22-hectare parcel of land has been allocated to HKSP for its
development.
2.2 InnoCell is an on-site residential building with 17-storey and located on a 32,000 sq. ft. site
adjacent to the southeast entrance of HKSP. It comprises of the followings for people
connect-collaborate-create when being completed by the end of 2020. Please see Annex I –
The Project Brief for detailed particulars of InnoCell.
2.3 InnoCell is an important ancillary infrastructure to HKSP’s existing facility. It will provide
short to medium term accommodation units with flexible design and ancillary facilities, such
as shared working spaces, for leasing to staff of the incubatees and start-ups in HKSP.
2.4 InnoCell will be operated with the co-living concept by the Operator under the direction and
guidance of HKSTP while the facilities management team of HKSP will be providing the
support on hard services. The details of the roles and responsibilities of the Operators are
as follows:-

3. Scope of Operating Services
3.1 The Operator will be required to provide the operating services in different work stages of
the service period as tableted below:-

Verify the O&M Manuals, Drawings and Testing
Certificates
Attend Testing and Commissioning Exercises
Defects Taking and Monitoring of Rectification
Attend Trainings from Manufacturers
Setup the approved smart- operation System(s)
Others as requested by HKSTP
c) Operation Takeover of Facilities
Responsible for soft services, hard services, operations
and community services
Assist in Leasing and Reservation
Operate InnoCell with the approved smart operation
system(s) and fine-tune, adjust, improve, modify the
smart operation- system(s) from time to time as per the
request from HKSTP
Budgeting and day-to-day financial management
Monitoring and review of the Service Level
Agreements and the Key Performance Indicators for
various services. These will be further developed and
agreed with the successful tenderer
Benchmarking the performance of InnoCell with
internal budgets and market best practices and proven
global standards. Details of these exercises and scope
will be developed with the successful tenderer
Cooperate with the HKSP’s facilities management
teams/agent(s)/service providers to deliver effective
accommodation and community facilities management
services at InnoCell
Others as requested by HKSTP
4. Proposed Term of Assignment
4.1 Tentatively, the assignment shall be divided into 3 stages, namely construction stage,
handover stage and operation stages respectively. Subject to the actual site progress, the
construction stage will be commenced from September 2020 while the handover stage
will be commenced from December 2020. The operation stage will be commenced from
January 2021 for a term of three years.
4.2 HKSTP has the option to extend the term for a further three years subject to HKSTP’s
sole desecration.
5. Submission of Expression of Interest
5.1 Interested company is requested to submit the following information via our HKSTP
TENDER Website:
a) Relevant Experience:
To provide the relevant property and facility management projects undertaken by your
company with information such as
Experience of property administrative/site management in Hong Kong together
with information on the extent and nature of the services provided;
List of the accommodation properties/facilities with total area and numbers of
room currently managed by your company in Hong Kong/overseas. Details of
experience and expertise in pre-management and handover of new project;
Experience in development of co-living FMS system(s);
b) Staff Resources:
To provide the staff resource information, such as
Knowledge, experience and capability of key staff;
Total number of staff directly employed by your company in Hong Kong,
Asia-Pacific and overseas (excluding staff from out-sourced subcontracts);
Organisation Chart of your company in Hong Kong showing the company
structure and number of staff;
The curriculum vitae of the key staff likely to be employed for the services;
c) General Performance Record:
To provide general performance record information, such as
Performance record and award;
Valid certificates of quality management, environmental management, health
and safety management standards and etc. (e.g. ISO/OHSAS standards);
Letters from different clients with positive response (i.e. indicating above
average performance) for reference;
d) Innovative Ideas on Smart/Green & Sustainable FM practices:
To provide a description of any innovative ideas on smart, green/sustainable
and safety initiatives as well as integrated facility management techniques to
improve the customer service and HKSTP’s image for management of the
InnoCell;
5.2 Late submissions or submissions that do not conform to the requirements will NOT be
considered. At this stage, the submission is NOT intended to be comprehensive, please
limit your submission to the requested items above.
6. Pre-Qualification Criteria
6.1 Suitable operator will be short-listed for submission of detailed technical and fee proposals.
6.2 HKSTP will solely base on the self-contained submission as mentioned above for
short-listing. The selection criteria are set as follows:

record in community building and smart facilities management
technologies in Hong Kong and/or outside Hong Kong. The
company has been charging of the said premises for at least 3
years in the past 10 years.
Note 1
Interested company shall have at least ONE (1) qualifying job
references. In case that the company fails to submit the sufficient
number of qualifying job references for consideration OR the
submitted job references are found to be not qualifying for the
respective criterion due to absence/inadequate substantiations to
support the relevancy/competency of company’s experience, the
PQ submission of the company shall not be further considered.

2. Staff Resources
The company shall nominate the following professional staff to be the
core personnel for the services:-
Senior Operation Manager with at least 10 years of relevant
hospitality management experience
The CV of the proposed personnel shall be submitted for vetting.

4. Innovative Ideas & Good Accommodation and Community FM
Practice
a) Elaboration of the experience and achievements in Hong
Kong and/or Overseas projects in management properties
with community building and smart-operation system.
b) Forethought of integrated Facility Manager’s role in
facilitating co-working and networking among multiple
tenants; and
c) Others as proposed by the interested company

6.3 It is the intention of HKSTP to short-list not more than ten (10) highest score operators.
Any operator obtaining a zero score in an individual section will not be considered.
HKSTP is NOT bound to invite any party to further submit any bids. It should be noted
that HKSTP will NOT be responsible for the reimbursement of any cost incurred for the
preparation of the submission.
7. Closing Date
7.1 Company should submit the EOI proposal and one copy of Non-Collusive Tendering
Certificate, duly signed with company chop (in the form set out on Annex II and Annex IV
to this EOI) to the tender box as shown on Annex III before 12:00 noon on 20 July 2020.
7.2 In case any Expression of Interest submitted before the revised closing time, they shall be
allowed to be withdrawn and re-submitted by the respective companies.

The Project Brief
A. Introduction
1. Hong Kong Science and Technology Parks Corporation (“Corporation” or “HKSTP”),
a statutory body wholly-owned by the Government, currently operates and manages
the Hong Kong Science Park (“HKSP”).
2. InnoCell is a non-profit making residential institution serving as part of the
supporting facilities of HKSTP, providing working space-cum-temporary
accommodations for selected tenants and incubatees at HKSP. InnoCell aims to
attract talents to Hong Kong, bring about wider benefits to encourage technological
innovations and take the city into its next stage of economic development.
3. InnoCell would provide a space for the residents to work, exchange ideas and live all
within HKSTP to facilitate a more intensive collaboration. This is in line with the
mission of HKSTP which is to connect stakeholders, facilitate knowledge transfer and
nurture talents to accelerate technological innovation and commercialization.
4. InnoCell is an important ancillary infrastructure to HKSP’s existing facility. It will

start-ups in HKSP.
5. Target Occupants* of InnoCell includes:-
i. HKSTP Incubatees / start-ups;
ii. Overseas or Mainland employees of our existing partner companies of
HKSTP; and
iii. Overseas or Mainland visiting scientists / researchers participating in I&T
related projects/programmes in Science Park.
* All occupants meeting the pre-set criteria will be evaluated by an assessment
panel before admission.
