I. INTRODUCTION
Haj Committee of India (HCOI) is a statutory body, constituted under the Haj Committee
Act, 2002 (No.35 of 2002). A brief historical background of the Committee shows its evolution from
a local body to a national one. The Haj Committee, Bombay came into existence in the year 1927,
with the then Commissioner of Police as President and prominent Muslim Public Representatives
as Members. Subsequently, the Port Haj Committees Act, 1932 was enacted, to establish
Committees in the Principal Ports of Pilgrim Traffic, to assist the Muslim Pilgrims to Haj, at Calcutta
and Bombay. It was followed by the Haj Committee Act, 1959 (No.51 of 1959), which established
Central Haj Committee in the Port of Bombay for assisting Muslim Pilgrims for Pilgrimage to Saudi
Arabia, Syria, Iraq, Iran & Jordan and for matters connected therewith.
2. Coincident with phase-out of travel by ships, Air travel was introduced for Indian Haj
Pilgrims. From the year 1995 onwards travelling of Haj Pilgrims by Sea-Route was stopped and all
the Pilgrims travelled for Haj through Air. After introduction of air travel, other Embarkation Points
were introduced in addition to Bombay. The number of Embarkation Points went on increasing
year after year and today the Haj Charter flights operate from Twenty One (21) Embarkation Points
across the Country.
3. With the increased number of Embarkation Points, the management of Haj affairs has also
been diversified. It was felt necessary to have appropriate representation from all parts of the
country in the Haj Committee of India. Accordingly, Haj Committee Act 2002 (No.35 of 2002) was
enacted, envisaging representation from all parts of the country. Haj Committee of India (HCoI) was
established for making necessary arrangements and assisting the Indian Pilgrims to perform their
Haj Pilgrimage to Saudi Arabia. HCoI is a non-profit organization, rendering services without having
any commercial objectives. HCoI does not receive any grant / aid from any source including the
Government of India. All its administrative expenses are met out of the small amount collected as
“Establishment/ Documentation Charges” from the Haj Pilgrims.
th4. Until 30 September, 2016 Haj Committee of India functioned under the administrative
control of the Ministry of External Affairs, Government of India. With effect from 01.10.2016, Haj
Committee of India has been transferred from Ministry of External Affairs to Ministry of Minority
Affairs vide Gazette Notification F.No.1/21/3/2016-Cab. dated 19.09.2016. Haj Committee of India
now functions under the administrative control of the Ministry of Minority Affairs, Government of
India. Under Section 51 of the Act, the Central Government has power to issue directions to the Haj
Committee of India and the State/Union Territory Haj Committees, which are binding on the HCOI
and the State/Union Territory Haj Committees. The basic duty of the HCoI is to collect and
disseminate information useful to the Indian Pilgrims, to advise and assist Pilgrims during their stay
in the city while proceeding on or returning from pilgrimage, in all matters including vaccination,

inoculation, medical inspection and to co-operate with the local authorities concerned in such matters,
to give relief to pilgrims in distress, to finalize the annual Haj Action Plan, to approve budget estimates
of the Committee, to co-ordinate with the Central Government for securing travelling facilities for
pilgrims, to look after the welfare of Pilgrims, and to discharge such other duties in connection with Haj
as may be prescribed by the Central Government.
5. Government of India fixes the Quota (Number of Pilgrims) of HCoI every year in terms of the
Bilateral Agreement with Kingdom of Saudi Arabia. Accordingly, HCOI prepares the Action Plan for the
Pilgrims in consultation with the Ministry. As the Nodal Agency, HCOI coordinates the various
activities of Haj management with the various agencies including Ministry of Minority Affairs, Ministry
of External Affairs and various State Haj Committees across the country. The activities of HCoI include
Announcement of Haj Programme, Receipt of Haj Application Forms & Passports through State Haj
Committees throughout the country, Preparation of Pilgrims' Computerized Data, Obtaining Haj Visa
on Passports from the Saudi Consulate/Saudi Embassy stationed at Mumbai/Delhi respectively.
Inoculation of Pilgrims is done with assistance of Ministry of Health, Air travel arrangements through
Ministry of Civil Aviation and Transport/Accommodation arrangements in Kingdom of Saudi Arabia
through Consulate General of India, Jeddah. The Haj Committee of India, with support of Government
of India makes elaborate arrangements for the welfare of Haj Pilgrims and strives to improve the
facilities provided to them every year.
6. Government of India has all along been providing every possible assistance to the Indian Haj
Pilgrims to facilitate them to perform Haj rituals in a befitting manner. Haj arrangements are one of the
most complex organizational tasks undertaken outside Indian borders. Elaborate arrangements for
the welfare of Haj Pilgrims are made in advance. Although core Haj period is only of a five day duration
but it is a year long managerial exercise. Government of India also deploys doctors, nurses and other
para-medical staff on short-term deputation to Saudi Arabia. Extensive medical orientation is
provided to the pilgrims in the community centers set-up in Makkah and Madinah by the Consulate
General of India, Jeddah. Medicines are provided at these dispensaries and hospitals. Besides, a
large administrative contingent consisting of Coordinators, Assistant Haj Officers and Haj Assistants
is deployed to provide necessary assistance to the pilgrims under the control and coordination of
Consulate General of India, Jeddah.

II. CONSTITUTION OF HAJ COMMITTEE OF INDIA
II (1) NOTIFICATION
th1. The Haj Committee Act, 2002 (No.35 of 2002) came into force w.e.f. 5 December, 2002 vide
thNotification No.M(Haj)-1181/33/99 dated 5 December, 2002.
2. With effect from 01.10.2016, the administrative control of Haj Committee of India has been transferred from Ministry of External Affairs to Ministry of Minority Affairs vide Gazette Notification F.No.1/21/3/2016-Cab. dated 19.09.2016.
3. The Haj Committee of India is constituted by Government of India with the total number of 23 members, every three years.
4. The composition of Haj Committee of India, vide Ministry of External Affairs' Notification thNo.M(Haj)-1183/20/2015 dated 9 June, 2016 is as under:-

V. MEETINGS AND CONFERENCE
1. In terms of Section 10(1) of Haj Committee Act, 2002, the Committee shall meet at least three
times in a year before the commencement of the Haj Season to plan and make arrangements
for Haj and once after that to review all arrangements made by the Committee.
2. During the year 2016-17, six meetings of the Haj Committee of India were held on the dates
indicated below:-

HAJ ACTIVITIES DURING F.Y. 2016-2017
The activities during Financial Year 2016-17 were partly related to Haj-2016 (between the period 01.04.2016
to 31.10.2016) and Haj-2017 (between the period 01.11.2016 to 31.03.2017).
PART – I : HAJ - 2016
VI. HAJ POLICY 2013-2017The approved Haj Policy was continued for Haj-2016, keeping in view the judgement of the Hon'ble
thSupreme Court delivered on 16 April, 2013 in the Special Leave Petition No.28609 of 2011. The Haj Policy
2013-2017 remained the same as under:-
I. Division of Hajj Seats between HCOI & PTOs
Government of India (GOI) and the Kingdom of Saudi Arabia (KSA) sign a Hajj
Agreement every year in which the number of hajj seats allocated to India is
incorporated. The bilateral meeting held on 10.03.2016 specified 1,36,020 seats
for India for Hajj-2016 with 1,00,020 seats for Hajj Committee of India (HCOI) and
36,000 for Private Tour Operators (PTOs).
II. Once in a Life Time Hajj through
HCOI
Those who have performed Hajj earlier through HCOI will not be eligible
to apply.
In the case of “Mehrams” for lady pilgrims and of companions accompanying
pilgrims over 70 years of age, repeaters will be allowed on payment of full air fare
(without travel subsidy).
A lady pilgrim utilizing the service of a Repeater as “Mehram” must give an affidavit
to the effect that no first time “Mehram” is available in the family. The 70+ pilgrim
also must give a similar affidavit in support of his/her accompanying pilgrim.
III. Availability of Hajj Application Forms (HAFs)
The Hajj Application Forms (HAFs) can be obtained from the State/Union Territory
Hajj Committee free of cost or can be downloaded from the website
www.hajcommittee.com. Photo copies can also be used.
IV. Eligibility for Hajj Any Muslim citizen of India can apply for Hajj Pilgrimage except:
a) Persons not in possession of valid International Passports as per HCOI
Guidelines.
b) Ban on Repeaters: A person who has performed Hajj earlier in his life through
HCOI except permitted categories of Mehrams and those accompanying
a 70+ pilgrim on the basis of appropriate affidavits.

c) Any person found to have furnished false information and
concealed the fact of having performed Hajj earlier shall not be
allowed to proceed for Hajj. In such cases, he/she will be
disqualified at any stage and off-loaded even at the Embarkation
Point. The entire amount deposited by him/her shall also be
forfeited. Besides, he/she may be prosecuted in court of law for
making incorrect / false declaration. This restriction will apply also
for Hajj-e-Badal pilgrims.
d) Persons suffering from Polio, tuberculosis, congestive cardiac &
respiratory ailment, acute coronary insufficiency, coronary
thrombosis, mental disorder, infectious leprosy, AIDS or any other
communicable disability or handicapped.
e) Ladies not accompanied by Sharai Mehram.
f) Ladies in the advanced stage of pregnancy.
g) Persons who are crippled, handicapped, lunatic or otherwise
physically incapacitated or suffering from amputation of legs.
h) Those who do not have the mental and physical health to perform
the pilgrimage.
i) Those suffering from any disease communicable or otherwise or
disability or mental disorder whatsoever, which might impede or
jeopardize Hajj program.
j) Those person against whom any Court order prohibiting travel
V. Ladies to be accompanied with their Mehrams
The Ministry of Hajj, KSA does not allow the ladies to come except
accompanied with their Mehrams. This requirement is imposed by the
Islamic Shariah and applicable to all ladies from all countries of the world.
VI. International Passport
The Kingdom of Saudi Arabia has intimated that Hajj Visa will be
endorsed on valid International Passport only. Hence, every applicant
must have International Passport issued as per the guidelines issued by
HCOI before each Hajj.
VII. Application in Duplicate
The average size of a cover is three persons. Hence, HCOI
has printed Hajj Application set with 6 application forms for use by a
cover size of Three Applicants. If the cover contains more than three
applicants then another set of application form must be filled and
attached together. The cover head shall make a cover of all the
applicants and submit it to the State/Union Territory Hajj Committee.
Application for each Pilgrim should be filled in duplicate. The cover head
must necessarily be a male adult.

VIII. Cover Size
The maximum size of the cover shall be 5 (Five) adults + 2 (two) infants
only. The minimum size of cover is one. The application needs to be
filled in duplicate. For example for 5 adult + 2 infant pilgrims, 14
applications have to be filled. One set of seven applications is meant for
State/Union Territory Hajj Committee and another set of seven for HCOI,
Mumbai.
Infants: Children who would complete 2 years of age by the date of
arrival of the last inward Hajj Charter Flight which will be specified by
HCOI. Infant travel is not free of cost. 10% of full airfare (decided by
Ministry of Civil Aviation) will be charged which will be communicated in
due course.
Child: An Applicant above 2 years of age will be charged as an adult
Pilgrim and full amount of airfare and Hajj Amount has to be paid by
IX.
A maximum number of five (5) applicants comprising the family members
or near relatives can apply in a single cover. The head of the cover shall
be responsible for payment for the persons included in the cover. Under
no circumstances, persons other than family and near relatives should
be included in the cover.
It is in the interest of Pilgrims to ensure that only family members having
blood relation or near relatives are included in the cover. The
accommodation status in respect of all pilgrims under one cover should
be the same. In no case a cover shall be split. In case a few Pilgrims
under one cover intend to pre pone/postpone the date of flight it would
not be permitted. The Pilgrims of the Cover will travel together and stay
together. If the head of cover himself cancels his application for Hajj
pilgrimage, he should indicate the name of another person from among
Male Members of such cover, as the head of the particular cover. If a
Male applicant, who is Mehram of the Female applicant of cover, cancels
his application for Hajj pilgrimage, he must indicate the name of the other
applicant from among the Male Members of the cover as “Mehram” along
with his relation with the female applicant(s) of that cover. Otherwise
application(s) of the female applicant(s) shall also be treated as
cancelled. Change of Mehram is allowed only in specific cases on
account of death/medical grounds.

XI. Afdavit for
General
In view of the “once in a life time Hajj through HCOI” policy, all general
category pilgrims shall submit an affidavit in the given format. Affidavit
should be in English only. If the affidavit is not enclosed or found
incomplete or not in the format given, Haj Application shall be summarily
rejected.
Category
XII. Order of Priority
While allotting seats of each state, the order of priority will be:1) Reserved Category – A (70+ Category)
th2) Reserved Catergory – B (Fourth (4 ) Timers)3) General Category
Keeping in view the continuously increasing number of Hajj Applications every year in general and particularly under Reserved Categories, HCOI has decided that Hajj 2012 onwards, Reserved Category status shall be given only to applicants (including companions) who have not performed Hajj in their entire life time either through HCOI or a private tour operator or any other means. This applies to A & B categories mentioned below.In case more Hajj application are received in any reserved Category than the allotted quota of their State/UT, a Qurrah (draw of lots) will be conducted among the Reserved Categories as per the principles laid down under the Qurrah section. In such a situation, an applicant cannot claim Reserved Category status as a matter of right.The Reserved Category applicants shall submit an affidavit in the given format (in English only) on Rs.10/- stamp paper duly notarized. Categories A & B will be registered finally under reserved category for Hajj only after verification by SHC/UTHC and HCOI of the details and documents etc furnished by the applicant.
XIII. Reserved Category
In view of the hardships faced by the single 70+ pilgrims in KSA during Hajj,
HCoI has decided that companion is a must for 70+ pilgrims and no 70+
pilgrim will be registered as a lone member under reserved category.
The Pilgrims of 70 years and above will be registered under Reserved
Category, subject to the following conditions:-
(a) Applicant who completes 70 years or more as on the specified date.
(b) One companion is a must for 70+ pilgrims and no 70+ pilgrim alone
will be registered under reserved category.
(c) Only one companion is allowed who should be immediate relative namely
Husband / Wife / Brother / Sister / Son/ Daughter/Son-in-law/ Daughter-
in-law, Grand Son / Grand Daughter and Nephew / Niece. No other
relation will be allowed to travel as companion. Neither the 70+
pilgrim nor the companion will be allowed to travel alone.

XV. Reserved Category B –
th 4 Time Applicants
The applications of those pilgrims whose application have been rejected
continuously for the last three (3) years or who could not proceed for Hajj
during those three years, will be registered under the reserved category.
In order to get the benefit of this scheme during Hajj of any year, the
applicant along with co-pilgrims must indicate the cover number of the last
three years (without which the application will be treated as fresh cover)
under this category in the relevant column.
The applicants who have been applying continuously since last three years
will be registered under reserved category provided they apply for Hajj
(without including any fresh applicant).
The Quota of HCOI and Government Quota are fixed in advance. After
deducting the Government Reserved Quota of the year, remaining seats
are distributed among 35 States/Union Territories proportionate to the
Muslim Population as per latest census figures.Government Quota can be released only to those pilgrims who have
participated in the “Qurrah” but have not been successful and possess a
cover number as proof of participation in the Qurrah.Important Note: If the number of HAFs received by the State/Union Territory Hajj Committee is less than the Quota, such excess quota shall stand surrendered to the HCOI, to be redistributed among the State/UTs with applications in excess of Quota allotted to them, proportionate to their Muslim population.
XVI. Quota
Computerized draw of lots shall be conducted in the State/UT (which
receives Hajj Applications in excess of the allocated quota) to provisionally
select Pilgrims under the supervision of HCOI. The date of Qurrah and other
details shall be intimated by the concerned State/UT Hajj Committee
through press/electronic media. The provisionally selected Pilgrims shall be
intimated of their selection by the State/UT Hajj Committee. All State/UT Hajj
Committees are advised to publish the list of selected pilgrims in local news
paper and electronic media widely immediately after Qurrah. They may also
use other faster means of communications available like SMS alert etc.
XVII. Qurrah
XVIII. The order of priority for confirming the seats in a state is as under:- 1) Reserved Category – A (70+ Category)

(i) First preference among the Reserved Category will be given to
the pilgrims of 70+ Category. After selection of 70+ Category
the qurrah will be conducted State wise amongst fourth (4th) time
applicants for the remaining seats.
(ii) The remaining applicants of Reserved Category (Fourth timers)
will be put under Reserved Waiting list (RWL).
(iii) The General waiting list (GWL) will be prepared for all the left out
General category pilgrims by computerized draw of lots State wise. (iv) From the two waiting lists viz. RWL and GWL, the applicants from
RWL will be allotted first followed by GWL against any future
available seats. If any RWL pilgrims remain to be confirmed
for
want of seats in any Hajj year, they will be given confirmed
status in ensuing Haj, if they apply for Haj during that year also.
(v)
If
applications of 70+ category are received more than the quota,
then Qurrah will be conducted State wise amongst the 70+
category and remaining applications of 70+ category will be put
under 1st
RWL. The Fourth time applicants will be put under 2nd
RWL
& other general category applicants will be put under
General Waiting-list i.e. GWL by conducting Qurrah separately.
b)
If the applications under Reserved Category are less than the
quota, after allotting seats to both the Reserved Categories,
Qurrah will be conducted amongst General category for the
remaining quota and the rest will be put under GWL as
mentioned below.
c)
If the applications under
Reserved Category are equal to the
quota of a particular State, the entire quota will be utilized for
both the Reserved categories and all other general category
applications will be put
under General Waiting-list (GWL) as
mentioned below.

XX. General Wait
List
A separate Qurrah (draw of lost) of non selected covers shall be held
State-wise/UT-wise in the State/UT which receives Hajj applications in
excess of their quota to allocate wait list number to all such covers.
The confirmation of seats in respect of wait listed pilgrims shall be
communicated by the respective State/UT Hajj Committee as and
when vacancy arises due to cancellation of journey by the selected
pilgrims. If the selected pilgrim wants to cancel the journey on any
ground he should submit a cancellation letter to concerned State/UT Hajj
Committee. The State/UT Hajj Committee should mark the cancellation
and select the wait listed pilgrim as per serial number on the basis of first
cancelled seat to the first wait list applicant. No jumping of the wait list
shall be allowed. Once cancellation is marked, it will not be revoked on
any ground. The wait-listed pilgrims should remain in touch with HCOI,
State/UT Hajj Committee about factual position of their seats.
Cancellations only on the ground of death or serious ailment of the
person concerned will be allowed. Cancellation on any other ground,
specific penalties will be imposed as per guidelines and amendments
thereto by HCOI.
XXI. Rules of
Cancellations
and Refunds
All provisionally selected pilgrims will be allotted a unique bank reference
number which must be quoted compulsorily for depositing advance and
balance Haj Amount in the State bank of India through core banking
system.
XXII. Payments by
pilgrims
If the selected pilgrim wants to cancel the journey on any ground he/she
should submit a cancellation letter to concerned State/UT Hajj
Committee. If the applicant fails to submit either passport or payment or
both within the due dates, the selection of the pilgrim will be summarily
cancelled.
XXIII. Cancellation
XXIV.
Accommodation
As per Saudi Regulations, accommodation has to be arranged for the
Pilgrims in advance through the Consulate General of India, Jeddah. The
approach to majority of buildings is through elevated roads due to the
topography of Makkah. The space entitlement per Pilgrim is 4 sq.
meters. There are two Categories of accommodation in Makkah,
depending upon distance from the outer periphery of Haram Sharief.
The Pilgrims are required to indicate their option in the Hajj Application
Form. The option once exercised shall be final and irrevocable. In case
of non availability of accommodation units in specified categories as per
demand, alternative category of accommodation shall be allotted.

The allotment of accommodation will depend upon the availability of units in a particular category. In case there are more applications for a particular category than the units available, allotment shall be made through Qurrah on the basis of actual availability. Preference will be given to 70+ pilgrims (along with companion) first.
XXV. Qurrah for Accommodation
Medical check-up report of the pilgrims is mandatory. In order to ensure that only healthy pilgrims proceed for Hajj, a two step medical screening has been introduced one at the application stage (on the reverse of the Hajj application) and another of the selected pilgrims at the Embarkation stage. Every applicant should fill in the medical history, get examined and obtain Medical Screening and Fitness Certificate from a registered Medical Practitioner preferably allopathic / Government Doctor on the reverse of his/her Hajj Application.
XXVI. Medical Screening and Fitness Certificate for every Applicant
Every selected pilgrim shall obtain Health and Training (HAT) Card and Hajj
Guide from the State/Union Territory Hajj Committee upon submission of
passport and pay-in-slip for advance Haj amount
XXVII. Health and Training(HAT) Card for Selected Pilgrims only
All selected Pilgrims (2 years above pilgrims) are required to possess a certificate of inoculation of single dose of cerebrospinal Meningitis vaccine. Pilgrims, therefore, must get themselves inoculated against Meningitis and obtain vaccination certificate on the Health and Training (HAT) Card before proceeding for the Embarkation Point. The certificate should be signed by District Health Officer. Incomplete and bogus certificates shall not be entertained. Arrangements are made every year at the Hajj House for inoculation and issue of the certificate to individual Pilgrims after getting them examined by the Medical Officer. Similarly, the State/UT Hajj Committee and District Administration make such arrangements for inoculation of the Pilgrims in their respective State/UTs throughout the country.
XXVIII. Vaccination Certificate: Inoculation of Meningitis / Quadruple Inoculation (Acyw135)
It is mandatory to give Oral Polio Vaccine to all pilgrims six weeks before start of the Hajj journey and obtain the Oral Polio Vaccine certificate from the concerned health authorities on the Health and Training (HAT) Card. They will be given another dose of Oral Polio Vaccine at the time of their disembarkation in the Kingdom.
XXIX. Oral Polio Vaccination
Embarkation Point is decided on the basis of present residential address given in the Hajj Application Form and not on the address mentioned in the passport. The Pilgrims are compulsorily required to travel from their natural zone-wise Embarkation Points as given below. No change of Embarkation Point is permitted. Embarkation Point will also be the Disembarkation point for the return journey.

The duration of stay of pilgrims may be 30 to 40 days and may vary as per
schedule provided by the airlines and approved by General Authority of Civil
Aviation, Kingdom of Saudi Arabia. Accommodation units in Makkah
Mukarramah are hired for the entire Hajj season. Buildings are not hired on
daily rental basis. The rate charged is for the entire Hajj season irrespective
of the duration of stay. Hence all pilgrims are charged uniformly. Therefore,
no Pilgrim is entitled for any refund based on the duration of stay.
XXXI. Duration of Stay in the Kingdom of Saudi Arabia
In case of death, due to natural causes or accident during the Hajj period,
burial rituals may be performed as per prevailing practice in Kingdom of
Saudi Arabia. The original Death Certificate is directly, sent to next of kin of
deceased Pilgrim by Consulate General of India (CGI), Jeddah, after
completion of Hajj season.
XXXII. In case of Death
Haj Committee of India, constituted under the Act of Parliament (No.35 of
2002) renders service to Pilgrims without any consideration. HCOI works on
“no profit no loss” basis. It collects from Pilgrims the exact amount required
for payment of various facilities and services to the concerned agencies.
Nothing extra is being charged from the pilgrims except the Miscellaneous
dues towards Administrative Expenses including dues of the State/UT Hajj
Committees as provided in the Guidelines. HCOI, as such, does not come
under the purview of Consumer Protection Act, 1986. The Pilgrims,
therefore, cannot claim any compensation against HCOI under Consumer
Protection Act or under any other law for the time being in force for any
deficiency in the service rendered and/or any act of commission and/or
omission beyond the control of HCOI.
XXXIII. Legal Status of the Pilgrim
Ministry of External Affairs sets apart 417 seats to send Khadim-ul-Hujjaj from all States/ UTs in the ratio of 1:300 pilgrims to help and assist the Consulate General of India in Jeddah in looking after the welfare of Indian Hajj pilgrims in an organized manner. The KH should be Government servants (selected by the SHC/UTHCs as per the norms laid down by the MEA) approved by the MEA.
The Hon'ble Supreme Court of India vide its judgment dated 16.4.2012 has barred all the Courts / Authorities from interfering with the process of Haj.

Action Plan is first drawn for carrying out the activities and making suitable arrangements before
starting of the process for the next Haj. After approval of the Ministry of External Affairs, Action Plan
drawn for Haj-2016 was circulated vide Circular No.01 dated 23.12.2015, as below:-

VIII (1) HAJ APPLICATION FORMS FOR HAJ-2016
Haj Committee of India printed and supplied the booklets containing Guidelines and Haj
Application Forms (HAF) in three languages viz. Urdu, Hindi & English in sufficient quantity
to all State/U.T. Haj Committees for use of the intending pilgrims of Haj 1437 (H) – 2016
(C.E.) in their respective State/U.Ts. In order to further simplify the procedures and reduce
paper work of the Hajis, two form system was scrapped and one single form was used for
Haj-2016. The optional facility to apply and submit online Haj Application Form on the
website of Haj Committee of India http://hajcommittee.gov.in, introduced in Haj-2015, was
extended for the applicants of Haj-2016 also. This facilitated the pilgrims and also reduced
the burden of data entry on State Haj Committees. For manual submission photocopies of
HAF were also allowed for use of the intending pilgrims.
The Kingdom of Saudi Arabia has made International Passport mandatory for every Haj
pilgrims. As per past practice, the Haj Application Form for Haj-2016 was accepted only
with original/photocopy of valid International Machine Readable Passport issued on or
before 08.02.2016 and valid at least upto 10.03.2017. However, in view of the requests
received from various quarters, last date for submission of Haj Application Form fixed as
08.02.2016 was extended upto 15.02.2016, thereby date of issue for passport was also
extended till 15.02.2016.
The Pilgrims were asked to submit photo copy of their cancelled blank cheque to facilitate
refund, if any, by electronic transfer (RTGS/NEFT). With regard to dates for submission of
passport, applicants are grouped as follows:-
(A) Group One:
All applicants from:
a) Assam, Bihar, Tripura and West Bengal;
b) Reserved Category – A (age 70+ with companion); and
c ) Reserved Category – B :
i) Fifth timer applicants from Gujarat, Kerala & Uttarakhand;
ii) Fourth timer applicants from States other than Gujarat, Kerala & Uttarakhand were asked to submit HAF along with original passport and one photograph (front pose, comprising 70% face) attached to the back of passport with adhesive tape.
NOTE: Submission of original passport along with HAF does not guarantee selection. If the
number of applicants exceeds the State/ UT quota, selection will be done through
Qurrah (draw of lots), even in these cases.

Group Two:-
All applicants other than those covered in Group One above, were asked to submit
HAF along with a self attested copy of passport. Those who get provisionally
selected in Qurrah, submitted their original passport and one photograph, attached
to the back of passport with adhesive tape on or before 15th April, 2016 to their
respective SHC as pilgrims were informed that failure to submit the passport by the
specified date may lead to cancellation of their provisional selection. However, on
specific written requests made by certain applicants citing valid reasons such as
Non-resident Indians (NRI); Frequent flyers; Umrah pilgrims; Officials Visit foreign
countries on medical grounds or family visits etc., the date of submission of original
passport was extended upto 15.07.2016. Such extension was permitted only to
individual concerned and not to co-applicants. It was also notified that Haj Visas will
be obtained only after receiving passports of all applicants of a Cover. Failure to
submit the passport within the extended time will lead to cancellation.
NOTE: There shall be no extension in the last date for payments of Haj amounts.
(B) RESERVED CATEGORIES
Conditions:-
i) Only those applicants were eligible for Reserved Category (both A and B), who had
NEVER performed Haj in their entire life time either through Haj Committee of India
or Private Tour Operator or by any other means (but excluding official Haj duty).
ii) The pilgrims were informed that even in Reserved Category, no applicant can claim
selection as a matter of right as Qurrah (draw of lots) will be conducted within the
Reserved Category in case the number of applications under Reserved Category
received in a State/UT, exceeds the quota allocated to that State/UT.
iii) Reserved Category applicants submitted a Solemn Declaration in the given format
on plain paper with signature.
iv) Registration under Reserved Categories was accepted only after details and
documents etc. furnished by the applicant were verified by the SHC and HCoI.

(C) Reserved Category-A : ( 70+Applicants):
i) An applicant who completed 70 years or more as on 13th January, 2016 (i.e.
applicants who were born on or before 14th January, 1946), along with ONE
companion was registered under this category.
ii) Companion was a MUST and no 70+ applicant alone was registered under this
category.
iii) The companion had to be immediate relative namely Husband/Wife/Brother/
Sister/Son/Daughter or Grandson/Granddaughter or Son-in-law/Daughter-in-law or
Nephew/Niece. No other relation was allowed to travel as companion.
iv) Neither the 70+ pilgrim, nor his/her companion was allowed to travel alone. If the
application of the 70+ pilgrim was cancelled for whatever reason, the application of
the companion also got cancelled automatically. Substitution of companion by a
person who was not a part of the Cover was allowed only in case of death of original
companion.
(D) Reserved Category–B: Fourth Timer Applicants
i) An applicant who had applied continuously in each of the last three years viz. 2013,
2014 and 2015, but:-
a) was not selected in Qurrah, or
(b) was selected but could not proceed for Haj, was registered under this category.
ii) A Cover was registered under this category, only if, each of the applicants in the
Cover had been applying continuously in each of the last three years. In other
words, if in a Cover there was any fresh applicant who had not been applying for the
last three years, the Cover was treated in General Category and none of the
applicants in the Cover could get the benefit of Reserved Category.
iii) To get registered in this category, the applicants of the cover ha d to indicate the
Cover Number of each of the last three years, otherwise, their applications were
treated in General Category.
iv) In case a Cover comprised pilgrims falling under any of the Reserved Category and
General Category, the Cover was registered under General Category.
v) In case a Cover comprised pilgrims falling under Reserved Category - A and
Reserved Category – B, the Cover was registered under Reserved Category - B.
NOTE : The benefit of Reserve Category was not applicable to invalid applications.

In following cases, all applications were cancelled during various stages of Haj application processing. Such applicants were not allowed to proceed for Haj:-
i) An applicant who had declared wrong address, or had applied more than once in one or more State/Union territory for Haj–2016.
ii) An applicant of General Category who had furnished false information or concealed the fact of having already performed Haj through HCoI.
iii) An applicant of Reserved Category who had furnished false information or concealed the fact of having already performed Haj through Haj Committee of India or Private Tour Operator or by any other means.
VII I (2) DISTRIBUTION OF QUOTA
1. The quota of HCoI is fixed by Ministry of External Affairs, Government of India every year.
After deducting the Government Reserved Quota, remaining seats were distributed among
36 State / Union Territories in proportion to their Muslim population, as per 20 11 census.
2. If the number of HAFs received by a SHC was less than its quota, such excess quota stood
surrendered to HCoI, which was first utilized to give confirmed status to the non-selected
pilgrims of Reserved Category-B of Haj-2015 (5th timers applicants). The remaining
surrendered seats were redistributed among the State / Union Territories where the number
of applications received exceeded their allocated quota.
3. The Haj Application Forms were received by the State/U.T. Haj Committees initially from
14.01.2016 and the last date for receipt of applications was fixed as 08.02.2016, which was
extended upto 15.02.2016. Total 405197 number of Haj Application Forms were received.
The quota of 98,820 Haj seats initially allotted to Haj Committee of India was redistributed
among all State/U.T. Haj Committees . Subsequently, remaining quota was also redistributed
as per the charts given below :-

VII I (3) QURRAH (DRAW OF LOTS)
1. Qurrah refers to computerized draw of lots. Pilgrims were selected provisionally by Qurrah
conducted on the Covers in the States/Union Territories where the number of Haj
Applications received exceeded their quota. The Qurrah was conducted by the respective
SHC on the IHPMS software which is maintained on the server of HCoI between 21.03.2016
to 02.04.2016. However, Qurrah was not conducted in Assam, Bihar, West Bengal and
Tripura being under–quota states. The date of Qurrah and other details were intimated to the
concerned State/Union Territory Haj Committees. The provisionally selected Pilgrims were
intimated about their selection by the respective State/Union Territory Ha j Committees
through press / electronic media.
2. All the Pilgrims selected in qurrah were asked to remit their air fare and balance foreign
exchange amount using the bank reference number according to their accommodation
category through Core Banking system individually.
3. During Haj-2016, the data was transferred to State Bank of India and Union Bank of India for
generating the Bank Reference Number against each cover for payment through Core
Banking system. Bank Reference Numbers were incorporated in HCoI system and
accordingly pilgrims were informed their Bank Reference Number for remittance of payment.
The Bank reference number resembles as under,

2016 represents year of Haj.
BR represents Bihar
F - Fresh category.
1234 - Cover number. (A) PRINCIPLES OF QURRAH:
a) Order of Priority followed for confirmation of Haj seats during Haj-2016 is as under:-
1) Reserved Category – A: (Age 70+ Applicants alongwith companion),
2) Reserved Category – B: (Fourth Timer Applicants),
3) General Category.
b (i) If number of applications under Reserved Category-A exceeded the quota, then pilgrims
were provisionally selected by Qurrah conducted amongst the applicants of Reserved
Category-A. The remaining applicants of this category were put under reserved wait list
RWL-A, in the order assigned by Qurrah. Then Qurrah was conducted amongst the
applicants of Reserved Category-B and they were put under reserved wait list RWL-B, in the
order assigned by Qurrah. Similarly, Qurrah was conducted amongst the General Category
applicants and they were put under general wait list GWL, in the order assigned by Qurrah.

(ii) If the number of applications under Reserved Category-A was less than the quota, all such
applicants were provisionally selected. Thereafter the pilgrims of RWL, who remained to be
confirmed for want of seats last year were provisionally selected in the first instance. Such
pilgrims were asked to apply afresh but in a Cover with the same composition as in last
year's RWL. If the number of applicants in Reserved Category-B exceeded the remaining
seats, then pilgrims were provisionally selected by Qurrah conducted amongst the
applicants of Reserved Category-B. The remaining applicants of this category were put
under reserved wait list RWL, in the order assigned by Qurrah. Then Qurrah was conducted
amongst the applicants of General Category and they were put under general wait list GWL,
in the order assigned by Qurrah.
(iii) If the number of applications under both Reserved Categories put together, was less than
the quota, all such applicants were provisionally selected. Then for the remaining seats,
pilgrims were provisionally selected by Qurrah conducted amongst the applicants of General
Category. The remaining applicants of General Category were put under general wait list
GWL, in the order assigned by Qurrah.
(iv) If the number of applications under both Reserved Categories was equal to the quota, all
such applicants were provisionally selected. Then, Qurrah was conducted amongst the
applicants of General Category and they were put under general wait list GWL, in the order
assigned by Qurrah.
(B) GENERAL WAIT LIST
A separate qurrah of non selected covers was held State-wise / Union Territory wise in the
State/Union Territories which received Haj Applications in excess of their quota to allocate
wait list number to all such covers. The confirmation of seats in respect of wait list pilgrims
was communicated by the State/Union Territory Haj Committee as and when the vacancy
arose due to cancellation of journey by the selected pilgrims. If the selected pilgrim wanted
to cancel the journey on any ground they were asked to submit a cancellation letter to
concerned State/Union Territory Haj Committee. The State/Union Territory Haj Committee
after marking cancellations, selected the wait listed pilgrim as per serial number. No jumping
of the wait list was allowed. If there was any jumping the Executive Officer, States / U.T. Haj
Committees intimated HCOI along with reasons for jumping.

(C) SELECTION FROM WAIT LISTS
i) When seats become available due to cancellations or otherwise, the applicants in the wait
list of that State/UT were provisionally selected strictly in the serial order of the wait list. In
States/UT where there were three wait lists, first the applicants of RWL-A were selected, in
the serial order, followed by RWL-B and then GWL. Similarly, if there were two wait lists, first
the applicants of RWL were selected, in the serial order, followed by GWL. There was no
jumping in the wait list.
ii) Provisional selections were made only for complete Covers and in no case a Cover was
split.
iii) HCoI intimated selections against cancellations to SHCs who informed the selected
applicants. VI I I (4) ADVANCE HAJ AMOUNT
Immediately after completion of Qurrah process all provisionally selected pilgrims were
allotted a unique bank reference number which was communicated by the SHC in the
provisional selection letter. For depositing Advance and Balance Haj Amount, quoting this
number was a must. In the first instance, all the provisionally selected pilgrims were asked to
deposit Rs.81,000/- as Advance Haj Amount and Miscellaneous Dues. The utilization of the
amount is as under:-
(a) Advance Haj Amount Rs.80,000/- (b) Miscellaneous Dues (Rs.1,000/-) i) Handling Charges paid to State Haj Committees Rs.150/- ii) Supporting arrangements paid to State Haj Committee
handling Embarkation Point Rs.200/-
iii) Donations for Haj Houses Rs.150/- iv) Establishment/Documentation/Training charges Rs.500/-
Total Rs.81,000/-
This payment was to be made through Core Banking System:-
a) online at hajcommittee.gov.in or
b) at any branch of State Bank of India into HCoI's A/C No. 32175020010 ; or
c) at any branch of Union Bank of India into HCoI's A/C No. 318702010406009.
For payment at Bank branch, GREEN colour pay-in-slip was attached in the booklet or
downloaded from website. No Bank draft / cheque/ cash was accepted by the HCoI.

VII I (5) PROCESSING OF INTERNATIONAL PASSPORTS
1. On receipt of International Passports in Haj Committee of India from State Haj Committees,
entry was made in Interactive Haj Pilgrim Management System (IHPMS). Bar code stickers
were generated, Embarkation pointwise coloured stickers and Bar Code stickers were
pasted on the front side of each International Passport. After scanning the photo and loading
on IHPMS, registration was done on the portal of Ministry of Haj, Kingdom of Saudi Arabia
as per the new procedure introduced from Haj-2015. Online procedures are done using
Passport Barcode Reader Machine known as OCR Machine, after which a unique number
generates called as MOFA number. Grouping of pilgrims was done on the portal by Haj
Committee of India in coordination with Consulate General of India, Jeddah. Subsequently,
the data was transferred internally in Ministry of Haj system to MOFA site and Royal
Consulate General of Saudi Arabia, Mumbai for endorsement of Haj Visas. All details of visa
number were entered in IHPMS (online system) followed by preparations of Identity card and
the International Passport were put in a plastic cover. After attaching all relevant documents
the passports were handed over to State Haj Committees who were handling the
Embarkation Points, well in advance of commencement of Haj Charter Flights.
2. The Kingdom of Saudi Arabia has introduced the new electronic path system for obtaining
visas for pilgrims since Haj-2015. Until Haj-2015, visa sticker was pasted in passport but
from Haj-2016 visa is printed on A-4 size paper. In this system data of Hajis pertaining to
their accommodation in Makkah and Madinah, catering arrangement, flight allocation and
transportation arrangements made for pilgrims are to be entered online in their portal.
In close coordination with Consulate General of India - Jeddah, Haj Committee of India’s
system has seamlessly integrated with the new e-path system for obtaining Haj visas without
any major problem.
3. All the Passports of the Non-Reporters and pilgrims, who cancelled their seats, after visa
endorsement, were collected in the office of Haj Committee of India on daily basis. This
facilitated the office of Haj Committee of India to obtain the visa till the last date of closure of
the visa. All the cancellations were submitted to Saudi Arabian Consulate, Mumbai and visas
obtained against cancellation.

VII I (6) COMPUTERIZATION OF DATA
1. Haj Committee of India has developed a web based centralized multipurpose software which
is in use since 2008. The software known as Interactive Haj Pilgrim Management System
(IHPMS) is linked with thirty one (31) State Haj Committees and Consulate General of India,
Jeddah who are utilizing centralized database of Haj Committee of India. Every year,
over 4 lakh Haj applications are received, including around 100020 pilgrims who get
selected for Haj to Saudi Arabia. The present software stores the data of all applicants of
each year and handles all the work such as data entry, qurrah, flight management,
accommodation management, cancellations, refunds management, reconciliation etc. Some
of the work is done by State Haj Committees at their end.
The IHPMS software has been revamped in 2015 and 2016 and hardware has been
upgraded. HCoI has also provided requisite hardware to all SHCs with necessary
upgradation. In addition, HCOI has revamped online Haj Application Form modules with
facility of uploading the soft copy of documents at the time of online application. It has
facilitated all SHCs to upload the soft copy of documents at the time of data entry at SHCs
level even for the HAF submitted offline. 2. ONLINE HAJ APPLICATION FORM AND PAYMENTS
Optional online application facility was continued. It facilitated the pilgrims and reduced the
work of data entry. About 11% applicants used the facility for Haj-2016. For payment of
processing fee and Haj amount additional bank was engaged. In addition to State Bank of
India (around 20000 Branches), services of Union Bank of India (around 4000 Branches)
were also made available to pilgrims. Haj pilgrims availed e-payment facility by using
Internet Banking, Debit Card or Credit Card. VII I (7) SELECTION OF PILGRIMS AND WAIT LIST CONFIRMATION
1. The pilgrims who got selected in qurrah were earmarked as “PROVISIONALLY
SELECTED”. The selected pilgrims were confirmed after submission of passport and bank
pay-in-slip.
2. All non-selected covers in qurrah of the State/ Union Territories Haj Committees which
received Haj Applications in excess of their quota were kept on wait list. The confirmation of
waitlist was done against Additional Quota, Government Quota and cancellations as per the
policy. Wait-listed pilgrims were also given confirmed status as per the cancellation received
from time to time and the statement showing last WL number confirmed in each State/ Union
Territories Haj Committees is as under:-

X. ORIENTATION / TRAINING OF PILGRIMS FOR HAJ-2016
1. Training of Trainers at Haj Committee of India for three days.
Comprehensive and effective training is most essential to enable the Hajis in performing Haj
with minimum difficulties. To broaden the existing training system and strengthen it further, a
two-tier system was introduced from Haj-2015. Master/Field Trainers selected by State/UT
Haj Committees are imparted comprehensive training conducted by Haj Committee of India.
This training was more intensive and continued for three (3) days. The SHC had played a
proactive role in assessing the work of trainers by monitoring training camps of Haj pilgrims.
This ensured effective training of intending pilgrims and made them conversant with
logistics/arkan of Umrah & Haj.
2. Training of Trainers
a. Trainers: Training was imparted to all Trainers selected by respective State/U.T. Haj
Committees at Haj Committee of India at Mumbai for three (3) days from 05.04.2016 to
07.04.2016.
b. All Trainers were directly responsible to the Executive Officer of State Haj Committee
concerned and obtained necessary guidance and assistance from him from time to time.
c. Norms for selection of Trainers
i) Trainers were selected by State Haj Committees in ratio of 1: 200 pilgrims (i.e. 1 trainer for
every 200 pilgrim). Ceiling of 200 pilgrims was relaxed to ensure that every district in a State
is represented. Similarly, one Trainer was selected for State/U.T. having Quota of 200 or
less pilgrims.
ii) Efforts were made that not more than 50% of the Trainers are repeated.
iii) The following was essential requirement for Trainers:
a) Must have performed Haj;
b) Must be fully conversant with English/Urdu/Hindi language;
c) Must be fluent in the local/regional language/dialects;
d) Must have thorough knowledge of logistic and rituals of Haj & Umrah;
e) No criminal case should be pending against the Trainers in any Court of law;
f) Must be mentally and physically fit to impart training;
g) Must be capable of addressing/giving lectures to big gathering;
h) Must be computer literate to receive/transmit latest information/message through email.

iv) Selection of Trainers was supervised by the Executive Officer of the State Haj Committees.
Selection was made on the basis of merit, past performance and recent experience of
Haj/Umrah. Preference was given to those having experience as Assistant Haj Officer / Haj
Assistant / Medical Officer / Khadimul Hujjaj as they need practical knowledge of logistics
and rituals of Haj. Generally the Trainers were not more than 50 years of age.
3.
Duties and responsibilities of Trainers
a.
After getting training at Mumbai, Trainers had imparted Orientation /
Training to all the
pilgrims of their respective State/U.T at respective State Capitals/ districts and talukas.
b.
SHCs had given
the list of selected pilgrims assigned to each Trainer for training. The
responsibility and jurisdiction of each Trainer was clearly defined. The SHC gave wide
publicity regarding the date, time and venue of training sessions to be conducted in each
district, alongwith the name & mobile numbers of Trainers. SHC rendered
all possible
assistance to the Trainer in organizing the training camps at district / taluka levels in all
matters. The Executive Officer
of concerned SHC monitored
the entire training programme
by paying surprise visit to the place where such training was
imparted and obtained
first
hand feedback from the pilgrims.
The SHC had taken
the help of local NGOs etc. in
organizing such trainings, wherever
necessary.
Each
Haji
was given at least 3 Trainings by
the Trainer
before proceeding for Haj.
c
(i)
Trainers trained
the pilgrims
in the districts and talukas. They had worked as a link between
SHC and pilgrims on the latest developments. Trainers were also given the task of imparting
training to the pilgrims selected at the last minute from waiting List and
Government Quota
at the Embarkation point/ Haj camps.
It was ensured by SHCs that pilgrim
of all districts and
talukas of the respective state were properly trained by the Trainers.
(ii)
During the training sessions, Mr. Ataur Rahman, Chief Executive Officer, Haj Committee of
India, addressed the Trainers and emphasized the importance of Training / Orientation and
asked them to impart
training to the Haj Pilgrims in an organised manner.
(iii)
Mr. Md. Noor Rahman Sheikh, Consul General of India to the Kingdom of Saudi Arabia also
addressed the Trainers and imparted training relating to Haj journey, logistics of Haj
Pilgrimage, do’s and
don’ts for Haj Pilgrims during their stay in the Kingdom of Saudi Arabia
and various arrangements made by the Consulate General of India in the kingdom of Saudi
Arabia.
(iv)
The expertise from Disaster Management Team of Municipal Corporation of Greater
Mumbai
delivered a lecture and gave demonstration on how to tackle during emergency situations in
case of disasters like fire, building collapse, stampede, natural calamities etc. The trainers
were oriented about safety measures required to be taken during such untoward situations.
(v)
Specific sessions were also organised to impart inputs on ritual aspect of Haj,
Airlines/Custom/Immigration issues etc.

4. HAJ GUIDE AND TRAINERS' CD
A well-trained Haji will perform Haj better than an untrained Haji, which needs
comprehensive training material. No single book was available which covered all aspects
comprehensively to train and guide the Hajis. To fill this vacuum, one Haji -friendly, coloured
pictorial guide to act as common syllabus country-wide was prepared alongwith a CD with
video links used by trainers for training the Hajis at the field level. The Haj Guide in 11
languages viz. English, Hindi, Urdu, Assamese, Bengali, Gujarati, Kannada, Malayalam,
Manipuri, Tamil and Telugu was printed and distributed to the pilgrims.
5. ALL INDIA KHADIMUL HUJJAJ TRAINING AT MUMBAI FOR HAJ-2016
The role of Khadim-ul-Hujjaj being significant in various aspects and stages of Haj
Pilgrimage, Haj Committee of India decided to conduct separate training programme for all
the Khadim-ul-Hujjaj selected from various State / Union Territory to make them aw are of
their role and duties/ responsibilities. Khadim-ul-Hujjaj is a link between Haj pilgrims and the
Consulate General of India, Jeddah, its Haj Missions in Makkah Mukaramah and Madinah
Munawwarah, and State Haj Committees. He is to play the role of guide and path finder
particularly in respect of accommodation, its services/availability of basic amenities, services
of Moallims, guidance to Haj Pilgrims in the Holy Places viz. Mina, Arafat, Muzdalifah and
back to Makkah during Haj days, Medical aid to the needy and ailing Pilgrims etc.
Accordingly, One day Orientation / Training of Khadim-ul-Hujjaj programme was organized
on 20th July, 2016 at Haj House, Mumbai. The programme was attended by all the selected
Khadim-ul-Hujjaj.
The trained Khadim-ul-Hujjaj were given training Certificate to be submitted to Consulate
General of India, Jeddah upon reporting in the Kingdom of Saudi Arabia.
During Haj-2016, 50% of expenditure on Khadimul Hujjaj was borne by Haj Committee of
India. Provision was made for State Haj Committees to depute their official to monitor the
Khadimul Hujjaj. The Khadimul Hujjaj of Uttar Pradesh and Assam States were selected
directly (50% of the total quota) as the Uttar Pradesh State Haj Committees disagreed with
the criteria formulated by Haj Committee of India, whereas Assam State Haj Committee
expressed its inability to send Khadimul Hujjaj. During Haj-2016, total 369 Khadimul Hujjaj
were deputed.

XI . OTHER ARRANGEMENTS FOR PILGRIMS OF HAJ -2016
XI (1) MOBILE SIM CARDS
1. Hajis from rural areas and aged pilgrims are not conversant with the local language in the
foreign land. They experienced difficulties while making call to their relatives in India and got
duped in the call rates and fake recharge cards. During Haj-2012, the Consul General of
India, Jeddah had submitted a proposal to this office for providing Mobile Sim Cards to the
Hajis by STC (Saudi Telecom Company). The proposal of Mobile Sim Cards to the Haj
Pilgrims was implemented from Haj-2012. This arrangement continued till Haj-2015 where
SIM cards were provided at embarkation point.
2. During Haj-2016, the SIM cards could not be provided at the embarkation points as the
Saudi Telecom Regulatory Authority, Communications and Information Techn ology
Commission made finger printing mandatory for the registration and operation of both pre-
paid and post-paid SIM cards in the Kingdom of Saudi Arabia. For activation of SIM cards,
the Saudi Telecom Authorities had prescribed two requirements: -
(i) Border Control Number / Entry Number. It is a 10 digit number pasted on the
passport during the immigration clearance at the Saudi Airports.
(ii) Finger printing
3. The Consulate General of India, Jeddah in coordination with Saudi authorities had set-up
kiosks of the Mobile Telecom Companies at the main offices and branches in Madinah and
Makkah to facilitate Hajis in activation of SIM cards on reaching Saudi Arabia.
XI (2) ZAM ZAM WATER
As a part of Haj arrangement, Haj Committee of India through designated airlines provides
Zamzam water can to every returning Haj pilgrim on their arrival in India at their respective
embarkation point. Zamzam water cans are carried by Airlines in Ferry flights. Since Haj-
2014, Saudi authorities have restricted supply of only 5 litre Zamzam water per pilgrim of
all the countries. Accordingly every pilgrim of Haj-2016 was provided only 5 litre Can of
Zamzam water upon arrival in India at their respective embarkation point.

XI (3) MEDICAL SCREENING OF PILGRIMS
1. The issue of stricter medical screening of pilgrims has been taken up time and again in
successive meetings of Haj Committee of India in view of reports received from Consulate
General of India, Jeddah. The Haj Committee of India has been requesting the State Haj
Committees to sensitize the pilgrims in this regard. In order to strengthen the procedures of
medical screening, the following features have been adopted for Haj-2016:-
i) Step One : Fitness Certificate :
The first step medical screening is at the stage of selection. Every selected pilgrim should fill
in the medical history, get himself /herself examined and obtain Medical Screening and
Fitness Certificate from a registered Medical Practitioner MBBS / Government Doctor, in the
specified format.
ii) Step Two : Health and Training (HAT) Card :
Every selected pilgrim was provided Health and Training (HAT) Booklet. Information about
medical history of pilgrim, vaccination, prescription and training sessions were included in
the booklet. Every selected pilgrim was asked to fill in the medical history, get himself
examined and obtain Medical Screening and Fitness Certificate from a registered Medical
Practitioner preferably MBBS/Government Doctor on the HAT Booklet. The medical history
of the selected pilgrims was recorded in the HAT Booklet, to facilitate treatment, especially in
case of emergencies. In their own interest, the selected pilgrims were advised to bear the
HAT Booklet in their possession.
XI (4) VISHWA YATRA FOREIGN TRAVEL CARD IN SAUDI RIYALS
The Vishwa Yatra Foreign Travel Card in Saudi Riyal introduced by State Bank of India
during Haj-2012 was continued for the Haj-2016 also. The following facilities were available
in this card:-
i) A simple and secure way of carrying cash.
ii) Attractive exchange rates.
iii) Accepted at ATMs and Merchant Establishments.
iv) Valid for 5 Years and reloadable as per RBI / FEMA regulations.
Also available in US Dollar, Great Britian Pound, Euro, Canadian Dollar, Japanese Yen,
Australian Dollar and Singapore Dollar.

XI (5) QURBANI (ADAHI)
1. Adahi Coupons of Islamic Development Bank (IDB) was arranged by Haj Committee of
India. The decision for arranging Qurbani through IDB was taken in consultation with State
Haj Committees, in view of the large number of frauds detected. During Haj-2014 many
fraudulent cases/coupons came to light while the number going undetected can only be
guessed. With the said arrangements instituted, the pilgrims were protected from such
frauds and were also not required to stand in queues in rush hours during Haj for
purchasing the IDB coupons as they used to do till last year.
2. Haj Committee of India in coordination with Consulate General of India, Jeddah made
arrangements for Qurbani for its pilgrims. The salient features of the arrangements were as
follows:
i) IDB is the only body authorized by the Government of Kingdom of Saudi Arabia to perform
Qurbani for Haj pilgrims. No other person / Madarsa / Organization are legally permitted to
perform Qurbani on behalf of Haj pilgrims. Around 20 countries including Iran, Turkey,
Indonesia, Malaysia, etc. arrange Qurbani for their pilgrims through IDB.
ii) Staff of Consulate General of India and Haj Committee of India, in coordination with IDB,
conveyed information to pilgrims about the timing of the Qurbani of different groups of
pilgrims.
iii) In cases where pilgrims so wished, one of them was allowed to be deputed as a
representative to witness the Qurbani on their behalf.
iv) An amount of Saudi Riyal 450/- per pilgrim was collected towards Adahi (Qurbani)
coupons. Around 38000 pilgrims received Adahi coupons through Indian Haj Pilgrims
office at Makkah Mukarramah.

XI I . AIR CHARTER FOR HAJ-2016
XII (1) EMBARKATION POINTS
During Haj-2016 also, State Haj Committees were involved in a more systematic manner
with the bifurcation of duties between Haj Committee of India and the State Haj Committees
through written orders which has streamlined the process.
XI I (2) OPERATION OF HAJ CHARTER FLIGHTS
1. As per the decision by Haj Air Travel Committee (HATC) in its meeting 18.03.2016, the
pilgrims of Haj–2016 had deposited enhanced subsidized air fare of Rs.45,000/- each. The
two permitted categories of repeater pilgrims paid full fare.
2. The Haj Charter operations for airlifting the pilgrims from India to the Kingdom of Saudi
Arabia for Haj–2016 was assigned by Ministry of Civil Aviation to four Airlines viz. Air India,
Saudi Arabian Airlines, Flynas and SpiceJet.
3. The job of operating the Haj Charter flights from Bangalore, Bhopal, Chennai, Delhi, Goa,
Hyderabad, Mangalore, Mumbai, Nagpur, Ranchi and Srinagar Embarkation Points was
assigned to Air India during Haj-2016.
4. The Haj Charter flights were operated by Saudi Arabian Airlines from Ahmedabad, Cochin,
Kolkata and Lucknow Embarkation Points.
5. Flynas operated Haj Charter Flights from Aurangabad, Guwahati, Jaipur and Varanasi
Embarkation Points.
6. SpiceJet carried the pilgrims of Gaya and Indore Embarkation Points.
7. The pilgrims of Delhi, Goa, Guwahati, Kolkata, Lucknow, Mangalore, Srinagar and Varanasi
were carried to Madinah Munawwarah directly and returned from Jeddah. Approximately half
of the pilgrims of Gaya and Ranchi embarkation points departed to Madinah and returned
from Jeddah.
8. The pilgrims from Ahmedabad, Aurangabad, Bangalore, Bhopal, Cochin, Chennai,
Hyderabad, Indore, Jaipur, Mumbai and Nagpur Embarkation Points were carried to Jeddah
directly and were brought back from Madinah Munawwarah. The remaining pilgrims of Gaya
and Ranchi proceeded to Jeddah and returned from Madinah.
9. There were leftover 70 pilgrims of Bhopal Embarkation Points, for whom additional
arrangements were made to airlift from Mumbai to Jeddah by Air India flight. They departed
to Jeddah and arrived from Madinah.

11. Arrangements were made to open offices by Air India, Saudi Arabian Airlines, Flynas and
SpiceJet at both Indian Haj pilgrims offices in Makkah and at Madinah having full-fledged
Computer connectivity for transfer of flights of pilgrims in deserving cases.
12. A special round the clock Control Room Facility (CRF) was set-up in Haj House, Mumbai to
establish effective communication link between HCOI-SHCs-Airlines-CGI-Embarkation
Points and Haj pilgrims for Operation 2016. The authorized personnel from Air India, Saudi
Arabian Airlines, Flynas and SpiceJet were stationed therein. A team of officials of Haj
Committee of India was also posted round the clock in CRF to work in coordination with the
Airlines officials.
13. While the operation at Delhi and Mumbai Embarkation Point was handled by the Haj
Committee of India itself, the respective State Haj Committees handled the operation at
other 19 Embarkation Points.
14. Mr. Sultan Ahmed, M.P., Vice-Chairman and Mrs. Tayyaba Afandi and Mr. Md. Amin Shah,
Members of Haj Committee of India visited Kingdom of Saudi Arabia during Haj-2016 as Haj
Delegation of HCOI. Mr. Ataur Rahman Chief Executive Officer, accompanied the delegation
as Secretary.
15. Besides, seventeen (17) staff members of HCoI were deputed to Saudi Arabia for Haj Duty
2016.
Air India operated very professionally and efficiently during Haj operation 2016. They were
unarguably the best amongst the four airlines in terms of on-time operations, ground
handling, service to the pilgrims and dissemination of information. There were no major
complaints reported against Air India from any quarter. The other three Airlines operation
was also satisfactory, except for very few instances of delays from Saudi Airlines.

XII (4) CITY CHECK-IN
In order to facilitate the movement of Pilgrims, City Check-in system was introduced during
Haj 2011, which continued during Haj-2016 also. The agency provided the services such
as collection, transportation and delivery of the pilgrims’ baggage from their respective
buildings at Makkah Mukarramah and Madinah Munawwarah for each flight to Haj
Terminal, Jeddah and Madinah Haj Terminal in co-ordination with Consulate General of
India, Jeddah and Airlines.
X (5) STANDARDIZATION OF BAGGAGE
1. Despite giving lot of emphasis in the training programs, excess and odd-sized baggages
carried by some pilgrims used to cause difficulties for Airlines, the Consulate and the
pilgrims, resulting in delay in clearance at Airports and need to hire additional vehicles to
transport the luggage. With the intention to curb the mishandling/leftover luggage
problems, it was decided that uniform standardized baggage is carried by all Haj pilgrims.
Saudi authorities had also emphasized that all the Haj pilgrims should carry standard size
baggage in the aircraft.
2. The pilgrims of Haj-2016 were instructed to travel on Haj Charter flights with standardized
baggage viz. Two (2) suitcases of Standard Size (Length75cm + Breadth55cm +
Height 28cm) 158cm. and One (1) Hand Bag Standard Size (Length55cm + Breadth40cm
+ Height23cm).
XII (6) BAGGAGE TAG
1. As a measure to minimise the difficulties in baggage identification and to deliver the
baggages to the pilgrims in the shortest possible time as far as possible, Haj Committee of
India procured Baggage Tags and provided to every pilgrim of Haj-2016. Baggage tag had
an identification of pilgrims’ building, room number, moallim (guide) details alongwith
Embarkation Point. This helped in easy categorization and identification of baggages at the
airport in India and Saudi Arabia.

XI I I. HAJ AMOUNT 2016
I (1) REMITTANCE
The Haj Committee of India follows the spot rate process and remits the amount to
Consulate General of India, Jeddah towards Accommodation Rentals and Compulsory dues
etc. The balance Haj amount to be paid by the selected Haj Pilgrims was calculated by
adopting the exchange rate of One Saudi Riyal=Rs.18.1248 towards expenditure in foreign
currency (viz. Saudi Arabian Riyals) in the Kingdom of Saudi Arabia during Haj 1437 (H) –
2016 which was also the rate for disbursement of Saudi Riyal 2,100/- to the pilgrims before
departure at the Embarkation Points.
I (2) SELECTION OF BANK AND FIXATION OF EXCHANGE RATES
As per established practice, the pilgrims were issued Saudi Arabian Riyal in cash at the
Embarkation Points, prior to the boarding of flight. The pilgrims of all the categories were
issued SAR.2,100/- each. The State Bank of India was selected through tender process for
disbursement of Saudi Riyals to the pilgrims of Haj 1437 (H) – 2016. The rate of one Saudi
Riyal was fixed at Rs.18.1248. The assignment was carried out by State Bank of India
successfully resulting in overall satisfaction of the pilgrims.
(3 ) AIRFARE
As per the decision of the Ministry of Civil Aviation, Government of India, an amount of
subsidized airfare @Rs.45,000/- was collected from each pilgrim who proceeded through
Haj Committee of India for Haj-2016.
I (4) GROUP ACCID ENT COMPENSATION SCHEME
1. The Group Accident Compensation Scheme introduced in Haj 1424 (H) – 2004, was
continued during Haj 1437 (H) – 2016. The Group Accident Compensation Scheme for Haj
1437 (H) – 2016 covers two (2) Sections as under:-
1) Death due to Accident / Fire / Stampede / Subversive Activity,
2) Personal Accident – Permanent Total /Partial Disablement, due to Accident / Fire /
Stampede / Subversive Activity.

2. The compensation cover commences with the landing of pilgrims in the Kingdom of Saudi
Arabia and ceases to operate once the pilgrims leave the Kingdom. The period of coverage
would be around 45 days for individual pilgrim. The maximum compensation cover under

1. The Consulate General of India, Jeddah have reported 146 deaths which took place during
Haj–2016.
2. All efforts to support and provide solace to their families were taken. The staff of Consulate
General of India, Jeddah and Haj Committee of India worked round the clock to collect and
disseminate updated information.
3. Hospitalized pilgrims who were not in a condition to travel as per original schedules, were
provided facility to travel separately in an alternative date.

XV (1) HAJ REVIEW MEETING
1. In order to review the arrangements made for Haj-2016 and prepare for Haj-2017,
Haj Review Meetings were held on 07.11.2016, 28.11.2016 and 21.03.2017 at New Delhi
under the Chairmanship of Secretary, Ministry of Minority Affairs, New Delhi.
2. A delegation comprising following members of Haj Committee of India visited Kingdom of
Saudi Arabia for Tariff for accommodation in Makkah and Madinah between 19th to
21st November, 2016:-
i) Mr. Choudhary Mehboob Ali Kaiser, M.P., Chairman, Haj Committee of India ;
ii) Mr. Mr. H. B. Kazmi, Member, Haj Committee of India ;
3. Mr. Ataur Rahman, IRS, Chief Executive Officer, HCoI accompanied the delegation

XV (2) BILATERAL AGREEMENT BETWEEN THE MINISTRY OF HAJ, KSA AND
WITH OTHER AGENCIES IN KSA AND HAJ COMMITTEE OF INDIA
1. The Composite High Level Delegation led by Mr. Mukhtar Abbas Naqvi, Minister of State
for Minority Affairs (I/C), Government of India visited Saudi Arabia from 10.01.2017 to
11.01.2017. A meeting with Minister for Haj, Kingdom of Saudi Arabia was held on
11.01.2017 and discussed issues pertaining to arrangements for the Indian pilgrims for
Haj-2017. From Haj Committee of India, Mr. Choudhary Mehboob Ali Kaiser, M.P.,
Chairman, accompanied by Mr. Ataur Rahman, Chief Executive Officer were part of the
delegation. The following officers also accompanied the delegation:-
i) Mr. Javed Ahmed, Ambassador of India, Riyadh, Saudi Arabia;
ii) Mr. J. Alam, Joint Secretary (Haj), Ministry of Minority Affairs,
Government of India, New Delhi;

2. The Saudi Government has restored the Haj Quota which was reduced by 20% since
Haj-2014 and allotted a quota of 1,70,025 Haj seats to India with the break-up of 1,25,025
to Haj Committee of India and 45,000 to Private Tour Operators (PTOs) as per the
agreements signed with the Ministry of Haj, Kingdom of Saudi Arabia for Haj-2017.

XV (4) DELEGATION FOR SUBSIDIARY AGREEMENTS
1. A delegation of Haj Committee of India led by Mr. Choudhary Mehboob Ali Kaiser, M.P.
and Chairman, HCOI visited Kingdom of Saudi Arabia in connection with arrangements for
Haj from 10th to 13th March, 2017. The delegation included Mr. E.T. Mohammed Basheer,
M.P. and Member, HCOI and Mr. Ataur Rahman, Chief Executive Officer, HCOI. Mr. Inayat
Husain Qureshi and Mr. Mohd. Irfan Ahmed, Members of HCOI who were already present
in the Kingdom of Saudi Arabia as part of the Building Selection Committee (BSC) also
joined the delegation. The delegation was accompanied by Mr. Javed Ahmed,
Ambassador of India, Riyadh, Mr. Md. Noor Rahman Sheikh, Consul General of India,
Jeddah and Mr. Shahid Alam, Consul (Haj).
2. During the delegation’s visit in Makkah, negotiations were held with South Asian
Moassassa, the agency incharge of arrangements in Mashaer / Makkah for new additional
services agreement for HCOI pilgrims for next 4 Haj (2017-2020). The agreement includes
fire resistant tents in Arafat, Air Cooler in Arafat, one breakfast + 2 hot meals during stay in
Mina, breakfast + lunch in Arafat, a packed dry meal for Muzdalifah etc.
3. Agreements were also signed with Naqaba Sayyarat, the agency in charge of Haji’s
transport and companies providing bus services for the movements between Jeddah-
Makkah-Madina. Separate agreements signed with Adillah Establishment and Maktabul
Wukula-Al Muwahid, Jeddah.

XV (5) MADINAH RENTING AGREEMENT
1. The delegation held meeting on 13.03.2017 for accommodation arrangements of pilgrims
in Madinah Munawwarah.
2. In Madinah Munawwarah there was a uniform Category of accommodation at the rate of
Saudi Arabian Riyals.700/- per unit.
3. The Renting Delegation of Haj Committee of India was successful in agreeing for
accommodating all the Indian pilgrims within Markaziya area during their stay in Madinah
for Haj-2017.
4. The contracts for Madinah Munawwarah accommodation were allotted to the following

XVI (1) HAJ ANNOUNCEMENT- 2017
1. The combined booklet containing Guidelines and Haj Application Forms (HAF) for Haj 1438
(H) – 2017 (CE) were made available for intending Haj pilgrims from 02.01.2017. The same
were supplied free of cost to the intending Haj pilgrims through 36 Sates/Union Territory Haj
Committees. The last date for submission of Haj Application Forms in the offices of State Haj
Committee was fixed as 24.01.2017, which was extended upto 06.02.2017. Total 4,48,268
number of Haj Application Forms have been received. Qurrah (computerized draw of lots)
was conducted from 14.03.2017 to 23.03.2017 for selecting pilgrims in various State/Union
Territory Haj Committees , except in Assam, Bihar, Daman & Diu, Goa, Himachal Pradesh,
Jharkhand, Punjab, Tripura and West Bengal.
2. For Haj-2017, Application Forms were accepted with only photocopy of Machine Readable
valid Indian International Passport issued on or before 24.01.2017 with validity at least up to
28.02.2018. Subsequently passports issued upto 06.02.2017 were accepted as the last date
of submission of forms was extended. The detailed guidelines and provisions applicable for
Haj-2016 are annexed to the Report.
3. For the applicants of Haj-2017 also, an optional facility was provided on the website of Haj
Committee of India http://hajcommittee.gov.in to apply for Haj online. This facility was
introduced in Haj-2015 and has been strengthened for Haj-2017. The online module is user
friendly and guides the applicant for entry of required details. The details which are common
across the applicants in a Cover need not be entered repeatedly. Further, the module auto-
generates the forms for medical screening and solemn declaration as per the category of the
applicant (reserved/general). While facilitating the pilgrims, it also reduced the burden of data
entry on State Haj Committees. The data of previous years was automatically fetched to the
applicants through the passport numbers, built in the software. Scanning of documents/data
of all the applicants was a first step towards digitization of record thereby saving time,
resources and paper work.
4. In case of online submission, the printed copies of Haj Application Form alongwith supporting
documents are to be submitted to State Haj Committee.

XVI (2) HAJ COMMITTEE OF INDIA MOBILE APP
For the first time, a mobile application has been introduced for the pilgrims of Haj-2017
which will provide information and facilitate e-payments. An Android Mobile App was
launched by Mr. Mukhtar Abbas Naqvi, Hon’ble Minister of State for Minority Affairs,
Government of India at Haj House, Mumbai on 02.01.2017. This is one of the major
initiatives in the Government’s “Digital India Programme”. The Haj Committee of India
Mobile App is available on Google Play Store. Applying for Haj, Enquiry & Information, New
& Updates and E-payment are currently the four (4) main features of the app. The
application for Haj can be made directly on the app. Applicant’s eligibility for Reserved
Categories will be validated in Real Time. If the applicant had applied in earlier years, his/her
data are auto-fetched without need for re-entry. A PDF format file of the Haj Application
Form of pilgrim directly transmits to applicant’s email.
XVI (3) ONLINE HAJ APPLICATION FORM AND PAYMENTS
Optional online application facility was continued. It facilitated the pilgrims and reduced the
work of data entry. About 28% applicants used the facility for Haj-2017. For payment of
processing fee and Haj amount additional bank was engaged. In addition to State Bank of
India (around 20000 Branches), services of Union Bank of India (around 4000 Branches)
were also made available to pilgrims. Haj pilgrims availed e-payment facility by using
Internet Banking, Debit Card or Credit Card. XVI (4) MEDICAL ONLY FOR THE SELECTED PILGRIMS
1. MEDICAL SCREENING : In order to ensure that only healthy pilgrims proceed for Haj, medical screening is done in
two steps as follows:-
i) Step One : Fitness Certificate :
The first step medical screening is at the stage of selection. Every selected pilgrim should fill
in the medical history, get himself/herself examined and obtain Medical Screening and
Fitness Certificate from a registered Medical Practitioner MBBS / Government Doctor, in the
specified format.
ii) Step Two : Health and Training (HAT) Card : A Health and Training (HAT) Card will be issued to every pilgrim. Information about medical
history of pilgrim, vaccination, prescription and training sessions are included in the Card.
Every selected pilgrim is asked to fill in the medical history, get himself examined and obtain
Medical Screening and Fitness Certificate from a registered Medical Practitioner preferably
MBBS/Government Doctor on the HAT Card. The medical history of the selected pilgrims is
recorded in the HAT Card, to facilitate treatment, especially in case of emergencies. In their
own interest, the selected pilgrims are advised to bear the HAT Card in their possession.

2. VACCINATION (Meningitis / Quadruple Inoculation (ACYW135):
All selected pilgrims (2 years above pilgrims) are required to possess a certificate of
inoculation of single dose of cerebrospinal Meningitis vaccine. Pilgrims are instructed to get
themselves inoculated against Meningitis and obtain vaccination certificate on the Health
and Training (HAT) Card before proceeding for the Embarkation Point. The certificate should
be signed by District Health Officer. Incomplete and bogus certificates shall not be
entertained. Arrangements are made every year at the Hajj House for inoculation and issue
of the certificate to individual Pilgrims after getting them examined by the Medical Officer.
Similarly, the State/UT Hajj Committees and District Administration make such
arrangements for inoculation of the pilgrims in their respective State/UTs throughout the
country.
3. ORAL POLIO VACCINATION:
It is mandatory for all the pilgrims to receive Oral Polio Vaccine six weeks before start of
Hajj journey and obtain the Oral Polio Vaccine certificate from the concerned health
authorities on the Health and Training (HAT) Card. They will be given another dose of Oral
Polio Vaccine at the time of their disembarkation in the Kingdom of Saudi Arabia. XVI (5) ADVANCE HAJ AMOUNT
All the provisionally selected pilgrims are required to pay Rs.81,000/- as Advance
Haj Amount and Miscellaneous Dues. It is to be paid either in HCOI’s Bank Account
No.32175020010 maintained with State Bank of India (SBI) or in Account
No.318702010406009 maintained with Union Bank of India (UBI). The amount has to be
deposited in any of their branches having Core Banking System. Apart from this, the pilgrims
have been given the choice to deposit online payment through selected Bank. No Bank
draft/cheque/cash is accepted by the HCoI. The utilization of the amount is as under:-
(a) Advance Haj Amount Rs.80,000/-
(b) Miscellaneous Dues (Rs.1,000/-)
i) State Haj Committee’s Handling Charges Rs.150/-
ii) Supporting arrangements payable to SHCs handling

XVI I . IAS & ALLIED COURES (COACHING & GUIDANCE CELL)
1. The Coaching & Guidance Cell for IAS & allied courses in Haj House was started in the
year 2009 after having secured permission from the Government of India, Ministry of
External Affairs, Mumbai vide letter No.M(HAJ)/1181/5/09 dated 20th April 2009. It is purely
a residential coaching programme. The full fledged coaching started from January, 2010.
Mr. Shamim Uddin, Assistant Commissioner (Retired), Customs and Central Excise
Department, New Delhi, has been appointed to the post of Director, Coaching & Guidance
Cell from 01.05.2015.
2. In the year 2014-15, Coaching & Guidance Cell of HCOI has started an online
interactive coaching class from M/s. G.S. Mentors, New Delhi, with the help of video
conferencing. The faculty of G.S. Mentors are also visiting Mumbai to have personal
interaction with the students. Weekly tests are being conducted and necessary guidance
and instructions are being imparted. Currently, the 8th batch of 27 students is undergoing
training.
3. Till now, three candidates have qualified as IPS and IRS. Mr. Salman Taj Patil was selected
for IPS and now posted as Superintendent of Police, Ghaziabad, Uttar Pradesh. The two
other candidates Mr. Shakeel Mehmood Ansari and Mr. Shakil Sande were selected for IRS
and posted in Income Tax.
4. Meanwhile, some of the candidates who while studying here have appeared for other
competitive examinations and joined the Government or Semi Government Services.
There are even some other candidates who have appeared for various State Public Service
Commission Examinations or other competitive Examination also and were successful.

XVIII. MISCELLANEOUS
XVIII (1) OBSERVANCE OF SWACHHA BHARAT PAKHWADA
1. The Swaccha Bharat Abhiyan Mission launched by the Union Government was taken up for
implementation in Haj House, Mumbai. The following activities were taken up for observance
of “Swachha Bharat Pakhwada” in Haj Committee of India, Haj House, Mumbai from
15th December, 2016 to 31st December, 2016 to ensure an improved work culture and work
environment including hygiene and cleanliness of the Haj House Building & premises :-
i) Awareness programme was organized by the Chief Executive Officer, Haj Committee of
India in the Committee Room of Haj House Building. There was exchange of views and
suggestions from the officers and officials of Haj Committee of India to ensure improved
work culture and cleanliness in the office premises.
ii) Plantation of new trees/plants was done by the Chief Executive Officer, Haj Committee of
India in Haj House premises.
iii) A Banner displayed in and around the premises of Haj House Building for observance of
“Swachha Bharat Pakhwada”. The banners inculcate the concept of cleanliness among the
employees and surrounding general public.
iv) Inspection of all the rooms and offices of Haj Committee of India and carried out cleaning
activity to keep the office environment neat and clean.
v) Record Room of Haj Committee of India has been cleaned and maintained and the
papers/documents which were no longer required have been disposed off, following due
proper procedures.
vi) Repair of all unused/broken furniture, electrical and plumbing items in the premises.
vii) A circular was issued to all State Haj Committees, sensitizing to observe “Swachha Bharat
Pakhwada” activities .
2. A lecture on “Swachh Bharat” was delivered by Chief Executive Officer, Haj Committee of
India on 30th December, 2016 at 11.15 a.m. at Committee Room, 1st Floor, Haj House and
emphasized to continue the mission of Swachha Bharat Abiyan in the coming years too with
new activities.

XVIII (3) MAHANAMA HAJ MAGAZINE
1. The publication of Mahanama Haj Magazine has completed its Ten (10) years. It is popular
in general public including intending Haj pilgrims.
2. The cost of Magazine is Rs.10/- per copy. Annual Subscription is Rs.100/-, whereas life time
subscription is for Rs.3,000/-.
3. During the year from April, 2016 to March, 2017, 4200 copies of Haj Magazine were printed
per month. In order to upgrade the standard of “Mahanama Haj Magazine”, necessary steps
have been taken to register the Magazine under International Standard Serial Number
(ISSN), which will facilitate incorporation of variety of topics/articles written by renowned and
professional writers. Now Mahanama Haj Magazine has secured its distinct ISSN Number :
ISSN 2395-7875.
4. The University Grant Commission (UGC) is also considering Mahanama Haj Magazine for
the purpose of Career Advancement Scheme (CAS) and for Direct Recruitment of Teachers
and other academic Staff.

XVIII (4) SETUP OF IN-HOUSE DTP (DESKTOP PUBLISHING) CELL
Haj Committee of India has opened an in-house DTP Cell on March, 2016 for various office
automation works relating to Haj pilgrimage. Every year, over 2 lakh Haj Application Forms
alongwith Guidelines and numerous publishing & printing works of literature and reference
materials etc., are printed by Haj Committee of India. For page layout and interior page
designs and for handling the corrections found in proof-reading the work which were done
from outside organisation are currently being carried out in the in-house DTP Cell. By setting
up of an in-house DTP Cell, the expenses involved in contracting out have reduced
considerably, besides curtailed from excessive delay in sending and receiving the revisions.
XVIII (5) STAFF WELFARE
(A) GYMNASIUM
To improve efficiency and morale of the employees and to reduce their working stress, the
Haj Committee of India supports various staff welfare measures and has established a
gymnasium in the year 2009 with an aim of physical fitness for the employees.
Multiple gymnasium equipments have been procured and installed which are in use for
maintaining fitness. Students of Coaching & Guidance Cell also avail the facilities. There is a
separate timing roster for ladies and gents.
(B) LIBRARY
Haj Committee of India also maintains books of reference material concerning information
on Haj & Umrah pilgrimage, Islamic literatures and magazines etc. in the shape of rich and
well equipped Library. The Library was opened on 13 th February, 2009 and is presently
having a variety of topic-wise books.
(C) IMPLEMENTATION OF NEW PENSION SCHEME (NPS)
Haj Committee of India has introduced New Pension Scheme (NPS) for the permanent
employees, with the approval of Ministry of External Affairs vide letter
No.M(Haj)/1181/5/2015 dated 05.05.2016. PFRDA (Pension Fund Regulatory and
Development Authority) has accepted the authorization and concurred for applicability of the
Scheme vide letter No.PFRDA/21/CAB/1/15 dated 03.06.2016. All the remaining modalities
have been complied and finalized in consultation with various agencies viz. NSDL (National
Securities Depository Limited, Mumbai) and CRA (Central Recordkeeping Agency, Mumbai)
etc. Recurring monthly matching contribution to that payable by employees @10% of Basic
Pay plus Dearness Allowance are regularly paid by Haj Committee of India to NSDL.

XIX. RIGHT TO INFORMATION ACT
1. A separate RTI Cell has been established which is continuously in the process of
strengthening the system of disposal of RTI applications to the satisfaction of the public by
strict compliance of the guidelines issued by the Department of Personnel & Training from
time to time to implement the RTI Act effectively.
2. The Public Information Officer and First Appellate Authority are appointed to facilitate the
quick disposal of RTI applications/appeals.
3. Under Section 25 (3) of the RTI Act, 2005, the information (from 1st April, 2016 to 31st March,
2017) in respect of RTI cases in Haj Committee of India is as under:-
