• COMSATCOM systems have evolved from a complementary capability to a critical element in the DoD SATCOM architecture. – In FY2014, the Department of Defense (DoD) spent $879.1M to lease COMSATCOM Fixed and Mobile
Satellite services
• Multiple pressures compel improvements to DoD’s
• COMSATCOM acquisition, use and management – Budgetary constraints – Declines in OCO funding – No plans to purchase WGS beyond Vehicle 10 – Industry inquiries – Congressional inquiries • FY2014 NDAA Senate Report 113-44
• DoD Commercial SATCOM Tiger Team identified merit in new ways to acquire and manage resources for COMSATCOM. The strategy to implement these new methods is presented in DoD’s response to Senate Report 113-44 (summarized herein)
