Safety Precautions/Conditions to be Observed by the Consultants/Contractors

NOC Document Conditions
1. All works carried out under the ROW or DEWA reservation should be done as per DEWA standard. 2. The contractor should comply with precautions/conditions stated by DEWA on the drawings and GIS
sheet. 3. NOC is valid for 6 months only, it must be revalidated within 2 weeks before expiry. 4. Completion certificate to be obtained from DEWA within 1 month from the date of work completion. 5. Original NOC with drawings should be available at site (all times). 6. The locations of DEWA(ED) services marked on the enclosed drawings are approximate. The contractor
should excavate by hand to locate the existing services before undertaking construction activity in the vicinity of the cables.
7. DEWA reserves the right to stop work if necessary or all NOC conditions not fulfilled. 8. Any DEWA services located at the site, which is not marked in the NOC shall be notified to DEWA.
These services will be also considered part of DEWA network and damage to them will be charged according to regulations.
9. As Built drawing, showing DEWA services should be submitted for DEWA approval. 10. Cables shutdown required for diversion work should be limited to low load period during 1 November
to 31 March. 11. Any changes required on the approved NOC due to site conditions, revised drawings should be
resubmitted to Infrastructure Information & Permits Department for approval.
Coordination Conditions (Refer to the below mentioned table)
1. It is essential that the concerned contractor give a minimum of 3 working days in advance written intimation with exact location and area map, before starting any work near existing cables.
2. As massive amount of earth works are involved during drainage works, all backfilling works intimated one day in advance to enable us to check our services and give clearance for backfilling.
3. After exposing the cables, the contractor should contact DEWA(ED), necessary instructions for protection of DEWA(ED) cables to be given to him at site after checking their scope of works, which affects our cables.
4. If the contractor experience difficulty in locating DEWA(ED) services, he should contact DEWA(ED) for assistance.
5. The contractor /consultant are advised to liaise with any contractor/consultant who is/will be engaged with other project of DEWA within the area of subject project, and agree on a schedule to facilitate both contractors to work simultaneously. The contractor shall not object to DEWA’s contractor working within their area. Any delay in releasing the NOC certificate and schedule of work to DEWA will automatically lead to the withdrawal of this NOC.
6. Responsible Engineer/supervisor should be available at site while working close to DEWA (ED) services. 7. Access to be provided to DEWA staff or authorized contractor for cable laying works in the project
area. If access is denied to carry out the works, the DEWA NOC will be withdrawn. 8. For working during the holidays, contractor should submit their work schedule to DEWA. 9. For any work below/close to OHL should be fulltime supervised by the competent safety inspector. 10. Any incident happened at site/unsafe situation of existing services, contractor should stop the work
and inform the concerned department immediately.
Permission and Supervision Conditions
1. All excavation in the vicinity of 33/11/6.6 KV cables should be done manually under DEWA’s supervision.
2. No existing cable joints are to be supported without DEWA(ED) supervision. 3. Excavation/Leveling work shall not be carried out in the vicinity of DEWA(ED) services without prior
permission from DEWA. 4. Backfilling shall be carried out as per DEWA(ED) standard specifications and under the supervision of
DEWA. 5. For any excavation in the vicinity of DEWA substation/structure/towers, the proposal must be referred
to DEWA for approval in writing and all such works shall be done under supervision of DEWA. 6. The contractor shall locate DEWA(ED) services and obtain prior permissions from the consultant and
DEWA for using Pickaxe, Steel Rod and Drilling Machine in the Vicinity of DEWA (ED) services. 7. DEWA(ED) services shall not be removed/relocated/shifted/sleeved without DEWA permission. 8. All the existing cables crossing or passing parallel the trenches must be properly protected; any
protection for DEWA existing services should be approved by DEWA(ED) before starting the work
Protection and Safety Conditions
1. No machine excavation shall be carried out in the vicinity of DEWA(ED) services. All such excavation should be done manually.
2. The cables should be adequately supported during excavation. 3. All exposed cable to be properly protected and barricaded with safety cones and mesh. 4. All the existing cables crossing or passing parallel the trenches must be properly protected. 5. Danger sign to be placed all along the cable route. 6. Proposed equipments/foundations should not be placed over the existing cables. 7. Tower earthing system at underground shall not be damaged. 8. Safety measures and precautions to be taken by contractor to safeguard cables at his own cost and
will be liable for any damage. 9. While working high boom vehicles/equipments, specified safe clearance to be ascertained &
maintained from OHL. 10. Crash barriers to be installed to protect the tower if the proximity is less than 25/40 meters to the
secondary/main road edges. 11. Temporary height limit barriers to be installed, incase vehicles and equipments required to
pass/approach the OHL.
Site Conditions
1. Existing HV cables should not be kept under the proposed carriageway. 2. Foundation, porta cabin or any other materials dumping over HV cables routes and blocking access to
DEWA substation entrance are not allowed. 3. Trial pits to be taken manually (Only hand shovel) under supervision of Distribution Maintenance and
Transmission Maintenance staff only. 4. Contractor’s representative has to prepare trial pits details at site.

5. Trial Pits checked/verified have to be backfilled within 24 hours for major roads and 48 hours for local roads.
6. After backfilling of trial pits, sign board/route marker should be installed showing numbers, types & depth of the cable.
7. Cable Detector should be available all the time during while working in the vicinity of DEWA (ED) services.
8. The reinstatement of existing cables shall be in accordance with DEWA’s procedures including use of back filling dune sand.
9. DEWA(ED) reserves the right to open/excavate in the proposed area for any maintenance work or to lay new cables.
10. DEWA will not be responsible for the reinstatement of special tiles, stones, marbles, bushes, plants, etc. Party can reinstate same as before at their own cost. DEWA can reinstate with normal available tiles only.
11. Paving work in the proposed area should be done after completion of laying of the proposed cables shown on the NOC drawings.
12. As far as possible contractor should restrict their excavation to their corridor. 13. The cover required for cables is 900mm from finished level. 14. Our existing underground cables are approximately 0.9 meter deep from the existing ground level. If
the existing ground level to be raised /lowered due to the proposed earth filling/ramps/steps, the existing cable should be raised /lowered accordingly to maintain the standard depth of our cables, which is 0.9 meter from the finished level.
15. Minimum clearance of other services such as cables, pipes, ducts etc. to be 1 meter away & 0.5 meter above or below.
16. The access road shall not be disturbed or blocked. 17. Any poles/structures erected in the vicinity of OHL should have adequately falling distance and clear
of OHL. 18. No plantation inside DEWA corridor. 19. Finished road level should have a minimum vertical clearance of 9 meters from 33 KV lines and 7
meters from 11/6.6 KV lines. 20. DEWA access road along the line not to be used disturbed or damaged. 21. No excavation digging is allowed within 5 meters of tower legs and 3 meters from the pole. 22. NO F.O. cables or manhole shall be constructed in DEWA(ED) corridor, otherwise the F.O. cables or
manhole have to be shifted on your cost. 23. Asphalt work within the Sikka is not permitted.
Duct Conditions
1. Existing ducts should not be damaged /blocked and should be left in perfect useable condition after completion of road construction.
2. Any damages of DEWA(ED) ducts during the course of work, damaged ducts should be replaced by newly set of ducts.
3. For buried DEWA HV & LV cables that affected by proposed road crossing, a spare duct and split duct shall be provided adjacent to the HV/LV cables. (Based on number of cables).
4. Proposed ducts to be laid in two layers only. 5. Size of ducts should be 150mm diameter as per B.S. standard.
6. Existing spare ducts to be extended to the proposed road widening /crossing area, if not possible new spare ducts (end to end) to be provided and maintain minimum 1.0 m. either side of the proposed road edge.
7. Any work related to ducts should be carried out under DEWA supervision. 8. If existing empty DEWA HV ducts are affected, the same have to be extended and to be inspected by
DEWA Engineer before backfilling. 9. The existing used ducts have to be extended with split ducts and concrete surround , spare ducts to
be provided based on number of ducts affected in case the existing ducts are blocked due to extension of ducts.(without any financial cost to DEWA) the work should be inspected by DEWA engineer before backfilling.
Diversion Conditions
1. For diversion of the cables, minimum 150mm clearance to be maintained in between the cables. 2. All existing cables likely to come under the carriage way of new asphalt area have to be diverted in
DEWA Corridor. The civil work for exposing the existing cable and to provide a new trench at the proposed location of the cable shall be provided by the road’s contractor.
400/132 KV Cable Conditions
1. This N.O.C. is not a blanket permission to start the work. 2. Prior intimation to be given to DEWA at least 3 working days in advance by fax No. 04 3229095 and
confirmed on telephone Nos. 04 3221547/3227929 3. Original/copy of the NOC drawings(s) approved by DEWA TLM Dept. must be available at the work site
(within the vicinity of cable area) throughout, including trial pit verified drawing (s) and method of statement. Sub‐contractor is not allowed to work in the vicinity of DEWA’s 132kV Power/FO/Pilot cable Route without prior approval from DEWA TLM.
4. Responsible engineer/supervisor should be available at site while working close to DEWA ED services. 5. Safety measures & precaution to be taken by contractor to safe guard cables at his own cost and will
be liable for any damage as per local Act .2/94, and action will be taken against contractor as per violation(s) /black point (s).
6. Safety regulations pertaining to works in the vicinity of DEWA services to be complied with. 7. Trial holes to be taken by hand excavation in presence of DEWA personnel prior to commencement of
the project to identify/confirm clearance of services marked in the approved NOC and the presence of any more existing cables not marked, which needs to be identified/verified by TLMD staff. After backfilling of trial pits temporary signboard should be installed showing numbers types and depth of cables.
8. Existing 132Kv cable route within the vicinity of the proposed working area to be barricaded and fix danger signboard before starting the work at site.
9. Any machinery, construction equipment / excavator / Vehicles Etc. not allowed to work / move or park over the cable route and use of heavy vibratory compaction is prohibited. If any particular locations are required to cross over the cables, that area to be protected and separate NOC to be obtained for the crossing area.
10. Cable corridor should not be enclosed by fence and if the corridor is inside boundary of project area, then it should not be used as a storage, site offices Etc.

11. No construction of road or services where joints & link boxes exit and joint bay access to be available at all times. If any activity within this area, separate NOC to be obtained.
12. Any construction/structures in DEWA corridor, i.e. other utility services, manholes, gullies etc. are prohibited.
13. Any streetlight poles, crash barriers, road signboards, excessive filling on cable corridor are prohibited. Only grass/shrubs allowed in cable corridor. Trees should be 5.0 m. away.
14. Minimum clearances of services such as cables, pipes and ducts etc. to be 1 (one) Meter away and 500 mm above/below and no services lay on top of the troughs.
15. DEWA reserves the right to excavate the garden/grass/tiled area and road without intimation in case of emergency. Owners for tiling/gardening/landscaping work etc. should give an undertaking before commencement of the work. NOC in this regard to be obtained.
16. Protection, backfilling etc. as specified on NOC drawing /Method of statement/site instruction to be carried out under DEWA TLMD supervision.
17. All crossings of 132 kV cable and passing parallel required separate cross section. Sections, protection & method of statement in this regard to be approved by DEWA in advance. No crossing allowed over/under the cable joint /link box.
18. Micro tunneling / Thrust boring / Directional drilling should have a minimum vertical clearance of 2.0m from the bottom of the cable/trough and the horizontal clearance of 2.0m from the edge of the cable/trough to the entry/exit pit. . Drilling profile to be approved by DEWA TLMD.
19. Micro tunneling /Thrust boring / Directional drilling / Piling will be approved only after all the services and clearances have been identified and verified with coordinates. Method statement and shop drawing to be approved by DEWA before execution of the work. Drilling location to be ensured as per the approved profile and coordinates before starting the work by Transmission Line Patrolling supervisor.
20. Shifting/slewing or exposing of cables will not be permitted without NOC explicit written permission. 21. Existing cables coming under the proposed roads crossing area shall be provided with suitable
protection along with spare ducts and temporary road constructed on top of cables have to be removed once use is over.
22. Road shoulders should be marked with concrete blocks showing cable positions when road works involved and tiled area to be provided with flush marker.
23. Route markers should not be displaced / destroyed (will be charged) and to be replaced / reinstated in the same place/position after completion of the works with the pole or flush type & tiled area to be provided with the flush type marker.
24. As built drawing showing cable positions, in relation to the permanent structures or land marks to be provided after finishing the project.
25. All works to be carried out in presence of DEWA Personnel during normal DEWA working hours. Any deviation to be agreed in writing in advance.
26. No high‐pressure pipe joint under/close to the cable. Surrounding Steel Sleeve to be extended both sides of the cable depending upon the diameter of the pipeline, which is to be approved by DEWA.
27. The party who obtained the NOC from DEWA is only allowed to work at site. 28. Clearance from retaining wall/piling/pillar etc. to be 2.0m away from the cable/trough. The works to
be carried out after identify the cable/trough with coordinates by TLMD cable staff. 29. Existing cables/Trough coming under / along the proposed road to be diverted and abandoned portion
of the cable/trough to be removed. Steel protection barrier to be provided for Link boxes in the vicinity of Road.
30. Existing spare ducts to be extended to the proposed road widening /crossing area, if not possible new spare ducts (end to end) to be provided and maintain minimum 1.0 m. either side of the proposed road edge.
31. Any deep excavation close proximity of the cable/trough should be provided with steel sheet piling/protection with de‐watering arrangement along the cable route, after providing method of statement.
32. For proposed 400/132 kV cable installation/diversion/ loop in/out, Minimum 100m. Clearance to be required from the existing nearest cable joint location to the proposed cable joint location, if not the proposed cables to be connected to the nearest existing cable joint.
33. If any cable circuits energized in the proposed working area before completion of the work and during the validity of the NOC, separate NOC to be obtained for completing the remaining work.
34. After obtaining general NOC for the project, separate NOC to be obtained for the utility services installation/diversions/plantations/tiling/piling/drilling/street lighting &signal foundation works etc., which are not shown on the project NOC drawings.
35. Entrance to DEWA substation and access to DEWA corridor should not be blocked for the proposed project/work by any means temporary or permanently.
36. Proposed protection for the cable/trough, Pipelines, sleeve extensions, new spare ducts, Duct extensions to be confirmed and verified by TLMD cable staff during/completing the particular works (before backfilling the area) and the verified details to be submitted along with the As built drawing/completion certificate
37. The working personnel/site agent is liable to receive any stop work notice issued by DEWA representative and stop the work immediately. Failure to do so will be considered as a serious violation.
38. Contractor conveys to DEWA after completion of all works and clearance certificate is to be obtained accordingly in 45 days, which shall not to be issued if relevant conditions are not met.
39. This NOC is valid for 6 months only, should be revalidated within 15 days before expiry. 40. DEWA reserves the right to stop the work, review/suspend/cancel the NOC in case of any violation of
the above conditions or other violations noticed and any emergency arises.
400/132 KV OHL Conditions
1. This NOC is not a blanket permission to start work. 2. Prior intimation to be given to DEWA at least 3 working days in advance by Fax No. 04‐3229095 and to
be confirmed by Telephone 04‐3221547/3227929. 3. Original/Copy of the NOC drawing(s) approved by DEWA TLMD must be made available at the work
site. (Within the vicinity of the OHL area) including OHL clearance verified drawing (s) and method of statement. Sub‐contractor is not allowed to work without prior approval from DEWA TLM.
4. Contractor should depute capable Engineer/supervisory staff at all times during the work near DEWA OHL services. Also full time supervision by a competent safety inspector from contractor to be ensured for any work below/close to OHL.
5. Safety measures and precaution to be taken by contractor to safe guard the OHL network at their own cost and will be liable for any damages as per local act.2/94, and action will be taken against contractor as per violation(s) /black point (s).
6. No construction activity is allowed within the reserved corridor of DEWA (Road crossings, Utility services crossing may be allowed with a valid NOC.)
7. Any excavation / digging/drilling/tunneling are not allowed within 5 meters of tower legs. 8. Any heavy machinery, vehicle or other equipment are not allowed to park under/near the overhead
line.

9. Finished road level should have a minimum vertical clearance of 16.5/15 meters for 400/132KV lines respectively and the same clearances to be confirmed with TLP Personnel, before staring the work, during the construction and after completion of the work.
10. The contractor should fully comply with the agreed protection measures for existing OHLs, method of statement, safety clearances and restriction/limitation if use of equipment.
11. Any OHL located at the site, which is not marked in the NOC shall be notified to DEWA. This OHL will also be considered a part of our network and damage to this OHL will be charged according to the regulation.
12. Crash barriers to be installed to protect the tower if the proximity is less than 25/40 meters to the secondary / main road edges.
13. DEWA access road along the line not to be disturbed or damaged. 14. Tower earthling system at underground shall not be damaged. 15. Any plantation/trees not allowed inside DEWA OHL corridor. 16. Temporary height limit gantry to be installed, incase vehicles and equipment require to pass/ approach
the OHLs 17. As installed drawing showing OHL to be submitted for DEWA approval. 18. The party who obtained the NOC from DEWA only allowed to doing the work at site.
19. If any new 400/132Kv OHL energized in the proposed working area before completion of the work or any changes on the approved NOC drawing during the validity of the original NOC, a separate NOC obtained for the affected area. Otherwise the work will be stopped.
20. Any poles/structure erected in the vicinity of O/H line should have minimum falling clearance of 6.0/5.0 meters for 400/132KV lines respectively.
21. All works to be carried out in presence of DEWA personnel during the day time only (Normal DEWA working hours) Any deviation to be agreed in writing in advance. No any activity allowed during the night.
22. The working personnel/site agent must be liable to receive any stop work notice issued by DEWA representative and stop the work immediately. Failure to do so will be considered as a serious violation and DEWA will take a legal action against the violators.
23. Contractor conveys to DEWA after completion of all works and clearance certificate is to be obtained accordingly in 45 days, which shall not to be issued if relevant conditions are not met.
24. NOC valid for 6 months only, should be re‐validated within 15 days before expiry. 25. DEWA reserves the right to stop the work/ review / suspend / cancel NOC if any violations of the above
conditions are noticed or due to arising OHL System emergency.

During the course of works if damages are caused to DEWA services, the concerned contractor will be liable for action as per Law No. 6/2015 Government of Dubai concerning “Protection of the General Network of Electricity and Water Services”. The concerned contractor should take extreme care & ensure safety of the services to avoid any consequential punitive action. It is obligatory that the contractor immediately informs our Complaints Section on Tel.No.991 of any damages, suspect or actual.
