1.0 Institutions and Intake :

Admission shall be made in the following nstitutions for one year B.Ed. (Secondary) Course forthe academic session 2013-2014 as per intake mentioned below.

50 seats for Government B.Ed. Training College, Kandhamal will be distributed as perST & SC Development Department Guidelines (ST : 90%, SC : 10%).

2.0 Category of Candidates and Distribution of Seats :

Total seats in each category shall be distributed between Arts and Science disciplinecandidates on 40 : 60 basis except inservice category. Out of 60% of Science seats, 35%seats will remain reserved for PCM students only. Out of the 40% seats for Arts candidates,10% seats will be reserved for students having English Honours at Graduation level.

However, if the available seats in any category of Arts / Science happens to be odd number, in suchcase benefit shall go to the candidates having the higher career marks either in Arts / Science category.

Interchange of Seats :

§ In case of non-availability of eligible candidates in Science / Arts groups, inter-change ofseats shall be permitted within the category.

§ In case of non-availability of eligible candidates in the categories of PH / Ex-serviceman /Green Card / OOT / Inservice candidates under the social categories i.e. ST / SC / OBC – SEBC/UR, the vacant seats will be filled up by the candidates of the respective category.

§ Interchange of seats among the institutes keeping the total seats allotted to different categoriesintact shall be permitted.

3.0 Eligibility :

The candidate must fulfill all the eligibility conditions given below :

3.1 She / he must be an Arts / Science Graduate. General candidates should havesecured at least 50% of marks in aggregate in the Bachelor’s Degreeexamination and SC / ST and OBC / SEBC candidates should have secured atleast 45% of marks in aggregate in the Bachelor Degree examination.

3.2 In order to be eligible for Admission to B.Ed. Course, the candidates must havestudied at least two school subjects in Arts / Science at Graduation level. She/ he should have passed Graduation with at least 02 school subjects of minimum 200marks each.

§ For Science candidates, he / she should have passed with 02 school subjectsout of Physics, Chemistry, Mathematics, Botany, Zoology, ComputerScience and Geography

§ For Arts candidates one of the subject shall be considered out of English,Odia, Hindi and Sanskrit and another subject shall be considered from thesubject studied out of History, Geography, Economics, Indian Economy,Political Science, Landmark in Indian History, Indian Geography, IndianPolity, Mathematics and Computer Science.

3.3 She / he must have passed Odia as MIL up to HSC level or any such equivalent orhigher examination or should have passed Odia as a subject in specific examinationconducted by BSE, Odisha of HSC standard or should have passed HSC Examinationof BSE, Odisha in Odia medium with MIL other than Odia. Such candidates who havepassed HSC Examination of BSE, Odisha without Odia as MIL should produce a certificateto the effect from the Headmaster of the concerned school that he / she has passedHSC Examination in Odia medium.

3.4 The age limit as on 30.06.2013 :

Note : The upper age limit is inclusive of age relaxation for relevant groups as admissible under rules.

3.5 Residential Certificate :

§ The candidates except OOT category must be permanent residents of Orissa.To that effect each candidate shall furnish along with his / her application form apermanent residential certificate in the prescribed format issued in favour ofhim / her by the Tahasildar / Additional Tahasildar (after creation of new district)concerned.

3.6 Caste Certificate :

§ In case of SC, ST and OBC / SEBC candidates, the Caste Certificate should beissued by the concerned Tahasildar. The Caste Certificate shall be consideredby virtue of birth only not by marriage or adoption.

3.7 PH Candidates :

§ All PH Candidates with required academic qualification and conditions as indicatedin Para 3.1 to 3.4 and 3.6 are eligible to apply.

§ Disability type-wise reservation of seats shall be made for the candidates underthis category – Blind : 1%, Deaf : 1% and Orthopaedically Handicapped :1% as per Resolution No. 3404 – 2R / 1 – 3 / 2004/Gen dated 13.02.2006 of theGA Department, Odisha.

§ The Blind and Orthopaedically handicapped candidates with disability ofminimum 40% are eligible to apply

§ The Deaf candidates with disability of minimum 50% or loss of hearing of 60decibels or more are eligible to apply.

§ Such candidates are required to submit PH Certificate issued in their favour inthe prescribed form by Medical Board countersigned by CDMO concerned.Candidates in possession of temporary disability certificate issued prior to30.06.2008 shall submit their renewal certificates. The candidates cannotclaim reservation in two types of disabilities to fulfill the minimumpercentage of disability.

§ The selected candidates shall be referred immediately to the Appellate MedicalBoard constituted at SCB Medical College, Cuttack for verification.

§ However, such candidates shall pursue their studies within the existingfacilities available in the institutions until special provision are made forthem.

3.8 OOT Candidates :

§ Candidates from the Outlying Odia Speaking Tracts of Andhra Pradesh,Jharkhand, Chhatisgarh and West Bengal with required academic qualificationand conditions as indicated in Para 3.1 to 3.4 and 3.6 are eligible to apply.

§ They are required to submit permanent Residential Certificate to that effectin their favour by the competent authority of their respective state.

§ In case of SC, ST and OBC / SEBC candidates, the Caste Certificate should beissued by the competent authority of their respective state. The Caste Certificateshould be considered by virtue of birth not by marriage or adoption.

§ Only those candidates who have prosecuted their studies at least up to HighSchool Certificate Examination in their respective states will be considered forselection under the Outlying Odia Speaking Tract quota.

§ They should have passed Odia as a subject of study in HSC examination or anysuch equivalent or higher examination or have passed Odia as a subject in specialexamination conducted by BSE, Odisha of HSC standard.

§ The seats of OOT category may be allotted to the states on the basis of validapplications received from the different states.

§ Kashmir Migrant : The following type of relaxation will be admissible in caseKashmir Migrants in the matter of their admission (vide Government letter No.6110 / SME dated 15.04.2010)

§ Extension in date of admission by about 30 days.

§ Relaxation in cut-off percentage up to 10% subject to minimum eligibilityrequirement.

§ Increase in intake capacity up to 5% course-wise.§ Reservation of at least one seat in merit quota in technical / professional

institutions.

§ Waiving of domicile requirements

§ Facilitation of migration in second and subsequent years.

3.9 Ex-servicemen Candidates :

§ The person who is retired from Defence Service is to be considered as Ex-serviceman. The son / unmarried daughter / spouse of Ex-servicemanincluding self are eligible to apply provided they fulfil the eligibility conditionsas in Para 3.1 to 3.6 and on submission of Certificate issued by the respectiveDefence Headquarters / Rajya Sainik Board / Zilla Sainik Board in favour of his /her parents / spouse. The certificate must reflect the name of ex-serviceman,the date of entry to the defence service and retirement, his relationship with thecandidate, seal and signature of the concerned authority.

3.10 Green Card Holder Candidates :

§ The candidates under this category are eligible to apply provided they fulfil theeligibility condition as mentioned in Para 3.1 to 3.6 on submission of the prescribedGreen Card of Health and Family Welfare Department, Government of Odishaissued by the concerned CDMO. The name and date of birth of the candidateand name of the parent written on Green Card Certificate issued by thecompetent authority must be same as reflected in HSC ExaminationCertificate of the candidate.

3.11 Inservice Candidates :

§ Untrained inservice teachers except PET, Classical Teacher and HindiTeacher validly appointed on regular basis against the sanctioned yardstickTGT posts in Government / Government Aided / Recognized High Schoolsand continuing as such are eligible to apply provided he / she must havecompleted at least one year of continuous service by the last date of submissionof Application Form.

§ In case of non-availability of teachers from the Government / Government Aidedinstitutions, the names of untrained teachers from recognized schools may besponsored by the concerned Directorates.

§ Teachers validly appointed on regular basis against the sanctioned postsin Government/ Government Aided / Recognized Elementary Schoolshaving Graduate qualification and continuing as such are eligible to applyprovided he / she must have completed at least one year continuous service bythe last date of submission of Application Form.

§ Not more than two Inservice candidates shall be selected from oneinstitution in one academic session. All Inservice candidates shall submit anundertaking at the time of admission to the effect that they shall not claim anysalary / stipend during the period of their training. He / she shall have tosubmit an affidavit to the effect that he / she shall continue in the school inquestion for a period of at least 10 years after completion of his / her B.Ed.training.

4.0 Selection and Placement :4.1 Selection Criteria :

For Fresh Candidates :

State Level Selection of all categories of candidates except inservice category candidates shall bemade on the basis of marks secured from HSC to Graduation level irrespective of submission of applicationforms in different Teacher Education Institutes. Career Assessment shall be made for fresh candidates asfollows.

H.S.C. Percentage of marks excluding extra / fourth optional +2 / Higher Secondary

/ Intermediate Percentage of marks excluding extra / fourth optional

For Inservice Candidates :

§ The service seniority of the Inservice Candidates of Government / Government Aided /Recognized High Schools will be counted from the date of joining against sanctioned TGTyardstick posts / date of recognition of Class X whichever is later.

§ The teachers from secondary level shall be selected by the Director, Secondary Education,Odisha as per selection criteria and a final list of 120 selected secondary teachers along withtheir application forms shall be submitted to the Director, TE and SCERT within the stipulateddate for placement of the selected inservice teachers in different Teacher Education Institutionsof the state.

§ In case of non-availability of teachers from the Government / Government Aidedinstitutions, the names of untrained teachers from recognized schools may be sponsoredby the above Directorates.

§ The application of all sponsored inservice teachers must be countersigned by the DI ofSchools / District Education Officers, as applicable.

§ In case of sponsoring of untrained inservice teachers of recognized schools, the DI ofSchools and District Education Officers must certify that no untrained inservice applicantsof Government / Government Aided schools are available.

§ The service seniority in case of teachers of elementary schools shall be counted from thedate of joining against sanctioned post in Government, Government Aided / RecognizedElementary Schools / date of recognition of schools whichever is later. However, in caseof elementary inservice candidates, if the year of passing Graduation is after the date ofjoining or date of recognition of school, the service seniority will be counted from theyear of passing graduation.

§ The teachers from elementary level shall be selected by the Director, Elementary Education,Odisha as per selection criteria. A final list of 51 selected elementary teachers along with theirapplication forms shall be submitted to the Director, TE and SCERT within the stipulated datefor placement of the selected inservice teachers in different Teacher Education Institutions ofthe state.

§ Other criteria as decided by the Director, Elementary Education / Secondary Education as thecase may be.

§ State level selection of candidates shall be made on the basis of recommendation made by theDirector, Elementary Education / Secondary Education as per the seats reserved for the category.

§ No recommendation of Unreserved candidates in lieu of SC / ST candidates will be madeby the sponsoring Directorates. The list sponsored by the Directorates should not bemore than 100% of the earmarked seats for each category.

4.2 Placement :

Placement of candidates will be made through Counselling except Inservice candidates. Eachcandidate can see his status in SCERT web-site by putting the Application Form Number and Date ofBirth. If he / she is eligible for Counselling, SMS will be given in the respective Mobile Number andIntimation Letter can be downloaded for attending the Counselling on the scheduled venue, dateand time. No Time Extension will be entertained. Candidate who will be selected for attending Counsellingmust come with a Bank Draft / Demand Draft as mentioned at Para 9.1 payable in favour of theDirector, TE and SCERT, Odisha, Bhubaneswar.

6.0 Submission of Application Form :

For processing of the application forms in the Teacher Training Institutions under the supervision ofthe Principals, the fresh candidates except special reserved category candidates (PH, Ex-serviceman,Green Card Holder, OOT and Inservice) shall submit their filled in Online Application Forms (hard copywith required documents) to the Principals of the following Teacher Education Institutions by registered /speed post / courier / by person so as to reach on or before 06.07.2013 as per the table given below.

§ Candidates of all categories are required to submit the filled in Application Form, alldocuments as mentioned at Para 7.0 and copy of the E-Challan / NEFT Form afterdepositing the required Fees through E-Challan / NEFT Form to the concerned Principal,as mentioned below.

PH Candidates : Free of Cost

(subject to fulfilment of the following criteria)

§ The Inservice Teachers should submit their application forms, duly forwarded by theconcerned Headmasters, to their respective District Inspector of schools or DistrictEducation Officers, as the case may be, within the stipulated date. Their ApplicationForms will be forwarded to the concerned Director, Elementary Education / Director,Secondary Education by the District Inspector of Schools and District Education Officerrespectively.

§ There is no provision for supply of Information Brochure and Application Form byPost / Courier.

§ All PH, Ex-serviceman, Green Card, OOT category candidates shall submit their OnlineApplication Form (Hardcopy with required documents) to the Principal, Nalini Devi

§ The Inservice Teachers shall submit their application forms to their respective DIs and DEOs ofschools as the case may be, on or before 06.07.2013. Their application forms will be forwardedto the Director, Elementary Education / Director, Secondary Education, as the case may be, bythe District Inspector and DEOs latest by 15.07.2013. The filled in Application Form of anyInservice Teacher will not be entertained directly from DEOs / DI of Schools or thecandidate at the Directorate of TE and SCERT, Odisha, Bhubaneswar.

§ Application Form received after the last date of submission shall be summarily rejected. Theauthority shall not be responsible for postal delay.

7.0 Documents to be submitted along with Application Form :

7.1 For Fresh Candidates

§ Candidates of all categories are required to pay the required amount through E-Challan /NEFT Mode (between 15.06.2013 to 30.06.2013).

§ Certificates and Marksheets from HSC to Graduation§ Certificate of Headmaster of the school to the effect that he / she has passed HSC in Odia

medium in case he / she passed from Board of Secondary Education, Odisha without Odia asMIL.

§ Residential Certificate issued by Tahasildar / Additional Tahasildar.§ Caste Certificate in case of SC, ST and OBC / SEBC candidates by virtue of birth only not

by marriage or adoption§ PH Certificate in case of PH candidates§ Ex-serviceman Certificate in case of son / daughter / spouse of Ex-serviceman.§ Green Card in case of Green Card Holder.

N.B: Copies of all certificates / mark sheets shall be signed by the candidates in full.

7.2 For Inservice Candidates

All inservice candidates shall submit the Xerox copies of the following documents attestedby the Headmasters / Headmistress as mentioned below along with their application forms.

§ Candidates of all categories are required to pay the required amount through E-Challan /NEFT Mode (between 15.06.2013 to 30.06.2013).

§ Copy of the appointment letter and joining letter§ Copy of the service continuance certificate§ Copy of the first and last page of Service Book in case of teachers serving in Government

/ Government aided schools.§ Copy of the first recognition order and subsequent renewal of recognition order year-

wise till date in case of elementary inservice candidates.§ Copy of the Class X recognition order and subsequent renewal of recognition order

year-wise till date in case of secondary inservice candidates.§ Copy of application forms for obtaining Class X recognition and subsequent renewal of

recognition till date wherein the name of the concerned teacher has been mentioned year-wise till date duly countersigned by concerned DEOs. In case of elementary inservicecandidates, the first recognition order and subsequent renewal of recognition order till datecountersigned by the concerned DI of Schools.

§ Copy of the Resolution of Management in case of Non-Government and un-aided recognizedschools showing that the appointment has been regularized.

§ Copies of all mark-sheets and certificates from HSC to Graduation.§ Copy of the approved management at the time of the appointment of inservice candidates,

as applicable.§ Copy of the Caste Certificate for claiming reservation under SC / ST / OBC – SEBC categories

shall be submitted.§ Copy of the Affidavit to the effect that he / she shall continue in the school, in question,

for a period of at least 10 years after completion of his / her B.Ed. training.

At the time of Admission :

All candidates selected for admission shall submit the following, in original.

§ All certificates, marksheets and documents, as applicable.

§ CLC and Conduct Certificate issued by the Institution last attended.

§ Intimation Letter§ Two Passport size photographs.

8.0 Hostel Facilities :

The following Teacher Education Institutions have the Hostel facilities. The Hostel Seats will bemade available from the month of January, 2014.

9.0 Fees :

9.1 Fees to be Deposited at the Time of Counselling :

However, in case of PH candidates, tuition fees and admission fees will be exempted of thefollowing categories of disabled students.
