KEY PURPOSE

• To provide specialist telephone tobacco smoking cessation advice and counselling to Aboriginal and Torres Strait Islander peoples living in Tasmania.

• To support Aboriginal and Torres Strait Islander peoples living in Tasmania to quit smoking.

ABOUT THE ROLE

Position title: Aboriginal Quitline Counsellor

Department: Quit Tasmania

Status: Part time contract until 30 June 2018

Hours of work: 11.4 hours per week (0.3 FTE)

Location: 145 New Town Road, New Town

Reports to: Quitline Team Leader and Aboriginal Liaison Coordinator

KEY RESPONSIBILIT IES WILL BE:

• Provide specialist telephone information, advice and individualised counselling to assist people who want to quit smoking, in accordance with the Quit Tasmania guidelines and protocols.

• Attend community events/health expos, and liaise with Aboriginal Community Controlled Organisations when required.

• Maintain the confidentiality and ethical requirements of the service in accordance with the Policy and Procedures of Cancer Council Tasmania.

• Accurately record and maintain caller information on the Quitline database.

• Participate in information, training and supervision/debriefing sessions as required.

• Prepare Quit Packs and other print resources for mailing, and undertake other tasks as required.

• Undertake other duties as determined by the Director Quit Tasmania.

SELECT ION CRITERIA

Essential1. Demonstrated practical experience in a relevant health and/or social field within a community setting, or

any relevant qualification in counselling, health or a social science discipline.2. A willingness to work towards a Certificate IV in Telephone Counselling.3. Understanding and knowledge of social, emotional, health, wellbeing and cultural issues affecting

Aboriginal and Torres Strait Island peoples.4. Ability to relate to and work positively with Aboriginal people across Tasmania.5. Well organised and able to prioritise tasks.6. Demonstrated ability to maintain confidentiality.7. Experience in using Microsoft Office and database applications.8. Ability and willingness to work independently and within a small team.

Desirable9. Knowledge of smoking cessation issues.10. Knowledge of referral services.11. Counselling experience in smoking cessation.12. Previous experience working in the community services sector.

Special requirements and other relevant information:- Cancer Council Tasmania is a smoke-free environment. - A commitment to Quit Tasmania’s objectives including being a non-smoker.- A commitment to the values of Cancer Council Tasmania.- The filling of this position is intended to constitute a special/equal opportunity measure and to reflect

genuine requirements of the role under section 8 (1) of the Racial Discrimination Act 1975 (Cth), and ss 25, 26 and 41 of the Anti-Discrimination Act 1998 (TAS).

The position is therefore only open to Aboriginal or Torres Strait Islander applicants.- Ability to work between the hours of 9 am and 8 pm weekdays (.3 FTE – 11.4 hours per week).

The successful applicant will be required to undertake professional development which will be funded by Quit Tasmania. Quit Tasmania will be responsible for costs (course fees or Recognition of Prior Learning fees) for the successful applicant to obtain a Certificate IV Telephone Counselling qualification.

CONDIT IONS OF EMPLOYMENT

Aboriginal Quitline Counsellor

Award/Contract: Social, Community, Home Care and Disability Services Award

Remuneration: Level 5 pay point 1 Part time package (0.3 FTE):

Base $18,442.00 Superannuation $1,751.99 Leave loading $248.26 Total $20,442.25

Salary is payable fortnightly.

Leave Entitlements: Four weeks per annum pro rata – leave loading applies.

Hours of Work: 11.4 hours per week (part time).

Health and Fitness: CCT does not insist on employees undergoing a pre-employment medical examination; however it is a condition of employment that in accepting this position you are able to perform the inherent requirements of the position.

Probation Period: The appointment to this position is subject to a probationary period of six months.

HOW TO APPLY FOR THE POSIT ION

Cancer Council Tasmania uses a merit selection process which means it selects preferred candidates for positions based on their demonstration of the skills, abilities and attributes to meet the requirements of the position.

This is demonstrated through application, interview and referee checks. Candidates are short-listed from the original pool of applicants.

The Selection Panel will interview the short-listed candidates and determine the preferred candidate after referee checks.

BACKGROUND OF THE ORGANISAT ION

Cancer Council Tasmania is a Not for Profit, independent organisation working to minimise the incidence and impact of cancer on all Tasmanians.

It is estimated that 1 in 2 Tasmanians will be diagnosed with cancer by age 85. To reduce that incidence, and the impact of cancer in our local community, Cancer Council Tasmania:

• Invests in cancer prevention programs that educate the community about lifestyle factors that can decrease the risk of cancer;

• Funds local cancer-related research projects and; • Provides high quality support services for people with cancer, their families, carers and friends;• Provides a respected voice for the needs of people affected by cancer.

Our work could not be achieved without the generosity of the Tasmanian community and the support of our dedicated volunteers.

Over 90% funded by public donations, fundraising activities underpin our support services, prevention programs and cancer research funding.

All money that is raised and donated to our organisation stays in Tasmania to directly assist our local community.

QUIT TASMANIA

Since July 2012, Cancer Council Tasmania has received funding from the State Department of Health and Human Services to manage Quit Tasmania. Funding has also been provided through the Commonwealth Government’s Tackling Indigenous Smoking initiative to reduce tobacco smoking rates among Tasmanian Aboriginal people. Since Quit Tasmania was establishment in 1995, there has been considerable progress in reducing the harm that tobacco causes in our community. Advances to reduce smoking rates include legislation to protect people from second-hand smoke, phasing out tobacco advertising, banning of smoking in workplaces, exposing tobacco industry practices, introducing plain packaging and most recently a national 12.5% recurrent increase in tobacco excise that commenced 1 December 2013.

Our main functions include:

• social marketing campaigns to educate people on the dangers of smoking• provide information and support to those who want to quit smoking through the Quitline telephone

support service• We also provide information and resources to the wider community so that they may help promote a

smoke free lifestyle to all Tasmanians.
