General description:

International Business School (IBS) was founded in 1991 as an independent, politically unrelated, private higher school. IBS offers Bachelor, Master and PhD Programmes in the professional fields:

- Administration and management - Economics - Tourism

The educational and scientific degree “Doctor” is in the field “Social, economic and legal sciences along Economics and management (industry, tourism). IBS is accredited by the National Agency for Assessment and Accreditation of the Republic of Bulgaria. Since 2004, International Business School has been using an internal quality assurance system which satisfies modern requirements of EN ISO 9001:2008 standard. IBS applies European Credit Transfer and Accumulation System (ECTS), thus contributing to the objectives of the European Higher Education Area – high quality and transparency of the educational process and more opportunities for student mobility. Upon completion of their training, along with a higher education diploma, students receive the European Diploma Supplement describing the level, content and status of training have passed. Along with the traditional academic forms of education – full-time and part-time, IBS applies distance learning as a contemporary educational approach with a flexible learning process – no compulsory attendance in classes. Students are taught with less dependence on the tutor, i.e. the tuition is student-oriented, not tutor-oriented. This is to state that you are supported and eased in an ultimate way but at the same time you are much more responsible for your own education. To achieve high quality effectiveness of learning we offer you various ways of current support and access to teaching resources. The same refers to the administrative services during the distance learning process.

Requirements for admission

Everyone who has acquired education and qualification degree “Master” is entitled to admission in these studies.

Admission to full-time, part-time and independent form of learning is carried out by competition that is announced in both the "Official Gazette" and the websites of the International Business School. Competitions are usually announced annually in May, but other times are also eligible.

Within two months after a notice in the "Official Gazette" applicants shall submit the following documents: • Application form for training in PhD programme • CV • A copy of university degree, Master's degree • Certificate of computer Skills • Certificate of proficiency in a foreign language • List of scientific papers in a scientific major • Documents for registered intellectual property • References from individuals, being habilitated in the scientific major

General registration procedures

GENERAL PROVISIONS

Art. 1. Application and admission of the students shall be made pursuant to the Higher Education

Act and in accordance with conditions laid down by these Regulations.

Art. 2. Students are trained for acquiring higher education degrees "Bachelor" or "Master" after

high or higher education, under the terms of admission in the specialty in which they apply.

Art. 3. / 1 /For training in the specialties of the Bachelor’s programmes can apply:

1. Students in the final year of high education before the May-June session of the state matriculation exams.

2. High school graduates in the current year. 3. High school graduates in previous years. 4. Higher education graduates.

Art. 4. / 1 / Forms of training are "full-time", "part-time" and "distance learning".

/ 2 / A simultaneously application for all specialties and forms of training in the relevant

education and qualification degree.

Art. 5. Applicants for Master’s programmes must hold a certificate of higher education degree -

"Bachelor" (under Art. 42, para 1, item 1, letter "b" of the Higher Education Act) or "Master",

with a grade not less than "good."

Art. 6. Foreign citizens can apply and be accepted for training in the terms and conditions of the

Ordinance on state requirements for enrollment of students in higher education institutions of the

Republic of Bulgaria.

Art7. Persons that are not allowed to apply:

Persons serving sentences at the beginning of the academic year.

ADMISSION TO THE BACHELOR PROGRAMME

Art. 8. Admission to study in the undergraduate programmes takes place after application and

ranking based on a submitted application form.

Art. 9/1 / The conditions for admission, deadlines for submission of the required documents, the

date of announcement of the ranking, deadlines for enrollment and scoring for different

categories of prospective students are specified in applications, as follows:

Studying in final year of high education before the May-June session of the state matriculation

examinations (Appendix 2).

Graduates with a degree in high education in the current year (Appendix 3).

High education before 2008 (Appendix 4).

High education after 2008 (Appendix 5).

Holding a university diploma (Appendix 6).

/ 2 / The deadlines in application forms shall be determined annually in accordance with the

academic calendar for the academic year.

/ 3 / The annexes are an integral part of these Regulations.

Art. 10. / 1 / Application forms are a sample of IBS and are submitted personally or through

another person with an attached document for a paid application fee.

/ 2 / Application documents are submitted:

In Botevgrad - school building of IBS, 14, Gurko str.

In Sofia - Distance Learning Centre/ DLC/.

Online - via the application platform http://online.ibsedu.bg/.

/ 3 / IBS shall not be responsible for incorrectly compiled or uncompleted application

documents by the applicant.

/ 4 / Changes in the requested choice are not allowed. If a prospective student applies for more

than one specialty and form of training, the responsibility for the sequence of majors and forms

of study shall be entirely on their responsibility.

/ 5 / After registration of application documents a check card is obtained.

/ 6 / Documents are not accepted after the deadline for application.

Art. 11. Application fee - 30 BGN

The fee shall be paid into a bank account - / Annex №1 /.

Exempt to application fees are disabled people with first and second degrees of disability;

orphans to 25 years of age; mothers with three or more children. Submitted fees are not refunded.

Art. 12. / 1 / A general knowledge test /GKT/ determines the level of general knowledge of

applicants who have completed high education. The content of GKT is based on the learning

content in lesson plans and curricula in force in the year of application at high schools in the

Republic of Bulgaria.

/ 2 / Tests for the written competitive examinations are prepared by IBS.

/ 3 / Examinations are conducted by committees appointed by order of the Rector.

/ 4 / Knowledge of prospective students is evaluated on a six-point scale, accurate to 25

decimal places.

/ 5 / Written competitive examinations have duration as follows: GKT - 3 hours.

Art. 13. Date for the entrance examination /GKT/ is July 8, 2017 both in Botevgrad and Sofia

Art.14. Requirements for applicants at conducting a written competition examination:

1. Applicants are required to take seats for the examination not later than 30 minutes before the start presenting their check-card and ID card.

2. An applicant shall be admitted to the examination room upon presentation of a check card and identity card.

3. Applicants are required to write in black pen provided to them by the Commission. 4. During the first hour of the exam, the applicant has no right to leave the room. After this time

the exit is allowed exceptionally with an accompanying person / official. 5. In the case of incorrect encryption of the incoming number, the applicant shall be required to

state this. In this case, the questors discard the wrong test card and the candidate is given another test card.

6. The applicant submits his/her test card and test certificate to thequaestors in the hall, who in his/her presence checks the correct completion of the test card.

7. After submitting the test card, the applicant is required to sign the examination report and leave the room and the building according to the above-mentioned order.

8. Applicants who appear after the beginning of the examination are not allowed to participate in it.

9. The written work shall be canceled by the chairperson of the examination committee and the applicant shall be deprived of further participation in the competition in the following cases: - attempted cheating; - other actions that violate the normal course of the examination.

10. It is forbidden to bring mobile phones in the halls.

Art.15. Tests are checked and evaluated using a specialized software system.

Art. 16. The results of GKT are valid for 2 years after the year in which they are conducted.

Art.17. Applicants can apply to view their paper (GKT) within five days after the results are

announced.

Art.18. Applicants who have received a score (2.00) or have their written paper canceled do not

take part in the ranking and scoring.

Art.19. / 1 / Ranking is carried out in a descending order of the competition score and according

to the sequence of the mentioned specialties and forms of training.

/ 2 / In the first ranking, if the applicant does not have the required score for his/her first wish,

he/she automatically participates with the second/or subsequent wish / under the same procedure

until the vacancies /if any are taken.

/ 3 / Applicants who are admitted at first ranking on their first wish enroll within the specified

deadline and do not participate in further rankings. Those who have not registered within the

deadline are considered to have refused to study at the IBS, lose their seats and do not participate

in subsequent rankings.

/ 4 / Applicants who have enrolled by the second (or the next) wish list cannot participate in

subsequent rankings. Those admitted by the second (or next) wishes / at first ranking but have

not enrolled, release the occupied places and automatically participate in the second ranking.

/ 5 / Second ranking shall be announced after the end of the deadline for enrollment at the first

ranking performed according to the procedure under para. (1) and para. / 2 /.

/ 6 / Admitted applicants at second ranking must enroll within the specified deadline and do not

participate in further rankings. Those applicants who have not enrolled in time are considered to

have refused to study at IBS, lose their seats and do not participate in subsequent rankings, if

any.

/ 7 / Applicants admitted under Art. 3. Para. 1 pt. 1, shall enroll on condition. They acquire the

status of a student after providing a high education diploma in the Education Administration.

/ 8 / In case of vacant places, additional rankings may be announced exceptionally.

Art. 20. / 1 / When two or more applicants with a flat ball are ranked last for admission, they are

all accepted.

/ 2 / Twins who have applied simultaneously are enrolled for students after successful entrance

exams if at least one of them is admitted.

Art. 21. Applicants are required to get informed about the results and deadlines for enrollment on

the school's website at www.ibsedu.bg.

ENROLLMENT

Art. 22. The enrollment of the newly admitted students is based on the ranking by order of the

Rector.

Art. 23. Documents and places to register:

A) Documents

Set of documents for registration - according to IBS sample. Document for a paid tuition fee for the first semester. / Document for non-refundable deposit

for the admitted under Art. 3. Para. 1 point 1.). Four passport format photos. An identity card that is returned after verification.

B) Place

In Botevgrad - the building of IBS, 14 ,Gurko Street: In Sofia - Distance Learning Centre (DLC).

Art. 24. In the case of a refusal of training at the end of the enrollment procedure, the tuition fee

is not refunded.

ADMISSION TO THE MASTER’S PROGRAMMES

Article 25. / 1 / For training in Master’s programmes - in person or through another person, the

following documents shall be submitted:

/ 2 / Application documents:

1. Application form - / according to a sample of IBS /. 2. Diploma for completed higher education - Bachelor (under Article 42, paragraph 1, item 1, letter

"b" of the Higher Education Act) or Master - original and copy or academic reference. 3. Bulgarian citizens who have completed their higher education in foreign schools shall present a

diploma certified in the National Centre for Information and Documentation (NCID). 4. Essay on "Why do I want to study in the selected Master’s programme". For applicants for

English language programmes, the essay shall be written in English. 5. Document for a paid application fee.

/ 3 / Documents when applying for the English programmes in cases where a language test is not

required:

1. Certificate of proficiency in English International English Language Testing System (IELTS) - minimum 6.0.

2. TOEFL – sat during the previous 24 months at the time of application - Paper-based - at least 550; Internet-based - at least 75.

3. Certificate from Cambridge (CAE) - "C".

/ 4 / Documents submitted:

1. In Botevgrad – in the building of IBS , 14 Gurko Str. 2. In Sofia – in the Distance Learning Centre (DLC).

/ 5 / IBS shall not be held responsible for any incorrectly completed documents submitted by the

applicant.

/ 6 / In the case of applying for more than one specialty, the responsibility for ordering the

specialties is entirely for the applicant.

/ 7 / After the registration of the documents no changes are allowed.

/ 8 / On expiry of the application deadline, documents shall not be accepted.

Article 26. Application fee for Master’s Programmes:

Applying in a Master's programme - 30 BGN.

The fee is paid into a bank account - / Appendix 1 /.

Art. 27. Deadline for submission of documents:

RANKING

Art. 28. Ranking Announcement:

October 3, 2017

ENROLLMENT

Art. 29. The admission and enrollment of the newly admitted students is based on the ranking by

an order of the Rector.

Art 30. Registration documents:

1. Set of documents for registration - according to IBS sample. 2. Document for a paid tuition fee for the first semester. 3. Four passport format photos. 4. An identity card that is returned after verification.

Article 31. In the case of a refusal of training at the end of the enrollment procedure, the tuition

fee is not refunded.

Article 32. Enrollment deadline:

From October 3, 2017 to October 11, 2017

ADDITIONAL PROVISIONS

Applicants who have submitted false documents, have attempted to give false information when

filling in their papers or to deceive the admission committees and the leadership of the IBBS are

removed from the competition.

FINAL PROVISIONS

These Regulations are issued on the grounds of Art. 68 of the Higher Education Act and in

compliance with the Ordinance on the State Requirements for Admission of Students in the

Higher Schools of the Republic of Bulgaria.

The results of the candidate's exams and the ranking shall be published on the school's Internet

site www.ibsedu.bg

The Regulations and its annexes were adopted at a meeting of the Academic Council of the

International Business School on 30 November 2016.

Credit Transfer and Accumulation System Application

General conditions

The building of the common European Higher Education Area through the Lisbon Convention (1997) and

the Sorbonne (1998) and Bologna (1999) Process leads to approval of the European Credit Transfer

System (ECTS) as a mechanism for actual integration in the European Higher Education. The following is

realized through its application:

- Increasing the efficiency and the control validity of the students tuition and evaluation;

- Expanding the possibility for interdisciplinary education;

- Ensuring and facilitating the students and staff mobility;

- Recognizing of the acquired qualification in Bulgarian universities in other European countries.

The general/key principals of this System are:

1. The ECTS is based on three key elements: information /regarding the academic programmes and

the students’ learning outcomes/, mutual agreement /between the institutional partners and the

student/ and the usage of ECTS-credits /for students’ workload designation/.

2. The ECTS-credits represent the relative not the absolute measure of the students’ workload.

They specify the part of the overall annual workload that a particular discipline from the academic plan

carries out.

3. The ECTS-credits are concrete numerical expression of the students’ workload for every

academic discipline/subject (from 1 to 60).

4. According to the ECTS the workload of one academic year is equivalent to 60 credits and usually

30 credits are designated to one semester.

5. The academic plan for one school year is the initial ground for the credits allocation. Credits

might be awarded and for course projects, practicum, graduation paper. Credits are designated for

every discipline from the academic plan – compulsory, elective, facultative.

6. There is no interdependence between the ECTS-credits and the difficulty level of a particular

discipline. It is eligible one discipline included in different subjects to bring different credits.

7. Credits for a particular discipline are awarded only to the students who have passed the exam

for this discipline. The pass mark, no matter its worth, cannot influence the degree of the awarded

credits. The number of the credits is fixed and is the same for all of the students who have passed the

particular exam.

II. Mechanism for credits allocation between the different disciplines

According to ECTS 60 credits for one academic year corresponds to 1 800 hours complete students’

workload.

The annual workload of 1 800 hours includes class sessions (lectures, exercises, seminars, etc.), also

individual work in the library and at home, practicum, consultations, exam preparation.

In the IBS 1 credit corresponds to 30 hours learning workload of the students and is in accordance to

Regulation No. 21 / 30.09.2004 for the Credit Transfer and Accumulation System Application in the

Higher Education.

With annual workload of 1 800 hours when 1 credit corresponds to 30 hours workload no more than

30% of it are in class sessions.

For a 4-years study period the total credits that the student should be awarded are 240 – 60 credits per

year for 4 years.

The total in class hours for one academic year is 600 and 1 200 hours self-work out of class respectively.

This means that every discipline with 60 in class hours is complemented by 120 hours self-work out of

class.

When there are practicum, internships, course works and another out of class studying forms as a part

of the studying plans then they are included in the 60 credits for the year.

The elective modules are allocated to courses and semesters and the number of the modules that the

students should elect for the academic year is specified. The credits are allocated so that the total

credits from the compulsory and the elective modules to be 60.

III. Informational package

“Informational package for the subject” in the IBS has the following goals:

• To give concrete information about everything that the IBS subject offers to the students and

lecturers;

• To assure the transparency of the academic plans, academic disciplines and to facilitate the right

choice of the applicants and the students;

• To give information for application, registration, organization and implementation of the

studying process for acquiring of particular qualification for any of the particular subjects.

INFORMATION ON THE BULGARIAN HIGHER EDUCATION SYSTEM

Holders of diplomas of completed secondary education have the rights to continue their studies without restrictions as to the type of the higher school. Admission to higher school is based on successfully passed entrance examinations. The type and the number of these examinations are defined by the higher schools and are closely related to their profile. The requirements for student admission, depending on the type of the higher school and the given speciality, comprise written competitive examinations (one or more), tests (with different volume and structure) and a diploma of completed secondary education. The autonomy of the higher schools gives them the rights to define on annual basis the admission requirements. The admission procedure for each speciality is defined on annual basis and made public in the Guide of respective higher school.

The system of higher education provides training after completed secondary education and comprises the following degrees:

8.1. BACHELOR'S EDUCATIONAL AND QUALIFICATION DEGREE . According to the curriculum the acquisition of that degree requires:

a) minimum 180 credits with a duration of the studies of at least three years leading to the Professional Bachelor in…degree;

b) minimum 240 credits with a duration of at least four years leading to the Bachelor's degree.

8.2 MASTER'S EDUCATIONAL AND QUALIFICATION DEGREE . The requirements for the acquisition are as follows:

a) minimum 300 credits according to the curriculum with a duration of the studies of at least five years;

b) minimum 120 credits for holders of Professional Bachelor in … degree

c) minimum 60 credits for holders of Bachelor's degree.

Colleges organize training for the acquisition of the Professional Bachelor in … educational and qualification degree that provides specialized vocational training in the respective professional sectors and specialities.

Holders of the Professional Bachelor in … educational and qualification degree can continue their training for the Master's educational and qualification degree only in the same professional sector in compliance with the terms and conditions laid down in the Rules of the higher school or in the State Requirements.

Studies for Bachelor's degree organized in complains with the curriculum provide multi – profiled training or specialized vocational training in professional sectors and specialities. Studies for Master's degree provide profound fundamental training combined with profile – oriented training within a given speciality.

8.3. STUDIES FOR DOC TOR'S EDUCATIONAL AND SCIENTIFIC DEGREE are carried out in scientific specialities.

Diplomas for completed degree are issued upon the successful completion of all duties included in the curriculum, irrespective of the calendar duration of studies.”
