VITAL STATISTICS FOR 1983

The statistics for 1983 on forms SD25, SD52 and SD52A will be distributed tohealth and local authorities over the next few months. There are changes fromprevious years in the content, format and presentation of the tables. Themajor changes were outlined in a consultation document, OPCS Circular (Stat)No 4/1983, sent out last May. This article explains and illustrates thechanges in more detail. The specimen tables are reduced in size from thestandard computer print which will be sent to customers.

Pre-printed stationery will no longer be used; all parts of the tables,including headings and text, will be produced by computer. This makes forgreater flexibility if alternative forms of output, for example microfiche,are needed in future. Good quality single-part stationery will be used,producing an improved print. The paper will be narrower, moving to the 13z-character width which is the standard for computer printing.

District Medical Officers, as well as District Administrators,will be sentstatistics for their areas.

SD25 – mortaiity statistics

There 2re charges in presentation. A line is printed for each of the 95 causesof death even when there are nc cases. The consistent layout will enableeasier comparisons to be made betweenDHAs and between years. The firstof thefour pages is illustrated below:

Statistics on tape

A tape containing the SD25, SD52 and SD52A statistics will be supplled onrequest to each RHA. It WI1l have figures for England and Wales, standardregions, and each local and health authority. The tape may be copied by theRHA to other health authorities w~thin the region and can be supplled by OPCSto other organlsatlons on repayment Information concerning the tapespeclflcatlon and cost can be obtained by wrltlng to the Editor

POPULATION ESTIMATES AND PROJECTIONS

Final mLd-1981 and a retrospective, consistent series of mld-1971 to mid-1980population estimates for DHAs ( and local government areas) In England andWales have recently been publlshed in OPCS Monitor PP1 84/2 These particularestimateswere ‘allages, both sexes’ aggregates, but figures by five-year agegroups and sex are ava~lable The boundaries of the DHA5 are those as at April1982 Revised Lntercensal population estimates for the old health authori-ties w1ll not be produced, but conversion llsts, lndlcatmg how f~gures forthe old areas could be derived from those for the new health and local auth-

The mld-1982 set of population estimates are now being flnallsed and, alongwith the final estimates for mid-1983, will be publlshed in a further Monitorin May or June The procedure of having ‘provisional’ estimates followed bya ‘revised’or ‘final’ set WL1l no longer apply as all the Census informationrequired has now been incorporated.

TR.4NSFERABLE DEATHS

Following consultationswith members of the health service, OPCS has resumedthe notification of transferabledeaths starting with January 1984 registra-tions.

The procedures are similar to those in operation up to the end of 1980,exceptthat the area unit is now the district health authority. Inward transfers,that is deaths of residentsof the area which are registeredin other areas,arenotified in the form of photocopies of the registration particulars. Outwardtransfers, that is deaths of residents of other areas which are registeredwithin the area, are notified as a list of registrationnumbers. Notificationsarising from a month’s registrationsare normally sent out about seven weeksafter the end of the month.

The identification of transferable deaths is carried out continuously duringthe monthly clerical processing of the death entries. The Area Coding Sectionof ‘JitalStatistics Eranch is responsiblefor postcodixgthe usual ?esidenceofthe deceased and for coding the type of institutionin which death occurred.Asan additional task the coders now provide a cods for area of occurrence,asdescribed below.

If the death occured at home cr is otherwise ‘non-transferable’because of thetYPe Of institution or length of stay (see ‘Area coding o? deaths’ inNewsletter No !) then no further action is re~uired. If the death was

registered in a registration sub-district which is wholly within a DHA, oroccurred in an institution which is on the coders’ lists, then the 2E!Acoderelating tc that sub-district.OT institution is inserted on the death entry.Otherwise the address where the death acctirredis postcoded.

As a second clerical operation, and ignoring the ‘nofi-transferables’,thepostcod?s o? usual residence are transited into DHA codes using speciallyprepzred lists. The few postcodes relating tc address of occurrence aretranslatedat th2 same time. The two DEA codes, occurrence and residence,arecom~a?ea; if they differ the death entry is photocopie~ and the entry numberislisted under the DHA ~f occurrence.

Th2 photocopiesare sorted to DHA of usual residenceand representthe ‘inward!transfers. They are des?atcheti,a~~ng with the lists of entry numbers rep~e-

senting the ‘outward’ transfers, xithifia ?ew days cf completing the monthtsclerical processing.

The three printed tables VS1, VS2, VS3 WI1l be treated as seven separatesets or tables when recorded on magnetic tape.

1. Table VS3 The whole table

5. Table VS2/1 The data on live, still and multlple births printedto the left of the double vertical llne of ‘/’son VS2.

6. Table VS2/2 The data on place of confinement printed to theright of the double vertical llne of ‘/’s on VS2.

7. Table VS2/3 The data on blrthwelght printed below the llneof ‘-’s on VS2.

For an illustration of the above please see the sample prints of VSI,VS2and VS3 attached which have been marked to show how the printed tableshave been sub-dlvlded.

Where on the printed tables national and regional figures are repeatedlygiven for all areas (as in VS1/1 and VS1/2), the figures on the magnetictape version of the table w~ll only Include the appropriate figures forthe area concerned. National and regional figures w1ll appear only onceat the appropriate level.

It 1s possible to have VSI, VS2 and VS3 on seperate tapes. In thosecircumstances only the tables for the speclflc output required w1ll beput to tape. e.g. If only VS2 1s wanted then tables VS2/l,VS2/2 and VS2/3will be put to tape.

The magnetic tape version of the tape will be set out as if the tableshad been prepared using the OPCS tabulation utility TAU and the tape hadbeen written using the TAU utility ALIENSAVE which saves tables in a formatsuitable for data interchange.

This means that the file is physically a file of fixedrecords with a logical hierarchy of:

Textual labels will be provided down to the area level (narrativedescription of the file, table identity, area names) but stub and columnlabels and explanatory text will not be included.

If users have the TAU software and wish to use it to perform furtheranalyses of the data, then they may be able to use the ALIENRETREIVEutility to read the data into the TAU system. To do this, users will needa copy of a TAU library file containing the appropriate TAU information toenable further analyses to be made. This additional file will have on itinter alia the appropriate stub and column text labels, but only in a formsuitable for processing by TAU.

Iiow the printed numbers map onto the countrecords is illustrated on the COpy prints attached, with RI beingcount record 1, R2 being count record 2 etc. The number of countrecords for each area on each table is on the file sizinginformation. See sheet 5.
