Background to the role: PACTAM2 is an Australian Government initiative funded through its official aid agency, the Department of Foreign Affairs and Trade (DFAT), and managed by Scope Global. It places highly skilled Technical Advisers in Partner Government organisations across 8 Pacific Island countries.

Background

The Australian Government through PACTAM2 has been supporting the Nauru Utilities Corporation (NUC) from 2013 until present. This assignment contribute to the mutual development priority of investing in national building infrastructure, agreed between the governments of Australia and Nauru and articulated in the Aid-Investment Plan 2015-16 to 2018-19.

The NUC has seen significantly improved performance under the guidance of the In-Line PACTAM2 position of CEO. This includes significant progress towards financial sustainability and diversification of power generation to include renewables and reduce the reliance on fuel. Significant investment in improving workforce culture has had a substantial impact on the operation of the NUC, with on-time attendance rates increasing from 45% to 92%.

The purpose of this role is to manage the Nauru Utility Corporation (NUC) and implement the strategic plan 2020-2025. This includes specific activities in the following areas:

- Continued focus on work culture transformation, including enhanced capacity of the NUC

- Ensure security of power generation and water production

- Continued improvement of power reliability for Nauru, including complete rehabilitation of the electricity network and improved maintenance of assets

- Continued diversification of energy generation to reach 50% renewable sources by 2020.

This role will also focus on building the capacity of the NUC workforce, including effective sustainability planning for transitioning the position of CEO to a Nauruan.

The CEO is the most senior position at NUC. The position reports to the Chairperson of the NUC Board and the Minister. The CEO will supervise the General Manager Power Operations and Mechanical works, the GM Water Operations and Civil Works, Financial Controller, Human Resource Manager and OHS and Security Supervisor.

The CEO will also liaise regularly with Senior Government Officials, major consumers and international institutions. The CEO will also be called upon to advise the Minister as needed.

The CEO will be accountable for a budget approved by the Minister and Cabinet, must be available for emergency call outs at any time and willing to participate significantly in public relations activities. The CEO shall exercise authority as delegated by the Nauru Utilities Act 2011 and by Cabinet.

Assignment Objective(s) Update and extend the NUC Strategic Plan 2014-2020 to the year 2025 and the Nauru Energy Road Map and build capacity of staff within the NUC to continue to implement this plan beyond the terms of this assignment (2025).

Prepare and implement strategic annual work plans, budgets and operating plans in a timely and effective manner in line with the updated Strategic Plan 2020-2025.

Provide support and guidance to staff to monitor and evaluate the implementation of the strategic plans including regular monthly/quarterly reporting to the Board.

Develop a sustainability plan to transition leadership to a local Nauruan counterpart to ensure ongoing effective implementation of the strategic plan.

Cross Cutting Issues

Length of assignment: 12 months with a possible 12 month extension

Reports to: The CEO Nauru Utility Corporation will be accountable to and managed by Chairperson of the NUC Board and the Minister for Nauru Utilities Corporation.

Remuneration

PACTAM2 is funded by the Australian Department of Foreign Affairs and Trade (DFAT).

The Adviser Remuneration Framework (ARF) is a set of market-based, long and short term remuneration rates applying to aid-funded advisers that are commercially contracted by DFAT directly, or through a managing contractor such as Scope Global.

All PACTAM advisers are eligible for the mobility allowance which compensates long-term advisers for personal impacts and cost of living differences associated with leaving their permanent country of residence. The Mobility Allowance is calculated as a percentage of the monthly remuneration and varies depending on the job level and whether the adviser is accompanied.

The ARF calculator provides the maximum rate. Following consultation with country programs, DFAT have instructed Scope Global to apply a 50 percent Mobility Allowance to all Advisers participating in the PACTAM2 program.

ARF Monthly Rate Band: $14,335 to $17,918 AUD

Under the ARF terms and conditions the allocation of paid time off forms part of

the remuneration package. The annual allocation is 20 days recreation leave and 10

days personal leave, which can be taken as sick leave, carer’s leave or travel days to

access recreation leave

Additional information The selection process also involves a medical screening process to ensure that

shortlisted candidates are medically fit to take up this position in Nauru

In addition to communications via letter, email, telephone, skype and/or fax, the

PACTAM2 Scope Global staff will meet with the Adviser in country at least once,

annually.

Deployment is subject to:

Formal approval from DFAT and the Partner Government

Procurement of visa and work permits

Satisfactory medical examination for the applicant and accompanying

dependants/partner (if applicable)

Satisfactory police check

Participation in the pre-departure briefing

PACTAM2 places Technical Advisers in countries were specialist skills are not locally available. As such long term residents employed under local contract are not eligible to apply for this program.

PACTAM2 operates in 12 Pacific Island countries, providing both internationally

and/or regionally recruited advisers in the form of placements within Partner

Government Ministries, local non-government organisations (NGOs), regional

organisations or at DFAT Posts. The goal is to provide technical advice on the design

and implementation of an efficient and effective assistance program in the Pacific
